6.25 NATO Special Operations Component Command-Afghanistan (NSOCC-A).
SOF SFA will align functionally with ASI from the ministerial through tactical
levels with task-organized advisory units that will focus on sustainable institutional
development. These advisory units will ensure both the horizontal and vertical
integration of SFA to the ASSF (see Figure 6.6). While the future SOF SFA model will
retain the capability to conduct tactical-level advising, the advising effort will shift
from a primary focus at the unit-based tactical-level elements executing combat,
combat support, and combat service support operations, to that of developing the
institutional and functional processes at critical ASSF nodes by functionally based
advisory entities.

6.26 CJIATF-A. CJIATF-A conducts Level 1 and Level 2 advising at the ministerial and
agency level in support of GIRoA institutional sustainability and security. CJIATF-A
advising focuses on the MoI and the Ministry of Counter Narcotics (MCN).
a) Major Crimes Task Force (MCTF) Train, Advise, and Assist (TAA) Team.
The CJIATF-A MCTF TAA conducts Level 1 advising of MoI and of the NDS’s
MCTF. The mission of Afghanistan’s MCTF is to conduct criminal investigations
into senior-level corruption allegations, organized criminal networks, and
high profile kidnappings or other targeting committed against Afghan persons,
property, and interests.
b) Ministerial Advisory Team. CJIATF-A’s Ministerial Advisory Team (MAT)
conducts Level 2 advising at the MCN on policy, Rule-of-Law, staff management,
cooperation, and outreach as it relates to counter narcotics, transnational
organized crime, and other complex cases. A critical task of the MAT is to assist
in fostering an MCN collaborative working relationship with MoD and MoI.
