CJMP or ‘Sunshine Community Radio’ a.k.a Jump is a community radio
station based in Powell River, BC. We are operated through
The Powell River Model Community Project for Persons with Disabilities

Tourism Powell River is a proud supporter of the Accessibility Guide and

Since its inception, Model Community has made great strides in making
our community fully accessible and inclusive, and continues to launch
projects that improve the quality of life for all residents of the region.
Tourism Powell River is very proud of the number of activities available
to persons with disabilities visiting and living in the region. This guide
has a new special section related directly to tourism activities and their
level of accessibility, our organization is thrilled that this new part of

Complex, an entire fleet of lowfloor
or kneeling city buses, a
handyDART mini-bus system,
graded ramps along most of its
sidewalks, as well as parking
spaces set aside for people
with disabilities. The BC Ferry

and accessible washrooms,
while Pacific Coastal Airlines

Accessible Tourism
in Powell River & Regional District

Accessible Accommodation
Under the recently implemented Access Canada program
(www.access-canada.ca), hotels in British Columbia are graded with
one of four rating levels that address the needs of people with minor to
severe disabilities. Call ahead to ensure your requirements can be met.
The Lay of the Land: The Geography of Powell River
Located northwest of the City of Vancouver, the region of Powell River
is part of the mainland of British Columbia, separated from the Lower
Sunshine Coast by Jervis Inlet, which cuts in from Malaspina Strait.
Its boundaries stretch from Jervis Inlet in the south to Toba Inlet in
the north. The area encompasses several mainland rural communities
including the Tla’amin (Sliammon) First Nation, a small section of the
Sechelt Indian Government District lands, the City of Powell River,
Lund and Lasqueti, Texada, Savary and Hernando Islands.
The area’s natural treasure, Desolation Sound Marine Provincial Park, is
accessible by air or water only. This magnificent park is legendary for
its crystal-clear cruising and kayaking waters as well as many islands,
bays and coves, and is home to whales, sea lions, seals, porpoises and
dolphins.
The region has an abundance of provincial and regional parks through
which to experience the 32 sparkling lakes, hidden inlets, pastoral
islands, limpid ocean waters and rugged mountains. This region is a
haven for outdoor pursuits that include diving, swimming and worldrenowned
kayaking, plus hiking, mountain biking and rock climbing, as
well as less physically-demanding activities.
Climate
Powell River lays claim to the mildest climate in Canada, where the
sun shines each year for an average of 1,760 hours, justifying the
region’s moniker of “The Sunshine Coast”. While the region hosts
many microclimates, sometimes creating dramatically different
conditions from one location to the next, the Powell River Regional
District itself is situated within a Temperate Coastal Rainforest. The
result is that summer temperatures rarely exceed 26˚C (79˚F), while
in the coastal lowlands, temperatures hover around the freezing

point during winter’s coldest days. When it does snow in the coastal
regions, it is in manageable quantities and does not last for very long.
However, if snow-related activities are of interest, the mountainous
Knuckleheads Recreation Area is a haven for winter enthusiasts.
Activities there include backcountry snowshoeing, cross-country skiing
and snowmobiling. Other winter activities include winter diving. Powell
River is known as one of the premier winter diving locales on the west
coast of North America.
The Region’s Population, Culture, and History
The Powell River Regional District is home to roughly 20,000 people,
according to 2006 Census Canada figures, occupying an area that is
5,092.05 km² (1966 miles²), with most of the population residing
along the coastal perimeter, and close to 13,000 living in the District
Municipality of Powell River itself.
As stunning as the area’s natural beauty is, its aesthetic appeal is
heightened further through the people, art and cultural influence
of the Tla’ Amin (Sliammon) First Nation. This Coast Salish band has
resided in the region for an estimated 5,000 years, and the region is
notable for the artwork and cultural influence of the Tla’Amin people.
The City of Powell River itself arose around the Powell River, the
world’s second shortest river at 500 m in length, linking Powell Lake to
Malaspina Strait. The river was named for Israel Wood Powell, who in
the 1880’s was at that time superintendent of Indian Affairs for British
Columbia.
In the early 1900’s, most of the new immigrants to Powell River came
from areas as diverse as Holland, Italy, Asia, and Quebec to work at The
Powell River Company’s pulp mill. Incorporated in 1909, the company
developed and built The Townsite, following the progressive ideals of
The Garden City Movement. This movement advocated adequate living
quarters for mill workers and their families, as well as space around
their home for a garden. The Townsite was built from 1910-1930,
and includes 30 commercial structures and 400 homes. This “largely
intact early 20th-century planned single-industry town” was named a
National Historic Site by Heritage Canada, in 1995.

