1 Welcome and Introductions
GC Welcomed all to the meeting.
2 Apologies
Apologies were given from Andrew Brown, Karl Haslam, Nikki Stockton,
Joe Doherty, Ed Duguid, and Alison Hartley.
3 Minutes and matters arising from previous meeting
• 6.2 SD and GH met, and are to meet again looking at potential and
new private sector board. SD to report to Neighbourhoods Workstream.
• GH adult safeguarding to come to connecting people workstream.
• RB reported that the Website is live today – www.mshp.org.uk, please
can we have comments.
4 Integrated Neighbourhood Working – Vicky Rosin
Issues for Registered Providers
• MCC changes to delivery in neighbourhoods will be extremely
significant
• £96m will be taken out of budgets, 20% to be removed over 5 years
• Neighbourhood Services will work towards more flexibility, SRF’s key to
achieving this
• SMT has signed off plan with unions
• Opportunities for co-location and contract management to be worked
up
• Ardwick, Cheetham, and Broughton are pilot areas
Main Discussion
• Timescales – change to commence in 2011 and completed by 2013
• Challenge is to get residents to take on responsibilities
• A brief discussion took place on Ardwick Pilot
• SRF managers role to be developed with responsibility to talk to RP’s
on a daily basis

• Ardwick Pilot update at future SHP
• Sean McGonigle to be contacted for further dialogue at the
Neighbourhood Workstream

5 Workstream Feedback – Neighbourhoods – Dave Power
Circulated a paper for comment – available on MSHP website.
Any comments on the proposal to Dave Power or Michelle Gregg.
6 Local Co-operation – Dave Power
Papers circulated to the meeting – available on MSHP website.
Dates being set for SRF meetings in November.
Strategic Issues;
• Local Agreement – finding a way to work together and applying some
control.
• Providing positive contribution to neighbourhood working
• Housing mature discussion
SRF – Lead and support will be taken into the responsibility of the SRF.
MCC to have final say on who is the SRF lead.
The lead will not necessarily be the developer, development needs
addressed as well as stock management.
A questionnaire has been circulated and the meetings are to be open to
providers.
Consultation results come back in December to the SHP forum and
decisions will then be made.
Actions
• Ensure governance is consistent
• Process needs to be transparent
• Information will be shared to inform discussion.
• Benchmarking between the five areas.
7 Carbon Reduction – Michael O’Doherty
Working with AGMA – retro-fit programme
Want the SHP to take ownership of the Manchester Programme.

• Government want to finish easy things to do and has accepted that
there should be some money available

The Strategy is to hold a task and finish group. If RP’s have good legal
people, we want them involved.
Discussion
SD – Advice to households should be done possibly earlier than 2015.
Households need a relationship for advice, or efficiencies. Priorities should
be where there are projects and investment. RP’s can have staff trained.
There is a programme board that we could be linked into.
Action
• Pilots want to be shared with him and Alison Hartley.
• Gail to action setting up a separate sub group.
• MO’D to circulate contacts.
• A separate sub-group to be set up in neighbourhood workstream or
create a new group.
8 Director of Housing Update – Paul Beardmore
Items covered;
• Greater Manchester Update
• Combined authority agreement to create a legal entity with powers.
Government approval, April 2011.
• Local Economies Partnership
• Helps make joined up decisions. Group is main drive. Submission
moves us to a single pot from transport etc.
• Local Investment Plan 2
• Removes constraints and is a funding stream.
• Housing Market
• 21 st Century Reform
• Paper circulated website, offers RP’s to comment Offers the housing
sector a response to reform.
• CSR
• Business Plan objectives set
• Chief Executives are looking to see how we rationalise
• Business Plan sign off in December 2010.
• The Housing Strategy
• Goes to the SHB 30 September for sign off, then sent out for
comments.

RB – The Census manager will make contact to ask for support in
gathering data. NW asked that a message from the Census manager be
circulated to RP’s for distribution to residents.
