RF Safety for First Responders<br />

The growth of the wireless telecommunications<br />

industry is driving the constant need for<br />

new facilities. With increasingly restrictive<br />

zoning regulations, many of these facilities<br />

are disguised which makes it difficult for first<br />

responders to readily identify them. Although<br />

these facilities are not normally hazardous to<br />

the public when the designed minimum safe<br />

distances are maintained, first responders may<br />

find themselves in close proximity to antenna<br />

systems without recognizing the hazard. In<br />

this session, we will discuss the basics of<br />

RF exposure and provide some insight into<br />

identifying and minimizing potential hazards for<br />

first responders.<br />

Migrating to a P25 Trunked Radio Network<br />

- Lessons Learned<br />

The Multi-Agency Communications Center<br />

(MACC) in Grant County, WA, has recently<br />

migrated to a P25 trunked radio network and<br />

this presentation will outline the key steps it<br />

took introducing a new network, starting with<br />

an innovative plan to fund the project. Using<br />

photos and video footage, the session will<br />

provide a case study of the technology Grant<br />

County has chosen and how it supports the<br />

needs of 34 agencies. Finally, the presenter<br />

will offer tips and best practices of the<br />

lessons learned when implementing their<br />

network.<br />

What’s All This About a Nationwide Public<br />

Safety Broadband Network?<br />

As FirstNet and the National<br />

Telecommunications and Information<br />

Administration (NTIA) move closer to deploying<br />

an interoperable Nationwide Public Safety<br />

Broadband Network (NPSBN), there are a<br />

number of factors to consider and questions<br />

to be answered for agencies considering LTE.<br />

The task to deliver this network is enormously<br />

complex and vital to first responders and<br />

the citizens they protect. This presentation<br />

will highlight an optimal business model that<br />

will show how the FirstNet solution can be<br />

executed so that the NPSBN will continue to<br />

function for generations to come.<br />

Training Guidelines, National 9-1-1 Data<br />

and Model State Legislation: Resources<br />

for Every PSAP<br />

The National 9-1-1 Program develops a number<br />

of resources to support the efforts of the 9-1-1<br />

community. Discussed in this session are the<br />

benefits of the National 9-1-1 Resource Center,<br />

the 9-1-1 benchmarking information available<br />

through the National 9-1-1 Profile Database,<br />

the 9-1-1 State Assessment Guidelines and<br />

review process, and the recently introduced<br />

Guidelines for State NG9-1-1 Legislative<br />

Language. Also discussed in this session is<br />

information about the 9-1-1 Program’s activities<br />

to assist the 9-1-1 community in a coordinated<br />

effort involving all 9-1-1 stakeholders to<br />

develop baseline training standards for PSAP<br />

telecommunicators.<br />

Preparing your GIS Data for NG9-1-1 :<br />

What You Should Know<br />

9-1-1 organizations have for some time developed<br />

map data sufficient to support basic<br />

map display needs. With the advent of local<br />

dependent GIS data NG911 call routing and<br />

location technologies, even more responsibility<br />

for timely and accurate map data will fall upon<br />

local governments. This interactive session<br />

aims to review concerns over map data use<br />

today versus what roll it must fill in the NG911<br />

future. Particular attention will be paid to legacy<br />

data concerns and reconciling GIS data to<br />

traditional ALI & MSAG databases.<br />

Negotiating as a Dispatcher and How It<br />

Helps with Customer Service<br />

This session will give the line level dispatcher<br />

tools on handling suicidal and barricaded<br />

subjects. We will discuss active listening<br />

skills, using “I” messages, and how all these<br />

will help improve situations for responders<br />

as well as promote good customer service.<br />

We will review real life situations and how<br />

they can impact the outcome of the call. The<br />

tools we discuss can be used in any type<br />

of situation.<br />

Do’s and Don’t’s in a Promotional<br />

Interview<br />

Dispatchers can talk on the phone and radio<br />

all day, but when it comes to promotional<br />

interviews, they become tongue-tied fools who<br />

can’t speak clearly, have poor posture, and<br />

forget to dress themselves properly the morning<br />

of the interview. This session will address<br />

what to do to prepare for a promotional interview,<br />

and how to present yourself in the best<br />

possible light. We will discuss how to dress,<br />

what questions you need to have pat answers<br />

for, and how to prepare mentally for this most<br />

stressful of job tasks.<br />

NG9-1-1 PSAP Consolidation<br />

The co-leader of the <strong>APCO</strong>/NENA NG9-1-1<br />

PSAP Working Group will present a thoughtprovoking<br />

discussion of NG9-1-1 consolidation<br />

issues. Think you’re not interested in<br />

consolidation? Think again! This session will<br />

help you find gold in them thar consolidation<br />

hills! From director to dispatcher, consolidation<br />

can pay big dividends. A little humor, a little fun<br />

– and lots of creative thinking about what you<br />

can really do with NG9-1-1 technology.<br />
