UNITED STATES<br />

PASSENGER FACILITY CHARGES (PFCs)<br />

General Information<br />

The following information is applicable to all U.S. Passenger Facility Charges approved by the<br />

Federal Aviation Administration (FAA) described in the publication.<br />

DEFINITION: Charge for FAA approved airport planning and development projects to:<br />

a) preserve or enhance safety, security or capacity of the national air transportation system:<br />

b) reduce noise or mitigate noise impacts resulting from an airport; or,<br />

c) furnish opportunities for enhanced competition among or between carriers.<br />

EXEMPTIONS:<br />

a) Passenger on a flight to an eligible point on an air carrier receiving essential air service<br />

compensation on that route;<br />

b) Passenger enplaning on a carrier which is not required by the public agency to collect PFCs;<br />

c) Passenger already charged for PFCs at the first two airports on one-way trip or for four PFCs<br />

(first two and last two) on a round trip;<br />

d) Passenger holding a ticket issued outside the U.S. that includes travel outside the U.S. and<br />

the airport is not a gateway airport; and,<br />

e) Non-revenue passenger.<br />

COLLECTION:<br />

The ticketing code to be used for the PFCs (as assigned by <strong>IATA</strong> Passenger Services<br />

Conference Resolution 728) is XF.<br />

a) On tickets issued in the U.S.:<br />

1. for each one-way trip, PFCs are collected for the first two airports where PFCs are<br />

imposed.<br />

2. for each round trip, PFCs are collected for the first two enplaning airports and the<br />

last two enplaning airports where PFCs are imposed.<br />

b) On tickets issued outside the U.S., carriers may use one of the following three options:<br />

1. follow same procedure as for tickets issued in the U.S. as described in a) above;<br />

2. collect at the time of ticket issuance the PFC only for the last airport at which the<br />

passenger is enplaned prior to departure from the U.S.; or,<br />

3. collect at the time of departure the PFC only for the last airport at which the<br />

passenger is enplaned prior to departure from the U.S. (NB: Carriers choosing this<br />

option must inspect the tickets of all departing passengers, including those issued by<br />

other airlines, and collect the PFC from those passengers that have not paid the PFC<br />

for the last airport of enplanement at the time of ticket issuance.)<br />

REMITTANCE: PFCs for each airport approved to impose them must be remitted monthly<br />

to each applicable administering authority no later than the last day of the following calendar<br />

month. Collecting carriers are entitled to retain $0.12 of each PFC remitted on or before<br />

28 June 1994 and thereafter carriers are entitled to retain $0.08 of each PFC remitted.
