1. Foreword by the Pro Vice-Chancellor<br />
(Research <strong>and</strong> Innovation)<br />
It is the responsibility <strong>of</strong> any institution which conducts<br />
academic <strong>research</strong> to do so in a way that makes a significant<br />
contribution both to the <strong>social</strong>, political <strong>and</strong> cultural fabric<br />
<strong>of</strong> the community which it serves in particular <strong>and</strong> to<br />
society <strong>and</strong> the economy in general. In reading the annual<br />
reports from <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> Research Institutes I am<br />
confident that you will find the <strong>research</strong> undertaken at<br />
<strong>Ulster</strong> to have more than fulfilled expectations over the<br />
past year.<br />
The <strong>University</strong>’s growing reputation for high quality <strong>research</strong> has enabled us<br />
to continue to attract additional high-calibre <strong>research</strong> staff who have assisted<br />
colleagues in attracting external <strong>research</strong> <strong>and</strong> other income <strong>and</strong> in completing<br />
work that has led to highly prestigious papers, books <strong>and</strong> other key performance<br />
outputs.<br />
In particular, the <strong>University</strong> has had a successful year in terms <strong>of</strong> <strong>research</strong> grant<br />
income with £11.5M <strong>of</strong> externally funded grants. The number <strong>of</strong> major external<br />
awards, the value <strong>of</strong> which exceeds £200k, rose to eight with income totalling<br />
£3M attracted from prestigious Research Councils.<br />
In addition to the annual allocation <strong>of</strong> DEL postgraduate <strong>of</strong> £3.38M, this year,<br />
the <strong>University</strong> received just over £300k in support <strong>of</strong> 34 new DEL funded PhD<br />
studentships to be held in <strong>research</strong> areas that have specific relevance to the<br />
Northern Irel<strong>and</strong> economy; thus allowing further development <strong>of</strong> R&D talent<br />
essential for innovation in business <strong>and</strong> the public sector. This funding enables<br />
<strong>Ulster</strong> to support 244 full-time <strong>research</strong> students with a further 161 supported<br />
from a range <strong>of</strong> other sources <strong>of</strong> funding.<br />
Research staff have made a significant contribution to Northern Irel<strong>and</strong>’s largest<br />
every strategic review under the MATRIX programme. A number <strong>of</strong> colleagues<br />
contributed significantly as members on the main panel with many other colleagues<br />
on Horizon panels across all five sectors, ie: Advanced Engineering (Transport),<br />
Advanced Materials, Agrifood, ICT <strong>and</strong> Life & Health Sciences. The MATRIX<br />
recommendations are implemented under the leadership <strong>of</strong> DETI <strong>and</strong> Minister<br />
Arlene Foster <strong>and</strong> the <strong>University</strong> will play a significant role in implementing its<br />
recommendations <strong>and</strong> model.<br />
In November 2007 <strong>Ulster</strong> made its largest submission to the national Research<br />
Assessment Exercise (RAE2008). Almost 500 staff in 25 Units <strong>of</strong> Research<br />
Assessment participated in the exercise <strong>and</strong> a number <strong>of</strong> <strong>Ulster</strong> staff participated<br />
in RAE Sub-Panels with two members <strong>of</strong> staff being asked to act as Chair (Pr<strong>of</strong>essor<br />
Hugh McKenna – Nursing <strong>and</strong> Midwifery <strong>and</strong> Pr<strong>of</strong>essor Seamus MacMathuna –<br />
Celtic Studies).<br />
The RAE2008 outcomes will inform the future <strong>research</strong> strategy <strong>of</strong> the <strong>University</strong><br />
<strong>and</strong> the <strong>University</strong>’s <strong>research</strong> strategy document (SUPPORTIVe: Strategy <strong>and</strong><br />
Action Plan for Research, Research Training <strong>and</strong> Innovation 2006-2009) is to be<br />
revised during 2008/09.<br />
There continues to be a very strong flow <strong>of</strong> <strong>research</strong> findings coming out <strong>of</strong> our<br />
<strong>research</strong> activities this year, many as new disclosures, adding to our intellectual<br />
property portfolio. We continue to exploit this asset through knowledge <strong>and</strong><br />

