The other day while making arrangements for the upcoming school, I realized that Pipeliners Local Union 798 Steward School is the largest UA attended event in the United States and Canada, with only one exception and that is the UA National Convention. That should say something for your commitment to your local and to the pipeline industry that you work in. If you have never been to the Steward School, now is the time to commit. The discussions and interpretations of our pipeline agreement are what help to promote harmony, and protects our working conditions on the r-o-w. But there is so much more to the experience. The whole week is more like a family reunion, with a carnival atmosphere to be enjoyed by all. With lots of fun, food, prizes, entertainment and some education thrown in for good measure, Tulsa is the place to be in April. In mid-January, David and I along with UA Pipeline Director Phil Stephenson and his assistant Tom Gross, visited the two US spreads on the Enbridge work in Bemidji, MN. Enbridge and the contractor were very well pleased with the production and quality of the work. I would personally like to congratulate all the hands that worked on this project for their dedication to finish on time through all the winter weather. I also would like to thank all the hands that helped out on the emergency call out work for the REX project. Below is an e.mail of appreciation from Kinder-Morgan and my response. Brothers and Sisters, With the major ramp up of the 2010 work season almost upon us, I want to share with you some statistics from the work performed in the 2009 work season. Last year 5780 individuals worked on the pipeline work in Local Union 798’s jurisdiction, and under the protection of the National Pipeline Agreement. Total payroll for the year for these workers was in excess of $338,000,000.00. Of the 9,012,000 total National Agreement man-hours reported at the Pipeline Industry Benefit Fund, 8,120,295 were man-hours worked by these individuals in our jurisdiction. This translates into 90% of the total pipeline man-hours performed in 2009 being in Local 798’s jurisdiction. These numbers reveal that our active working members worked an average of 1405 hours each. The most man-hours recorded in 2009 for one individual was 4151 hours. Nationally, there were 515 job notifications sent to the United Association in 2009. These notifications resulted in 358 pre-job meetings between Contractors and Business Agents in Local 798’s jurisdiction. The following are a few of the major jobs we are looking to do in the 2010 work season: • The Ruby Pipeline Project is a three billion dollar project that consists of a 675 mile, 42 inch natural gas pipeline that runs from Opal, Wyoming to Malin, Oregon. • The Bison Pipeline Project is a 302 mile natural gas pipeline that runs from near Gillette, Wyoming to Morton County, North Dakota. • The last remaining leg of the original Keystone project is approximately 347 miles of 36 inch oil pipeline that will run from Steel City, Nebraska to Cushing, Oklahoma. • Florida Gas phase VIII Expansion is 440 miles of 30, 36, and 42 inch natural gas pipeline all in the state of Florida. • Tiger Pipeline is a 178 mile 42 inch natural gas pipeline that runs from Carthage, TX to near Delhi, LA. • Mark West Energy has 50 miles of 30 inch natural gas pipeline to lay from Coalgate, OK to near Bennington, OK. • The Fayetteville Express is a 185 mile 42 inch natural gas pipeline that runs from Conway County, Arkansas to Panola County, Mississippi. • A portion of the Southern end of the 478 mile Keystone XL 36 inch oil pipeline which runs from Cushing, OK to Port Arthur, TX may get going this year but is unsure at this time. • The Chicago Pipeline Project consists of 226 miles of 42 inch from Arlington, WY to Harper, IA and could possibly go late in the year. Besides these major projects to be built, there are a large number of smaller projects to round out the season. We have a habit of focusing on the large projects to be built in any given year, but the truth is the smaller projects pull much of the weight in the man-hour calculations. We are in the final stages of preparing for this year’s Steward School. If you are planning to attend, it is imperative that you send in your registration so we can be best prepared for the most accurate number of participants. All of these convention arrangements are based upon our commitments to the final number of participants. If we turn in a large number and don’t achieve it, many times you are still charged for the full commitment. The more accurate we can be on projecting our attendance, the less waste we will have in the final billing. If you do register and realize for one reason or another that you are not going to be able to attend, just pick up the telephone and call us. Right up to the start of the event the number of participants is a moving number, but the more accurate we can project on the week prior to the event, the more cost effective we can be.
