EF #1 – PLAN, PROGRAM, BUDGET AND
EXECUTE; generate requirements, develop a
recourse informed budget and execute a spend plan:
PPBE is concerned with generating requirements,
developing a resource-informed budget, and then
following through by responsibly executing the spending
plans. As mentioned earlier, all EFs are interrelated, and
the success of the whole depends on the success of the
individual parts. EF 1 is particularly important because
it directly affects all other EFs.
EF 1 advising efforts will focus on ANSF’s Resource
Management and Procurement (RMaP) departments,
aiding them in developing the experience, leadership,
and proper objectives prioritization (seeing past shortterm
advantage into long-term success) that they
require.
EF #3 – Rule of Law (RoL) and Governance:
Civilian Civilian governance of the ASI, including
adherence to the rule of law.
The Rule of Law (RoL) and Governance mission promotes
civilian governance of the Afghan Security Institutions.
Current ASI/ANSF operation in compliance
with RoL remains underdeveloped. EF 3 TAA efforts,
therefore, must emphasize the importance of establishing
effective and transparent criminal and disciplinary
systems.
Two important areas falling under the EF 3 awnings are
the TAA efforts that will monitor and prevent extra-judicial
killings and gross violations of human rights.

EF #2 – INtErnal COntrolS TO ASsurE
transParEncy, accountaBility, and
Oversight (TAO):
Ensuring third-party oversight of the PPBE process may
be an International Community (IC)-stipulated requirement
for continued funding, but the only way this is
accomplished is through enforcing EF 2—TAO. The EF
2 directorate is designed to ensure transparency, accountability,
and oversight in ASI/ANSF’s financial and
non-financial processes; this includes, but is not exclusive
to, fuel and pay. The overall output of EF 2 will feed
into the EF 3 lines of operation, to ensure laws are equitably
enforced. To this end, all levels of civil society
and government will be leveraged to increase counter/
anti-corruption measures in order to boost the IC’s confidence
and commitment in GIRoA’s fiscal stewardship.
EF #4 – ForcE gEnEration: REcruit,
train, rEtain, managE, and dEvEloP
A PROFESSIONAL ANSF:
The Force Generation TAA mission is grounded in an
interconnecting and mutually supportive fivefold effort:
recruit, train, retain, manage, and develop. These five
focus areas work together in building a professionalized
force.
The Afghan Human Resource Information Management
System (AHRIMS) will assist in recruiting, training, and
assigning qualified personnel into needed appointments
as determined by force requirements. The management
oversight it will provide will help ease a patronageoriented
selection process into a more professional
merit-based selection process.