The pulp mill in Powell River was at one time the largest pulp
mill in the world. It has significantly cut back on production and
now produces specialty paper for Catalyst Paper Corporation. The
subsequent diversification of the local economy has led to an increased
focus on ecotourism and the arts. In recognition of its strong arts
& cultural programs, Powell River was named a “Cultural Capital of
Canada” in 2004, while in 2006 Powell River was named a “Model
Community” at the World Urban Forum in Vancouver, BC, for its
advocacy role in promoting and implementing access and inclusion for
people with disabilities.
Society and the Arts
Powell River’s strong background in volunteerism and care for
people with disabilities is evidenced through two of its longstanding
non-profit societies: Powell River Association for
Community Living (www.pracl.ca) and The Powell River
Model Community Project for Persons with Disabilities
(www.modelcommunityproject.ca), amongst others. Powell River’s
active City Council-appointed “Measuring Up Committee for Access and
Inclusion” and the Model Community Project were instrumental in the
production of this guide, with funding from 2010 Legacies Now.
Powell River has a rich and artistic legacy, as seen in part through
its many artists’ studios and galleries. The Upper Sunshine Coast
hosts its own free Studio Arts Tour in late August, where artlovers
can visit and meet artists in their studios: visit the website at:

studios and galleries all along the Sunshine Coast’s Highway 101, as
well as visiting the local galleries, including the vibrant artist co-op

Accessible Activities in the Powell River Region
Whether using wheelchairs, white canes, Seeing Eye dogs or hearing
aids, the Powell River Region offers a wide variety of activities that
are accessible to people with limited mobility and other types of
disabilities. While the list of accessible activities and locations below
may serve as a rough guide, it is expected that it is not exhaustive,
nor complete. The Powell River Model Community Project (MCP) urges
readers to further provide activities or locations that are accessible
to a range of people with disabilities. Please contact us through our

Inland Lake Provincial Park is tucked into the hillside behind
Powell River. The park’s wide, award-winning cycle/wheelchair 13 km
(8 mi) pathway encircles gorgeous Loon Lake, and is ringed with
cottonwoods, making it an enchanting place to picnic and enjoy the
bright yellow foliage in the fall. Note that Inland Lake Provincial Park
is undergoing an extensive facelift to further increase its accessibility
to wheelchair users and others. The completed project will complement
the fully-accessible circle path around the lake, with new accessible
washrooms, fishing docks, and cabins. Visit this Access Guide’s website

You’ll also find picnicking and swimming at Haywire Bay Regional
Park on Powell Lake near Inland Lake Park. The turn-off to Haywire
Bay Regional Park is from Inland Lake Road south of Inland Lake
Provincial Park.
Wildlife Attractions: Come Fall, many of the streams that feed
into Malaspina Strait teem with spawning salmon. Depending on the
year and the spawning cycle, the wheelchair-accessible Lang Creek
Hatchery and Spawning Channels, south of the Municipality of Powell
River, will be thick with returning salmon. While eagles, sea lions, blue
herons, and a wide range of other wildlife are present throughout the
year, the best salmon-viewing is right next to the well-marked pullout
on Hwy 101.

Tour The Historic Townsite, British Columbia’s only National
Historic District consisting of 30 commercial structures and
400 homes, built from 1910–1930 as part of the mill’s company
town. The Townsite Heritage Society offers guided walking tours
in the summer months. Be sure to tour the Patricia Theatre as
well, BC’s oldest, continuously operating movie house. For more

Interesting spots for visitors to check out are the Powell River
Historic Museum. The Museum building is wheelchair accessible
on the ground floor only. The Centennial building (north of the main
building) is wheelchair accessible on the upper floor with wheelchair
access to the bathrooms, while the lower floor is not wheelchair
accessible.
The Open-Air Market offering fresh fruit and vegetables, music,
crafts and snacks in the Paradise Valley area just south-east of
the Powell River Airport. They have parking spots for people with
disabilities close to market stalls, wheelchair access for washroom,
wide doors, disabled cubicles, but no fully proper handrails. The
grounds are rough with only irregular pathways adequate for outdoor
wheelchairs only. Seating is rustic and limited. Dates are: Weekends
and special event days from the last Saturday in April to the first
Saturday in October. The immensely popular two-day Fall Fair event
closes the market in October.
The Powell River Seniors’ Association Branch 49 offers
accessible bridge, bowling, cribbage, bingo, choir, crafts, poker, Whist,
special events and more all within a level and accessible building at
6792 Cranberry Street, phone 604-414-9456. Visit their informative

