Doe Valley, Kentucky February 2012
Our condolences to the family and friends of
Wathena Miller who passed away this month. She
was a resident of the Piping Rock Condos.
1. CRIMINAL ACTIVITY:
There have been some break-ins to vehicles and one
home in the Estates as of late. The Sheriff’s Dept.
says they have a person of interest. Please keep
your cars and homes locked especially at night and
when you are away. An unlocked car or door is an
open invitation for mischief.
2. RECYCLING: Remember, our bins at the
Office are only for a reasonable amount of articles
as well as size and type. Furniture, bedding,
appliances and other large things are supposed to be
taken to the recycle center. Please do not abuse this
convenience which will ruin it for everyone else. If
you have to make a trip up there, so be it, don’t just
drop it off here.
MEETING OF THE BOARD OF
DIRECTORS
DOE VALLEY ASSOCIATION, INC.
Monday, December 12 2011
5 p.m. at the Doe Valley
Administration Office
Members present: Bob Beyerlein, Bill Hofmann,
Mark Filburn, Stuart Pepper, Greg Hurt, and Ken
Wilson, General Manager.
Greg established a quorum of the Board of
Directors and the meeting came to order.
Financial Report:
Patsy started the financial stating they were on
target with last years and that no major changes are
needed or recorded. Liability insurance was paid in
the month of October; this made the Administrative
section operating expenses increase for the month.
Taxes were paid in November. It was also more
than Doe Valley budgeted due to the repossession
of property. Ken stated that Doe Valley will not
repossess anymore property for the foreseeable
future. Ken made it clear that it was because of the
fees, charges, lawyer fees, and property taxes that
we have to pay; not the fact that members are late
on their assessments. When the Homeowners
Association does this it is costing Doe Valley way
too much, and we did not budget for that in 2011;
currently, Doe Valley has over 90 lots. It will be
difficult to budget for future lot expenses because
we never know when the opportunity will present
itself. Each case will be examined and options
presented to the Board. It is a burden to have them
under the Association’s wing and it is coming at a
price that Doe Valley cannot sustain. Greg
suggested that we re-look at the 2012 budget and
adjust accordingly. Patsy said that she has already
adjusted the 2012 budget to reflex the increase in
taxes. Another suggestion was to have another
auction. It may be the answer to sell some of these
lots.
The Property Value Assessor has been seen driving
around Doe Valley, and we are not sure if property
taxes will be increasing in the coming year.
Bill asked a few questions on the Maintenance
budget and Patsy answered them accordingly.
Bob also had a few questions and Patsy answered
those questions too. Bob requested an answer on
why the boat and slip rentals are down for 2012.
The Board was told that until Ken can confirm that
there is a waiting list for members wanting a
continued inside
Continued from front page
boat slip we can’t project an increase.
Greg asked if the increases in the rate from RECC are included
into all sections of the budget; Patsy said yes. Patsy also stated
that the increase in the sewer rate has been included into the 2012
budget also.
Mark noted that the Golf Course budget was not part of our
2012 budget meeting and suggested that we find out what the
capital expenses are going to be specifically.
Bill asked about the increase in the sewer assessment, and when
Doe Valley can begin to collect the fees. Patsy pointed out that
the amount used by the Board at the budget meeting is wrong and
it will take an increase of $3.25 per to break even in the sewer
budget. Bill informed the Board that an increase in the sewers
capital expenses is the main reason; plus it is costing the Association
more to operate the plant. Any further increase will not be
necessary unless an unforeseen emergency occurs. Greg stated
that Doe Valley should not lose money on a utility and that we
have to charge what is costs to run the system, all agreed. Stuart
made a motion (11-12-002) to accept the financials, Greg 2nd it,
Board unanimously accepted the financial report.
General Manager’s Report:
The Security Manager hiring process is moving forward. Greg
asked about the Human Resources Policy booklet that he presented
to Ken for review. Ken stated that Patsy and he were going
to go over it soon and that he will be able to report back to the
Board by the next regular meeting. Greg also asked Ken if he
would ask the managers under each section to come up with a 5%
saving plan, and present it to the Board. Greg wanted the managers
to look at savings instead of spending and present it back to
Ken. Ken explained the difficulty in enforcing any plan of this
nature. Mark stated that any plan that is measurable can be tied
to some type of monetary incentive, like the Christmas bonus.
Ken expressed his concern on the difficulty of this being tracked
by his staff, and the Board.
Doe Valley Committee’s Reports:
None at this time; Greg expresses his concern that we do not
have more participation with our committees. The committees
should help the board run Doe Valley, and in his opinion we only
have a few persons interested. Ken explained that the committees
report to him and that the Board sees the results of the committees
in the bottom line of the financials or in the General Manager’s
comments. Ken explained until he gets more information
on the by-laws that he may call for a re-convening of the By-Law
committee. However, he wanted to wait until he could determine
the problem. In doing so, the committee could fix it before it was
presented again to the members. He also stated that to change the
By-Laws, Doe Valley would need to get 948 lot owners to vote to
make the required 66 2/3%. The last vote did not even come
close with only 681 total votes. Now this all depends on the
amount authorized to vote at the time of the ballot. However, the
new and the old version still require a 66 2/3% participation of
members in good standing for any changes. Greg asked Ken to
publish a page in the newsletter that showed who is on what committee.
