Our condolences to the family and friends of<br />

Wathena Miller who passed away this month. She<br />

was a resident of the Piping Rock Condos.<br />

1. CRIMINAL ACTIVITY:<br />

There have been some break-ins to vehicles and one<br />

home in the Estates as of late. The Sheriff’s Dept.<br />

says they have a person of interest. Please keep<br />

your cars and homes locked especially at night and<br />

when you are away. An unlocked car or door is an<br />

open invitation for mischief.<br />

2. RECYCLING: Remember, our bins at the<br />

Office are only for a reasonable amount of articles<br />

as well as size and type. Furniture, bedding,<br />

appliances and other large things are supposed to be<br />

taken to the recycle center. Please do not abuse this<br />

convenience which will ruin it for everyone else. If<br />

you have to make a trip up there, so be it, don’t just<br />

drop it off here.<br />

DOE VALLEY ASSOCIATION, INC.<br />

Monday, December <strong>12</strong> 2011<br />

5 p.m. at the <strong>Doe</strong> <strong>Valley</strong><br />

Administration Office<br />

Members present: Bob Beyerlein, Bill Hofmann,<br />

Mark Filburn, Stuart Pepper, Greg Hurt, and Ken<br />

Wilson, General Manager.<br />

Greg established a quorum of the Board of<br />

Directors and the meeting came to order.<br />

Financial Report:<br />

Patsy started the financial stating they were on<br />

target with last years and that no major changes are<br />

needed or recorded. Liability insurance was paid in<br />

the month of October; this made the Administrative<br />

section operating expenses increase for the month.<br />

Taxes were paid in November. It was also more<br />

than <strong>Doe</strong> <strong>Valley</strong> budgeted due to the repossession<br />

of property. Ken stated that <strong>Doe</strong> <strong>Valley</strong> will not<br />

repossess anymore property for the foreseeable<br />

future. Ken made it clear that it was because of the<br />

fees, charges, lawyer fees, and property taxes that<br />

we have to pay; not the fact that members are late<br />

on their assessments. When the Homeowners<br />

Association does this it is costing <strong>Doe</strong> <strong>Valley</strong> way<br />

too much, and we did not budget for that in 2011;<br />

currently, <strong>Doe</strong> <strong>Valley</strong> has over 90 lots. It will be<br />

difficult to budget for future lot expenses because<br />

we never know when the opportunity will present<br />

itself. Each case will be examined and options<br />

presented to the Board. It is a burden to have them<br />

under the Association’s wing and it is coming at a<br />

price that <strong>Doe</strong> <strong>Valley</strong> cannot sustain. Greg<br />

suggested that we re-look at the 20<strong>12</strong> budget and<br />

adjust accordingly. Patsy said that she has already<br />

adjusted the 20<strong>12</strong> budget to reflex the increase in<br />

taxes. Another suggestion was to have another<br />

auction. It may be the answer to sell some of these<br />

lots.<br />

The Property Value Assessor has been seen driving<br />

around <strong>Doe</strong> <strong>Valley</strong>, and we are not sure if property<br />

taxes will be increasing in the coming year.<br />

Bill asked a few questions on the Maintenance<br />

budget and Patsy answered them accordingly.<br />

Bob also had a few questions and Patsy answered<br />

those questions too. Bob requested an answer on<br />

why the boat and slip rentals are down for 20<strong>12</strong>.<br />

The Board was told that until Ken can confirm that<br />

there is a waiting list for members wanting a<br />

boat slip we can’t project an increase.<br />

Greg asked if the increases in the rate from RECC are included<br />

into all sections of the budget; Patsy said yes. Patsy also stated<br />

that the increase in the sewer rate has been included into the 20<strong>12</strong><br />

budget also.<br />

Mark noted that the Golf Course budget was not <strong>part</strong> of our<br />

