Foreword by Vice Chancellor 

In its steady strides towards achieving 

excellence, the University of Malakand is 

proud to successfully complete another 

academic year. Since its inception, the 

University has been endeavoring to add to 

the already existing infrastructure of 

education in a meaningful way. 

Having acknowledged the importance of 

education at all levels as a nation, it is our duty to equip our future generations with it in the 

best possible conceivable manner. In this regard, the role of the degree awarding institutions 

becomes all the more relevant and important at the same time. 

The current law and order situation and the subsequent military operation in the vicinity of 

the University had its impact on the learning environment of the University. However, every 

effort has been made to minimize the loss. 

We are pleased to share through this report the achievements of the University of Malakand 

in 2008-2009. While publishing the report, we aim not only to fulfil our professional 

responsibility but also to lay open our strengths and weakness for constructive criticism. The 

Annual Report provides an insight into the performance and achievements made during the 

year. All-out efforts have been made to maximize accuracy in the details stated in the report.

Executive Summary 

University of Malakand was established in the premises of the defunct DFIC at Chakdara 

(Dir Lower) in 2001. Since then, it has not only established its reputation in the area but has 

also attracted students and faculty from different parts of the country. To meet the growing 

demand for quality education in the area, the University established its campus II at 

Sheringal, Dir Upper. The establishment of the University has been an effort to revolutionize 

the area, benefiting the people of the province in general and those of Swat, Bunir, Shangla, 

Dir (Lower), Dir (Upper), Chitral, Malakand Agency and Bajawar Agency in particular. 

The University took a humble start with scant resources. In the first session, after its 

establishment, a total of six departments were launched enrolling 173 students. In addition, 

about 16 faculty members were made available to serve in the University. 

The UOM currently offers admissions in thirteen disciplines on Open Merit basis. The 

courses offered are 4-Year BA/BS (Hons) in Biotechnology, Botany, Chemistry, Computer 

Science, Economics, English, Forestry, Information Technology, Management Studies, 

Mathematics, Pharmacy, Physics and Sociology. The 2-Year Masters is offered in 

Chemistry, Computer Science, Economics, English, Management Studies, Mathematics and 

Sociology. The M.Phil / PhD program is offered in Biotechnology, Botany, Chemistry, 

Islamic Studies and Pharmacy. 

All the teaching departments in the University have eclectically designed their respective 

curricula. However, guidelines of the HEC in this regard have been followed to bring the 

curricula at par with national and international standards. 

Sensing the dearth of educational institutions at all levels, constituent schools and colleges 

have been disseminating knowledge at primary, secondary and higher secondary levels. 

They are successfully operating on both the campuses. 

In addition, the degree and postgraduate colleges in the territorial jurisdiction of the UOM 

are affiliated with it. They offer admissions in BA / B.Sc / BBA / B.COM / MA / M.Sc / M.ED 

/ M.COM. They were initially affiliated with University of Peshawar. 

In order to improve the qualifications and skills of the faculty, University of Malakand 

currently benefits from the various scholarship schemes initiated by the HEC. As many as 37 

faculty members are benefitting from HEC- Faculty Development Program and are pursuing 

their PhDs abroad. Similarly, the University took an initiative this year to enroll 49 faculty 

members in M.Phil program in various departments. This program is supported by the 

University itself and the services of PhD doctors have been availed from across the country 

for its successful operation. 

The University's Central Library is passing through developmental phase. It was established 

in 2003-2004 with a stock of 575 books, which have now grown to 9655.

Driven by its core value of Social Responsibility, the University assists and facilitates poor 

students in their studies. Financial assistance is given to students and various sources are 

exploited in this connection. 

For healthy mind and soul, Sports activities have always been indispensable part of life. The 

spirit of competition inculcated in the playground has its emblems in the academic activities. So 

far the UOM has developed playgrounds for Badminton, Basketball, Cricket, Football, Hockey 

and Volley Ball. The PC-1 for the establishment of Sports Complex for both indoor and outdoor 

games has already been accepted. 

The University has a full-fledged Directorate of Sports and Games, established in 2003. It takes 

steps to organize and monitor both indoor and outdoor games. It organizes Intra-University 

Tournament, Degree-Level Sports and represents the UOM in Inter-University Games, 

Provincial Sports Gala and other such sports events. Besides, the students' societies aim at 

enabling the students to invest their energies in constructive activities.

