Douglas County Business Alliance (DCBA) 

The Castle Rock Chamber continues to join forces with other business interests in Douglas 

County to ensure that our collective voice is heard as lawmakers convene at the 

state house. Our Douglas County delegation does an excellent job coming to our aid-but 

they need our help! With 100 legislators representing every corner of the state and 

myriad of interests jostling for support on an extremely wide range of issues, it's vital 

that we continue to come together to create a seat at the table with all lawmakers for 

Douglas County business interests.

Chamber membership investment is a Business Strategy 

Advocates of chambers of commerce have long believed that when 

a company is active in its local chamber, it is doing the right thing 

not only for the community but for its own success as well. While 

there is plenty of evidence to show the impact of chambers of commerce 

on their communities, it is much harder to find data that 

quantify the impact of belonging to a chamber until now. 

The results of a national survey of 2,000 adults were released in 

November. It found that being active in a local chamber of commerce 

is an effective business strategy. Two-thirds of consumers 

said that companies that are members of their local chambers of 

commerce use good business practices, are reputable, care about 

their customers and are involved in the community. 

The study, conducted by The Schapiro Group, an Atlanta-based strategic consulting firm, found 

consumer perceptions of chamber members to be positive in many ways. For instance, when 

consumers know that a small business is a member of the chamber of commerce, they are 49 

percent more likely to think favorably of it and 80 percent more likely to purchase goods or services 

from the company in the future. 

This study indicates that chamber membership investment strongly benefits small business 

members—if consumers are aware that the small business is involved with its local chamber. 

Here’s another tidbit from the study: knowing that a company is a chamber member increases 

consumer favorability with young adults age 18-29 by 93 percent, the biggest increase of any 

age demographic. Why? The study doesn’t say, but perhaps it’s because they’ve spent their 

entire adult lives trying to sort out what’s real from what’s not in the virtual world. To 18-29 

year olds, chamber membership is a solid indicator of credibility.(93%) 

Anyway, there’s a lot more in the study in terms of specific business types and sizes, but the 

basic message is that in the eyes of the general public belonging to your local chamber of commerce 

makes you a more legitimate business.

The Results 

The percentages in Table 1 show just how effective of a business strategy being active in a local 

chamber really is. For example, consumers say that being active in the local chamber is 23% 

more effective for communicating that a company uses good business practices than it is for 

making a general statement about the company. The only other business strategy that so consistently 

communicates specific traits about a company is encouraging employees to volunteer 

their time.

What is “ASK CREG” ? 

Few things are more critical to business success than an effective, systematized 

sales process. The second session of the Chamber’s 2012-2013 Business 

Boot Camp, held on the evening of December 18, was devoted to sales 

and marketing. Instructor Mike Tafoya, CEO Coach at Estrada Strategies- 

DTC, walked the class through the differences between marketing, advertising 

and branding. While the terms often are used interchangeably, in reality 

each is a unique, critical task in support of the sales process. With those elements 

in place, the sales process itself is a continuous loop, with defined 

steps and techniques that turn prospects into clients. At the close of the session, 

participants identified two principal takeaways: 1) business owners 

could not afford to skip steps in the sales process and 2) sales and marketing 

activities should not be undertaken randomly but must be integrated into a 

system.

Initially, in 1986, Tom Miller, CEO of Castle Rock Bank, established 

The Rocker Club as the Castle Rock Chamber’s hard-working volunteer 

committee. It was formed as a coalition of business professionals 

who acted as Chamber representatives within the Castle Rock community. 

Later, this program was renamed as The Ambassador Program. 

Ambassadors are an all-volunteer organization comprised of men and 

women of Chamber member firms who serve as the public relations 

and retention arm of the Chamber.

YEA! Class Update 

Students Learn the Legalities of Owning Their Own Businesses 

Castle Rock, Colorado- On Monday, December 17, 2012 the students from 

the Young Entrepreneurs Academy (YEA!) were introduced to Aaron 

Barrick of Folkestad, Fazekas, Barrick and Patoile, P.C., who spoke to the 

class about what legal issues to consider when starting a small business. 

Students listened as he explored the legal implications on everything from 

their business names to its structure and operations. The goal of the visit is 

to discuss the legal concerns an entrepreneur should address before starting 

their business. Folkestad, Fazekas, Barrick and Patoile, P.C. is the oldest 

and largest law firm in Douglas County and Mr. Barrick has been with 

the firm for 15 years. He also is the Chairman of the Castle Rock Chamber 

of Commerce, the organization that brought YEA! to Colorado. 

As part of the YEA! program, students are introduced to all facets of the business 

world including, but not limited to, advertising, insurance, graphic design and 

web development. YEA! students have already ventured on two field trips as part 

of their learning experience – Speed Raceway and Chick-Fil-A. Over the course of 

this year’s YEA! program, the students will launch 6 businesses, two of which will 

focus on technology training and event planning.

Council approves 2013 budget focusing on 

five priorities; Town property taxes remain

Increases Less Than Anticipated-Water rates 

in Castle Rock would rise only slightly next 

year for the average resident, and some water-related 

fees would decrease, under a 

proposal that Town Council will discuss.

Town Council Adjusts Meeting Schedule- 

Starting in February, Town 

Council will hold its regular 

meetings twice monthly. 

Council voted unanimously 

Tuesday night on the second 

and final reading of an ordinance that 

changes the Council meeting schedule to 

two meetings per month instead of four. 