The Sliammon Fish Hatchery. A short 9 km (6 mi) drive
north of Powell River along Highway 101, Sliammon (pop. 677)
is the site of an ancient First Nation fishing village that has
been in continuous habitation for the past two millennia.

Nation Coast Salish people: www.prcn.org/sliammon/index and
www.thesunshinecoast.com/sliammonband The villagers’ principal
business today is the Sliammon Fish Hatchery located alongside
Sliammon Creek, producing 1-1.5 million salmon annually. The hatchery
is open to the public and offers cross-cultural awareness programs for
school children. The best viewing time is during October and November.

Willingdon Beach and Campsite in the heart of downtown
seaside Powell River at 4845 Marine Avenue. An accessible, level
seaside woodchip path runs along the Willingdon Beach Trail. This
route was originally a railway bed but has now been converted into a
simple network for walking and wheeling. The trail begins in the Powell
River Municipal Park beside Willington Beach, just north of the central
harbour. The Willingdon Beach Campsite is a 5-minute drive to the
Vancouver Island ferry, to the Powell River Recreation Complex, and to
the accessible Town Centre Mall (7100 Alberni Street, 604-485-4681).
The park has an accessible flush toilet/shower, picnic tables and fire
pits, a children’s playground, with a new picnic and performance area
very close by. It also offers seniors’ discounts. Reserve camping spots

One good, accessible vantage point to view Powell Lake and its
gorgeous cliffs, is Mowat Bay Park. Accessible washrooms are
available, but due to limited paved pathways, avoid navigating the
steep park grounds during wet weather. This is a popular swimming
spot, especially for children. From Hwy 101 in downtown Powell River,
follow Duncan Street east to Manson Avenue, then turn north and
follow Manson to its junction with Cranberry Street. Turn east on
Cranberry, then north on Mowat and follow this to the beach.
The International Choral Kathaumixw (pronounced
Ka-thou-mew) is one of the world’s largest, biannual choral festivals.
Kathaumixw is a Coast Salish word meaning “a gathering of different
peoples.” This global gathering of choirs and conductors, featuring
international concerts, choral and vocal solo competitions, common
song singing, conductors’ round-tables, concert tours, social events,
workshops, and seminars. The festival is held every even-numbered

During the middle weekend of August, Powell River celebrates the
long summer days with the Blackberry Festival. This festival
concludes with Marine Avenue being closed to traffic and absolutely
flooded with merry Powell Riverites and visitors. Participants can
enjoy live music, games, and—of course—blackberry treats of all
kinds. If blackberry-picking is of interest, it is recommended that you
aim for the beginning of August, and wear lots of protective clothing
and gloves.
At the end of July, grab your bucket and spade and head to Gillies Bay
on Texada Island – it’s Texada Sandcastle Day. Texada Island
is best accessed by vehicles and foot passengers using the BC Ferry
service departing from Powell River on the Sunshine Coast to the BC
Ferry terminal at Blubber Bay on Texada Island.
Myrtle Point Golf Club on the shores of Malaspina Strait, is
five minutes south of the Municipality of Powell River, and is one

Complex. The Complex has a swimming pool with waterproof
wheelchairs and a pool lift. In the winter, it can be enjoyable for an

is to put the brakes on, on the wheelchair and that will give it that
gliding on ice feeling.”

suggestions are specific to the level of disability, Terracentric offers
their Zodiac Tours to people with various disabilities. They are able

challenges. They suggest their 3-hour Desolation Sound tour over their
6-7 hour tours, as on the longer tours they stop in places that are rocky
or have no docks. They also have kayaking tours that may be suitable
to people who have limited mobility in their legs, but with good

Saltery Bay Campground – Scuba divers will find a 9 ft. bronze
mermaid at 10 fathoms in front of Mermaid Cove. There is also a
change room and shower facilities. A disabled access ramp for scuba
divers is best used during high tide. There is also a disabled change
room, shower and toilet. A helpful local resident informs us that
her 96 year-old mother, who uses a walker, likes to go there. Visit

Palm Beach Regional Park, located at Lang Bay. Palm Beach
Regional Park features swimming, picnicking and is situated near the
Stillwater Trail. While there is a gate to prevent vehicles from getting
down into the park, an advance call to the caretaker can get the gate
opened. The washrooms have accessible stalls and grab bars. This is the
home of the Sunshine Music Festival held yearly on Labour Day weekend.

