This decision does not preclude a Resident Council from having a caterer come on the premises<br />

to serve a purchased meal; however, if City guidelines are not followed, it could lead to the<br />

person in charge of the event and SAHA being cited with a violation.<br />

Gambling on property through bingo and other games has also become a concern. Gambling of<br />

any sort for money is a prohibited activity. Limited funds are available to purchase giveaway<br />

prizes, but money cannot be used as prizes for bingo games due to legal limitations.<br />

Staff will include this information as a topic of discussion at the next Resident Council training<br />

session.<br />

Item 8:<br />

Update and discussion regarding the Resident Handbook.<br />

Mr. Hinojosa explained the SAHA staff is working on the Resident Handbook. The English version<br />

has been delivered to the printing contractor and will available by <strong>March</strong>. The handbook is also<br />

being translated into Spanish, which will also be available to the residents in printed form and will<br />

be distributed to residents as soon as the handbooks become available. The handbooks will be<br />

delivered to the property managers for distribution to residents.<br />

Item 9:<br />

Update and discussion regarding the third and final phase of the <strong>San</strong> Juan redevelopment.<br />

Ms. McCormick and Mr. Casso provided an update on the <strong>San</strong> Juan III development project. <strong>San</strong><br />

Juan Phase III is the third and final phase of a revitalization project that spans eight years. As<br />

envisioned, this project will have 252 residential units, 12 of which are designated as live/work<br />

spaces, as well as 4,000 square feet of commercial/retail space.<br />

The <strong>San</strong> Juan III plan is to create a neighborhood where families live, work and shop, with a mix<br />

of retail space and services. The new project design creates community connectivity between all<br />

three phases and potential economic development in the area. The site design includes walking<br />

trails and a park with a plaza space usable by both residents and the neighborhood at large. The<br />

design concept will create an environment for healthy living and promote use of outdoor spaces.<br />

SAHA management and staff have met with elected officials and stakeholders of the <strong>San</strong> Juan<br />

community. This effort has included work with design professionals, and meetings with area<br />

business owners, SAISD, the City of <strong>San</strong> <strong>Antonio</strong>, Public Works, Metro Health and TDHCA.<br />

SAHA internal departments have been meeting monthly to plan for the relocation of families and<br />

the impact to the 178 students presently living in this remaining portion of <strong>San</strong> Juan Homes<br />

Public <strong>Housing</strong>. In consultation with SAISD, the relocation plan will ensure each student is given<br />

the opportunity to complete the school year at their current campus.<br />

The SAHA staff will continue to update the Commissioners as new developments occur.<br />

Item 10:<br />

Update and discussion regarding the strategy for reinvestment in the five neighborhoods<br />

that were part of the HOPE VI Mirasol Project.<br />

Ms. McCormick provided an update for reinvestment in the five neighborhoods that were part of<br />

the HOPE VI Mirasol Project. On January 30, <strong>2013</strong>, a presentation and work session was held<br />

with the Board of Commissioners to discuss the strategy for reinvestment in the five<br />

neighborhoods that were part of the HOPE VI Mirasol project.<br />

The purpose of the reinvestment project is to rebrand the neighborhood into 5 separate<br />

neighborhoods. This process will include:<br />
