Soo Bahk Do Moo Duk Kwan Federation's ® 2008 National Moo Do Festival and
Championships.
MISSION 2OOO
Founder Hwang Kee identified six areas for further development
of Soo Bahk Do for the new Millennium
1. Human Relationships (U.S.): Continue to develop the atmosphere
of Respect, Courtesy, Friendship, Brotherhood, Cooperation and
Goodwill within the Soo Bahk Do membership.
2. Human Relationships (World): The atmosphere identified in
number one above should become consistent throughout the
world. The U.S. should be the leading energy force in the
development and distribution of this atmosphere.
3. Moo Do (Action Philosophy) Organization: We are a Martial Arts
(Moo Do) organization. We must continue to develop as a Martial
Arts organization.
4. Administration of the Organization: The Officers and the Board
of Directors should take a more active role regarding the
administration of the Federation.
5. Member’s Organization: This is a member’s organization. We
must all work to produce a caring and helping atmosphere for
mutual benefit.
6. Financial Stability: We should take a more assertive approach
toward creating a financially stable organization.
2

Vision In Action
Kwan Jang Nim’s Vision Tours have identified five Moo Do Values to assist
members in strengthening relationships with each other and solidifying a worldwide
structure that will ensure the future longevity of our art.
1. History: Knowing and honoring our history strengthens our identity and allows us
to value where we are in the present. Our history not only shows how our present
has been created but is the foundation upon which we will create our future.
2. Tradition: Traditions allow us to preserve the rich character of our art by carrying
the unique and original qualities of the Moo Duk Kwan from one generation of
practitioners to the next.
3. Philosophy: The philosophy of our art is embodied in both the physical manner
in which we train and the concepts that guide our training such as the Song of
the Sip Sam Seh, the 10 Articles of Faith, the 8 Key Concepts and Mission 2000.
4. Discipline/Respect: Discipline and respect are fundamental to personal
relationships. These qualities develop a practitioner’s character and create a high
value in the relationships between members.
5. Technique: Our techniques and use of Huh Ri are not only effective for selfdefense
but also allow us to more fully experience and appreciate the History,
Tradition and Philosophy of our art.
Phillip J. Bartolacci Sa Bom Nim
Chairman, TechnicalAdvisory Committee
Dear Federation Members, Guests and Friends of the Moo Duk Kwan,
It is with great pleasure that I once again welcome you to our National Moo Do Festival in San
Diego, CA.
This year’s event promises to be a continuation of the positive direction initiated at last year’s
Moo Do Festival, complete with outstanding seminars, demonstrations and fellowship. In
addition, we have the added prestige of the 2008 North American Ko Dan Ja Shim Sa running
concurrently with this activity. You will note the unique positioning of the Ko Dan Ja candidates
as they model their leadership skills as true Moo Do In (martial arts persons).
In this current world of uncertainty, there are certain things we can count on: our Moo Duk
Kwan is a home that welcomes all persons, that focuses on the development of the human spirit
through discipline, respect, honesty, courage and traditions and values each person as a unique
contributor to our future. Our Five Moo Do Values are the cornerstone of our being, and as such
form the crucible of a truly comfortable home.
We, the Technical Advisory Committee, are here to support you, and we thank you for your
dedication and ongoing contributions to our our Founder’s Art. We support Hwang, Kwan Jang
Nim in his vision recognizing that his tireless efforts on our behalf are our guideposts, and we
appreciate all he does for us. It is our time to now show him what we have learned as we move
through this weekend with poise, humility and technical excellence. Enjoy the time spent, as it
always passes too quickly. Don’t waste a moment to connect with your Moo Do heritage and
build your memories for the future.
Always yours in service to the Moo Duk Kwan,
Charles Smith Sa Bom Nim
Chairman, Board of Directors
Dear Members, Families, and Friends:
Welcome to the 30th Annual Soo Bahk Do Moo Duk Kwan Moo Do Festival and National Championships
in San Diego, California.
