2005–2006 Annual Report
MESSAGE FROM THE EXECUTIVE DIRECTOR
How RRCNA Met the Challenge
Jady Johnson
This year’s annual report highlights the
work of the Reading Recovery Council of
North America (RRCNA) in fiscal
2005–2006. It is different from the Annual
Fund Report published in previous years
because it provides a broader look at the Council’s
activities and finances.
We are proud of this year’s accomplishments and those
of our members who work in schools and universities
across the United States and Canada. To support our
professional resources, expanded Web site information,
offered exceptional learning opportunities at conferences,
and implemented a broad-based advocacy effort
for Reading Recovery. In this endeavor we were joined
by knowledgeable donors, both individuals and
foundations, who understand and support the value of
high-quality teacher professional development and
early literacy intervention.
All organizations face challenges. This year we tackled
one that could no longer be ignored—bias in how
the U.S. Department of Education (USDE) was
implementing Reading First. Because we had heard
from many members across the nation, RRCNA filed a
complaint with USDE’s Office of Inspector General.
The result of that complaint was a stern reprimand to
USDE administrators and findings that USDE favored
certain publishers and interfered with the right of local
school districts and states to select curriculum. As this
annual report goes to press, additional reports are
imminent from the Inspector General and the
Government Accountability Office.
We thank our leadership, our donors, and those who
worked so hard on behalf of children and teachers.
With your support we will continue to support our
members and work toward achieving our mission—
making Reading Recovery available to every child
who needs its support.
76% of students who completed the full
12-to-week intervention met grade-level
expectations in reading and writing.
As soon as students can read within the
average range of their class and demonstrate
that they can continue to achieve, their
lessons are discontinued, and new students
begin individual lessons.
2 READING RECOVERY COUNCIL OF NORTH AMERICA 2005–2006 ANNUAL REPORT
MESSAGE FROM THE PRESIDENT
Helping Struggling First Graders and Teachers Achieve Success
Connie Briggs, Emporia State University
The title of this year’s annual report,
“A Year of Challenges and Achievement,”
is especially appropriate because these
themes have always been at the heart of
Reading Recovery. We teach the most
challenging children—those in the bottom 20% of their
class in literacy learning. Yet with Reading Recovery,
three-fourths of children who complete lessons will
achieve grade-level standard in just 12 to 20 weeks.
For those who do not reach grade-level standard, the
diagnostic information from Reading Recovery lessons
helps school officials make good decisions about their
future schooling. This is a remarkable achievement for
students, teachers, and schools.
At the heart of this achievement is Reading Recovery’s
in-depth professional development program. Our
professional development network is guided by faculty
at 22 universities in North America who train teacher
leaders. These teacher leaders oversee professional
development of Reading Recovery teachers in about
450 training sites operated by local schools and
education agencies. Reading Recovery teachers receive
graduate credit for their year-long training, and they
continue to attend professional development during the
entire time they are teaching in Reading Recovery.
During the 2006 year, Reading Recovery professionals
began study of a new, two-volume
guidebook by Marie Clay entitled
Literacy Lessons Designed for
Individuals Part One and Part Two.
The work builds on Reading
Recovery’s success and expands our
thinking about how individual
literacy lessons may be applied
to other populations. The Reading
Recovery community worldwide
is using this new
resource in Reading
Recovery lessons and
considering other ways to
help individuals who struggle
with literacy learning.
Reading Recovery is a highly effective short-term
intervention of one-to-one tutoring for the lowest-achieving
first graders. Since Reading Recovery began in 1984 in
Canada and the United States, more than 1.6 million first
graders have been served.
The Reading Recovery Council of North America, Inc.
(RRCNA) is a not-for-profit association of Reading Recovery
professionals, advocates, and partners established in 1993
to sustain the integrity of Reading Recovery and expand its
implementation by increasing the number of individuals
who understand, support, and collaborate to achieve the
mission of the Council. To accomplish this goal, RRCNA
provides a wide variety of programs and services, including
publications, annual conferences, special institutes and
academies and additional resources for members.
