Background<br />

In pursuance of BoG's decisions in XXXllnd meeting, there is sizable increase in<br />

YASHADA's activities due to undertaking independent projects and sponsored courses.<br />

Those activities are generating revenues for YASHADA, similarly resulting in the<br />

expansion of various activities of YASHADA, e.g., hiring of manpower, expanding<br />

infrastructure, increase in number of Research Projects, purchases of various material &<br />

amenities. Under such circumstances it is desirable to monitor of "the Financial'<br />

Transactions of YASHADA. Closely. The proper accounting procedures will adequately<br />

indicate the efficiency, self sufficiency of various Projects and Sponsored courses,<br />

dependability on government grants. Therefore proper Allocation of Expenditure would<br />

help YASHADA to ascertain its preparedness for achieving full financial autonomy.<br />

2. Principles<br />

It is therefore decided to lay down the principles for allocation of expenditure in<br />

YASHADA's various accounts. These are described below.<br />

2.1 Government Grants<br />

2.1.1 Receipt - All central & state government grants, general and purposive.<br />

2.1.2 Expenditure - Expenditure befitting government norms, regulations, standard<br />

conventions, economy measures.<br />

This would include YASHADA's traditional expenditure and expenditure<br />

incurred for salary and establishment of post sanctioned and approved by the<br />

government of Maharashtra.<br />

2.2 Project & Sponsored courses<br />

2.1.1 Receipt - Project finance, course fees of sponsored courses, project & course fee<br />

surplus of current year.<br />