Once again the Region 9 members have “acted” to demonstrate the core element of Mission 2000 (human
relations) by extending themselves to ensure that their Moo Do brothers and sisters from around the country
and world have an enjoyable and rewarding experience. We are grateful to the Kwnag Jan Nim, the
Technical Advisory Committee, the Senior Advisory Committee, the Hu Jyun In, and the Federation staff
for sharing their time and wisdom with us throughout the festival activities and informal learning
opportunities. In addition, we are thankful for the dozens of volunteer from every region who will make
their contributions to the many festival events this week, and add to our collective success. I am sure you
will join me in expressing sincere appreciation for the contributions of each member, family, and friend of
the Moo Duk Kwan.
You are part of a new page in the history of our Federation. This year, in addition to the Festival and
National Championships, the Ko Dan Ja candidates and alumni visitors will be with us to begin their Shim
Sa experience, which will continue through August 22nd. We will have the whole weekend to share our
spirit energy with instructors and friends before they depart on their intensive week of learning and growth.
When you meet and greet people this weekend, begin by thanking them for being a part of this festival.
I am reminded of a recent Region 10 event in which my seven year old son, Ray, and two other children
spent hours together practicing hyung, helping with event tasks, and playing with one another. They were
inseparable. I commented to the other children’s parent about what I saw. He responded that he had told
his children that the reason for coming to the event was to make new Soo Bahk Do friends and to have fun.
I hope each of us will follow this example and take time to strengthen our connection by building new
relationships and renewing old ones.
On behalf of the Board of Directors, I wish everyone a safe and enjoyable stay in San Diego and I thank
you for your participation and support of your Federation’s 2008 National Championships, Moo Do
Festival, and Ko Dan Ja Shim Sa.
Yours in Moo Duk Kwan,
Hu Kyun In Committee
In 2005, the Kwan Jang Nim expressed his desire to further ensure the future preservation of Soo Bahk Do Moo Duk
Kwan as intended by the Founder by forming a group of Hu Kyun In. (Guardians of theArt) The Board responded in support of his
plans by establishing the following committee.
“The President shall establish, at his discretion, the Hu Kyun In comprised of senior Federation members who will serve to
maintain, preserve and perpetuate the History and Tradition of Soo Bahk Do Moo Duk Kwan, sharing this knowledge
and experience with the Members and with the greater community. The Committee Members will be appointed by the
President for an unspecified length of term, and will serve at his pleasure. The Hu Kyun In shall report first to the President
and secondly to the Board. Both the President and the Board shall be kept informed of the work of the Hu Kyun In as
Joshua Duncan Sa Bom Nim
Chairman, National President’s Vision Tour
Greetings,
I hope this letter finds you all in the best of health and spirits.
On behalf of the NPVT I would like to invite you to the 2008 U.S. Soo Bahk Do Moo Duk Kwan
National Festival and Championships. This is a special time for each of us as we gather together
to share and celebrate what makes our art and organization special. While our time training and
competing this weekend will be memorable it will be those moments where we exercise our
Human Relations that truly make our time here worthwhile. This is a time to train with and
enjoy the camaraderie of old friends and to meet and make new ones.
With the new layout and scheduling of the National Festival and Championships we have been
given a greater opportunity to really experience what the Moo Duk Kwan has to offer. The time,
efforts and experience of our organization’s leadership in putting together, organizing and
running this event is invaluable and I would like to thank them for that. But no matter what well
made plans have been laid out for this event, it will not happen without each of you, because
without you there is no Federation.
As members of the Moo Duk Kwan it is up to each of us to ensure that there is a future for the
art. By being a living example of the Moo Duk Kwan you strengthen yourself and have the
opportunity to share with others what the Moo Duk Kwan is and can do for each of us. By being
active and supporting these events you help to strengthen our organization through participation
and energy. By being here you are making a great contribution and investment in both yourself
and the future of the Moo Duk Kwan and that strengthens us all.
So in closing, I would like to thank each of you for your time, efforts and support and wish you
all an enjoyable and enriching experience. I am sure we will all leave with great memories that
we can share with others who can be here next year making memories of their own.