Today, RRCNA has approximately 8,000 members
including Reading Recovery professionals and partners
who are classroom teachers, early literacy educators, Title I
teachers, school principals and administrators, school
board members, researchers, parents, and community
members. Governed by a volunteer board of directors,
which includes representatives of the Canadian Institute
of Reading Recovery and Descubriendo la Lectura,
membership is open to anyone interested in Reading
Recovery and early literacy.
The Reading Recovery Fund is the charitable fund of the
Reading Recovery Council of North America. The role of
the fund is to advance early literacy through the expansion
of Reading Recovery in support of the strategic plan
adopted by the board of RRCNA.
Center for Early
Literacy Information
The Center for Early Literacy Information
(CELI), originally funded by a grant from
Verizon Reads, is a digital library of early
literacy resources. In the past year, the CELI digital library
grew to include more than 600 articles, books, and other
resources. More than 2,500 unique visitors are using the site
each month.
CELI’s growth has been extraordinary—from 415 visitor
sessions per month in July 2004 to almost 8,500 visitor
sessions a month by the end of the 2006 school year. Since
CELI’s inception in July 2004, nearly 14,000 copies of articles
from Literacy Teaching and Learning have been downloaded
from CELI.
Professional Journals
RRCNA publishes two professional journals, each with
two issues per year. The Journal of Reading Recovery is
written for Reading Recovery practitioners and includes
topics on teaching, implementation, and research, as
well as RRCNA news. The second journal, Literacy
Teaching and Learning, focuses on wider literacy issues
and is an interdisciplinary forum on issues such as
language acquisition, literacy development, and
instructional theory and practice.
ADVOCACY ACHIEVEMENTS
Building support among decision makers
In these times of educational change and uncertain
funding, advocacy with federal, state, and local officials
is more important than ever. Recognizing the critical
and ongoing need for outreach to decision makers,
both the RRCNA Board and its donors invested
additional resources in recent years.
We monitor emerging federal education policy and
keep members up to date about its impact on Reading
Recovery. We also inform members of Congress,
the administration, and leaders in other literacy
organizations about Reading Recovery.
RRCNA continues to find new ways to “get the word
out” about Reading Recovery in Washington, DC.
A few firsts during the 2005–2006 year included
• issuing a statement on the President’s FY 2007
budget request for education;
• participating in a broad array of national
coalitions and sign-on letters to support federal
funding for education and preserve a voice for
educators in policymaking;
• submitting public witness testimony to the House
Labor-HHS-Education Subcommittee of
Appropriations, the House Education and
TOSA Foundation
Supports
Reading Recovery
Advocacy
Through the assistance of
the TOSA Foundation,
RRCNA has broadened its
outreach to the largest and
most-influential educational
associations in the U.S.
TOSA’s funding allows RRCNA to target key members of
Congress for in-district advocacy. This has resulted in visits to
schools with Reading Recovery by members or by their staffs
on education or appropriations-related committees. Funding
from TOSA also helped establish an office-in-residence in
Washington, DC, allowing Reading Recovery to have a
full-time presence on Capitol Hill.
Workforce Committee, and the Commission on
No Child Left Behind; and
• filing a request for investigation with the
USDE Office of Inspector General about its
implementation of Reading First.
MESSAGE FROM THE DEVELOPMENT COMMITTEE CHAIR
How Donors Met the Challenge
M. Trika Smith-Burke, Development Committee Chair
Private donors help to expand Reading
Recovery resources to reach more
struggling first graders. Education experts
have known for some time that some
children cost more to educate than
others—and early investment pays big dividends in
later achievement. Reading Recovery is cost-effective
because it reduces retention and prevents unnecessary
referral to special education.