technology transfer activities managed through our Office <strong>of</strong> Innovation.<br />
I trust that you will enjoy reading the Report <strong>and</strong> commend it to you as evidence<br />
that <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> <strong>research</strong> ranks highly amongst UK institutions.<br />

2. Foreword by the Research Institute Director<br />
The SPRI is somewhat unusual in the university in having three distinct areas <strong>of</strong><br />
<strong>research</strong> – Social Policy <strong>and</strong> Social Work, Education <strong>and</strong> Politics. Each <strong>of</strong> these<br />
areas was submitted to the 2008 Research Assessment Exercise. The Social<br />
Sciences at <strong>Ulster</strong> have a strong track record in both basic <strong>and</strong>, more especially,<br />
applied <strong>research</strong>. Many <strong>of</strong> the <strong>research</strong>ers in SPRI not only secure grants <strong>and</strong><br />
awards from prestigious peer reviewed sources but also regard their activity<br />
in advising <strong>policy</strong> makers <strong>and</strong> practitioners as an essential part <strong>of</strong> their role.<br />
With devolved government in the UK <strong>and</strong> now once again in Northern Irel<strong>and</strong>,<br />
the potential for this applied role is even stronger than before. Not that our<br />
<strong>research</strong> is confined to the UK or Northern Irel<strong>and</strong> in particular. We have a new<br />
initiative in Canadian Studies which is bearing fruit in terms <strong>of</strong> publications <strong>and</strong><br />
seminar work as well as collaboration with colleagues in Canada. We also have<br />
a significant <strong>research</strong> stream concerned with Development Studies. This report<br />
reflects the strengths that the Social Sciences represented in SPRI have in terms<br />
<strong>of</strong> outputs <strong>and</strong> esteem which bodes well for the future.<br />

3. Social Policy & Social Work Research<br />
Social Policy <strong>and</strong> Social Work<br />
While much attention during 2007-08 was focussed on the preparation for the 2008 RAE SPRI members in this Unit<br />
<strong>of</strong> Assessment continued their high level <strong>of</strong> <strong>research</strong> activities. Paul Carmichael organised the Annual Conference<br />
<strong>of</strong> the Public Administration Committee in September 2007 with over 100 delegates. Keynote speakers included<br />
Sir Hugh Orde (Chief Constable <strong>of</strong> the Police Service <strong>of</strong> Northern Irel<strong>and</strong>) <strong>and</strong> Mr Edward Goldenberg (former<br />
advisor to the Canadian Prime Minister). Colin Knox <strong>and</strong> Paul Carmichael continued work on their ESRC funded<br />
study concerned with the impact <strong>of</strong> their original <strong>research</strong> project also funded by the ESRC on the Review <strong>of</strong><br />

www.esrcsocietytoday.ac.uk. Gordon Marnoch commenced work on his Fellowship, which is part <strong>of</strong> the ESRC’s Public<br />
Services Programme concerned with the use made <strong>of</strong> health-related performance indicators by parliamentarians.<br />
Deirdre Heenan was awarded an ESRC Placement Fellowship for the academic year 2008-09 to investigate<br />
access to services in rural areas especially in relation to older people. The placement Fellowship means that she<br />
will be working closely with <strong>research</strong>ers based in the Office <strong>of</strong> First <strong>and</strong> Deputy First Minister. Bob Osborne<br />
was awarded an extension to his Leverhulme Fellowship to study the implementation <strong>of</strong> employment equity<br />
policies in Canada, Northern Irel<strong>and</strong> <strong>and</strong> Britain <strong>and</strong> completed his study <strong>of</strong> ‘Attitudes Towards Higher Education<br />

afterschool.htm He was invited to address the Parnell Summer School on the theme <strong>of</strong> ‘Education, the Conflict<br />
<strong>and</strong> the Peace Process.’ Mark Bailey completed a study double or single quotes <strong>and</strong> caps for main words<br />
Northern Irel<strong>and</strong> Authority for Utility Regulation, February 2008 (with M. F. Smyth). The report is available at:<br />

Following studies about counselling people after the Omagh bomb, Michael Duffy has been invited to speak at a number<br />
