INTEROPERABILITY

MIP (Multilateral Interoperability Programme) is recognized as a leading

standard to achieve international interoperability of Command

and Control information systems at all levels. The MIP Product Suite

offered by Saab provides a COTS based cost-effective solution to

enabling MIP compliancy of C2 systems.

The MIP standard is increasingly used in all parts of the world to enable the exchange

of key peace supporting and war fighter information between national C2

systems (see www.mip-site.org). Saab’s MIP Product Suite enables organisations

- military as well as civilian - to incorporate MIP based interoperability without

substantial change to the underlying system complex.

Saab has since 1999 been active in the MIP Community influencing the standard

with experience gained defining and developing C2 systems and has successfully

delivered services and products to several countries.

ABBREVIATIONS:

C2IEDM: Command & Control Information Exchange Data Model. The official information exchange model of MIP Baseline 2.

JC3IEDM: Joint Consultation, Command & Control Information Exchange Data Model. The official information exchange model of MIP Baseline 3.

MIP: Multilateral Interoperability Programme. Multinational research and development community developing a standard for interoperability of C3 systems.

SDEM: Saab Data Exchange Mechanism. Saab’s own implementation of MIP’s data exchange specification.

MIP PRODUCT SUITE

The Saab MIP Product Suite consists of

a number of components that have been

developed over several years to solve needs

identified in customer organisations. Since

the same needs were identified again and

again, Saab decided to invest in turning

these components into a mature product

suite that is offered as COTS capabilities

and services, thereby reducing delivery

time and risk. The suite of products can

be combined in the way that best fulfils

the need in question and comprises both

intellectual capacities as well as tangible

software components in support of MIP

system definition, integration and data

exchange. The MIP Product Suite is offered

stand alone or in combination with other

products within the area of C4I and interoperability.

MIP TOOLKIT

The MIP Toolkit is a C2 Integration Framework

providing a cost-effective solution for

enabling MIP capabilities in a C2 system.

The MIP Toolkit enables organisations

to implement MIP based interoperability

without substantial change to the underlying

system. The use of the toolkit substantially

reduces the effort required to achieve

MIP compliancy of legacy systems and

provides a tailorable interface for interacting

with MIP information.

The MIP Toolkit is used by software

developers and provides the user with an

abstraction layer that hides the detailed

elements of the MIP standard covering the

data model objects and a vast amount of

business and implementation rules. The

abstraction layer is built on MIP Toolkit

views. A MIP Toolkit view is a predefined

subset of the MIP data model to be used

for a specific purpose and is in concept

equal to a database view as we know it from

database technology.

Mapping Service

The MIP Toolkit is composed of four main

components: Mapping Service, Code Generator,

Connector and Data Editor:

The Mapping Service is the core of the

toolkit. It is used to handle mapping

between a MIP database and the national

C2 model. It ensures that the MIP business

rules defined in the standard are followed.

The Mapping Service has several additional

functions, including data filtering, key generation,

transaction handling and handling

of notification of new data.

The Code Generator is used for generating

classes from the view files used by the

Mapping Service thus saving considerable

time in implementation effort. It hides the

MIP data model from the client application

and allows a developer to access the MIP

database without having to understand or

implement MIP logic. Code generation is

available for .NET and Java.

The Connector is a generic client for the

Mapping Service, implemented as a DLL/

JAR-file. It can either be used directly by

an application or through classes generated

from the Code Generator. This simplifies

creation of client applications by not having

to implement the actual communication

with the Mapping Service.

The Data Editor is a graphical user interface

used to manipulate information in a MIP

database, regardless of data model used.

The editor can also be used as a dictionary

to look up information about the data

model. Information can be displayed

on entities, attributes or domain values.

Finally, the data editor provides a graphical

interface for specification and generation of

views. Alternatively views can be specified

in XML.

MIP REPLICATION

A key capability regarding MIP is the

ability to exchange data according to the

MIP DEM (Data Exchange Mechanism)

specification. This is fully supported by the

SDEM. The SDEM is a platform independent

data exchange mechanism that reliably

and efficiently transfers data to/from other

MIP compliant systems according to the

MIP standard.

The SDEM has full support of both MIP

Baseline 2 and MIP Baseline 3. The product

has followed the official MIP Test Schedule

and has passed all tests as one of the first

systems worldwide.

The SDEM provides a seamless integration

with the other components of the MIP

Product Suite, and also supports notification

to the overlying C2 system of incoming

data.

Management and monitoring of the replication

is done either through the integrated

System Management tool or through the

open programmatic web service based

interfaces available for each component

in the system. The management system is

developed in close cooperation with operational

users.

SDEM IS AVAILABLE ON THESE PLATFORMS:

• Windows with MS SQL Server (2000,

2005, 2008) or Oracle (10g, 11)

• Linux with Oracle (10g, 11)

MIP DATABASE

This component is based on the logical

exchange model specified by the MIP

Standard: JC3IEDM for MIP Block 3 or

C2IEDM for MIP Block 2. The logical

model has been transformed into a physical

database model ready to install and run on

a number of database management systems

and platforms such as:

• MS SQL Server

• Oracle

The physical model has been enhanced with

performance optimizations that will ensure

effective read and write access.

The MIP Database is intended for storage

of operationally relevant information which

is targeted for replication to and from a

national C2 system. From this storage MIP

DEM replication of the data can be carried

out directly without further transformation

or conversion, thereby effectively eliminating

the risk of information loss or distortion.

The MIP Database seamlessly integrates

with all other software components in the

Saab MIP Product Suite and contains basis

data specified by MIP, out of the box. It

is available and sold as an integral part of

the Saab MIP Product Suite. Its primary

purpose is to be used as the database component

of the other elements of the MIP

Product Suite.

MIP CONSULTANCY SERVICES

A variety of MIP Consultancy Services can

be provided by skilled Saab personnel.

One of the major challenges when having

the requirement for MIP Compliancy in a

C2 system is to bridge the semantic gap between

the relatively technical MIP standard

incl. JC3IEDM and the usually less technical

functional requirements.

A key prerequisite to successfully implementing

MIP compliant systems is detailed

knowledge about both MIP and the core

requirements of a C2 system. Saab has both.

Our competency, which has been built up

by many years of work within the C2 area

as well as in MIP, is seen as one of our most

valuable products within the Product Suite.

SAAB OFFERS MIP CONSULTANCY WITHIN THE FOLLOWING AREAS:

• C2 to MIP Integration – analysis, design

and implementation. Designing interoperability

into the C2 system should be done

as early in the process as possible.

• Application & Data Management – includes

consultancy on how to identify and address

issues which are prerequisites for a successful

MIP implementation but which are

not addressed by the MIP standard itself

– examples are data lifetime & archiving,

performance, time synchronization, backup

and disaster recovery

• Participation in MIP Work Groups and CP

(Change Proposal) definition and impact

analysis