Yours in the Moo Duk Kwan,
Soo Bahk Do Academy
Chief Instructor: Renee Williams Kyo Sa Nim
Dear Fellow Soo Bahk Do Practitioners,
Thank you for the opportunity to share my newest experience,
taking the step to move from a Kyo Sa to a studio owner.
The idea of one day becoming an instructor and even operating my own
school was suggested to me 15 years ago. My instructor asked all of the
students in class that day, “what do you want to be when you grow up”
There were several answers, and then he asked, “who wants to be an
instructor” I think that was the first time I thought that I would one day
operate my own studio.
From that point on, many things happened in my life that helped me move
towards and away from that goal. At 25, my instructor again asked me, “would you like to open your own school” I
said yes without hesitation. After that moment, I began working towards that goal. There were many “brick walls”
ahead of me. How would I get financing, would I quit my job, my need for health insurance, assistance if the classes
grew large, planning how to operate the school efficiently, etc… and the biggest looming question was what if I
failed Two things put “failure” into perspective for me. The first was someone telling me “the only real failure would
be if I didnʼt try” and that “if the school closed, it only meant that the school closed, but it didnʼt mean failure”, thank
you Dr. Randall Lowery for giving me that perpective. Secondly, Kenyon Sa Bom Nim said something that resonated
with me at a seminar for future studio owner at last years Nationals. He said that “we should have some courage”.
I gave that some thought. Real courage is trying something new despite fear, chasing a dream, going for it.
I was able to get funded, despite the huge hurdle of not having collateral. I had and have tremendous support from
my region in putiing my program together. Thank you Pryor Sa Bom Nim, Bartolacci Sa Bom Nim, Donnelly Sa Bom
Nim, Master Kaufman, Master White, Williamson Sa Bom Nim, and Master Alvas for taking all of my calls and
guiding me in the right direction. Finally, on October 1st, 2007 The Soo Bahk Do Academy held its first class. I was
able to enroll 19 students that first month. It was an amazing start.
There have been ups and downs, but overall it has been a positive experience for me. I have helped to contributed
over 75 members to the Moo Duk Kwan and work hard to continue my growth. Parents have told me what a
difference this has made for their children, adults have told me that this has afforded them two hours a week where
they have no stress and get in better shape, parents who take classes with their children comment on an improve
relationship with their youngsters, and I get the personal
reward of helping others. Taking those steps, from
student to teacher, teacher to studio owner has been
wonderful growth opportunity for me. Not only does it
afford you the chance to help others, but by passing on
the Art you will gain a better understanding of its
teachings yourself.
Respectfully Yours in the Moo Duk Kwan,
Lemners Soo Bahk Do
Chief Instructor: Steven Lemner Sa Bom Nim
I am very honored to share with you the history of our studio and
PVT. The studio began in 1986 in a small garage in my first home. Starting
with 10 students, training in a hot small space for two years, was a test of our
foundation and strength. The studio grew very quickly. I started with one class
two times a week made up of high school students that turned into 3 classes a
night, two times a week. When the small studio became too much to hold the
ever building membership, I called the students together and we decided it was
time to rent a building. I knew very little about running a business. My full time job as a surgical technician for the past 30 years did not
prepare me for the growth of my personal business. We moved to a bigger building, a larger old 4 bay garage! The running jokes were you
could train and get your oil changed at the same time. But the amazing thing that grew from these small beginning was the courage and
fortitude of the students. They came when it 95 degrees and they came when the winter winds ripped through the doors. I knew then that it
was the love of the art that brought them and we became a family, bonded by the Art. Over three years our membership grew to 60
students and I then decided to move to a nicer building for our Moo Do family and the root of our PVT Committee was born. Three years
before Kwan Jang Nim’s first Vision Tour we began a “Family Council” and a “Dan Bu”. I put these two groups together to help our
studio grow in both the public eye and membership.
