Welcome to UNPA’s Fascination 322 – 4/2009. In this edition, UNPA is featuring two new 

stamp issues to add to your collection. 

On 2 October 2009, UNPA will issue a US$ 1.00 New York definitive stamp to commemorate 

the International Day of Non-Violence. The stamp image depicts an abstract artistic 

rendition of Mahatma Gandhi, the great leader of the Indian independence movement and 

pioneer of the philosophy and strategy of non-violence. The stamp designer is Dr. Ferdie 

Pacheco (U.S.A.), who has been called a Renaissance man because of his multi-faceted 

career in medicine, in television, as a writer and as an artist. A Personalized stamp event 

sheet to commemorate the 40 th anniversary of the United Nations Postal Administration in 

Geneva will also be issued on the same day. 

On 8 October 2009, UNPA will issue three mini-sheets of six stamps on the theme “Indigenous People”. The stamps 

were designed by Stephen Bennett, a dedicated American portrait painter who travels around the world to portray the 

wonderful diversity of the world’s people through his artwork and to provide a forum for cultural awareness. 

The all new 2009 Annual Collection folders will also be released on 8 October 2009.

On 2 October 2009, the United 

Nations Postal Administration 

(UNPA) will issue a New 

York definitive stamp in the denomination 

of US$ 1.00. The stamp image 

depicts an artistic rendition of Mahatma 

Gandhi. 

The International Day of Non-Violence 

is marked on 2 October each year, 

the birthday of Mahatma Gandhi, 

leader of the Indian independence 

movement and pioneer of the philosophy 

and strategy of non-violence. 

According to General Assembly 

resolution 61/271 of 15 June 2007 (A/ 

RES/61/271), which established the 

commemoration, the International Day 

is an occasion to “disseminate the 

message of non-violence, including 

through education and public awareness”. 

The resolution reaffirms “the 

universal relevance of the principle of 

non-violence” and the desire “to 

secure a culture of peace, tolerance, 

understanding and non-violence”. 

The life and leadership of Mahatma

Gandhi, who helped lead India to 

independence, have been the inspiration 

for non-violent movements for 

civil rights and social change across 

the world. Throughout his life, Gandhi 

remained committed to his belief in 

non-violence even under oppressive 

conditions and in the face of seemingly 

insurmountable challenges. 

The theory behind Gandhi’s actions, 

which included encouraging massive 

civil disobedience to British law as 

with the historic Salt March of 1930,

was that “just means lead to just 

ends”; that is, it is irrational to try to 

use violence to achieve a peaceful 

society. He believed that Indians must 

not use violence or hatred in their 

fight for freedom from colonialism. 

The principle of non-violence - also 

known as non-violent resistance - 

rejects the use of physical violence in 

order to achieve social or political 

change. Often described as “the 

politics of ordinary people”, this form 

of social struggle has been adopted 

by mass populations all over the 

world in campaigns for social justice.

Marginal inscriptions 

The vertical sheets of 20 stamps have 

four marginal inscriptions, two in the 

left margin and two in the right margin. 

The marginal inscription consists 

of the United Nations emblem with 

the text “United Nations” above the 

emblem and the year “2009” below 

the emblem. One copyright symbol 

appears in the lower left margin. 

Printing 

The stamps were printed in offset by 

the Lowe-Martin Group (Canada).

THE ARTIST 

The US$ 1.00 definitive stamp was 

designed by Dr. Ferdie Pacheco 

(U.S.A.). Dr. Pacheco was born in 

Tampa, Florida, in 1927, with deep 

ancestral roots in Spain. As a painter, 

his imaginative use of colour and design 

and his aggressive use of vivid, 

slashing colourful patterns exude 

a sense of strength expressing the 

bold and gutsy personal statements 

of a man who has immersed himself 

fully in life. Dr. Pacheco has the rare 

ability to transfer these experiences 

onto canvas through intense colour 

and brushstrokes. His skills earned 

him the Gold Medal and First Prize in 

Tonneins, France, and the First Prize, 

Best Colourist, at Musée du Luxembourg. 

