1> if T313 expires:<br />

2> consider it as a "Radio link failure" on the downlink frequency associated with the secondary uplink<br />

frequency;<br />

2> deactivate the secondary uplink frequency, as if a HS-SCCH order to deactivate had been received.<br />

Periods in time where neither "in sync" nor "out of sync" is reported by layer 1 on the downlink frequency associated<br />

with the secondary uplink frequency do not affect the evaluation of the number of consecutive (resp. successive) "in<br />

sync" or "out of sync" indications.<br />

8.5.7 Open loop power control<br />

For FDD, and prior to PRACH transmission or prior to a transmission in Enhanced Uplink in CELL_FACH state and<br />

Idle mode, the UE shall:<br />

1> acquire valid versions of the necessary System Information IEs as follows:<br />

2> if the UE has stored valid versions of the IEs "Primary CPICH Tx power" and "Constant value":<br />

3> use the stored content of the IEs.<br />

2> otherwise:<br />

3> read and store the IE "Primary CPICH Tx power" and "Constant value" in System Information Block type<br />

6 (or System Information Block type 5 or System Information Block type 5bis, if System Information<br />

Block type 6 is not being broadcast).<br />

2> if variable READY_FOR_COMMON_EDCH is set to TRUE; and<br />

2> if IE "UL interference for common E-DCH" is included in system information block type 5 or 5bis:<br />

3> use the stored value of IE "UL interference for common E-DCH".<br />

2> otherwise:<br />

3> if the UE has a valid version of the IE "UL interference" stored:<br />

4> use the stored content of the IE "UL interference".<br />

3> otherwise:<br />

4> read and store the IE "UL interference" in System Information Block type 7;<br />

4> if the UE fails to read the IE "UL interference" in System Information Block type 7 due to bad radio<br />

conditions, the UE shall use the last stored IE "UL interference".<br />

1> measure the value for the CPICH_RSCP;<br />

1> calculate the power for the first preamble as:<br />

Preamble_Initial_Power = Primary CPICH TX power – CPICH_RSCP + UL interference + Constant Value<br />

Where,<br />

Primary CPICH TX power shall have the value of IE "Primary CPICH Tx power",<br />

UL interference shall have the value of IE "UL interference for common E-DCH" if variable<br />

READY_FOR_COMMON_EDCH is set to TRUE and IE "UL interference for common E-DCH" is<br />

included in SIB 5/5bis; otherwise UL interference shal have the value of IE "UL interference"; and<br />

Constant Value shall have the value of IE "Constant value".<br />

1> as long as the physical layer is configured for PRACH transmission or the PRACH preamble part (as part of the<br />

Enhanced Uplink in CELL_FACH state and Idle mode):<br />