The success of the children and the powerful teacher
education are why so many individuals and foundations
have supported Reading Recovery. My heartfelt thanks
to the hundreds of you who supported Reading
Recovery in 2006. Because of your generosity, RRCNA
was able to offer more scholarships for professional
development and to advocate effectively on behalf of
children who need Reading Recovery’s expert teaching.
Philanthropy is the desire to help humanity.
Since 2000, tax-deductible donations to RRCNA have totaled
• more than $350,000 from over 2,700 individual members and friends; and
• more than $1,000,000 from nine corporations and foundations.
These gifts have funded
• 149 scholarships that helped to
— train 77 Reading Recovery teacher leaders in 33 states, 2 Canadian provinces,
and overseas in the Department of Defense Schools;
— provide professional development for 72 Reading Recovery professionals in 24 states,
2 provinces, and Department of Defense Schools;
• advocacy initiatives at the federal and local level to sustain the integrity of Reading Recovery;
and
• electronic and print resources such as the Center for Early Literacy Information.
What is the impact of this generosity?
Hundreds of thousands of struggling readers
in North America have become independent
readers and writers who can benefit from
good classroom teaching and be successful
in school and life.
THE YEAR IN REVIEW
PHILANTHROPIC ACHIEVEMENTS
How donations helped meet the challenge
Across North America, Reading Recovery is facing a
challenge unlike any it has seen in more than 20 years.
Large numbers of Reading Recovery personnel reaching
retirement and tight school finances combine to make
philanthropic support of training and professional
development more critical than ever.
Scholarships
Through RRCNA, generous donors can offer the
Reading Recovery teachers and teacher leaders of
tomorrow the gift of professional development. There
are two types of scholarships: Teacher leader training
scholarships and National Reading Recovery & K–6
Classroom Literacy Conference scholarships
Teacher Leader Training Scholarships
Teacher leader training scholarships provide year-long
training to teacher leaders at one of more than 20
university training centers in North America. In turn,
the scholars train teachers in Reading Recovery. Those
teachers then help thousands of the lowest-performing
first graders learn to read and write, thus the impact
of the grants continues long after the scholarships
are awarded.
Since funding for the teacher leader scholarships began,
77 teacher leaders have been trained through scholarships
awarded to their school districts. In 2005–2006,
the Deluxe Corporation Foundation joined the TOSA
Foundation in funding these scholarships, building upon
the tradition of support provided by Ronald McDonald
House Charities and The Goizueta Foundation.
Deluxe Corporation Foundation Scholarships
Since 1954, the Deluxe Corporation Foundation has
contributed nearly $80 million to human service,
education, and cultural organizations that serve the
communities where Deluxe Corporation facilities are
located. Its “Reading is For Life” initiative supports
literacy programs in elementary schools with demonstrated
high concentrations of first graders at risk of not
learning to read and write at grade level.
Teacher Leader Training Scholarship recipients for the 2005–2006 year
included (front row, L–R) Elizabeth Murray, Charleston County School
District, Johns Island, SC; Gaynell Jamison, Monticello School District,
Monticello, AR; Jean Ann West, Humble ISD, Humble, TX; Amy Shilt,
Greenville City Schools, Greenville, OH; (back row, L–R) Suzanne
Stevenson, Region Seven, Bronx, NY; Jacqueline Voulgaris, Region
One, New York, NY; Jennifer Cornell, Effingham County Schools,
Springfield, GA; Janet Maxwell, Rainy River District, Ft. Frances,
Ontario, Canada; and Mary Lou Petters, Charleston County School
District, Johns Island, SC.
The Deluxe Corporation Foundation’s association with
Reading Recovery began in 2004. Thanks to the positive
history Deluxe Corporation Foundation had in funding
Reading Recovery in four local schools, their Contributions
Committee decided to expand its support to a
national level by funding six $15,000 scholarships for
training Reading Recovery teacher leaders.
TOSA Foundation Scholarships
Tashia Morgridge is a passionate advocate for education
and Reading Recovery. Through the TOSA Foundation,
Mrs. Morgridge has generously funded eight $12,000
teacher leader scholarships between 2001 and 2006.