<strong>of</strong> prestige international events (Copenhagen, Chicago) in relation to the treatment <strong>of</strong> victims <strong>of</strong> trauma <strong>and</strong> torture.<br />
Brian Taylor (together with co-grant holder Brendan McCormack, Pr<strong>of</strong>essor <strong>of</strong> Nursing Research) has completed<br />
a project to develop, pilot <strong>and</strong> prepare for implementation a Single Assessment Tool for the health <strong>and</strong> <strong>social</strong> care<br />
needs <strong>of</strong> older people in Northern Irel<strong>and</strong>, funded by the Department <strong>of</strong> Health, Social Services <strong>and</strong> Public Safety.<br />
John Offer was invited to join the Editorial Board <strong>of</strong> Sociology citation <strong>of</strong> jnls needs to be consistent <strong>and</strong> began work<br />
on the creation <strong>of</strong> a ‘Spencer Archive’. His overall work on Spencer has been supported by a further Award from the<br />
British Academy. Vani Borooah became an elected Fellow <strong>of</strong> the Royal Irish Academy <strong>and</strong> served on the Development<br />
Studies Panel <strong>of</strong> the 2008 Research Assessment Exercise. Pat McGregor was awarded a grant ‘Predicting Short Run<br />
Changes in Fertility in Northern Irel<strong>and</strong>’ by the RDO in full <strong>and</strong> ESRC. Sile O’Connor continued her comparative<br />
analysis <strong>of</strong> convergence in socio-economic <strong>policy</strong> in the European Union <strong>and</strong> her collaborative work on convergence<br />
in health <strong>policy</strong> in the Balkans. She is in the second year <strong>of</strong> a three year collaboration on a project funded by the<br />
Social Sciences <strong>and</strong> Humanities Council <strong>of</strong> Canada. Siddiq Osmani gave invited lectures in Oslo <strong>and</strong> Dhaka <strong>and</strong> has<br />
been invited to be guest editor <strong>of</strong> the Journal <strong>of</strong> Human Development in 2009.<br />
A wide range <strong>of</strong> seminars was held during the academic year. The Annual Lecture was given by Pr<strong>of</strong>essor Brian<br />
Nolan <strong>of</strong> UCD whose presentation was entitled ‘Poverty <strong>and</strong> Social Exclusion in the EU’. Other seminar presenters<br />
included Ms Anne Harrup from the Joseph Rowntree Trust, Pr<strong>of</strong>essor Ruth Ledwich from Kent State <strong>University</strong> in<br />
Ohio, Pr<strong>of</strong>essor Fred Powell from <strong>University</strong> College Cork, Alan Trench, <strong>University</strong> <strong>of</strong> Edinburgh, Pr<strong>of</strong>essor Bob<br />
Deacon, Sheffield <strong>University</strong>, Dr Rogelio Alonso, <strong>University</strong> <strong>of</strong> Madrid <strong>and</strong> Pr<strong>of</strong>essor Bill Hunter, <strong>University</strong> <strong>of</strong> Ontario<br />
Institute <strong>of</strong> Technology. A full day’s workshop organised by Michael Duffy was held on Cognitive Therapy during the<br />
year. Other seminars held under the Canadian Studies banner are recorded elsewhere in this report.<br />
Dr Brent Never (<strong>University</strong> <strong>of</strong> Illinois, Springfield) was a Visiting Fulbright scholar during the Autumn semester <strong>and</strong><br />
he presented a seminar on his <strong>research</strong> undertaken during his time with SPRI concerning the role <strong>of</strong> voluntary<br />
organisations in the Holy Cross School controversy.<br />
Canadian Studies Research Programme<br />
Since its establishment in 2006 the Canadian Studies Research Programme has led the Social <strong>and</strong> Policy Research<br />
Institute’s international activities so encouraging excellent relations with Canadian academics <strong>and</strong> <strong>research</strong> teams. The<br />
<strong>institute</strong>’s work on Canada has once again been supported by the Government <strong>of</strong> Canada through its Canadian Studies<br />
Development Program. Further <strong>research</strong> has been funded too by the Government <strong>of</strong> Canada <strong>and</strong> the Foundation<br />

for Canadian Studies in the UK through its Sustained Studies in Contemporary Canadian Issues fund. The project<br />
on “Theoris[ing] Multiculturalism <strong>and</strong> Social Cohesion in Canada <strong>and</strong> the UK: Lessons for Policy Implementation<br />
