<strong>Heating</strong> <strong>and</strong> <strong>Insulation</strong> <strong>Grant</strong>s<br />

Am I applying for the right grant?<br />

The Council is committed to tackling inequalities<br />

in health <strong>and</strong> fuel poverty, together with reducing<br />

carbon emissions. Therefore we are offering two<br />

grant schemes to provide financial assistance<br />

to home owners who need help with the cost of<br />

heating installations <strong>and</strong> insulation work. These are:<br />

1. <strong>Repayable</strong> <strong>Grant</strong> Scheme<br />

Our <strong>Repayable</strong> <strong>Grant</strong> Scheme is delivered on<br />

behalf of the Council by the In Touch Thanet Home<br />

Improvement Agency <strong>and</strong> provides repayable<br />

grants of up to £5,000 for heating installations <strong>and</strong><br />

insulation works to home owners who fulfil the<br />

<strong>Repayable</strong> <strong>Grant</strong> Scheme vulnerability criteria.<br />

Please note: The <strong>Repayable</strong> <strong>Grant</strong> is subject to the<br />

condition that if your property is sold within 10 years<br />

of the completion of the grant, it must be repaid in<br />

full. After 10 years, there is no requirement to repay<br />

the grant. If you do not believe you will stay at the<br />

property for at least 10 years, you have the option<br />

of paying the grant back at any time during the 10<br />

year period. <strong>Repayable</strong> <strong>Grant</strong>s are interest free. You<br />

are eligible for the <strong>Repayable</strong> <strong>Grant</strong> Scheme if you<br />

meet all of the following requirements:<br />

Your total gross annual household income is less<br />

than £30,000<br />

AND<br />

Your combined household savings are less than<br />

£6,000<br />

AND<br />

You or a family member is 60 or over, or your<br />

household has at least one child under the age of 16<br />

2. Coldbusters <strong>Grant</strong> Scheme<br />

The Coldbusters grant scheme is delivered on<br />

behalf of the Council by the Kent Energy Centre<br />

<strong>and</strong> offers grants of up to £5,000 for heating<br />

installations, insulation works, draught-proofing<br />

<strong>and</strong> pipe insulation to home owners who fulfil<br />

the Coldbusters Scheme criteria. There are no<br />

conditions attached to these grants after they have<br />

been completed <strong>and</strong> no requirement to pay any of<br />

the grants back. To be eligible for the Coldbusters<br />

Scheme you must be a home owner <strong>and</strong> be in<br />

receipt of one of the following benefits:<br />

- Income support or income based job seekers<br />

allowance<br />

- Council tax benefit or pension credit<br />

- Attendance allowance or disability living allowance<br />

- Industrial injuries disablement benefit or war<br />

disablement pension<br />

- Working tax credit, providing the person entitled<br />

to the tax credit has a relevant income of less than<br />

£14,200<br />

- Child tax credit, providing the person entitled to the<br />

tax credit has a relevant income of less than<br />

£14,200<br />

4.1 Guidance note:<br />

The Council’s preferred option is the<br />

installation of a gas-fired boiler with<br />

radiators. The alternatives have been<br />

made available to deal with properties<br />

without a gas supply, <strong>and</strong> unless you can<br />

justify why a gas-fired boiler with radiators<br />

should not be installed, the Council may<br />

refuse your <strong>Repayable</strong> <strong>Grant</strong> application.<br />

Other options include the installation of<br />

an oil-fired boiler with radiators. If you<br />

already have an existing gas-fired boiler<br />

with radiators, but require an extension<br />

or upgrade of the installation, please tick<br />

A new space heating installation is<br />

only properly effective if the property is<br />

adequately insulated to retain warmth.<br />

Therefore, if cavity wall <strong>and</strong>/or loft insulation<br />

agree to such works being undertaken.<br />

Part Nine: Terms <strong>and</strong> Conditions<br />

Definitions:<br />

“Council” - Thanet District Council.<br />

“Agency” - In Touch - Thanet Home Improvement Agency.<br />

“Applicant” - The <strong>Repayable</strong> <strong>Grant</strong> applicant stated in 1.1 above.<br />

