39 | Creating viable business models for inclusive growth through the National Optical Fiber Network Table 6: Proposed composition and roles and responsibilities of the Working Group Functional blocks Sub Components Description of Key Members Roles & Responsibilities Strategy & Program Management Group Strategic Council Program Management Group Strategic Liaising Group Composed of representatives from the DoT, BBNL, representatives from key line ministries and CII Team to manage, control and implement the overall plan Composed of representatives of ministries and states acting as key liaising agents • Provide overall vision, implementation goals and milestones for agencies & their specific actions required within the next year and a half to ensure inclusive, equitable, sustainable and profitable growth for all stakeholders in the broadband ecosystem in India • Define and set tangible and measurable input and output targets for the next five years to track the success of broadband deployment in India • Act as an interface with the government for all negotiations and interactions • Evaluating technology architecture and ensuring future proofing • Provide guidance to the program management and initiative teams. Also, manage sanctioning of resources to ensure optimal utilization • Defining the execution roadmap across initiatives, functions, and critical activities • Development of Execution Plans, Resource Mobilization and Optimization plans, deciding front availability for execution, etc. • Definition of interaction model across organization; program review mechanism (across Executive, Central and Regional levels); escalation management & risk mitigation framework; program activity checklist, and standardized progress dashboards • Sub-group adequately represented to liaise internally for resolution of all key inter-departmental and inter-organizational escalations • Liaise with different bodies to achieve the common goal of attaining inclusive, equitable, sustainable and profitable growth for all stakeholders in the broadband ecosystem Technology & Infrastructure Technology & Architecture SMEs SMEs in each focus area – telecom, medicine, education, health, IT, etc. • Evaluate existing technological roadmaps to achieve long term inclusive, equitable, sustainable and profitable growth for all stakeholders • Provide detailed analysis, views and opinions on technology roadmap for roll out and architecture taking into account existing infrastructure/plans • Develop a roadmap for applications to be rolled-out to achieve the desired utilization of resources deployed • Identify and communicate to the agencies involved regarding the sectors to focus upon, the applications to prioritize and the enabling environment to be created (devices, service providers, business model stimulus, policy environment etc.) to achieve defined milestones • Development of guidelines for the network components/equipment
Creating viable business models for inclusive growth through the National Optical Fiber Network | 40 Functional blocks Sub Components Description of Key Members Roles & Responsibilities Technology & Infrastructure Equipment/ Devices & Applications Infrastructure Planning SMEs from the industry / research, technology evangelists, etc. Key stake holders from the industry to support the overall implementation • Identify the device/application linkages to the success of overall broadband plans • Suggest measures to plug the existing gaps in terms of devices/applications • Communicate broadband and ICT innovations that deliver productivity and efficiency benefits to regional economies • Guide development and implementation of digital economy tools for regions • Showcase new development in technology (equipment/ devices and applications) and test the same in an active environment to achieve the primary objectives of BBNL • Develop a detailed roadmap for necessary infrastructure to be developed and activated to achieve desired utilization of resources deployed • Develop awareness creation and required knowledge dissemination mechanism so that key infrastructure is identified and developed in a timely manner and communicated to relevant stakeholders to enable appropriate response Business Model & Financing Financial & Econometric Modeling Financing Support Junior to midlevel support team to evaluate and analyze the economic trends and financials involved in the course of the project Representatives from key financial institutions • Evaluate and develop relevant business cases for the various activities involved • Estimate the market and financial viability of solutions for respective markets/geographies/ applications • Provide guidance on the various financing models across schemes • Facilitate and support financing needs of the key stake holders • Support in structuring large scale financing requirements for the vendors as well as the implementers Converting the National Optical Fiber Network into a medium of holistic inclusive growth will require coordinated teamwork. With a diverse, yet cohesive body organized along the lines of the proposed Working Group, it will be possible to bring the multiple facets of expertise, decision-making and administrative guidance that will be essential to lay a roadmap for execution.