<strong>and</strong> Civic Engagement” has involved four SPRI staff (Hodgett, O’Connor, Aughey <strong>and</strong> Acheson). To this end Dr Susan<br />
Hodgett is working with Dr David Clark (LSE <strong>and</strong> Manchester) to develop a <strong>research</strong> methodology in the area<br />
<strong>of</strong> multiculturalism, immigration <strong>and</strong> human development within Canada. Within the last academic year they have<br />
spoken on immigrant well-being at the Universities <strong>of</strong> York, Surrey <strong>and</strong> the New School, New York City.<br />
Pr<strong>of</strong>essor Sile O’Connor has contributed to this multiculturalism project through her <strong>research</strong> on Precarious<br />
Employment: Comparative Perspectives with Pr<strong>of</strong>essor Leah Vosko, York <strong>University</strong>, Canada on a comparison <strong>of</strong><br />
developments in eleven countries. This team <strong>of</strong> <strong>research</strong>ers’ is comparing perspectives on precarious employment<br />
while seeking to develop common underst<strong>and</strong>ings across space, scale <strong>and</strong> <strong>social</strong> location. Pr<strong>of</strong>essor O’Connor has<br />
also been busy reviewing key Canadian multiculturalism <strong>policy</strong> <strong>and</strong> submissions to the Bouchard-Taylor Commission<br />
in Quebec as part <strong>of</strong> an analysis <strong>of</strong> the <strong>policy</strong> relevant to Irel<strong>and</strong> north <strong>and</strong> south.<br />
Pr<strong>of</strong>essor Arthur Aughey has been using the project to explore UK <strong>policy</strong> on Multiculturalism <strong>and</strong> influences from<br />
the Canadian <strong>policy</strong> experience. His study traces the references within that debate to the Canadian experience<br />
on multiculturalism. At the same time Dr Nick Acheson is working on an examination <strong>of</strong> the role <strong>of</strong> the Voluntary<br />
Sector in Irel<strong>and</strong> <strong>and</strong> Canada with colleagues from the <strong>University</strong> <strong>of</strong> Ottawa <strong>and</strong> Carleton <strong>University</strong>. Both Acheson<br />
<strong>and</strong> Hodgett published with the <strong>University</strong> <strong>of</strong> Ottawa in their widely circulated public sector management journal<br />
Optimum Online this year.<br />
Other SPRI members continue to pursue their <strong>research</strong> on Canada. For example, Pr<strong>of</strong>essor Bob Osborne (&<br />
Pr<strong>of</strong>essor Carol Agocs <strong>University</strong> <strong>of</strong> Western Ontario) have papers in progress on Employment Equity <strong>and</strong> Equality<br />
in a comparative context in Canada <strong>and</strong> Northern Irel<strong>and</strong>. While Dr Roger Austin, in the School <strong>of</strong> Education, has<br />
been <strong>research</strong>ing the use <strong>of</strong> ICT within Canadian education <strong>and</strong> is interested in its uses in diverse societies with<br />
Pr<strong>of</strong>essor Bill Hunter, <strong>University</strong> <strong>of</strong> Ontario, Institute <strong>of</strong> Education.<br />
In the last academic year we have arranged several Canadian Studies events open to students, staff <strong>and</strong> the general<br />
public. In September 2007, the annual conference <strong>of</strong> the Public Administration Committee <strong>of</strong> the Joint <strong>University</strong><br />
Council UK was hosted <strong>and</strong> organized by the SPRI in conjunction with the School <strong>of</strong> Policy Studies at <strong>University</strong><br />
<strong>of</strong> <strong>Ulster</strong>. Speakers included Mr Eddie Goldenberg, former senior <strong>policy</strong> advisor to the Prime Minister <strong>of</strong> Canada.<br />
An influential conference was held in May 08 supported by SPRI, the Community Relations Council NI <strong>and</strong> the<br />
Province <strong>of</strong> Ontario on Managing Diversity <strong>and</strong> Respecting Our Differences: Contributions from Canada <strong>and</strong> Irel<strong>and</strong>.<br />
Speakers included Pr<strong>of</strong>essor Will Kymlicka (Queens <strong>University</strong> Kingston), Ms Joan Andrew, Deputy Minister, Ministry<br />
<strong>of</strong> Citizenship <strong>and</strong> Immigration, Ontario <strong>and</strong> Robert Orr, Minister (Immigration), Canadian High Commission, London.<br />