“Contractor” - A building contractor appointed to carry out the<br />

eligible works.<br />

“<strong>Repayable</strong> <strong>Grant</strong>” - <strong>Heating</strong> <strong>and</strong> <strong>Insulation</strong> <strong>Repayable</strong> <strong>Grant</strong>.<br />

“Schedule” - A Schedule of Works prepared by the Council, or<br />

the Agency, for <strong>Repayable</strong> <strong>Grant</strong> purposes, which specifies the<br />

eligible works.<br />

“Household” - A group of persons who reside together<br />

permanently as a family unit in a single dwelling, who may or<br />

may not be related by blood or marriage.<br />

“Certified Date” - The date on which the Council, or the Agency,<br />

certifies that the eligible works have been completed to their satisfaction.<br />

9.1 A <strong>Repayable</strong> <strong>Grant</strong> is only available to an Applicant who lives<br />

in a property which they own, <strong>and</strong> who also fulfils the <strong>Repayable</strong><br />

<strong>Grant</strong> Scheme vulnerability criteria, <strong>and</strong> whose property is<br />

considered by the Council or the Agency to lack adequate space<br />

heating <strong>and</strong>/or insulation.<br />

9.2 The Applicant must provide proof of ownership to validate a<br />

<strong>Repayable</strong> <strong>Grant</strong> application. The preferred method of proving<br />

ownership is the submission of an original HM L<strong>and</strong> Registry<br />

search, more properly known as an “Official Copy of Register<br />

Entries”. The search must not be dated more than six months<br />

before the date of the <strong>Repayable</strong> <strong>Grant</strong> application.<br />

9.3 An Applicant only fulfils the <strong>Repayable</strong> <strong>Grant</strong> Scheme<br />

vulnerability criteria if the combined gross annual income of all<br />

members of his or her household is less than £30,000; <strong>and</strong> the<br />

combined savings of all members of his or her household is less<br />

than £6,000; <strong>and</strong> his or her household contains at least one<br />

person aged 60 or over, or at least one child under the age of 16.<br />

9.4 The Council or the Agency will decide if a property lacks<br />

adequate space heating <strong>and</strong>/or insulation, <strong>and</strong> their decision<br />

is final. If the Council or the Agency decides that a property<br />

lacks adequate space heating <strong>and</strong>/or insulation, it will provide<br />

a Schedule which will identify the eligible works. A <strong>Repayable</strong><br />

<strong>Grant</strong> will only be considered for the eligible works specified in<br />

the Schedule.<br />

9.5 The maximum <strong>Repayable</strong> <strong>Grant</strong> is £5,000 for each property.<br />

Any ancillary expenditure approved for A <strong>Repayable</strong> <strong>Grant</strong><br />

assistance will be included within this figure. If the cost of the<br />

eligible works exceeds £5,000, the Applicant will be responsible<br />

for the additional expense.In exceptional circumstances the<br />

Housing Improvement Manager may use his or her discretion to<br />

approve A <strong>Repayable</strong> <strong>Grant</strong> at a higher level than the maximum.<br />

9.6 The Applicant will be required to provide written proof that<br />

he or she fulfils the <strong>Repayable</strong> <strong>Grant</strong> Scheme vulnerability<br />

criteria. Photocopies of all relevant documents will be required<br />

before a <strong>Repayable</strong> <strong>Grant</strong> application can be approved.<br />

Relevant documents include payslips, bank <strong>and</strong> building<br />

society statements <strong>and</strong> passbooks, share certificates, official<br />

notification of state benefits, <strong>and</strong> any other document which<br />

relates to any household income or savings. The Applicant must<br />

provide original documents for examination when requested by<br />

the Agency. If the Council finds that any household income or<br />

savings has been knowingly concealed during the <strong>Repayable</strong><br />

<strong>Grant</strong> application process, it will consider the matter to be fraud<br />

<strong>and</strong> the appropriate response will be taken.<br />

9.7 The Applicant must accept that contractors nominated by the<br />

Council or the Agency will carry out the eligible works.<br />

9.8 <strong>Repayable</strong> <strong>Grant</strong> approval is subject to the condition that the<br />

eligible works are carried out in accordance with the Schedule.<br />

Any additional works carried out at the same time, which are<br />

not specified in the Schedule, will not be eligible for <strong>Repayable</strong><br />

