Dear Collector,<br />

Welcome to UNPA’s Fascination 322 – 4/2009. In this edition, UNPA is featuring two new<br />

stamp issues to add to your collection.<br />

On 2 October 2009, UNPA will issue a US$ 1.00 New York definitive stamp to commemorate<br />

the International Day of Non-Violence. The stamp image depicts an abstract artistic<br />

rendition of Mahatma Gandhi, the great leader of the Indian independence movement and<br />

pioneer of the philosophy and strategy of non-violence. The stamp designer is Dr. Ferdie<br />

Pacheco (U.S.A.), who has been called a Renaissance man because of his multi-faceted<br />

career in medicine, in television, as a writer and as an artist. A Personalized stamp event<br />

sheet to commemorate the 40 th anniversary of the <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong> in<br />

Geneva will also be issued on the same day.<br />

On 8 October 2009, UNPA will issue three mini-sheets of six stamps on the theme “Indigenous People”. The stamps<br />

were designed by Stephen Bennett, a dedicated American portrait painter who travels around the world to portray the<br />

wonderful diversity of the world’s people through his artwork and to provide a forum for cultural awareness.<br />

The all new 2009 Annual Collection folders will also be released on 8 October 2009.<br />

INTERNATIONAL DAY OF NON-VIOLENCE<br />

On 2 October 2009, the <strong>United</strong><br />

<strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong><br />

(UNPA) will issue a New<br />

York definitive stamp in the denomination<br />

of US$ 1.00. The stamp image<br />

depicts an artistic rendition of Mahatma<br />

Gandhi.<br />

The International Day of Non-Violence<br />

is marked on 2 October each year,<br />

the birthday of Mahatma Gandhi,<br />

leader of the Indian independence<br />

movement and pioneer of the philosophy<br />

and strategy of non-violence.<br />

According to General Assembly<br />

resolution 61/271 of 15 June 2007 (A/<br />

RES/61/271), which established the<br />

commemoration, the International Day<br />

is an occasion to “disseminate the<br />

message of non-violence, including<br />

through education and public awareness”.<br />

The resolution reaffirms “the<br />

universal relevance of the principle of<br />

non-violence” and the desire “to<br />

secure a culture of peace, tolerance,<br />

understanding and non-violence”.<br />

The life and leadership of Mahatma<br />

Gandhi, who helped lead India to<br />

independence, have been the inspiration<br />

for non-violent movements for<br />

civil rights and social change across<br />

the world. Throughout his life, Gandhi<br />

remained committed to his belief in<br />

non-violence even under oppressive<br />

conditions and in the face of seemingly<br />

insurmountable challenges.<br />

The theory behind Gandhi’s actions,<br />

which included encouraging massive<br />

civil disobedience to British law as<br />

with the historic Salt March of 1930,


was that “just means lead to just<br />

ends”; that is, it is irrational to try to<br />

use violence to achieve a peaceful<br />

society. He believed that Indians must<br />

not use violence or hatred in their<br />

fight for freedom from colonialism.<br />

The principle of non-violence - also<br />

known as non-violent resistance -<br />

rejects the use of physical violence in<br />

order to achieve social or political<br />

change. Often described as “the<br />

politics of ordinary people”, this form<br />

of social struggle has been adopted<br />

by mass populations all over the<br />

world in campaigns for social justice.<br />

The vertical sheets of 20 stamps have<br />

four marginal inscriptions, two in the<br />

left margin and two in the right margin.<br />

