Welcome to the<br />

<strong>July</strong> issue of CCG<br />

News.<br />

As I write this,<br />

the summer<br />

heatwave is<br />

reaching its peak<br />

<strong>and</strong> a level three<br />

heatwave alert<br />

has been issued<br />

for the North<br />

West. You will all have received the email regarding<br />

actions <strong>and</strong> advice to help protect those who are<br />

vulnerable in hot weather.<br />

The month started with the Association of Greater<br />

Manchester CCGs <strong>and</strong> the decision to form the Committee<br />

in Common. As you will be aware from your locality<br />

meetings, this will involve a change to the constitution<br />

<strong>and</strong> we are working through the necessary process to<br />

enable this.<br />

I attended a presentation of the formal consultation<br />

process with example from the paediatric heart surgery<br />

process <strong>and</strong> others which has increased my underst<strong>and</strong>ing<br />

of how important it is to get this right to avoid judicial<br />

review <strong>and</strong> hence a delay in this process. This will be<br />

crucial both for Healthier Together <strong>and</strong> also any major<br />

change that may occur across the local healthcare economy.<br />

Across the North East sector, the commissioners had the<br />

opportunity to review the cost improvement programmes<br />

of our local providers to assure ourselves that they would<br />

be achievable without deterioration in delivery <strong>and</strong><br />

quality. This is the first time commissioning organisations<br />

have had the formal opportunity to assure themselves of<br />

the providers’ savings plans <strong>and</strong>, on the whole, it was an<br />

interesting process which will improve as time goes on.<br />

The national primary care dashboard has now been<br />

finalised <strong>and</strong> the launch that we were expecting came<br />

in the form of a paragraph in the <strong>NHS</strong> Engl<strong>and</strong> newsletter.<br />

The version now available on the internet is the final one<br />

<strong>and</strong> if you need the web address resending, please<br />

contact your locality engagement officer. As you are<br />

aware, anyone with an <strong>NHS</strong>.net email can access this<br />

dashboard <strong>and</strong> we are still working on an early warning<br />

scheme with the local medical council to help support<br />

practices where necessary.<br />

The first assessments of CCGs by the local area teams<br />

have been released <strong>and</strong> HMR has been rated as a level<br />

two (scale 1-4). The rating scale is such that any over<br />

activity against plan is rated red <strong>and</strong> this automatically<br />

drops you a grade. It will come as no surprise that it is<br />

our unscheduled activity that has been our downfall.<br />

The area team also called for demonstrator sites for<br />

ideas <strong>and</strong> projects to decrease A&E attendance <strong>and</strong><br />

emergency admissions with improved integrated working<br />

between local partners <strong>and</strong> increasingly innovative use<br />

of technology. The area team was hoping to fund 12 bids<br />

judged against strict criteria <strong>and</strong> HMR is fortunate to have<br />

been able to submit two bids, which in my mind have a<br />

good chance of success. The final decision will be made at<br />

the end of <strong>July</strong> <strong>and</strong>, if successful, will mean a significant<br />

investment in primary <strong>and</strong> integrated care in the CCG.<br />

As you will also be aware, the CCG is stretched due<br />

to vacancies <strong>and</strong> sickness – half the admin staff are<br />

currently off sick – <strong>and</strong> this is putting significant strain on<br />

the remaining employees who go above <strong>and</strong> beyond the<br />

call to keep things working as smoothly as possible, so<br />

please be patient <strong>and</strong> underst<strong>and</strong> if they do not get<br />

to your queries as quickly as you – or they – would like.<br />

Clive Porter,<br />

Lay Member<br />

Clive is one of three lay members<br />

on <strong>NHS</strong> HMR CCG’s governing<br />

body. He has specific responsibility<br />

for integrated risk management.<br />

After graduating from the<br />

University of Manchester,<br />

Clive followed a career as a<br />

civil engineer, then as a project<br />

manager on major capital<br />

projects, including several in the<br />

<strong>NHS</strong> around Greater Manchester,<br />

including <strong>Rochdale</strong> Infirmary.<br />

He later became a partner of a construction consultancy <strong>and</strong> then<br />

