Objective: REMIS sustainment and modification contract will include all activities associated

with planning, controlling, documenting, maintaining and operating REMIS, including the

Project: Classified Equipment Requirements Computation (CERC) Data System Designator

D039 Data Mining

Objective: This effort is to acquire an agency to complete/produce business processes

and rules documentation to complete FIAR compliancy regulations for CERC a legacy application

written in COBOL code and part of the AFEMS system (C001).

Scope: This effort is to extract essential intellectual business logic in the form of Business

Rules from the D039 application, recasting them in natural or formal language, and storing

them in a source rule repository for further analysis or forward engineering. The goal is to

capture the D039 business rules in a way that the business can validate, control and

Project: Air Force Equipment Management System (AFEMS) e-Equipment Sustainment

Support

Objective: This effort is to acquire sustainment, maintenance and Level II Help Desk support

of the e-Equipment Application.

Scope: The e-Equipment Application is a custom mobile inventory tracking application designed

to work in conjunction with the Asset Inventory Management (AIM) component of

AFEMS. AIM is used to manage Information Technology (IT) and Personal Wireless Communication

System (PWCS) assets at retail and wholesale levels throughout the USAF to

meet peacetime and wartime mission requirements. The e-Equipment Application will support

the Hand Held Terminals (HHT) listed on the Automated Information Technology (AIT)

contract (Current Contract is AIT IV) and designated by the Air Force. The current AF HHT

solution for AIM includes the INTERMEC 751G, CK3 and CK31which are considered the

standard handheld to host the e-Equipment Application for use with the AIM system. The

future of the e-Equipment Application may be affected by an effort underway to modernize

the Air Force supply management process using an Enterprise Data Collection Layer, Automated

Inventory Management Tool (AIMT). The e-Equipment Application may no longer be

required after implementation of AIMT whose date has yet to be determined.

Project: Integrated Logistics System - Supply (ILS-S)

Objective: This acquisition will provide sustainment, development, and application services

for ILS-S (excluding SBSS) in support of "retail" logistics systems.

Scope: To provide supplies and equipment support to Air Force, Air Force Reserve, and

Project: Stock Control System (SCS) Sustainment & Maintenance Support

Objective: This effort is to acquire sustainment and maintenance support for SCS.

Scope: The scope of this contract covers all tasks necessary to provide system sustainment,

maintenance, and modification of the SCS. SCS Data System Designator (DSD)

D035 is managed by AFLCMC/HIAR. SCS (D035) is a suite of systems that provide key

Project: Air Force Equipment Management System (AFEMS) Operations, Maintenance,

and Sustainment Support

Objective: This effort is to acquire operations, sustainment, and maintenance support for

AFEMS.

Scope: All tasks necessary to provide operations, maintenance, sustainment, and security

support of AFEMS, to include modifications, enhancements, and the ERP solution effort as

they relate to AFEMS. AFEMS consists of the following: Unclassified Support Equipment,

Classified Support Equipment, Asset Inventory Management (AIM), and Equipment Requirements

System (ERS). AFEMS is a United States Air Force (USAF) automated system

that is used to manage all equipment at retail and wholesale levels throughout the USAF to

meet peacetime and wartime mission requirements. AFEMS provides worldwide visibility of

equipment and Information Technology (IT) assets. This includes current authorizations,

forecasted authorizations, in-use assets, and in-place assets. It supports equipment budget

requirements, procurement plans, and capital equipment asset reporting in accordance with

the Chief Financial Officer (CFO) Act of 1990. It is an on-line interactive process with worldwide

user connectivity. Data processed by AFEMS includes both classified (SECRET) and

sensitive unclassified equipment information. The highest classification of AFEMS data is

SECRET and the classified component is designated as a National Security System (NSS).

AFEMS is also impacted by the Financial Improvement and Audit Readiness (FIAR) Plan

which was first issued in 2005. A DoD-wide memorandum issued by the Secretary of Defense

on October 13, 2011directed the acceleration of key elements of the FIAR Plan. Efforts

began in January of 2012 to address AFEMS compliance requirements. Associated

with the FIAR requirement is the Federal Information System Controls Audit Manual

(FISCAM) requirement. FISCAM presents a methodology for performing information system

(IS) control audits of federal and other governmental entities in accordance with professional

standards. Requirements in the most current FISCAM document will require a complete

and thorough review of AFEMS to ensure compliance with latest guidelines.

Project: Commanders’ Resource Integration System (CRIS)

Objective: This effort is to replace the expiring maintenance contract for CRIS. CRIS implements

SAF/FM direction to “facilitate decision making within the Air Force by providing

visibility into worldwide supply and financial execution on a near real-time basis.” The CRIS

contract provides sustainment support, which provides the requisite decision making support

for CRIS users. CRIS is a read-only, multi-tier, relational data warehouse providing top

to bottom level visibility across all echelons of the Air Force. The CRIS warehouse offers

data from multiple legacy systems: Budget, Accounting, Supply, Fuels, Flying Hours, Civilian

Pay and Personnel. The breadth and depth of data reduces the data collection effort

allowing more time to be spent on decision support. Approximately 14,000 users utilize

CRIS warehouse either by a business intelligence tool or web application, and execute over

8 Million queries a year with an average query response time of 5 seconds. The CRIS program’s

mission is to deliver reliable, accurate and timely data.

Scope: To provide maintenance and sustainment support for CRIS to ensure continuous

system availability to over 14,000 Air Force Users. Support includes help desk services,

server administration, development and integration of legacy code, interface maintenance,

system and security updates and other associated activities required to keep CRIS in operational

status.

Acquisition Approach: The acquisition approach is to use the NETCENTS II contract

small business vehicle. This will be a Task Order level award. The type of contract will be

firm-fixed price.

Project: Keystone Decision Support System (KDSS) and Command

Management System (CMS)

Objective: To provide sustainment, development, rehost and integration services for KDSS

and CMS.

Scope: KDSS Scope: KDSS provides fund management which facilitates budgeting and

execution reporting. Provide a working capital funds financial data warehouse so that the

Air Force can forecast, analyze and manage the $20B+ Air Force Working Capital Fund.

Keystone is a data warehouse and data mart that provides visibility into AFWCF financial

and logistics operations down to the individual level of detail, including a business intelligence

tool to mine it for information. Allows analysts to better use their time for in-depth

analysis of trends; quicker discovery and correction of transaction anomalies; and faster,

more complete reporting of AFWCF end-of-month reporting from field-level to the Pentagon.

Provides budget analysts the ability to quickly and accurately create the AFWCF budget

exhibits and inputs to OSD's justification or J-Book for budget development. This contract

supports AFMC, ALCs, MAJCOMS, SAF/FMBMR, each AF base, and USTRANSCOM.

This contract is for maintenance, sustainment, and new development efforts.

CMS Scope: CMS supports an AFMC balanced strategic plan and identifies additional

funding, manpower, and flying hours required to ensure our continued support to the warfighter.

The CMS has over 1400 users at 5 AFMC centers geographically scattered across

the United States. CMS automates the inputs of both pay and non-pay requirements and

funding data, via a role-based security model. Builds Air Force Materiel Command Budget.

Provides a foundation to allow AFMC HQ, panels, and centers to quickly gather resource

requirements and spread the funding among products and services. This contract supports

AFMC A8. This contract is for maintenance and sustainment efforts.

Acquisition Approach: The acquisition approach is to use the NETCENTS II contract

small business vehicle. This will be a Task Order level award. Task order on NETCENTS-

Objective: The AFECMO mission is to ensure a worldwide standard Air Force operating

environment for real-time, secure access to information to increase control, consistency,