Local speakers included Duncan Morrow, Chief Executive, Community Relations Council Northern Irel<strong>and</strong> <strong>and</strong> Philip<br />
Watt, Director <strong>of</strong> the National Consultative Committee on Racism <strong>and</strong> Interculturalism, Dublin. Anna Lo, MLA <strong>and</strong><br />
Patrick Yu, Executive Director, Northern Irel<strong>and</strong> Council for Ethnic Minorities also addressed this event.<br />
Diversity within education was the subject <strong>of</strong> Pr<strong>of</strong>essor Bill Hunter’s seminar to the <strong>institute</strong> on education structures<br />
in Newfoundl<strong>and</strong>. While Alan Trench, Edinburgh <strong>University</strong>, contributed to our Canadian seminars by outlining how<br />
federal Government actually operates in Canadian intergovernmental relations. In February, a colloquium was held<br />
with Queen’s <strong>University</strong> Belfast to discuss Governance, Administration <strong>and</strong> Democracy in Canada. Speakers for<br />
this event included Pr<strong>of</strong>essors David Johnson <strong>and</strong> Andrew Malloy from Cape Breton <strong>University</strong>, Nova Scotia <strong>and</strong><br />
Pr<strong>of</strong>essor Ivan Townshend (<strong>University</strong> <strong>of</strong> Lethbridge). For a second year, our work with the Eccles Centre at the<br />
British Library has continued <strong>and</strong> its Director Pr<strong>of</strong>essor Philip Davies contributed to our Canadian Studies Seminar<br />
Series last year.<br />
Also worthy <strong>of</strong> note in 2008, <strong>Ulster</strong> Director <strong>of</strong> Canadian Studies, Dr. Susan Hodgett, took over the role as President<br />
<strong>of</strong> the British Association for Canadian Studies <strong>and</strong> ex <strong>of</strong>ficio a seat on the Board <strong>of</strong> Directors, <strong>of</strong> the International<br />
Council for Canadian Studies in Ottawa. The highlight <strong>of</strong> the year however was award <strong>of</strong> an honorary degree in the<br />
July 2008 graduations to the High Commissioner to the UK, Mr James Wright, in recognition <strong>of</strong> his, <strong>and</strong> Canada’s,<br />
important contribution to the <strong>social</strong> <strong>and</strong> economic development <strong>of</strong> Northern Irel<strong>and</strong>.<br />

4. Politics & International Relations Research<br />
Pr<strong>of</strong>essor Aughey was awarded in December 2008 a Leverhulme Major Research Fellowship, which funds a<br />
three-year sabbatical during which he will study the changing politics <strong>of</strong> Britishness. The award is recognition <strong>of</strong><br />
Pr<strong>of</strong>essor Aughey’s sequence <strong>of</strong> publications on the changing architecture <strong>of</strong> British politics. He has spoken on<br />
this theme at a number <strong>of</strong> international conferences this year in Canada, the United States, France, Scotl<strong>and</strong> <strong>and</strong><br />
Engl<strong>and</strong>. Throughout the year, he contributed to a major <strong>research</strong> project funded by the Nuffield Foundation<br />
<strong>and</strong> coordinated by the Constitution Unit at <strong>University</strong> College London, which looked at possible constitutional<br />
changes in the United Kingdom to 2020, <strong>and</strong> the book from that project, Constitutional Futures 2, is published by<br />
Palgrave in November 2008.<br />
Dr. Gormley-Heenan continues to pursue her <strong>research</strong> interest in political leadership <strong>and</strong> the politics <strong>of</strong><br />
divided societies. This has resulted in a number <strong>of</strong> publications in top-rated journals as well as invited contributions<br />
to the forthcoming International Encyclopedia <strong>of</strong> Peace Oxford <strong>University</strong> Press 2009 <strong>and</strong> to Developments in British<br />
Politics 9 Palgrave 2009. She has continued to present her work at a number <strong>of</strong> international conferences in the<br />
last year, including the European Consortium for Political Research (ECPR) annual conference, held in Pisa, Italy in<br />
September 2007 <strong>and</strong> the International Studies Association’s annual conference, held in San Francisco, USA in March<br />
2008. She was invited by United Nations Office for Project Services to brief a delegation <strong>of</strong> Iraqi parliamentarians<br />
