Apologies were given from Andrew Brown, Karl Haslam, Nikki Stockton,<br />

3 Minutes and matters arising from previous meeting<br />

• 6.2 SD and GH met, and are to meet again looking at potential and<br />

new private sector board. SD to report to Neighbourhoods Workstream.<br />

• GH adult safeguarding to come to connecting people workstream.<br />

• RB reported that the Website is live today – www.mshp.org.uk, please<br />

can we have comments.<br />

4 Integrated Neighbourhood Working – Vicky Rosin<br />

Issues for Registered Providers<br />

• MCC changes to delivery in neighbourhoods will be extremely<br />

significant<br />

• £96m will be taken out of budgets, 20% to be removed over 5 years<br />

• Neighbourhood Services will work towards more flexibility, SRF’s key to<br />

achieving this<br />

• SMT has signed off plan with unions<br />

• Opportunities for co-location and contract management to be worked<br />

up<br />

• Ardwick, Cheetham, and Broughton are pilot areas<br />

Main Discussion<br />

• Timescales – change to commence in 2011 and completed by 2013<br />

• Challenge is to get residents to take on responsibilities<br />

• A brief discussion took place on Ardwick Pilot<br />

• SRF managers role to be developed with responsibility to talk to RP’s<br />

on a daily basis<br />

• Sean McGonigle to be contacted for further dialogue at the<br />

Circulated a paper for comment – available on MSHP website.<br />

Any comments on the proposal to Dave Power or Michelle Gregg.<br />

6 Local Co-operation – Dave Power<br />

Papers circulated to the meeting – available on MSHP website.<br />

Dates being set for SRF meetings in November.<br />

<strong>Strategic</strong> Issues;<br />

• Local Agreement – finding a way to work together and applying some<br />

control.<br />

• Providing positive contribution to neighbourhood working<br />

• <strong>Housing</strong> mature discussion<br />

SRF – Lead and support will be taken into the responsibility of the SRF.<br />

MCC to have final say on who is the SRF lead.<br />

The lead will not necessarily be the developer, development needs<br />

addressed as well as stock management.<br />

A questionnaire has been circulated and the meetings are to be open to<br />

providers.<br />

Consultation results come back in December to the SHP forum and<br />

decisions will then be made.<br />

• Ensure governance is consistent<br />

• Process needs to be transparent<br />

• Information will be shared to inform discussion.<br />

• Benchmarking between the five areas.<br />

7 Carbon Reduction – Michael O’Doherty<br />

Working with AGMA – retro-fit programme<br />

Want the SHP to take ownership of the <strong>Manchester</strong> Programme.<br />

• Government want to finish easy things to do and has accepted that<br />

there should be some money available

The Strategy is to hold a task and finish group. If RP’s have good legal<br />

people, we want them involved.<br />

Discussion<br />

SD – Advice to households should be done possibly earlier than 2015.<br />

Households need a relationship for advice, or efficiencies. Priorities should<br />

be where there are projects and investment. RP’s can have staff trained.<br />

There is a programme board that we could be linked into.<br />

• Pilots want to be shared with him and Alison Hartley.<br />

• Gail to action setting up a separate sub group.<br />

• MO’D to circulate contacts.<br />

• A separate sub-group to be set up in neighbourhood workstream or<br />

create a new group.<br />

8 Director of <strong>Housing</strong> Update – Paul Beardmore<br />

Items covered;<br />

• Greater <strong>Manchester</strong> Update<br />

• Combined authority agreement to create a legal entity with powers.<br />

Government approval, April 2011.<br />

• Local Economies Partnership<br />

• Helps make joined up decisions. Group is main drive. Submission<br />

moves us to a single pot from transport etc.<br />

• Local Investment Plan 2<br />

• Removes constraints and is a funding stream.<br />

• <strong>Housing</strong> Market<br />

• 21 st Century Reform<br />

• Paper circulated website, offers RP’s to comment Offers the housing<br />

sector a response to reform.<br />

• Business Plan objectives set<br />

• Chief <strong>Executive</strong>s are looking to see how we rationalise<br />

• Business Plan sign off in December 2010.<br />

• The <strong>Housing</strong> Strategy<br />