<strong>Grant</strong> aid. The only exception is unforeseen works. Unforeseen<br />

works are defined as works which are integral to the proper<br />

completion of the eligible works specified in the Schedule, but<br />

could not have been reasonably foreseen until the works had<br />

started on site. Additional payments for unforeseen works will only be<br />

made if the Council or the Agency has given prior approval. Unforeseen<br />

works must be inspected by the Council or the Agency, who will require<br />

a written quotation from the Contractor. Only after an inspection has<br />

been made, <strong>and</strong> a price agreed by the Council or the Agency, can the<br />

unforeseen works proceed. If the extra expense of unforeseen works<br />

increases the cost of the works to over £5,000, the Applicant will be<br />

responsible for all costs over £5,000. In exceptional circumstances the<br />

Housing Improvement Manager may use his or her discretion to approve<br />

unforeseen works that increase the overall costs of the eligible works to<br />

a level which exceeds the maximum <strong>Repayable</strong> <strong>Grant</strong>.<br />

9.9 If the Council or the Agency specifies in the Schedule that loft <strong>and</strong>/<br />

or cavity wall insulation is a necessary part of the eligible works, it is<br />

a condition of the <strong>Repayable</strong> <strong>Grant</strong> that the Applicant agrees to their<br />

installation. If the Applicant does not agree to the insulation part of a<br />

<strong>Repayable</strong> <strong>Grant</strong> when specified in the Schedule, the Council or the<br />

Agency will refuse the <strong>Repayable</strong> <strong>Grant</strong> application. If a <strong>Repayable</strong><br />

<strong>Grant</strong> application has been approved <strong>and</strong> a space heating system<br />

installed, <strong>and</strong> the Applicant then refuses access to a nominated<br />

contractor with authority to carry out the insulation part of the <strong>Repayable</strong><br />

<strong>Grant</strong>, the Council may dem<strong>and</strong> the Applicant to repay all costs incurred<br />

with the installation of the space heating system.<br />

9.10 It is a condition of the <strong>Repayable</strong> <strong>Grant</strong> that the eligible works<br />

are carried out within six months of the date the application is<br />

approved. This period may be extended by the Council in exceptional<br />

circumstances. If an Applicant requires additional time, a request must<br />

be made in writing before the end of the six-month period, otherwise the<br />

right to a <strong>Repayable</strong> <strong>Grant</strong> cannot be guaranteed.<br />

9.11 The Council will not make final payment unless they have<br />

been supplied with a copy of any certificate or guarantee issued by<br />

the Contractor at the end of the works, e.g. electrical or gas safety/<br />

completion certificates.<br />

9.12 Where the eligible works are subject to the Building Regulations, the<br />

Council will not make final payment unless Building Control have certified<br />

the works as complete <strong>and</strong> compliant with the Building Regulations.<br />

9.13 Upon completion of the eligible works, the Applicant will be required<br />

to sign a declaration form confirming that he or she is satisfied that the<br />

works have been fully completed to a satisfactory st<strong>and</strong>ard.<br />

9.14 The Council will not be responsible for any dispute between the<br />

Applicant <strong>and</strong> any Contractor after the Certified Date. Once the works<br />

have been completed, it is the responsibility of the Applicant to maintain<br />

<strong>and</strong> repair any appliances installed.<br />

9.15 If the property is sold within ten years of the Certified Date, the<br />

Council will dem<strong>and</strong> full repayment of the <strong>Repayable</strong> <strong>Grant</strong>, unless the<br />

Council decides there have been exceptional circumstances. It is a<br />

further condition of the <strong>Repayable</strong> <strong>Grant</strong> that should there be an intention<br />

to sell the property within ten years of the Certified Date, the Applicant<br />

must notify the Council in writing of such proposals, <strong>and</strong> provide any<br />

information required by the Council in that connection.<br />

9.16 <strong>Repayable</strong> <strong>Grant</strong>s are not subject to interest or administrative charges.<br />

9.17 The <strong>Repayable</strong> <strong>Grant</strong> will be registered as a Local L<strong>and</strong> Charge for<br />

ten years following the Certified Date, or until the <strong>Repayable</strong> <strong>Grant</strong> has<br />

been repaid in full.<br />