Ferdie Pacheco, MD, has been called 

a Renaissance man because of his 

multifaceted career. He has been successful 

as a pharmacist, as a medical 

doctor and as a “fight doctor” in boxing, 

including working as a cornerman 

for 12 world champions, among 

them Muhammad Ali for 17 years. He 

also served as a boxing commentator 

for several major television networks, 

including NBC, Showtime and Univision, 

winning two Emmys. During this 

time, he was also the Boxing Consultant 

for NBC for 10 years. 

Like other exceptionally creative individuals, 

Dr. Pacheco showed precocity 

in childhood when he began drawing 

and painting at the age of 5. His 

creative abilities continued through 

adolescence, and his passion for 

the arts through cartooning enabled 

him to finance his medical education. 

Through medicine, he studied the human 

form, which in return gave his art 

anatomical integrity. His motifs were 

affected by art-historical influences - 

specifically Vincent Van Gogh; Mexican 

artists: Tamayo and Diego Rivera 

and Rufino Tamayo; German artists: 

George Grosz and Oskar Kokoschka; 

and American artists: Thomas Hart 

Benton and Fletcher Martin. 

on South-west Eighth Street in Miami 

the year the early Cuban exiles began 

streaming into the city. In their 

stories, he found echoes of his own 

family’s immigrant roots, as his father 

was the Cuban-born son of a Spanish 

consul on the island. These are 

stories that would stock his repertoire 

of detail-laden human anecdotes and 

inspire splashes of colours that he 

would transfer onto canvas. 

Painting remains his passion, and his 

popularity has spread to other countries 

within the art world. He has been 

commissioned by various entities and 

has exhibited his works nationwide. 

His paintings are in the collections 

of many leading personalities and 

celebrities, including Andy Garcia, 

Evander Holyfield, Budd Shulberg, 

Shirley MacLaine, Ernest Borgnine 

and Petula Clark, to name a few. 

Ferdie Pacheco has been happily 

married for 38 years to Luisita Sevilla, 

noted Flamenco artist and photographer. 

She also manages his art and 

edits his manuscripts. They live in 

Miami.

FIRST DAY CANCELLATION 

On 2 October 2009, a special first day 

cancellation for the New York definitive 

stamp “International day of nonviolence” 

will be available at United 

Nations Headquarters in New York as 

illustrated below: 

Dr. Pacheco’s deftly designed, intensely 

coloured pieces are abstract

and profound academic 

curiosity. Dr. Pacheco knew Little Havana 

in Miami, Florida, way before the 

retro-Cuban wave. As a young doctor, 

transplanted from his native Ybor

A New York card on the theme “International 

Day of Non-Violence” will be 

issued on 2 October 2009. The card 

depicts a picture of Mahatma Gandhi 

and the new US$ 1.00 definitive 

stamp. The card carries a statement 

by BAN Ki-moon, the Secretary-General 

of the United Nations, and by 

S. M. Krishna, Minister External Affairs 

of India. 

A quantity of 15,000 cards were printed 

in offset by CRW Graphics. The 

card measures 8 inches horizontally 

by 6 inches vertically (203 mm x 152 

mm). The New York card is only available 

in cancelled condition for a period 

of three months while supplies last. 

Customers with standing orders for 

cancelled special products New York 

(Art. 424) will automatically receive 

this card. 

All customers can purchase this 

limited edition card using the attached 

order form 4/2009. 

The legacy of Mahatma Gandhi and his doctrine of non-violence 

resonate deeply at the United Nations. Non-violence is central 

to protecting human rights, achieving disarmament and nonproliferation, 

and helping secure peace in conflict-torn countries. 

The United Nations will continue to advocate non-violence and 

to promote a culture of peace. Ultimately, non-violence must 

prevail at every level, from individuals to governments, 

for peace to be lasting and true.

On 8 October 2009, the United Nations Postal Administration 

will issue 18 commemorative stamps 

in a mini-sheet format of six stamps each on the 

theme “Indigenous People”. 

Indigenous people are the inheritors and practitioners of 

unique cultures and ways of relating to other people and 

to the environment. Indigenous people have retained social, 

cultural, economic and political characteristics that 

are distinct from those of the dominant societies in which 

they live. Despite their cultural differences, the various 

groups of indigenous people around the world share common 

problems related to the protection of their rights as 

distinct peoples. 