The marginal inscription consists<br />

of the <strong>United</strong> <strong>Nations</strong> emblem with<br />

the text “<strong>United</strong> <strong>Nations</strong>” above the<br />

emblem and the year “2009” below<br />

the emblem. One copyright symbol<br />

appears in the lower left margin.<br />

The stamps were printed in offset by<br />

the Lowe-Martin Group (Canada).<br />

THE ARTIST<br />

The US$ 1.00 definitive stamp was<br />

designed by Dr. Ferdie Pacheco<br />

(U.S.A.). Dr. Pacheco was born in<br />

Tampa, Florida, in 1927, with deep<br />

ancestral roots in Spain. As a painter,<br />

his imaginative use of colour and design<br />

and his aggressive use of vivid,<br />

slashing colourful patterns exude<br />

a sense of strength expressing the<br />

bold and gutsy personal statements<br />

of a man who has immersed himself<br />

fully in life. Dr. Pacheco has the rare<br />

ability to transfer these experiences<br />

onto canvas through intense colour<br />

and brushstrokes. His skills earned<br />

him the Gold Medal and First Prize in<br />

Tonneins, France, and the First Prize,<br />

Best Colourist, at Musée du Luxembourg.<br />

Ferdie Pacheco, MD, has been called<br />

a Renaissance man because of his<br />

multifaceted career. He has been successful<br />

as a pharmacist, as a medical<br />

doctor and as a “fight doctor” in boxing,<br />

including working as a cornerman<br />

for 12 world champions, among<br />

them Muhammad Ali for 17 years. He<br />

also served as a boxing commentator<br />

for several major television networks,<br />

including NBC, Showtime and Univision,<br />

winning two Emmys. During this<br />

time, he was also the Boxing Consultant<br />

for NBC for 10 years.<br />

Like other exceptionally creative individuals,<br />

Dr. Pacheco showed precocity<br />

in childhood when he began drawing<br />

and painting at the age of 5. His<br />

creative abilities continued through<br />

adolescence, and his passion for<br />

the arts through cartooning enabled<br />

him to finance his medical education.<br />

Through medicine, he studied the human<br />

form, which in return gave his art<br />

anatomical integrity. His motifs were<br />

affected by art-historical influences -<br />

specifically Vincent Van Gogh; Mexican<br />

artists: Tamayo and Diego Rivera<br />

and Rufino Tamayo; German artists:<br />

George Grosz and Oskar Kokoschka;<br />

and American artists: Thomas Hart<br />

Benton and Fletcher Martin.<br />

on South-west Eighth Street in Miami<br />

the year the early Cuban exiles began<br />

streaming into the city. In their<br />

stories, he found echoes of his own<br />

family’s immigrant roots, as his father<br />

was the Cuban-born son of a Spanish<br />

consul on the island. These are<br />

stories that would stock his repertoire<br />

of detail-laden human anecdotes and<br />

inspire splashes of colours that he<br />

would transfer onto canvas.<br />

Painting remains his passion, and his<br />

popularity has spread to other countries<br />

within the art world. He has been<br />

commissioned by various entities and<br />

has exhibited his works nationwide.<br />

His paintings are in the collections<br />

of many leading personalities and<br />

celebrities, including Andy Garcia,<br />

Evander Holyfield, Budd Shulberg,<br />

Shirley MacLaine, Ernest Borgnine<br />

and Petula Clark, to name a few.<br />

Ferdie Pacheco has been happily<br />

married for 38 years to Luisita Sevilla,<br />

noted Flamenco artist and photographer.<br />

She also manages his art and<br />

edits his manuscripts. They live in<br />

Miami.<br />

FIRST DAY CANCELLATION<br />

On 2 October 2009, a special first day<br />