The TOSA Foundation is a private family foundation
that awards gifts to charitable and educational causes of
interest to family members. The Morgridges have a particular
interest in education and literacy. Through their
Pollock Fellrath. Nancy was a dedicated and
enthusiastic Reading Recovery teacher from California
who returned from Reading Recovery conferences
inspired and eager to share what she learned with her
colleagues. As a result of Nancy Pollock Fellrath’s
generosity, since 2002, 17 Reading Recovery teachers
have been able to attend the National Conference,
Summer Institute, Leadership Academy, and Teacher
Leader Institute.
Sue Hundley Professional Development Scholarship
This scholarship honors the memory of Sue Hundley, a
former RRNCA board member, Reading Recovery
teacher, and teacher leader. Each scholarship includes
National Conference and Preconference Institute
registration. Three Reading Recovery teachers have
benefited from this scholarship since 2004.
Geri Stone Memorial Fund Grants
and Scholarships Program
This program was established by family members and
friends to remember Geri Stone’s leadership as a
Michigan Reading Recovery teacher leader. Grants and
scholarships are awarded to Reading Recovery teachers
to help offset the cost of training, professional development,
or literacy efforts. Funds have helped nine
Reading Recovery teachers pursue professional
development opportunities since 2004.
The Limited Brands Scholarships
for Reading Recovery Teachers
Limited Brands, headquartered in Columbus, OH,
funded 10 scholarships for Reading Recovery teachers
and partners to attend the 2006 National Conference.
Reading Recovery Artists
A picture is worth a thousand words! In an effort to communicate
how children feel about themselves when they learn to read and
write, the RRCNA Development Committee asked teacher leaders
to collect “testimonials” in the form of pictures and writing from
Reading Recovery students. More than 80 original designs from all
over the country were submitted. The artwork was displayed at the
2006 Teacher Leader Institute, where attendees had the difficult
job of voting to select the winners. The 12 creations that received
the most votes were produced as note cards that are for sale
through RRCNA. Other student artists will be featured in
RRCNA publications and other media.
Many friends and colleagues made gifts in memory of
Reading Recovery teacher Valerie Samson, who died
this year. They remember Val as a great advocate for
children who was not afraid to speak her mind; a
wide-eyed optimist who thought she might conquer her
disease one more time and come back to the kids;
someone who had a warm smile and a zest for life,
enjoying every moment to its fullest and always thinking
of her students and how she could help improve their
ability to read and understand. Valerie loved being a
Reading Recovery professionals in the Bridgewater-
Raritan School District in New Jersey honored retiring
site coordinator Eileen Ryan for “her dedication to
helping all children learn to read and write.” Eileen was
trained as a Reading Recovery teacher in 1991 and the
following year she became a teacher leader. From
1993–2000, Eileen trained teachers, sometimes in two
classes at a time. In 1999, she became the supervisor of
communication arts and since then has served as site
coordinator. During the 15 years Eileen has served
Reading Recovery in these varied capacities, 9,713
students have received Reading Recovery instruction
from teachers connected to their site. Eileen leaves a
tremendous legacy for children and teachers. The contributions
in her honor from friends and fellow educators
are helping to continue that tradition.
Ohio Reading Recovery
Council Honors Retirees
The Ohio Reading Recovery
Council, which is made up of all
the teacher leaders in Ohio, site
coordinators, and The Ohio State
University trainers, began a new
tradition—they honored retiring
site coordinator Stevenson Hansell
and retiring teacher leaders Terry
Conley, Dusty DeWitt, and
Georgia Gardner with a gift to the
Reading Recovery Fund in their
names. “It struck us that they
all had dedicated so much of their
lives and their passion to that same
common outcome and maybe the
best way to honor them and
celebrate their accomplishments
was to donate to the Reading
Recovery Fund in their names,” a
Council member said.