on conflict resolution <strong>and</strong> peace process in Northern Irel<strong>and</strong> in March 2008 <strong>and</strong> contributed to a number <strong>of</strong><br />
Northern Irel<strong>and</strong> Office hosted events for parliamentary delegations from Nicaragua <strong>and</strong> Moldova in the spring <strong>of</strong><br />
2008.<br />
Dr. Paul Hainsworth’s book ‘The Extreme Right in Western Europe’ was published by Routledge in March<br />
2008 in the series ‘Making <strong>of</strong> the Contemporary World’. With Aidan McGarry <strong>and</strong> Chris Gilligan he published a<br />
report on ‘Elected Representatives/ Political Parties <strong>and</strong> Minority Ethnic Communities in Northern Irel<strong>and</strong>’ based<br />
on a grant (£71,000) awarded by the EU Programme for Peace <strong>and</strong> Reconciliation, administered by the Community<br />
Relations Council (NI).<br />
Dr. Ashe’s book The New Politics <strong>of</strong> Masculinity was published by Routledge in November 2008 in the series<br />
Innovations in Political Philosophy. In Sept 2007 she extended her analysis <strong>of</strong> gendered nationalisms in a number<br />
<strong>of</strong> articles both published <strong>and</strong> forthcoming. In November 2007 Dr. Ashe was an invited speaker at the Reviewing<br />
Gender, Security <strong>and</strong> Protection Conference at Bristol <strong>University</strong>. She was invited in March 2008 to act as guest<br />
editor on a special edition <strong>of</strong> Socialist History due for publication summer 2009. In April 2008 she presented the<br />
paper ‘Gender <strong>and</strong> Community-based Restorative Justice’ at the Mid-west Political Science Association Conference<br />
held in Chicago <strong>and</strong> in May 2008 was an invited speaker at the Intersections <strong>of</strong> Gender, Ethnicity <strong>and</strong> ‘Race’ in Collective<br />
Violence <strong>and</strong> Armed Conflict, Seminar at Warwick <strong>University</strong>. Recently, two <strong>of</strong> these papers have been accepted by<br />
peer-reviewed journals <strong>and</strong> will be published in 2009.<br />
Dr. David Roberts new book, Human Insecurity: Global Structures <strong>of</strong> Violence was published by Zed in January<br />
2008. He has extended his <strong>research</strong> further in contributions to three edited books which will be published in<br />

5. EDUCATION RESEARCH<br />
The UNESCO Centre, which works within the School <strong>of</strong> Education under the directorship <strong>of</strong> Alan Smith, has<br />
attracted funding <strong>of</strong> £5.2 million over the five-year period from 2002 to 2007, including £1.4 million from Atlantic<br />
Philanthropies <strong>and</strong> a further £3.8 million from a variety <strong>of</strong> sources including the UK Economic <strong>and</strong> Social Research<br />
Council (ESRC), the Nuffield Foundation, NI Department <strong>of</strong> Education, the Royal Irish Academy, the UK Department<br />
for International Development (DfID), the European Union, UNESCO, UNICEF <strong>and</strong> the World Bank. To date the<br />
Centre has completed more than 30 <strong>research</strong> <strong>and</strong> development projects. In a local context, projects have included<br />
government evaluations <strong>of</strong> community relations in Northern Irel<strong>and</strong>; <strong>research</strong> into the impact <strong>of</strong> academic selection<br />
(with QUB) that has led to plans for the abolition <strong>of</strong> the ‘eleven-plus’; <strong>research</strong> into integrated education in NI funded<br />
by the Nuffield Foundation; the introduction <strong>of</strong> human rights-based citizenship education to the NI Curriculum for<br />
all schools from September 2008.<br />
The UNESCO Centre has also received funding from DfID to establish an International Development programme.<br />
This includes the establishment <strong>of</strong> an advisory board, an inter-disciplinary network <strong>of</strong> <strong>research</strong> staff in international<br />
development, networking activities (e.g. a lecture <strong>and</strong> seminar series), a university portal for international development<br />
<strong>and</strong> provision <strong>of</strong> an undergraduate Minor in International Development,. Highlights this year are:<br />
• Completion <strong>of</strong> a three-year <strong>research</strong> project on Values in Teacher Education funded by the UK ESRC<br />