cancellation for the New York definitive<br />

stamp “International day of nonviolence”<br />

will be available at <strong>United</strong><br />

<strong>Nations</strong> Headquarters in New York as<br />

illustrated below:<br />

curiosity. Dr. Pacheco knew Little Havana<br />

in Miami, Florida, way before the<br />

retro-Cuban wave. As a young doctor,<br />

transplanted from his native Ybor<br />

INTERNATIONAL DAY<br />

OF NON-VIOLENCE CARD<br />

A New York card on the theme “International<br />

Day of Non-Violence” will be<br />

issued on 2 October 2009. The card<br />

depicts a picture of Mahatma Gandhi<br />

and the new US$ 1.00 definitive<br />

stamp. The card carries a statement<br />

by BAN Ki-moon, the Secretary-General<br />

of the <strong>United</strong> <strong>Nations</strong>, and by<br />

S. M. Krishna, Minister External Affairs<br />

of India.<br />

A quantity of 15,000 cards were printed<br />

in offset by CRW Graphics. The<br />

card measures 8 inches horizontally<br />

by 6 inches vertically (203 mm x 152<br />

mm). The New York card is only available<br />

in cancelled condition for a period<br />

of three months while supplies last.<br />

Customers with standing orders for<br />

cancelled special products New York<br />

(Art. 424) will automatically receive<br />

this card.<br />

limited edition card using the attached<br />

The legacy of Mahatma Gandhi and his doctrine of non-violence<br />

resonate deeply at the <strong>United</strong> <strong>Nations</strong>. Non-violence is central<br />

to protecting human rights, achieving disarmament and nonproliferation,<br />

and helping secure peace in conflict-torn countries.<br />

The <strong>United</strong> <strong>Nations</strong> will continue to advocate non-violence and<br />

to promote a culture of peace. Ultimately, non-violence must<br />

prevail at every level, from individuals to governments,<br />

for peace to be lasting and true.<br />

On 8 October 2009, the <strong>United</strong> <strong>Nations</strong> <strong>Postal</strong> <strong>Administration</strong><br />

will issue 18 commemorative stamps<br />

in a mini-sheet format of six stamps each on the<br />

theme “Indigenous People”.<br />

Indigenous people are the inheritors and practitioners of<br />

unique cultures and ways of relating to other people and<br />

to the environment. Indigenous people have retained social,<br />

cultural, economic and political characteristics that<br />

are distinct from those of the dominant societies in which<br />

they live. Despite their cultural differences, the various<br />

groups of indigenous people around the world share common<br />

problems related to the protection of their rights as<br />

distinct peoples.<br />

Estimates point to more than 370 million indigenous<br />

people in some 90 countries worldwide. While they are<br />

from diverse geographical and cultural backgrounds,<br />

they share such challenges as lack of basic health care,<br />

limited access to education, loss of control over land, discrimination,<br />

forced assimilation, abject poverty, displacement,<br />

human rights violations, and economic and social<br />

marginalization.<br />

yet throughout history, their rights have been violated.<br />

Indigenous people are arguably among the most disadvantaged<br />

and vulnerable groups of people in the world<br />

today. The international community now recognizes that<br />

special measures are required to protect the rights of the<br />

world’s indigenous people.<br />

The landmark <strong>United</strong> <strong>Nations</strong> Declaration on the Rights<br />

of Indigenous Peoples, drafted and debated for more<br />

than 20 years, was adopted by the <strong>United</strong> <strong>Nations</strong> General<br />

