6.0 IMPLEMENTATION AND CONCLUSION The Development Area 8 (DA8) Structure Plan design opons provide a clear planning framework as a basis to guide and control the long term development of the site. The implementaon of the development proposal is substanally assisted by the fact that the land is already idenfied as a Development Area within the City of Belmont Scheme (TPS14). A number of further acons are required, however, to ensure the successful redevelopment of the site. These relate primarily to further engineering and environmental studies: • City of Belmont are required to choose a preferred design opon (One or Two) to progress through Council to approval. • Given the unknown content of the fill deposited on the eastern poron of the site and the wet nature in the centre of the site, a detailed Geotechnical report is required to be undertaken prior to development. It is also expected that this report will include an ASS invesgaon and potenal management plan if ASS is idenfied. • As a poron of the site is located within the flood fringe, any development of these areas will be required to sasfy the 1 in 100 year flood level, achieving a minimum of RL5.15. • The City of Belmont’s exisng stormwater pipe outlet and watercourse is to be diverted along Tibradden Circle and down Lilian Grove to discharge into the exisng basin. Implicaons relang to the redundant watercourse will need to be addressed via the Geotechnical invesgaons and site remediaon works. • Discussions with the Water Corporaon, Swan River Trust, Western Power, Alinta Gas and other servicing authories are required to be entered into to confirm the availability of servicing to this site. • The environmental advice provided within this report is considered as a ‘basic assessment’ and should comprehensive data be required, further work should be undertaken. • As the proposed internal road layout will need to be shared between the owner of Lot 603 Coolgardie Circle and the private owners to the north, future subdivision condions will need to provide certainty over the ceding of land and creaon of porons of the road reserve. • The Built Form Design Guidelines and Detailed Area Plans referred to within the Structure Plan are required to be prepared to support the future development of the dwellings. • It is expected that if Guidelines are prepared, the City will adopt them as a Local Planning Policy and together with the Structure Plan and Scheme will use these measures to control development to achieve the desired outcomes. • If Design Guidelines are not prepared, then Detailed Area Plans (DAPs) are required to be prepared and adopted to control the built form outcomes on the proposed lots, parcularly where a variety in R Codes will vary the streetscape, where small studio lots are proposed and where lots overlook Garvey Park. The various components of the Structure Plan provide a clear guide for future development of the DA8 subject site to ensure that the objecves for the vision are achieved to the highest standard. Following agreement on a preferred design opon, the DA8 Structure Plan is commended to the City and the WAPC for formal adopon as a basis for supporng the various implementaon acons necessary to deliver the vision.
