4.2 Operation Context<br />

4.2.1 MANAGEMENT<br />

In general and throughout this document and all associated <strong>PDGS</strong> documentation of<br />

technical content such as the SRD, the terminology “<strong>PDGS</strong> Operation Manager” (POM) (e.g.<br />

when used as an interface to the <strong>PDGS</strong>) does not strictly relate to any specific body or person<br />

but rather symbolises the management authority required at any level of the <strong>PDGS</strong> end-toend<br />

operations to decide on its main leverages and to get appropriate visibility on the mission<br />

performance in return enabling management.<br />

4.2.1.1 HLOP Implementation<br />

Based on the mission HLOP provided by the MMA, the POM will be responsible for deriving<br />

<strong>PDGS</strong> operation plans and ensuring their related implementation covering the planning of<br />

payload acquisition and recovery on-ground, EDRS usage, production plans, archive plans,<br />

etc. The HLOP is hence considered an applicable to the POM.<br />

During the commissioning-phase of each spacecraft, the HLOP is superseded by the S2CP<br />

defined for that spacecraft.<br />

Vis-à-vis the <strong>PDGS</strong>, the HLOP will define:<br />

○ The mission operation scenario applicable to the <strong>Sentinel</strong>-2 constellation covering all<br />

global mission operation parameters such as:<br />

o Orbital definitions for the satellite constellation;<br />

o Definitions of the <strong>PDGS</strong> CGS network and associated operational constraints<br />

(e.g. priorities, inter-sentinel conflict management, etc);<br />

o MSI nominal data acquisition and recovery rules at the <strong>PDGS</strong> CGS including<br />

the definition of priority zones promoted for NRT timeliness as reply to the DAP<br />

and specific balancing between the constellation spacecrafts;<br />

o The definition of specific acquisitions campaigns and their assimilation within<br />

the nominal mission plan;<br />

o Definition of the <strong>Sentinel</strong>-2 LGS network and associated planning rules vis-à-vis<br />

LGS entitled to X-Band real-time data reception;<br />

o The definition of the usage of EDRS provided capabilities for data recovery<br />

from the spacecrafts via the OCP;<br />

○ The <strong>PDGS</strong> data-processing, circulation and archiving plans as responding to the<br />

<strong>GSC</strong>/DAP or the commissioning phase requirements and within the <strong>PDGS</strong> capabilities<br />

and available resources spread in the ground-stations and centres network;<br />

○ The list of <strong>PDGS</strong> interfaces and services to be activated during the mission phase<br />

applicable to the plans;<br />

○ The definition of high-level <strong>PDGS</strong> performance targets and product quality in-line with<br />

the capabilities of the mission.<br />