• Completion <strong>of</strong> a four-year evaluation <strong>of</strong> the introduction <strong>of</strong> citizenship education to the NI Curriculum<br />
• A comparative EU <strong>research</strong> project on the role <strong>of</strong> education in dealing with the legacies <strong>of</strong> conflict involving<br />
children <strong>and</strong> young people in Northern Irel<strong>and</strong> <strong>and</strong> Bosnia Herzegovina<br />

Other highlights <strong>of</strong> the year included the election <strong>of</strong> Rosalind Pritchard to membership <strong>of</strong> the Academy <strong>of</strong> Social<br />
Sciences. She joint-organised a conference for the British Association <strong>of</strong> International <strong>and</strong> Comparative Education<br />
(BAICE) at the <strong>University</strong> <strong>of</strong> Glasgow that was attended by people from over twenty nations. She completed her<br />
term <strong>of</strong> <strong>of</strong>fice as Chair <strong>of</strong> BAICE, <strong>and</strong> was instrumental in establishing a BAICE prize for an early career <strong>research</strong>er.<br />
In another <strong>of</strong> her learned societies, the European Association for Institutional Research, she judged <strong>and</strong> presented<br />
a prize for the best paper delivered by a younger scholar (an Austrian as it transpired). She continued her work<br />
on gender in higher education for the Leverhulme Trust. Closer to home she published on the merger that led<br />
to the foundation <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Ulster</strong>, <strong>and</strong> is a contributor to a forthcoming book on the history <strong>of</strong> the<br />
<strong>University</strong> “The <strong>University</strong> <strong>of</strong> <strong>Ulster</strong>: Genesis <strong>and</strong> Growth”. Lesley Abbott, winner <strong>of</strong> the Brian Simon prize<br />
awarded by the British Educational Research Association (BERA), continued her close association with BERA, twice<br />
publishing in the widely circulated newsletter Research Intelligence, reviewing for BERA, <strong>and</strong> helping to judge its<br />
Dissertation Competition. Roger Austin undertook a lecture tour as a visiting pr<strong>of</strong>essor in North America<br />
(Toronto, Newfoundl<strong>and</strong> <strong>and</strong> Ontario) where he delivered keynote speeches on ICT. Funding <strong>of</strong> £150,000 for his<br />
Dissolving Boundaries study was provided by the Department <strong>of</strong> Education to continue the programme until at least<br />
31 March 2009 when the Education <strong>and</strong> Skills Authority is due to be set up. Two cross-border conferences were held<br />
for participants in this project. Linda Clarke, jointly with Valerie McKelvey-Martin <strong>and</strong> others, l<strong>and</strong>ed a substantial<br />
grant from the Wellcome Trust for the Forward Thinking Project which aims to encourage young people to engage<br />
with the wider <strong>social</strong> <strong>and</strong> ethical implications <strong>of</strong> science <strong>and</strong> technological discoveries. Alan McCully presented<br />
on the theme <strong>of</strong> school <strong>and</strong> community history in New York at the American Educational Research Association. This<br />
was the third <strong>of</strong> a series <strong>of</strong> three papers emanating from a Royal Irish Academy <strong>research</strong> grant. Una O’Connor<br />

concluded her major evaluation <strong>of</strong> the introduction <strong>of</strong> Local <strong>and</strong> Global Citizenship for the Curriculum Council for<br />
Examinations <strong>and</strong> Assessment <strong>of</strong> Northern Irel<strong>and</strong>, <strong>and</strong> performed other evaluations for the International Fund for<br />
Irel<strong>and</strong> whilst continuing her publications on inclusive education. Jackie Reilly performed an evaluation on the<br />
Global Dimension for the Department for International Development. Gerard McAleavy completed his work<br />
for the Prince’s Trust on young people at risk, <strong>and</strong> won money from the Department <strong>of</strong> Education for a Three Phase<br />
Teacher Education Project that will align st<strong>and</strong>ards <strong>of</strong> teaching within the formal, training, community <strong>and</strong> voluntary<br />
sectors. It will set new parameters for the achievement <strong>of</strong> qualified teacher education status.<br />