Assembly in September 2007. The Declaration is the<br />

most comprehensive statement of the rights of indigenous<br />

peoples ever developed, giving prominence to collective<br />

rights to a degree unprecedented in international<br />

human rights law. It emphasizes the rights of indigenous<br />

peoples to live in dignity, to maintain and strengthen their<br />

own institutions, cultures and traditions and to pursue<br />

their self-determined development, in keeping with their<br />

needs and aspirations. The adoption of this Declaration<br />

is the clearest indication yet that the international community<br />

is committing itself to the protection of the individual<br />

and collective rights of indigenous peoples.<br />

of their identities, their ways of life and their right<br />

(U.S.A.). Mr. Bennett is a dedicated portrait<br />

painter living in New York City. He makes annual<br />

trips around the world to paint portraits of<br />

indigenous people. Young, old, joyful and withered<br />

faces populate these vibrant canvases,<br />

celebrating a variety of ethnic strains in a tapestry<br />

painted with strong brushwork. His objective<br />

is to share his experiences of the diversity of human<br />

life. His work has been used to promote and<br />

preserve cultures in the <strong>United</strong> States, Mexico,<br />

Mr. Bennett has a keen sense of observation<br />

and the ability to bring out<br />

the beauty of a face. He succeeds in<br />

his artistic endeavours thanks to his<br />

appreciation of human differences,<br />

his generosity and his desire to understand<br />

others. He has a special<br />

ability to express and bring light to a<br />

face by his play with colours. For him,<br />

a face is a treasure.<br />

His vision is education through art<br />

on a global scale. He is driven by a<br />

desire to complete an international<br />

exhibition of 1,000 portraits from<br />

the world over, painted by his own<br />

hand. This enormous project is ambitious,<br />

but needed at a time when<br />

the world is particularly conflicted.<br />

The common thread throughout his<br />

work is to show the beauty in the human<br />

face, and beauty is his universal<br />

theme that ties us all together. All too<br />

often, indigenous people are pushed<br />

to the fringes of modern society. The<br />

power of these vibrant portraits and<br />

their public exhibition helps return the<br />

beauty and relevancy of indigenous<br />

people to a genuine level of social<br />

and cultural importance, much to the<br />

benefit of us all.<br />

FIRST DAY COVERS<br />

In 2003, Mr. Bennett founded Faces<br />

of the World, Inc., a not-for-profit<br />

organization that is dedicated to expanding<br />

global awareness of people<br />

through art education and cultural<br />

exchange. He works internationally,<br />

teaching portrait workshops and creating<br />

exhibits that help children and<br />

adults alike take pride in their culture<br />

through portraiture. Faces of the<br />

World is funded from the sale of Mr.<br />

Bennett’s paintings, donations and<br />

sponsorship. For more information,<br />

Mr. Bennett states, “I am a portrait<br />

painter because of my passion for<br />

the wonderful diversity of the world’s<br />

people. My portraits convey a fusion<br />

of my feelings for each subject with<br />

an intuitive use of colour. I intensify<br />

them in celebration of that person’s<br />

existence. I hope my portraits reveal<br />

that every person of every race and<br />

culture is interconnected, indispensable<br />

and radiant with astonishing<br />

beauty.” Mr. Bennett extends an invitation<br />

to all to suggest new ways in<br />

which his work can be used as a forum<br />

On 2 October 2009, UNPA will issue<br />

a new personalized stamp sheet to<br />

commemorate the 40 th anniversary<br />

of UNPA Geneva. On 11 December<br />

1968, an agreement between the<br />

<strong>United</strong> <strong>Nations</strong> and the Swiss <strong>Postal</strong><br />

in Swiss francs were issued on<br />

4 October 1969.<br />

The background design features a<br />

view of the Palais des <strong>Nations</strong>, Geneva<br />

and an image of the CHF 0.75<br />

stamp, which was one of the original<br />

stamps issued by UNPA Geneva on<br />

4 October 1969. It was originally designed<br />

by Ole Hamann, Denmark.<br />

The sheet features 10 stamps in<br />

the denomination of CHF 1.00 with<br />

images of the Palais des <strong>Nations</strong>,<br />

2009 ANNUAL COLLECTION FOLDERS<br />

The New York, Geneva and Vienna annual collection folders<br />

of single mint stamps and souvenir sheets issued<br />

in 2009 will be released on 8 October 2008. The albums<br />

are printed in full colour, and they provide background information<br />

on each issue in English, French and German.<br />

Profiles of the artists are also included. The mint stamps<br />

and souvenir sheets are not affixed inside the albums, although<br />

spaces and mounts are provided for this purpose.<br />

It should be noted that the 2009 Endangered Species series<br />

stamps WILL NOT be included in the individual New<br />

York, Geneva or Vienna annual collection folders. They<br />

are contained in their own separate album.<br />

The last day of sale of the 2007 New York, Geneva and<br />

On 6 July 2009, the Secretary-<br />

General of the <strong>United</strong> <strong>Nations</strong>, BAN<br />

Ki-moon paid a special visit to the<br />

UNPA promotional stand at the<br />

ECOSOC (Economic and Social<br />

Council) Innovation Fair at the Palais<br />

des <strong>Nations</strong>, Geneva. In his opening<br />

address, he mentioned that the UNPA<br />

ECOSOC stamps are a wonderful<br />

way to promote the works and goals<br />

of ECOSOC.<br />

door knocker with a lion’s head and<br />
