position requires a person<br />

who is politically adept but<br />

apolitical in order to build<br />

The new Executive Director<br />

should bring a broad range of<br />

experience. The person should<br />

demonstrate success in the field of<br />

transportation, a strong knowledge<br />

of transportation funding and a strong<br />

knowledge of finance.<br />

PAG/RTA prefers candidates with experience<br />

working for regional transportation<br />

agencies or similar organizations and<br />

the ability to find solutions to complex<br />

issues among competing interests.<br />

of Raytheon, Bombardier Aerospace, Davis-Monthan Air Force Base, the Tucson International<br />

Airport, as well as a growing biotech industry.<br />

small town atmosphere.<br />

New condo and student housing developments are on the rise along the<br />

new streetcar route. Now under construction, the Tucson streetcar system,<br />

Sun Link, will run along a 3.9-mile route through downtown Tucson<br />

Job <strong>Description</strong><br />

The Executive Director for PAG/RTA is appointed by and reports to a nine-member Regional<br />

Council comprised of elected officials from the eight jurisdictions in the region and a representative<br />

of the Arizona State Transportation Board. The Executive Director is responsible for<br />

management, direction and planning all operations of PAG/RTA, overseeing a workforce<br />

of approximately 53 FTEs. The 2013 PAG Operating Budget is approximately $8 million;<br />

PAG’s overall work program includes transportation, environment, technical services,<br />

social services and other regional planning such as the travel reduction program and<br />

clean cities/solar partnership programs. PAG manages the RTA, which is the fiscal<br />

manager of the 20-year, $2.1 billion RTA regional transportation plan. The locally<br />

funded regional transportation plan was approved by Pima County voters in 2006,<br />

and includes roadway, transit, safety, and environmental and economic improvement<br />

projects.<br />

The Executive Director serves as a high profile public advocate for regional issues,<br />

interacting with elected officials and other representatives from agencies<br />

and stakeholder groups. The Executive Director assists the Regional Council<br />

in establishing long range goals and objectives for both PAG and the RTA. The<br />

Executive Director is responsible for overall successful fiscal management of the<br />

organization and ensures that operational and financial policies are consistent<br />

with Regional Council direction.<br />

As the MPO, PAG maintains federal certification of its planning and programming<br />

processes. Federal, state and local requirements placed on PAG/RTA demand the<br />

highest quality professional and technical staff. The Executive Director sets performance<br />

targets to comply with applicable government mandates. The Executive<br />

Director is responsible for direction, performance and accountability of all staff.<br />

The preferred candidates will have experience in leading complex projects, planning<br />

studies, and programs, preferably at an MPO, state or municipal<br />

government, and also will demonstrate an understanding of transportation<br />

systems, programs, and legislation. Excellent communication<br />

and leadership skills are essential, including an<br />

ability to establish and maintain a rapport with staff, electec<br />

officials, agency staff and stakeholders across the region.<br />

Minimum qualifications include a graduate degree with<br />

seven years of related experience or an undergraduate<br />

degree with nine years of related experience or equivalent.<br />

Desired qualifications include experience in public<br />

administration, planning, urban development, and<br />

progressively responsible managerial or administrative<br />

experience with a city, county, regional, state or federal<br />

planning or administrative agency.

The salary range is competitive, dependent on qualifications<br />

Organization<br />

PIMA ASSOCIATION OF GOVERNMENTS, a 501(c)4, is a<br />

metropolitan planning organization with members from local,<br />

state and tribal governments. PAG has Transportation Planning,<br />

Sustainable Environment and Technical Services divisions, supported<br />

by a communications department and human resources department.<br />

Major planning projects include the long-range Regional Transportation<br />

Plan (RTP) and the five-year Transportation Improvement Program (TIP).<br />

PAG also manages the 20-year Regional Transportation Authority, which was<br />

approved by Pima County voters in May 2006. The $2.1 billion RTA plan has<br />

safety, roadway, transit, and environmental and economic vitality elements. More than<br />

500 projects have been completed to date. PAG also is the federally designated lead planning<br />

agency for Water Quality Management, Air Quality and Solid Waste. PAG also manages the Clean<br />

Cities program, as designated by the U.S. Department of Energy.
