Professional Development Sessions
serve and how they will be impacted. As we
look at these differences we will explore how
our workflows and software will need to be
modified. The audience will be surveyed on
how they have implemented NG9-1-1 with
discussion on lessons learned. Q&A will follow
the presentation.
Session and Description Coming Soon
RF Safety for First Responders
Doug Roberts, County of San Bernardino
The growth of the wireless telecommunications
industry is driving the constant need for
new facilities. With increasingly restrictive
zoning regulations, many of these facilities
are disguised which makes it difficult for first
responders to readily identify them. Although
these facilities are not normally hazardous to
the public when the designed minimum safe
distances are maintained, first responders may
find themselves in close proximity to antenna
systems without recognizing the hazard. In
this session, we will discuss the basics of
RF exposure and provide some insight into
identifying and minimizing potential hazards for
first responders.
Migrating to a P25 Trunked Radio Network
- Lessons Learned
Dean Hane, MACC 9-1-1, Grant County
Washington
The Multi-Agency Communications Center
(MACC) in Grant County, WA, has recently
migrated to a P25 trunked radio network and
this presentation will outline the key steps it
took introducing a new network, starting with
an innovative plan to fund the project. Using
photos and video footage, the session will
provide a case study of the technology Grant
County has chosen and how it supports the
needs of 34 agencies. Finally, the presenter
will offer tips and best practices of the
lessons learned when implementing their
network.
What’s All This About a Nationwide Public
Safety Broadband Network?
Chuck Shaughnessy, Harris Corporation
As FirstNet and the National
Telecommunications and Information
Administration (NTIA) move closer to deploying
an interoperable Nationwide Public Safety
Broadband Network (NPSBN), there are a
number of factors to consider and questions
to be answered for agencies considering LTE.
The task to deliver this network is enormously
complex and vital to first responders and
the citizens they protect. This presentation
will highlight an optimal business model that
will show how the FirstNet solution can be
executed so that the NPSBN will continue to
function for generations to come.
Training Guidelines, National 9-1-1 Data
and Model State Legislation: Resources
for Every PSAP
Laurie Flaherty, National Highway
Transportation Safety Administration
The National 9-1-1 Program develops a number
of resources to support the efforts of the 9-1-1
community. Discussed in this session are the
benefits of the National 9-1-1 Resource Center,
the 9-1-1 benchmarking information available
through the National 9-1-1 Profile Database,
the 9-1-1 State Assessment Guidelines and
review process, and the recently introduced
Guidelines for State NG9-1-1 Legislative
Language. Also discussed in this session is
information about the 9-1-1 Program’s activities
to assist the 9-1-1 community in a coordinated
effort involving all 9-1-1 stakeholders to
develop baseline training standards for PSAP
telecommunicators.
Preparing your GIS Data for NG9-1-1 :
What You Should Know
Richard Kelly, Datamaster, Inc.
9-1-1 organizations have for some time developed
map data sufficient to support basic
map display needs. With the advent of local
dependent GIS data NG911 call routing and
location technologies, even more responsibility
for timely and accurate map data will fall upon
local governments. This interactive session
aims to review concerns over map data use
today versus what roll it must fill in the NG911
future. Particular attention will be paid to legacy
data concerns and reconciling GIS data to
traditional ALI & MSAG databases.
3:45 p.m. - 4:45 p.m.
Negotiating as a Dispatcher and How It
Helps with Customer Service
Tiffany Huntz, El Paso County Sheriff’s
Office
This session will give the line level dispatcher
tools on handling suicidal and barricaded
subjects. We will discuss active listening
skills, using “I” messages, and how all these
will help improve situations for responders
as well as promote good customer service.
We will review real life situations and how
they can impact the outcome of the call. The
tools we discuss can be used in any type
of situation.
Do’s and Don’t’s in a Promotional
Interview
Charles Berdan, Alameda County Regional
Emergency Communications Center
Dispatchers can talk on the phone and radio
all day, but when it comes to promotional
interviews, they become tongue-tied fools who
can’t speak clearly, have poor posture, and
forget to dress themselves properly the morning
of the interview. This session will address
what to do to prepare for a promotional interview,
and how to present yourself in the best
possible light. We will discuss how to dress,
what questions you need to have pat answers
for, and how to prepare mentally for this most
stressful of job tasks.
NG9-1-1 PSAP Consolidation
Michael Smith, DSS Corporation
The co-leader of the APCO/NENA NG9-1-1
discussion of NG9-1-1 consolidation
issues. Think you’re not interested in
consolidation? Think again! This session will
help you find gold in them thar consolidation
hills! From director to dispatcher, consolidation
can pay big dividends. A little humor, a little fun
– and lots of creative thinking about what you
can really do with NG9-1-1 technology.
