4.5.1.5 Scalability and Flexibility regarding Data-Timeliness GSC Sentinel-2 PDGS OCD Issue 1 Revision 2 (draft) - 25.07.2010 GMES-GSEG-EOPG-TN-09-0008 page 107 of 350 As outlined in 3.5.4 and further described in [AD-03], the satellite design includes the functionality to manage the MSI data on-board such that data can be real-time downlinked or selectively prioritised for playback in NRT breaking the FIFO rule of the nominal playback process. In counterpart, the selected CGS network will impose a number of constraints and dependencies as described in sections 4.3.10.1 and 4.3.10.2. To provide for the required trade-offs in all cases, the PDGS will: ○ Manage the data playback processes from the spacecrafts, including the RT and NRT priority downlink functionality such that critical zones to be monitored with RT or NRT timeliness can be optimised by the MMA via the HLOP. The commanding of RT directdownlinks regionally will require the operation of one or several specific CGS offering visibility over the areas to be monitored in RT; ○ Implement optional load-balancing rules on the data-recovery scenario among the constellation satellites, such as to further enhance flexibility; ○ Perform with appropriate sizing on-ground such as to keep up with the input flow in delivering the final products in a FIFO manner driven by the flow of spacecraft data received at each CGS. This approach will result in: ○ Critical zones promoted for NRT-compatible timeliness through the HLOP being ensured to be covered with a guaranteed NRT timeliness at product-level, i.e. in less than 3 hours from sensing ; ○ Some selected regional zones within the X-Band visibility mask of dedicated CGS to be covered with a guaranteed RT timeliness at product-level, i.e. in less than 100 minutes from sensing; ○ A fully flexible and scalable solution up to 100% of effective RT or NRT timeliness should the PDGS be equipped with the sufficient number of CGS (typically 6); ○ Approximately 25% of the globally acquired data effectively available in NRT, should the PDGS typically include four CGSs as baselined in [AD-03]. Hence, it is assumed that this HLOP driven approach together with the choice of the CGS network will globally comply with the required product timeliness while provisioning for evolutions. In particular, it is assumed that to comply with Emergency Response Core Service (ERCS) and Security Pilot Service (SEC) requirements, a list of high-priority areas will be agreed with the Sentinel-2 MMA in a preventive way leading to: ○ The coverage of high-priority areas being available with at least NRT timeliness up to about 25% of the globally acquired data; ○ The coverage of other areas being available as early as possible in a FIFO manner and in any-case within one day from sensing.
