Functional Areas Base Isolation System Generators and Fuel Tank Executive Policy Room EOC Operations Room (when activated) During day-to-day operations: About 72 permanent staff work for the division day-to-day. During disaster operations: Sustained by up to 236 staff. Cost to build: $9.066 million Built on land owned by state (no Federal or National Guard money used) and including consultant services, tower, antennas, furnishings, equipment, art and construction management services. 28,000 square-foot facility. Parking for 135 vehicles. All EOC workstations and furniture built by inmate laborers in Correctional Industries of the Washington Department of Corrections. Building designed as the State Emergency Operations Center (EOC) with the primary goal being survivability, particularly in the event of an earthquake. Building designed to continue to operate with minimal damage following a 1000-year earthquake. Operations Room = 3,600 feet Policy Room = 600 feet Computer, telecom and radio support = 1,850 feet Executive Offices = 1,000 feet Staff area = 17,500 feet Consists of a series of base isolators with bearings that allow the building to remain stationary if an earthquake moves the ground underneath. 22 base isolators support the building. The system allows for up to 20 inches of ground movement under the building. Capacity to power the State EOC for seven continuous days at disaster-staffing levels. Three 500-kilowatt back-up generators can power the entire facility. 8,000-gallon diesel above-ground fuel tank ensures generators have adequate fuel. Generators and fuel tank seismically stabilized for earthquake survivability. Uninterruptible Power Supply (UPS) systems are in-place to keep computer, PBX, LAN and other critical systems running. Seats 20 comfortably; 30 if needed. Main table has multiple microphone and telephone outlets. Room includes computers, printer, television monitors and live phone lines (crash lines) to the Hanford Site and Umatilla Chemical Depot. Overlooks Operations Room Contains audio-visual system linked to Operations Room and teleconferencing system which can link to other systems around the state and nation. Located in the heart of the building with all needed auxiliary services in close proximity. 70 workstations arranged around “pods” with an additional 109 workstations available throughout the building. Each pod equipped with computers and phones—certain pods equipped with Web camera capability and live phone lines (crash lines) to the Hanford Site and Umatilla Chemical Depot.