managing director of the management consultancy division of the<br />

business. Now retired, he aims to bring expertise in commercial,<br />

change <strong>and</strong> risk management, including procurement, to the<br />

rapidly changing <strong>NHS</strong> environment <strong>and</strong> to support the<br />

development of the CCG.<br />

Clive believes we all have a responsibility to our families <strong>and</strong><br />

wider society to remain active, eat well <strong>and</strong> drink sensibly <strong>and</strong><br />

is keen to see the CCG promote public health initiatives in<br />

conjunction with <strong>Rochdale</strong> Borough Council.<br />

Information governance<br />

The attached document is an introduction to the<br />

Information Governance team within Greater Manchester<br />

Commissioning Support Unit.<br />

It outlines what the team offers to support GPs <strong>and</strong> practice<br />

managers <strong>and</strong> includes contact details.<br />

Celebrating 21 years<br />

<strong>Rochdale</strong> Road Medical Centre has celebrated 21 years since<br />

it began hosting post graduate lectures.<br />

Dr Sajid Khan, GP at the practice, said: “We have been delivering<br />

lectures on all different topics to an average of 30 doctors a<br />

month from across the region since 7 <strong>July</strong> 1992. As it’s the<br />

longest continuing programme of this kind in the region, we<br />

thought it fitting to celebrate our 21st anniversary.”<br />

Dr Mohamed Al-Alou, lung transplant consultant at Wythenshaw<br />

Hospital, delivered a lecture around chronic obstructive<br />

pulmonary disease (COPD) on 3 <strong>July</strong> to mark the occasion.<br />

Our ironwoman<br />

<strong>Rochdale</strong> GP Jennie<br />

Ransome is gearing<br />

up to tackle one of the<br />

toughest endurance<br />

challenges in the world.<br />

Jennie, who is a GP<br />

at Stonefield Street<br />

Surgery in Milnrow,<br />

will take part in the<br />

Ironman UK triathlon<br />

on Sunday 4 August<br />

to raise money for two<br />

charities – Christian<br />

Aid <strong>and</strong> Springhill<br />

Hospice.<br />

The gruelling race involves a 2.4-mile open water swim, a 112-mile cycle<br />

<strong>and</strong> a 26-mile marathon finishing in Bolton town centre.<br />

Jennie said: “My background is mainly running but I’ve done a couple of<br />

half iron distance triathlons which have gone well <strong>and</strong> I’m training hard.<br />

“I manage to fit the running <strong>and</strong> swimming around my life, but have used<br />

annual leave to practice the cycling as you need to do up to seven hours<br />

at a time.”<br />

Jennie is hoping for dry, cool weather <strong>and</strong> her husb<strong>and</strong> <strong>and</strong> children will<br />

be there to support her on the day.<br />

New sites for sore eyes<br />

<strong>NHS</strong> <strong>Heywood</strong>, <strong>Middleton</strong> <strong>and</strong><br />

<strong>Rochdale</strong> Clinical Commissioning<br />

Group has commissioned a minor<br />

eye conditions service to allow<br />

the assessment <strong>and</strong> management<br />

of recent onset minor eye<br />

conditions within the primary<br />

care setting.<br />

Management of the patient will<br />

be maintained, where possible,<br />

within this new primary care<br />

service in order to reduce the<br />

dem<strong>and</strong> for urgent hospital<br />

appointments.<br />

From 19 August, patients can<br />

self-refer or be signposted to<br />

the service by GPs, optometrists,<br />

pharmacists <strong>and</strong> A&E<br />

Patients will need to telephone<br />

the service provider to book an<br />

appointment directly. Health<br />

professionals signposting patients<br />

to the service will be expected<br />

to provide patients with written<br />

details of the provider so that<br />

the patients can make an<br />

appointment. Where necessary,<br />

health professionals can make an<br />

appointment on their patient’s<br />

behalf.<br />

The service is provided by<br />

accredited optometrists across<br />

the <strong>Rochdale</strong> borough. Copies<br />

of a patient leaflet containing<br />

details of participating<br />

optometrists <strong>and</strong> posters to<br />

promote the service will be<br />

sent out to all practices in<br />

coming weeks.<br />

electronic copies of the leaflet<br />

<strong>and</strong> poster, will be made available<br />

on the CCG website in due course.<br />

Guidelines on managing<br />

allergic reactions in<br />

children <strong>and</strong> young people<br />

The Children’s Community Nursing Teams covering<br />

Bury, Oldham <strong>and</strong> <strong>Rochdale</strong>, provided by Pennine<br />

