4/10/12 Page 4 Liquid Fuels Motion by John P. Vatavuk, seconded by Joe Betta to approve Supplement A to the Engineering Agreement with The EADS GROUP of 450 Aberdeen Drive, Somerset, PA 15501 in connection with the Kiefl Bridge Superstructure Replacement Project to add an additional $10,000 to non-professional services to conduct core boring and testing for the project. The vote was unanimous. Motion carried. Craig Weaver stated that the Kiefl Bridge is in Final Design. The core boring and testing is needed to finalize documents for PennDOT. The project is expected to be ready to bid in January 2013. Planning Commission Brad Zearfoss, Director of the Planning Commission presented a request from The EADS Group for a time extension for Part I and Part II for the Rt. 30 Park and Ride Lot Project. He stated that the project is on schedule and should be ready to send out for bid in August. Motion by Joe Betta, seconded by John P. Vatavuk to approve a time extension for the Engineering Agreement with The EADS Group of 450 Aberdeen Drive, Somerset, PA 15501, for Part I – Preliminary Engineering from June 20, 2012 to August 20, 2012 and Part II – Final Design from April 20, 2012 to August 20, 2012 in connection with the Route 30 Park and Ride Lot Project. The vote was unanimous. Motion carried. Children & Youth Services Motion by Joe Betta, seconded by John P. Vatavuk to approve the Purchase of Service Agreements between Children and Youth Services and the following: Twin Lakes Center P.O. Box 967 Duncansville, PA 16635 The vote was unanimous. Motion carried.

Vatavuk to ratify the advertisement for Bids to Construct New Unit Hangars and Improvements to the Blue Hangar at the Somerset County Airport; bids will be opened April 19, 2012. The vote was unanimous. Motion carried. Elections Motion by Joe Betta, seconded by John P. Vatavuk to approve the Software License Agreement with DOMINION VOTING SYSTEMS, INC. of 1201 18 th St. Suite 210, Denver, CO 80202, in the amount of 11,995.00 for the election equipment for the period of June 1, 2012 to May 31, 2013. The vote was unanimous. Motion carried. Parks and Recreation Board Motion by Joe Betta, seconded by John P. Vatavuk to approve the reappointment of ANTHONY MARICH of PO Box 7, Markleton, PA 15551; BARRY ATCHISON of 447 Water Street, Rockwood, PA 15557; and CATHY McCOLLOM of 716 Oden Street, Confluence, PA 15424; to the Somerset County Parks and Recreation Board for three-year terms expiring on December 31, 2014. The vote was unanimous. Motion carried. Motion by Joe Betta, seconded by John P. Vatavuk to approve the reappointment of JAMES HARROLD of 320 Barron Church Road, Rockwood, PA 15557; and RICHARD STIFFEY of 538 Keystone Street, Meyersdale, PA 15552 to the Somerset County Parks and Recreation Board for three-year terms expiring on December 31, 2013. The vote was unanimous. Motion carried. Ordinance – Unconventional Gas Well Impact Fee Motion by Joe Betta, seconded by John P. Vatavuk to adopt Ordinance No. 1 of 2012 as follows: Section 1. The County of Somerset hereby imposes an unconventional gas well fee on each unconventional gas well spud in this County, as authorized in Title 58. Section 2. Definitions. The following words and phrases when used in this ordinance shall have the meanings given to them in this Section unless the context clearly indicates otherwise: "Fee." The unconventional gas well fee imposed under Section 2302 of Title 58. "Spud." The actual start of drilling of an unconventional gas well. "Title 58." Title 58 (Oil and Gas) of the Pennsylvania Consolidated Statutes as amended by Act of February 13, 2012 (PL 87, No.13).