Council had discussed the issue earlier this 

year as a way to gain efficiencies and directed 

staff to prepare the ordinance. The 

change is effective Feb. 1, 2013 to allow sufficient 

time to consider agenda items that 

are already planned for January. Council will 

meet Jan. 8, Jan. 15 and Jan. 22. (There 

would be no meeting Jan. 29, as it is the fifth 

Tuesday of the month, on which Council already 

does not meet). Beginning in February, 

Council will meet on the first and third Tuesdays 

of each month. Town Council will 

schedule special meetings as necessary. 

Douglas County Sheriff’s 

Office Among Best in 

World- Accre di ta ti on 

agency calls Sheriff’s employees 

and programs “incredible.” The Douglas County Sheriff’s Office 

joined a highly-regarded group of the best law enforcement agencies in the 

world when it was awarded international accreditation by the Commission 

on Accreditation for Law Enforcement Agencies (CALEA). 

CALEA officials gave the award to the Sheriff and his staff for professional 

excellence in policies and practices at a ceremony in Jacksonville, Florida last 

month. The Douglas County Sheriff’s Office (DCSO) is the first law enforcement 

in the county to receive CALEA accreditation.

Town Council Set to Discuss Local Impacts of Amendment 64- The passage 

of Amendment 64 by Colorado voters means a variety of implications at the 

federal, state and local level. Castle Rock Town Council will discuss possible 

local actions related to this amendment during its last meeting. The amendment 

to the Colorado Constitution makes it legal for adults 21 years old and 

over to use marijuana and possess 1 ounce or less of marijuana. It also allows 

home growing for personal use. Town code currently prohibits both the use 

and sale of marijuana. 

Town honored for strides in becoming a 

Bicycle Friendly Community-With more 

than 300 days of sunshine in Colorado 

each year, there is plenty of time to be 

outside, even in early December, so why 

not get out and enjoy the Town on two 

wheels? Castle Rock was recently named 

a Bicycle Friendly Community. The 

League of American Bicyclists announced 

this fall that Castle Rock is a bronze-level 

Bicycle Friendly Community. The award 

recognizes the Town’s commitment to 

improving conditions for bicycling 

through investment in bicycling promotion, 

education programs, infrastructure 

and pro-bicycling policies. In Castle Rock, 

there are more than 50 miles of paved or soft-surface trails, with 50 more 

miles being planned. This year, the Town completed the first phase of Hangmans 

Gulch Trail and began the second phase. Once completed, this trail will 

connect from the Castle Rock Recreation Center to Front Street and under 

I-25 to the East Plum Creek Trail.

before, they are contracted by the 

County under a Federal Grant to identify 

low income persons who want to work 

and to take them in a Taxi, at no cost to 

them, to a job and home again. They are 

already serving a few clients. It may be 

that some Chamber members would like 

to hire someone, however the employee 

has not transportation, CATCO can help -

Arapahoe Community College Philosophy Professor Jeff Broome honored by 

City of Hays (Kan.) – Arapahoe Community College 

Philosophy Professor Jeff Broome was honored by 

the Ellis County Historical Society Museum and the 

City of Hays, Kan., during a proclamation made in his 

honor on Saturday, Dec. 1, in Hays. Broome, who 

also serves as ACC’s Faculty Senate President, is a 

nationally recognized scholar on the history of Hays 

and Ellis County. Troy Hickman, Mayor of the City of 

Hays, proclaimed Dec. 1, 2012, as “Jeff Broome Day” 

on behalf of the Hays City Commission during a ceremony on Dec. 1 in Hays. For

Rotary clubs in Douglas County are looking for businesses and non-profits with 

services to offer youth and families. Seven clubs throughout the northern part of 

the county have scheduled a Youth Expo on Feb. 23 at the Douglas County Event 

Center in Castle Rock. It will feature exhibitors, entertainment, demonstrations 

and speakers, all designed to enrich the lives of youth and families in the county. 

Both non-profit and for profit businesses and organizations are invited to attend. 

The event will be free to the public and the Rotarians are working with the 

school district and local churches to ensure a high attendance. In addition to exhibitor 

booths, there will be entertainment, demonstrations, speakers and food 

and drink. Non-profit exhibitors fee is $40 and for profit businesses fee is $50.

Creating Leaders, Leadership Douglas County 

December’s Class Topic: Economic Development and 

Libraries Day 

Steering Committee Planners: Leslie Good, Erin Jones, Dan 

Rodriguez, Leadership Douglas County Class of 2012. 

The Leadership Douglas County class met on December 5th 

to learn about the issues and hot topics regarding economic 

development and libraries in Douglas County. Four entities 

partnered together to bring this day to the class: Douglas 

County Libraries and Firstbank, with help from the Town of 

Parker and the Parker Chamber of Commerce. 

The day began with Jamie LaRue, the Director of the Douglas 

County Libraries, who spoke about operations and trends in 

libraries. In 1990, the Douglas County Library system was the 

worst system in Colorado. Since 2006, and every year since, 

they have been rated the number one public library in the 

nation and they are also among the busiest in the nation. As 

a part of the most exciting time in the history of publishing, 

Jamie is in the process of reframing the library business 

model. 

Douglas County’s economic development and retention leaders 

took part in a Economic Development Panel that helped 

the class see ED in Douglas County through the prism of primary 

employment for our communities. Complementing 

aspects of the Economic Development panel, Pam Schenck 

Kelly, Park Meadows Senior Property Manager, spoke about 

the anatomy of a lifestyle regional mall. History, partnerships, 

philanthropy and supporting the community were 

among the topics that she covered. Pam stated that “if you 

believe in your projects and the core values of your organization 

are successful, you will build for the future regardless of 

the current economic time”. 

“It’s great to see the collaboration and partnerships that are 

working to make sure Douglas County is a great place to do

of 2013. 

The Leadership Douglas County class continues to explore 

issues and organizations that influence the future of our 

community.

and transportation.