20<strong>12</strong> budget meeting and suggested that we find out what the<br />

capital expenses are going to be specifically.<br />

Bill asked about the increase in the sewer assessment, and when<br />

<strong>Doe</strong> <strong>Valley</strong> can begin to collect the fees. Patsy pointed out that<br />

the amount used by the Board at the budget meeting is wrong and<br />

it will take an increase of $3.25 per to break even in the sewer<br />

budget. Bill informed the Board that an increase in the sewers<br />

capital expenses is the main reason; plus it is costing the Association<br />

more to operate the plant. Any further increase will not be<br />

necessary unless an unforeseen emergency occurs. Greg stated<br />

that <strong>Doe</strong> <strong>Valley</strong> should not lose money on a utility and that we<br />

have to charge what is costs to run the system, all agreed. Stuart<br />

made a motion (11-<strong>12</strong>-002) to accept the financials, Greg 2nd it,<br />

Board unanimously accepted the financial report.<br />

General Manager’s Report:<br />

The Security Manager hiring process is moving forward. Greg<br />

asked about the Human Resources Policy booklet that he presented<br />

to Ken for review. Ken stated that Patsy and he were going<br />

to go over it soon and that he will be able to report back to the<br />

Board by the next regular meeting. Greg also asked Ken if he<br />

would ask the managers under each section to come up with a 5%<br />

saving plan, and present it to the Board. Greg wanted the managers<br />

to look at savings instead of spending and present it back to<br />

Ken. Ken explained the difficulty in enforcing any plan of this<br />

nature. Mark stated that any plan that is measurable can be tied<br />

to some type of monetary incentive, like the Christmas bonus.<br />

Ken expressed his concern on the difficulty of this being tracked<br />

by his staff, and the Board.<br />

<strong>Doe</strong> <strong>Valley</strong> Committee’s Reports:<br />

None at this time; Greg expresses his concern that we do not<br />

have more <strong>part</strong>icipation with our committees. The committees<br />

should help the board run <strong>Doe</strong> <strong>Valley</strong>, and in his opinion we only<br />

have a few persons interested. Ken explained that the committees<br />

report to him and that the Board sees the results of the committees<br />

in the bottom line of the financials or in the General Manager’s<br />

comments. Ken explained until he gets more information<br />

on the by-laws that he may call for a re-convening of the By-Law<br />

committee. However, he wanted to wait until he could determine<br />

the problem. In doing so, the committee could fix it before it was<br />

presented again to the members. He also stated that to change the<br />

By-Laws, <strong>Doe</strong> <strong>Valley</strong> would need to get 948 lot owners to vote to<br />

make the required 66 2/3%. The last vote did not even come<br />

close with only 681 total votes. Now this all depends on the<br />

amount authorized to vote at the time of the ballot. However, the<br />

new and the old version still require a 66 2/3% <strong>part</strong>icipation of<br />

members in good standing for any changes. Greg asked Ken to<br />

publish a page in the newsletter that showed who is on what committee.<br />

Maybe with showing the different types of committees,<br />

and showing vacancy we may get other members wanting to <strong>part</strong>icipate.<br />

Board Member Reports:<br />

The Christmas bonuses were finalized. Stuart made a motion<br />

(11-<strong>12</strong>-003) to accept the Christmas bonuses, Greg 2nd it, discussion<br />

followed. Stuart, Greg, and Mark voted Yes, Bob No, Bill<br />

Abstained. Motion carried.<br />

The Board discussed that since the General Manager’s duties<br />

and responsibilities have changed with the purchase of the lake<br />

and golf course; that it should re-look and maybe renegotiate the<br />

General Manager’s contract. Mark asked all Board members to<br />

come up with measurable and quantifiable objective for the General<br />

Manager before the meeting in January. Therefore, we can<br />

give the General Manager an evaluation on clear objectives.<br />

Mark also suggested that we publish a Board calendar; Greg<br />

thought that was an excellent idea, and will produce a format for<br />

the Board to accept before the next meeting.<br />

Bob suggested that we all email each other with some examples<br />

of the Manager’s goals and objectives.<br />

Old Business:<br />

Greg asked if the Budget reflects the new Security Manager’s<br />

position and also the golf course budget. Ken said that it does.<br />

Greg restated that the Board agreed that no more cuts to security<br />

force until we get a recommendation for the Security Manager in<br />

May 20<strong>12</strong>.<br />

Mark made a motion (11-<strong>12</strong>-004) that; Approval for employee<br />