Care <strong>NHS</strong> Foundation Trust, have developed new<br />

guidelines for how to manage allergic reactions<br />

in children <strong>and</strong> young people.<br />

The guidance states that all children <strong>and</strong> young<br />

people with severe allergies <strong>and</strong> an adrenaline<br />

auto injector pen prescribed should have an<br />

up-to-date allergy management plan in place.<br />

The child, parents <strong>and</strong> carers (including school<br />

<strong>and</strong> nursery staff) will receive annual updates<br />

for allergy awareness <strong>and</strong> administration of the<br />

adrenaline auto injector pens.<br />

To enable the delivery of this training, teaching<br />

sessions will be delivered for health professionals.<br />

Teaching parents<br />

to self-care<br />

<strong>and</strong> Thompson’s<br />

Surgery, <strong>Middleton</strong>,<br />

<strong>and</strong> Clinical Lead for<br />

Children’s <strong>and</strong><br />

Maternity, has run<br />

two pilot sessions<br />

to help parents underst<strong>and</strong> how best to care for<br />

babies <strong>and</strong> young children.<br />

The sessions took place on 19 <strong>and</strong> 26 <strong>July</strong> at Langley<br />

Sure Start Children’s Centre <strong>and</strong> were well attended<br />

<strong>and</strong> received by local parents.<br />

Danielle said: “We regularly see high numbers of<br />

parents bringing babies <strong>and</strong> young children to the<br />

surgery with minor health ailments, so these<br />

sessions were about giving parents the confidence<br />

they need to self-care for their little ones while<br />

underst<strong>and</strong>ing how to recognise symptoms <strong>and</strong><br />

when they need to seek medical advice.”<br />

The sessions were led by parents <strong>and</strong> provided an<br />

opportunity to gain views on what they would like<br />

to see if they were rolled out across the borough in<br />

the future.<br />

Danielle added: “The parents were enthusiastic<br />

about learning about things like what symptoms<br />

to look out for in their children <strong>and</strong> underst<strong>and</strong>ing<br />

when a temperature can be ok <strong>and</strong> when it’s not.<br />

We also discussed what is important to have in the<br />

home to help self-care.”<br />

wellbeing is in reach<br />

Local nurses are supporting<br />

several of <strong>Rochdale</strong>’s<br />

residential care homes to help<br />

people to stay well <strong>and</strong> improve<br />

their quality of life.<br />

The ‘In-Reach Service’ involves<br />

nurses from Pennine Care <strong>NHS</strong><br />

Foundation Trust working<br />

closely with care home staff<br />

to identify people most at risk<br />

of developing a preventable<br />

health condition. This can<br />

include pressure ulcers, chest<br />

infections, skin conditions, dehydration, nutritional deficiencies <strong>and</strong><br />

broken bones due to having an avoidable fall.<br />

Help Offer<br />

<strong>Rochdale</strong> Borough Council<br />

has launched the Early<br />

Help Offer – an initiative<br />

to help families access the<br />

information they need to<br />

make their lives easier.<br />

Part of the offer is the Family<br />

Services Directory, which<br />

contains details of a wealth<br />

of organisations dedicated<br />

to helping families solve<br />

whatever problems they<br />

might have.<br />

Care from<br />

hospital to<br />

home<br />

The transfer of care team,<br />

provided by Pennine Care<br />

<strong>NHS</strong> Foundation Trust, has<br />

been extended to facilitate<br />

patients’ safe <strong>and</strong> timely<br />

discharge from hospital to<br />

the community across Bury,<br />

Oldham <strong>and</strong> <strong>Rochdale</strong>.<br />

The service helps to reduce<br />

the length of stay, reduce<br />

readmissions <strong>and</strong> helps to<br />

ensure timely <strong>and</strong> safe<br />

discharges. Results from a<br />

pilot study undertaken in<br />

<strong>Rochdale</strong> demonstrated that<br />

the scheme supported 94<br />

patients over two months,<br />

of which more than 60%<br />

were referred to community<br />

services resulting in increased<br />

early discharge.<br />