The Sea Walk, located below highway 101 viewpoint marked by two
Totem Poles. While the viewpoint is wheelchair accessible with ramps,
the walk area below is not. Stretching for 1.3 km, it is expected that
this pathway will be adapted to wheelchair use in the near future.
Along the walk itself, there are benches to sit and rest and enjoy the
beautiful sunsets.

By Car - From Vancouver you can take a beautiful scenic drive up the
Sunshine Coast to get to Powell River. A short drive
north from Vancouver lets you catch the ferry from Horseshoe Bay to
Langdale. The 40 minute ferry provides the opportunity to see Howe
Sound, Bowen, Gambier and Keats. From there you will continue driving
up the coast to catch the second ferry from Earl’s Cove to Saltery Bay.
This ferry takes 50 minutes and provides a great view of Jervis Inlet,

Frail Falls and the Coast Mountains. From Saltery Bay you will follow
the road north until it reaches Powell River or until it ends in Lund.
The trip from downtown Vancouver to the end of Highway 101 in Lund
takes about six hours.
Coming from Vancouver Island you will take the ferry at Little River
in Comox. The passage takes one hour and 15 minutes, and the ferry

Business & Disabilities Helpful Hints
• When conversing with a person who uses a wheelchair or scooter,
position yourself so that you are at eye level in front of the
person to facilitate the conversation. It is preferable to sit or
crouch down, when possible. Focus on the person, not on his or
her disability.
• Be aware of what is & what is not accessible to a person who uses
mobility devices. Rearrange furniture if there is something blocking
the person’s path.
• Offer to tell where accessible restrooms, telephones, & water
fountains are located; making sure that the path to these is
unobstructed both vertically & horizontally.
• Most people with vision loss do not use Braille, & not all hearingimpaired
people use sign language. Prepare to present any
important information in large-print or audio formats.
• Ensure that signage uses large type (18-pt), is bright, high in
contrast, & at a level or angle that is visible to all.
• Provide level access to your premises; if level access is not
possible, ramps are a good alternative.
• Make sure doors are wide, automated, opened, or made lighter to
allow wheelchair & walker access.
• Act naturally. Do not be afraid to use phrases like “I am going for
a walk”, “I have to run” or “see you later!” People with disabilities
or impairments say these things too.
• Have a pen & paper ready to jot down a message for a hearingimpaired
person.
• Do not assume that a person using a manual wheelchair needs to
be pushed. Ask before giving any assistance.
• When addressing the person with mobility impairment who has a
companion or attendant, engage directly with the person with a
disability.
• If you are able-bodied, leave accessible parking places for
those who need them. Likewise, do not park in the hatch marks
of accessible spaces. These areas are to allow safe operation of
vehicle lifts.
• Do not make assumptions about what a person can or cannot do,

• Reduce overall noise in your establishment to help those with
hearing impairments, especially background music; hearing aids
amplify all sounds equally.
• Don’t pet guide dogs or other service animals...they are working.

outside fitting rooms, or where someone is likely to have to wait
for a while.
• About 10% of North Americans have a condition that could be
considered an invisible disability. Be considerate & patient with
your customers.
• Train your staff to provide good & understanding customer service
to persons with a disability.
• When posting material on the World Wide Web, use the guidelines
provided by the Web Accessibility Initiative (WAI). www.w3.org/WAI/

steeper the ramp, the more likely persons in wheelchairs will

• The slope should be no steeper than 1:12. This means a rise of
300 mm (12 inches) for every 3660 mm (144 inches or 12 feet)
or ramp length.
• The maximum cross slope of the ramp is 1:50.
If the ramp is not adjacent to a wall, an edge protection is required:
• A curb with a minimum height of 75 mm (3 inches)
• A raised barrier with its lower edge not more than 75 mm
(93 inches) from the ramp.
• A rail with the bottom edge not more than 75 mm (3 inches)
from the ramp.