raises be approved by the Board it was tabled in the October<br />

Board meeting to be discussed during the budget meeting; however,<br />

it was not discussed at the budget meeting. Ken wanted a<br />

better explanation as to what this meant for his own understanding.<br />

The discussion stated “as long as the General Manager stays<br />

within the budget pertaining to payroll and follows the guidelines<br />

set by the Board, merely being informed of merit raises was<br />

enough for the Board members. All Board members were in favor.<br />

Motion did not receive a second.<br />

The next item was a motion (11-<strong>12</strong>-005) made by Mark on replacement<br />

of employees, and does it need Board approval. The<br />

Board felt that the only replacements that they want to get involved<br />

in are the supervisor positions. Greg listed the positions<br />

that needs Board approval before hiring: General Manager, Golf<br />

Pro, Utilities, Marina, Swim and Tennis Club, Security, and<br />

Maintenance. The Board also felt the committee can make recommendations<br />

as to whom they have chosen and then the Board<br />

approves or disapproves that person; motion did not receive a<br />

second.<br />

Ken stated that the water tower rehab project decision time was<br />

upon us. The proposed project manager wants to know where<br />

<strong>Doe</strong> <strong>Valley</strong> stands by the end of December. Therefore, he can<br />

begin bids in January. The process starts in January and that the<br />

proposed project manager already has four other projects ahead<br />

of <strong>Doe</strong> <strong>Valley</strong>. If the Board wants to ensure that this project is<br />

completed in 20<strong>12</strong> to let him know how to proceed. Mark and<br />

Greg felt this project can be put on hold until after their January<br />

Budget meeting. Ken will try and find another project manager<br />

with the same expertise to do a comparison bid. Stuart made a<br />

motion (11-<strong>12</strong>-006) to accept this project manager and in the<br />

meantime Ken will get a comparison bid for another project manager,<br />

Bill 2nd motion, unanimously approved.<br />

New Business:<br />

Mark passed out a memorandum recommended by the Meade<br />

County Attorney to get Board members signatures authorizing<br />

that the State Police patrol <strong>Doe</strong> <strong>Valley</strong>; it will be kept at the front<br />

office.<br />

The last new item was presented by Greg. He expressed his<br />

concern on how the budget process has been approved in the past.<br />

The Board’s number one priority is the oversight of the budget<br />

and its process. Even though last year’s budget showed as being<br />

in the black; it was still off by 61% from the Board’s projection.<br />

Greg just wanted the Board members to take their time, look over<br />

the numbers, and take responsibility for the budget.<br />

The next Board meeting will be held January 30, 20<strong>12</strong> at 5 pm.<br />

GREAT NEWS!!! The Club dining room will reopen<br />

on Wednesday February the 8! We have been<br />

busy cleaning, repairing and sprucing up the place<br />

getting ready for another year. Some changes are<br />

planned and everyone is excited to begin.<br />

Our serving hours will be Wednesday through<br />

Saturday 5:30pm to 8:30pm and Sunday 11am to<br />

2pm. Bar hours will be Wednesday and Thursday<br />

5:30pm until midnight; Friday and Saturday 5:30pm<br />

until 1am. If there are less than 5 in the bar after<br />

10pm we will have to close by order of management.<br />

We are celebrating Valentine’s Day on Tuesday<br />

February 14 th this year, so don’t forget to call the<br />

Club and make your reservation for you and that<br />

special someone! Dinner is served 6pm to 8pm; the<br />

dance will begin at 8pm and continue until 11pm.<br />

Now for some changes; we will only be serving<br />

a buffet ONCE a month. Currently it is scheduled<br />

on the 4th Saturday of each month. The first one<br />

will be fried chicken on Saturday February 25 th . We<br />

will still have daily specials, so remember to check<br />

the signs at the gate each day. There will also be<br />

daily seafood specials during Lent. Some new menu<br />

items are featured, so come check them out.<br />

Don’t forget Karaoke every month! The first<br />

one will be Saturday February 18 th from 8:30pm until<br />

<strong>12</strong>:30am; it’s a great time!!<br />

Super Bowl is Sunday February 5 th ; join your<br />

friends here at the Club for an action packed game<br />

and good food. We will have an appetizer buffet for<br />

only $7.00 a person along with drink specials.<br />

Who could forget one of our greatest events here<br />

at the Club; Derby 138 is coming up Saturday May<br />

5 th ! Tickets for this awesome event go on sale Tuesday<br />

March 13 th at the Admin Office; because it’s<br />

always a sellout, get yours as soon as possible. For<br />

this Derby <strong>part</strong>y to be a success, we depend on the<br />

gracious volunteers in <strong>Doe</strong> <strong>Valley</strong>. For a few hours<br />