Maybe with showing the different types of committees,
and showing vacancy we may get other members wanting to participate.
Board Member Reports:
The Christmas bonuses were finalized. Stuart made a motion
(11-12-003) to accept the Christmas bonuses, Greg 2nd it, discussion
followed. Stuart, Greg, and Mark voted Yes, Bob No, Bill
Abstained. Motion carried.
The Board discussed that since the General Manager’s duties
and responsibilities have changed with the purchase of the lake
and golf course; that it should re-look and maybe renegotiate the
General Manager’s contract. Mark asked all Board members to
come up with measurable and quantifiable objective for the General
Manager before the meeting in January. Therefore, we can
give the General Manager an evaluation on clear objectives.
Mark also suggested that we publish a Board calendar; Greg
thought that was an excellent idea, and will produce a format for
the Board to accept before the next meeting.
Bob suggested that we all email each other with some examples
of the Manager’s goals and objectives.
Old Business:
Greg asked if the Budget reflects the new Security Manager’s
position and also the golf course budget. Ken said that it does.
Greg restated that the Board agreed that no more cuts to security
force until we get a recommendation for the Security Manager in
May 2012.
Mark made a motion (11-12-004) that; Approval for employee
raises be approved by the Board it was tabled in the October
Board meeting to be discussed during the budget meeting; however,
it was not discussed at the budget meeting. Ken wanted a
better explanation as to what this meant for his own understanding.
The discussion stated “as long as the General Manager stays
within the budget pertaining to payroll and follows the guidelines
set by the Board, merely being informed of merit raises was
enough for the Board members. All Board members were in favor.
Motion did not receive a second.
The next item was a motion (11-12-005) made by Mark on replacement
of employees, and does it need Board approval. The
Board felt that the only replacements that they want to get involved
in are the supervisor positions. Greg listed the positions
that needs Board approval before hiring: General Manager, Golf
Pro, Utilities, Marina, Swim and Tennis Club, Security, and
Maintenance. The Board also felt the committee can make recommendations
as to whom they have chosen and then the Board
approves or disapproves that person; motion did not receive a
second.
Ken stated that the water tower rehab project decision time was
upon us. The proposed project manager wants to know where
Doe Valley stands by the end of December. Therefore, he can
begin bids in January. The process starts in January and that the
proposed project manager already has four other projects ahead
of Doe Valley. If the Board wants to ensure that this project is
completed in 2012 to let him know how to proceed. Mark and
Greg felt this project can be put on hold until after their January
Budget meeting. Ken will try and find another project manager
with the same expertise to do a comparison bid. Stuart made a
motion (11-12-006) to accept this project manager and in the
meantime Ken will get a comparison bid for another project manager,
Bill 2nd motion, unanimously approved.
New Business:
Mark passed out a memorandum recommended by the Meade
County Attorney to get Board members signatures authorizing
that the State Police patrol Doe Valley; it will be kept at the front
office.
The last new item was presented by Greg. He expressed his
concern on how the budget process has been approved in the past.
The Board’s number one priority is the oversight of the budget
and its process. Even though last year’s budget showed as being
in the black; it was still off by 61% from the Board’s projection.
Greg just wanted the Board members to take their time, look over
the numbers, and take responsibility for the budget.
Review of Actions from Meeting
The next Board meeting will be held January 30, 2012 at 5 pm.
From Chris Love, the Doe Valley Golf Course
Superintendent:
Well I guess by now we have all recovered from the holidays,
and are well on our way to shedding the pounds that
the holidays put on us. I’m not sure what February will
bring us, as far as weather is concerned, but January was
certainly a bizarre month. As I am writing this, a storm system
just blew through that brought with it some tornadoes
for the surrounding areas. That is definitely not normal for
this time of the year, but who knows what “normal” is anymore.
Nowadays, it seems that our weather is doing outrageous
things more often than not.
On the other hand, with this odd weather came lots of
great golfing days in the month of January. It has also made
it much more pleasant to be outside working. We have
stayed pretty busy these last couple of months, doing everything
from building tees to mowing grass. If you have been
around the golf course recently, you’ve probably seen that
we have started moving some dirt and shaping the areas
where a few new forward tees will be built. We have been
talking about it for a while now, and we finally decided
where to put them, and had a few dry days to start moving
some dirt. The process of building these tees will take some
time, but hopefully we will have them ready to play in the
early part of the golf season. We have also taken down
many dead trees, and have quite a few more to go, but that’s
always a work in progress around here.
We have plenty of things to do to keep us busy for the rest
of the off-season, but I am certain that the golfing season
will be here before we know it. I hate to say it, but I am
pretty sure that “winter” is eventually going to get here. I
just hope it takes it easy on us. In the meantime, I would
encourage you to take advantage of some of these nice days,
and get out and play a round of golf. It might help you lose
those last few pounds lingering from the holidays, and it is
always a bonus if you can get a few rounds in during the
dreary winter months.