The role of the “Family Council” was to organize the family activities of the studio. This included family picnics, parent’s
nights, guest nights, Halloween parties, and Christmas parties. The role of the “Dan Bu” was to aid the students in the learning process and
also laid the foundation to helping them build into Kyo Sa’s and Sa Bom’s. They taught clinics, held our summer camps and 12 and 24
hour marathons and training classes. When Kwan Jang Nim came to our region, we were the studio that had the honor of hosting the event
and 230 students and family members turned out! When talking to Kwan Jang Nim, he acknowledged the involvement of our family
members, stating that there were just as many family members as there were students. I then decided to combine our two committees into
one, forming the Family PVT. Beginning this year, our PVT went to a new level. Our PVT Chairperson, Darci Goodknecht, suggested that
we join the local Chamber of Commerce. She has many years of experience with this group through her job. We were invited to perform
at their Chamber Gala which is a major fundraising event that benefits needy families and local support groups. Our demo was a huge hit!
The calls stared coming in and the year took off with 4 times the events that we had the year before. Parades, demos, talks, fundraisers,
and self-defense clinics for womens groups brought our connection with the public to a whole new level.
We now have 2 events every month, for both inner and outer functions, to maintain and to grow our studio. We were even asked
to run part of the security for the town’s annual festival. This is a 5 day event attend by well over 50,000 people and our students provided
130 hours of “guarding” the 4 entrances. For their work the festival committee donated $1,300 to help our students in any way we needed.
They also presented us with a $500 donation to help kids in the area to train in Soo Bahk Do because of our many years of supporting the
event. Through our demos and participation in the grand parade our values became visible. More than just a martial arts demo, we had a
spirit of humanity. Our membership this year has been growing on a consistent upswing. We have had 25 new members join and have also
maintained our current membership. We also put together a plan to motivate our Dan members to actively participate on all team events at
this year’s national festival. Our PVT held multiple events to raise funds for all our team members to attend this year’s festival during
these very trying times. We are very proud in the fact that this year we will reach our 100 th Dan member. We continue to grow thanks to
the spirit of our Family PVT committee. The key to our team is the combined thoughts and action by both non-members (parents) and
student members that make up the team. This partnership keeps our team fresh with new ideas. I would have not been able to accomplish
my personal vision if it were not for these driven, dedicated members. Our members feel that this new requirement of visible action of
your Moo Do values is what sets us apart from other
martial arts. Ours is an art that takes the philosophy, creates
our tradition, based on its history. We stand proud to call
ourselves Soo Bahk Do Moo Duk Kwan, an art of visible
humanity forged in the fires of our training.
16
Thank you for the opportunity to share the history of
our studios family PVT committee, we look forward to
making Kwan Jang Nim’s vision known in our community,
so that they say ‘that’s Soo Bahk Do, Moo Duk Kwan’.

Hyung
Rules
Hyungs are an essential part of Moo Duk Kwan
Training. Sometimes referred to as a "fighting dance," a
hyung is a pre-planned sequence of blocks and attacks,
executed in the direction of imaginary opponents. Hyungs
condition the mind and body by providing opportunities to
develop focus, balance, speed control, and discipline.
The following are the twelve elements which will
be used by judges to evaluate the performance of
competitors’ hyungs:
1. Form Sequence: Performing the movements in their
correct sequence
2. Power Control: Command of explosive, focused power.
3. Tension and Relaxation: Breathing and timing in
controlled power.
4. Speed and Rhythm Control: Proper speed for the
subsequences in the form.
5. Direction of Movement: Balance and confidence in
turns.
6. Spirit or Attitude: Calmness and humility due to
dedication to perfection in performance.
7. Power of Technique: The offensive and defensive moves
are of equal power.
8. Understanding of Technique: The techniques happen
without thought.
9. Distinctive Features of the Form: Spectators should be
aware of the kinds of attacks and direction of attackers the
form is designed for.
10. Perfect Finish: The form ends at the same spot at which
it began.
11. Precision of Movements: Displaying the finest logical
coordination of balance, distance, power, ability, and
control.
12. Intentness: The eyes show determination and
preparedness.