Estimates point to more than 370 million indigenous 

people in some 90 countries worldwide. While they are 

from diverse geographical and cultural backgrounds, 

they share such challenges as lack of basic health care, 

limited access to education, loss of control over land, discrimination, 

forced assimilation, abject poverty, displacement, 

human rights violations, and economic and social 

marginalization. 

to traditional lands, territories and natural resources; 

yet throughout history, their rights have been violated. 

Indigenous people are arguably among the most disadvantaged 

and vulnerable groups of people in the world 

today. The international community now recognizes that 

special measures are required to protect the rights of the 

world’s indigenous people. 

The landmark United Nations Declaration on the Rights 

of Indigenous Peoples, drafted and debated for more 

than 20 years, was adopted by the United Nations General 

Assembly in September 2007. The Declaration is the 

most comprehensive statement of the rights of indigenous 

peoples ever developed, giving prominence to collective 

rights to a degree unprecedented in international 

human rights law. It emphasizes the rights of indigenous 

peoples to live in dignity, to maintain and strengthen their 

own institutions, cultures and traditions and to pursue 

their self-determined development, in keeping with their 

needs and aspirations. The adoption of this Declaration 

is the clearest indication yet that the international community 

is committing itself to the protection of the individual 

and collective rights of indigenous peoples.

of their identities, their ways of life and their right

painter living in New York City. He makes annual 

trips around the world to paint portraits of 

indigenous people. Young, old, joyful and withered 

faces populate these vibrant canvases, 

celebrating a variety of ethnic strains in a tapestry 

painted with strong brushwork. His objective 

is to share his experiences of the diversity of human

Mr. Bennett has a keen sense of observation 

and the ability to bring out

his artistic endeavours thanks to his 

appreciation of human differences,

face by his play with colours. For him, 

a face is a treasure. 

His vision is education through art 

on a global scale. He is driven by a 

desire to complete an international 

exhibition of 1,000 portraits from 

the world over, painted by his own 

hand. This enormous project is ambitious, 

but needed at a time when 

the world is particularly conflicted. 

The common thread throughout his 

work is to show the beauty in the human 

face, and beauty is his universal 

theme that ties us all together. All too 

often, indigenous people are pushed 

to the fringes of modern society. The 

power of these vibrant portraits and 

their public exhibition helps return the 

beauty and relevancy of indigenous 

people to a genuine level of social 

and cultural importance, much to the 

benefit of us all.

organization that is dedicated to expanding 

global awareness of people 

through art education and cultural 

exchange. He works internationally, 

teaching portrait workshops and creating 

exhibits that help children and 

adults alike take pride in their culture 

through portraiture. Faces of the 

World is funded from the sale of Mr. 

Bennett’s paintings, donations and

Mr. Bennett states, “I am a portrait 

painter because of my passion for 

the wonderful diversity of the world’s

NEW GENEVA PERSONALIZED SHEET 

40 th ANNIVERSARY UNPA GENEVA 

On 2 October 2009, UNPA will issue 

a new personalized stamp sheet to 

commemorate the 40 th anniversary 

of UNPA Geneva. On 11 December 

1968, an agreement between the 

United Nations and the Swiss Postal 

Telephone and Telegraph Enterprise 

(PTT) enabled the Geneva office of 

UNPA to open.The first UN stamps 

in Swiss francs were issued on 

4 October 1969. 

The background design features a 

view of the Palais des Nations, Geneva 

and an image of the CHF 0.75 

stamp, which was one of the original 

stamps issued by UNPA Geneva on 

4 October 1969. It was originally designed 

by Ole Hamann, Denmark. 

The sheet features 10 stamps in 

the denomination of CHF 1.00 with 

images of the Palais des Nations, 

Geneva.

2009 ANNUAL COLLECTION FOLDERS 

The New York, Geneva and Vienna annual collection folders 

of single mint stamps and souvenir sheets issued 

in 2009 will be released on 8 October 2008. The albums 

are printed in full colour, and they provide background information 

on each issue in English, French and German. 

Profiles of the artists are also included. The mint stamps 

and souvenir sheets are not affixed inside the albums, although 

spaces and mounts are provided for this purpose. 

It should be noted that the 2009 Endangered Species series 

stamps WILL NOT be included in the individual New 

York, Geneva or Vienna annual collection folders. They 

are contained in their own separate album.