of your time, you will enjoy all festivities of the day<br />

for free! If you are interested in volunteering, please<br />

NEWS FROM THE DOE VALLEY GOLF CLUB<br />

Winter has been fickle this year, allowing us a number of beautiful days of<br />

golf during December and January.<br />

Maybe we can look forward to an early spring, officially get our clubs out of<br />

storage, get ourselves out of the house and onto our outstanding <strong>Doe</strong> <strong>Valley</strong> Golf Course<br />

HANG OVER TOURNEY<br />

The 20<strong>12</strong> golf season started early with our first event of the year: the First Annual Hang Over Tourney.<br />

We had 36 golfers <strong>part</strong>icipate in our inaugural event. The following is the results:<br />

LEAGUES & OUTINGS<br />

As <strong>part</strong> of the 20<strong>12</strong> Schedule of Events, we are forming golf leagues and searching for groups or<br />

businesses that would like to conduct a golf outing. If you or your place of employment is interested in<br />

having a league or golf outing, please contact me at the golf shop. The staff of <strong>Doe</strong> <strong>Valley</strong> Golf Club<br />

will provide all the services necessary to have a league or outing. The golfers are here to have fun not<br />

GOLF INSTRUCTION<br />

Mark Your Calendars: Beginning Golf and Intermediate Golf Instruction for Women will begin in<br />

April. We will provide more info in future newsletters.<br />

Individual lessons are available by appointment and will begin in March.<br />

Junior Golf Camps will be scheduled in June. Each camp will be by age group and last 4 days, Tuesday<br />

through Friday. Please watch the newsletter for registration info.<br />

course which is vital to the overall improvement<br />

of golf course quality of play<br />

and the improvement in the condition of<br />

the course will have a direct link to increased<br />

usage of the course by our property<br />

owners and public.<br />

Well I guess by now we have all recovered from the holidays,<br />

and are well on our way to shedding the pounds that<br />

the holidays put on us. I’m not sure what February will<br />

bring us, as far as weather is concerned, but January was<br />

certainly a bizarre month. As I am writing this, a storm system<br />

just blew through that brought with it some tornadoes<br />

for the surrounding areas. That is definitely not normal for<br />

this time of the year, but who knows what “normal” is anymore.<br />

Nowadays, it seems that our weather is doing outrageous<br />

things more often than not.<br />

On the other hand, with this odd weather came lots of<br />

great golfing days in the month of January. It has also made<br />

it much more pleasant to be outside working. We have<br />

stayed pretty busy these last couple of months, doing everything<br />

from building tees to mowing grass. If you have been<br />

around the golf course recently, you’ve probably seen that<br />

we have started moving some dirt and shaping the areas<br />

where a few new forward tees will be built. We have been<br />

talking about it for a while now, and we finally decided<br />

where to put them, and had a few dry days to start moving<br />

some dirt. The process of building these tees will take some<br />

time, but hopefully we will have them ready to play in the<br />

early <strong>part</strong> of the golf season. We have also taken down<br />

many dead trees, and have quite a few more to go, but that’s<br />

always a work in progress around here.<br />

We have plenty of things to do to keep us busy for the rest<br />

of the off-season, but I am certain that the golfing season<br />

will be here before we know it. I hate to say it, but I am<br />

pretty sure that “winter” is eventually going to get here. I<br />

just hope it takes it easy on us. In the meantime, I would<br />

encourage you to take advantage of some of these nice days,<br />

and get out and play a round of golf. It might help you lose<br />

those last few pounds lingering from the holidays, and it is<br />

always a bonus if you can get a few rounds in during the<br />

dreary winter months.<br />

Day Five: Check out and head to Chattanooga Choo Choo. We love staying here and they have a great<br />