Scoring of hyungs is based on a point system
providing the practitioner the opportunity to score between
5 and 10 points. The lowest possible score awarded is five
points and the highest being 10.
There are up to five judges for each division. Each
judge awards a score of between 5 and 10 points. All scores
are then added together and the highest cumulative score
determines the winner.
Sparring
Rules
Sparring is a test of the ability of two participants to
respond with the techniques learned in their daily training to
spontaneous attacks and defenses.
The center referee controls the activity of the ring,
monitors contestant safety, and the four ring judges. There
are four judges located at the corners of the ring who
evaluate the sparring match and request a stop in the action
for the verification of a point by either participant. The
sparring match is two minutes long, and ordinarily, time is
not stopped while the action is stopped to determine a call.
The center referee or any ring judge can request a stop of the
action for the determination of a point call, because the
participants are outside the ring area, or to request a warning
for improper conduct by a participant.
The contestant on the left side of the center referee,
as he or she faces the head table to bow, is designated “red”
and the other as “white. This designation is made to
distinguish the
participants for the purpose of discussing to whom a point
should be awarded. The contestants spar continuously unless
instructed to stop by the center referee. When the action is
stopped for a point call decision, each judge must make one
of three basic calls:
1. Point: The flag with the color of the contestant being
awarded a point is raised. A point is scored when a proper
technique is
delivered to the proper target area. (Between the belt and the
head on the front side of the body only).
2. No Point: Both flags are crossed and pointed toward the
floor.
3. Could Not See: Both flags are crossed and raised in front
of the face.
In the case of contact, those judges who see
contact have three possible choices of calls:
1. Warning With Point: The flag with the color of the
contestant being awarded a point and given a warning is
tapped on the other flag then raised.
2. Warning No Point: The flag with the color of the
contestant being given a warning it tapped on the other flag
then extended parallel to the ground.
3. Disqualification: The flag with the color of the contestant
being disqualified is tapped on the other flag and then
extended toward the ground.
the
The head referee is authorized to issue warnings in other
situations.
A Brief History of Soo Bahk Do Moo Duk Kwan
Soo Bahk Do is the name Founder Hwang Kee created to identify the martial art that we study. Its direct
translation is Soo (hand), Bahk (strike), and Do (art or way).
According to the Moo Yei Do Bo Tong Ji, which is the oldest known recorded history of martial art practice
indigenous to Korea. The term "bak" appears to have first been used in the age of Chun Chu (2700 years
ago) and the term "su bak" appears to have been first used during the early Jon Han Dynasty in China
(2200 years ago).
Numerous variations of terms referring to "su bak" are recorded in historical documentation and wall
paintings of tombs since the Han Dynasty (2000 years ago) and through the Ko Ku Ryo, Silla, and Ko
Ryo Dynasties and down to the Yi Dynasty (600 years ago).
However, su bak ki (su bak technique) or su bak hee (su bak dance) seem to have been more actively
known and practiced during the Ko Ku Ryo dynasty (2000 years ago), Ko Ryo dynasty (1000 years ago),
and Yi Dynasty (600 years ago) of Korea. This shows that su bak ki (or hee) was practiced by Korean
people traditionally since the Ko Ku Ryo Dynasty of 200 years ago.
The existence of su bak in Korea had slipped into obscurity for nearly a half century during the Japanese
occupation until Korea became an independent country at the end of World War II on August 15, 1945.
Kwan Jang Nim Hwang Kee discovered su bak during his scholarly research of the Moo Yei Do Bo Tong
Ji in 1957. His discovery created an opportunity for him to spearhead the rebirth of su bak as a
traditional Korean martial art for practitioners around the world. He spent long and arduous hours
studying and translating the Moo Yei Do Bo Tong Ji to develop his martial art system which he named
"Soo Bahk Do" and taught through his Moo Duk Kwan (Military Virtue Institute). He also founded
and formally registered the Korean Soo Bahk Do Association, Moo Duk Kwan as a corporation with the
Korean government on June 30, 1960. His martial art system is recognized as a living art, and he strongly
encouraged practitioners to connect with its long and proud heritage.