On 6 July 2009, the Secretary- 

General of the United Nations, BAN 

Ki-moon paid a special visit to the

ECOSOC (Economic and Social 

Council) Innovation Fair at the Palais 

des Nations, Geneva. In his opening 

address, he mentioned that the UNPA

UNPA in Rome 

The “Italia 2009” International Philatelic 

Festival (Festival internazionale 

della Filatelia Italia 2009) will be held 

from 21 to 25 October 2009 at the 

Palazzo dei Congressi in Rome (I). 

On this occasion, UNPA will issue a 

blue card with an image of the Congressional 

Palace as well as an exhibition 

cachet with the image of a coin 

from the fourth century B.C. 

The portrait on the coin, which was 

minted in Syracuse, has appeared 

on one of the definitive stamps of 

the Italian postal service 

for thirty years and 

shows the nymph 

Arethusa, known as 

“the Syracusan”. 

Both designs were 

created by the Austrian 

stamp designer 

Maria Schulz. 

Sindelfingen International 

Stamp Fair 2009 

From 23 to 25 October 2009, UNPA 

will be represented at the Sindelfingen 

International Stamp Fair 2009. 

UNPA will issue a white card and offer 

a special cancellation. The designs 

were created by the Austrian stamp 

designer Adolf Tuma and show a 

door knocker with a lion’s head and 

an ornate door from Sindelfingen Old 

Town. 

The venue for the event 

is Sindelfingen exhibition 

centre (Messe 

Sindelfingen), Mahdentalstrasse 

116,

(D). Open daily from 

10 a.m. to 6 p.m., and 

on the last day of the 

fair from 10 a.m. to 5 p.m.

UNPA at the“63 rd Salon Philatélique 

d’Automne” (Autumn 

Philatelic Fair) in Paris 

From 5 to 8 November UNPA will be 

represented at the 63 rd Salon Philatélique 

d’Automne at the “Espace 

Champerret” (F) in Paris, where it 

will be offering a blue 

card and an exhibition 

cachet. Both 

designs were created 

by the French 

artist François 

Guiol and show 

a view of the Parisian 

“Place des Vosges” 

(formerly the “Place Royale”) with 

fountains at the beginning of the 17 th 

century. 

UNPA special post office 

in Stockerau 

On Sunday 8 November 2009, the 

Austrian Stamp and Coin Dealers’ 

Association will host the 24 th Dealers’ 

and Collectors’ Meeting in Stockerau, 

from 8 a.m. to 1.30 p.m. at the 

Volksheim, Bahnhofplatz 9. 


UNPA Vienna will be represented 

with a special post office and will offer 

a special cover and a special ca chet. 

The theme will be the twinning of 

the towns of Stockerau (A) und Andernach 

(D). The artist Adolf Tuma 

cre ated the designs and will be available 

for autographs. The cover can be

ordered in blank by using the attached 

order form (Code No. 728.3753). 

Only United Nations stamps in euro 

denominations can be cancelled with 

the special cachet. 

25 years of NUMIPHIL 

The Austrian Stamp and Coin Dealers’ 

Association of Vienna will host 

the 25 th International Collectors’ 

Fair “Numiphil 2009” on 4 and 5 

December 2009 at the Kursalon in 

Vienna City Park (Wien Stadtpark), 

Johannesgasse 33, Vienna 1010. 

Open to the public on Friday from 

10 a.m. to 6 p.m. and on Saturday 

from 9 a.m. to 5 p.m. 


UNPA will be operating a special 

post office at Numiphil and will 

offer a special cover with a special 

cachet and also a white card with an 

exhibition cachet. The artist Hannes 

Margreiter has designed both 

ca chets, the white card and also 

the special cover. The cover can 

be ordered in blank by using the 

attached order form (Code No. 

728.3754). Only United Nations stamps 

in euro denominations will be cancelled 

with the special cachet. 

UNPA in Monaco 

“MonacoPhil 2009” is being organized 

by the Club de Monte-Carlo de 

l’Elite de la Philatélie (“Club de Monte- 

Carlo”) and the Stamp Issuing Office 

of Monaco (OETP) and will be held 

from 4 to 6 December 2009 at the 

Terrasses de Fontvieille Stamps 

and Coins Museum in Monte Carlo, 

Monaco. On this occasion UNPA will 

be represented at the stand of the 

company Bolaffi and will be issuing 

a blue card and a commemorative 

ca chet (designed by Maria Schulz).