Developmental Projects 

University of Malakand is in its earlier stages of development where 

concerted efforts are required to erect and establish physical and technological 

infrastructure. The process has been started and developmental activities are prioritized to 

meet the immediate demands. Under the umbrella of the HEC, developmental projects 

have been initiated. Although, they are in progress but some of the projects have started 

bearing fruit to the satisfaction of students and the faculty. It is important to note that a 

project entitled, Construction of Hostel for 200 Students at University of Malakand has 

been completed in 2008 2009 costing 33.460 PKR (millions). Presently, the following 

developmental projects are in progress.

Co-Curricular Activities 

The Directorate of Sports and Games, University of 

Malakand is actively pursuing its goal to promote 

physical education activities. In this regard, it organizes 

and participates in different events. Some of the major 

such activities are as follows: 

The General and Executive body meetings of UMSTC 

were held on October 10, 2008. At both the meetings, the 

past performance of the committees was discussed and 

decisions were taken to organize the Degree-Level Sports 

Tournament for the year 2008-2009. In the meetings, it 

was decided to allow the University of Malakand to 

participate in the Degree-Level Sports Tournament.

4 Vice Chancellor Literary Awards 

“Terrorism has been causing irreparable damage to our society. It has no religion and no 

boundaries. It is a problem faced by the world at large. Neither our culture nor our religion allows 

such acts to be committed. We firmly believe that the killing of one human amounts to killing of 

the whole humanity”. These words were spoken by Prof. Dr. M. Rasul Jan, Vice Chancellor,

University of Malakand while chairing the gathering at the occasion of 4 Vice Chancellor 

Literary Awards organized by the Literary Society of the University on October 26, 2008. 

The event is regularly organized with the view to inculcate the spirit of competition and 

cooperation in the students in co-curricular activities. The theme of the whole show was the War 

Against Terrorism and its impact on Pakistan in general and the people of this province in 

particular. Students from various departments and the University Public School competed in 

Speech contest (Urdu and English), Drama, One-Man Show and Multimedia Presentation. 

The department of Management Studies was declared the best to score the highest in the overall 

competition and was given the champion trophy for the year. 

Degree Level Sports 

The degree level sports were organized for the session 2008-2009. In these games, all the 

affiliated colleges of the University participated. The opening ceremony was held onOctober 28, 

2008 on the main campus. 

After the successful completion of the sports, a grand ceremony was held in which all the sports 

officials from the colleges had been invited. Medals, certificates and trophies were distributed 

among the distincitive position holders by the honorable Vice Chancellor of the University of 

Malakand Prof. Dr. M. Rasul Jan. The Camphion trophy was given to University of Malakand 

for having scored the highest points for the year. 

Further, volley ball was won by GDC Timergara, Basketball by GDC Upper Dir, and Cricket by 

GDC Daggar while Badminton, Table Tennis, Hockey and Football were won by University of

Inauguration of New Car Park 

The Vice Chancellor of University of Malakand inaugurated the new car park for all official and 

private vehicles on the main campus on Dec 01, 2008. The space is allocated and designed on 

modern lines and due care has been taken to facilitate the guests. This step has been taken in 

continuation of the VC's efforts to renovate the campus. At the occasion, Engineer Ishaq Khan 

briefed him with regard to the distribution of the space and the amount incurred therein. The 

VC expressed his satisfaction and instructed Administrative Officer Mr. Dost Muhammad 

to further enhance the capacity of the car park in collaboration with Works Department.

The 12 Meeting of Syndicate, University of Malakand 

th 

The 12 syndicate meeting of University of Malakand was held on Chakdara campus on Nov 03, 

2008. The meeting was chaired by the Vice Chancellor Prof. Dr. M. Rasul Jan. The meeting was 

attended by Prof. Dr. Ihsan Ali, Vice Chancellor, Hazara University, Mr. Ajmal Khan,VC, Islamia 

College University, Prof. Dr. Hafiz Abdul Ghafoor, Department of Seerat Studies, University of 

Peshawar, Mr. Bacha Muhammad Principal, G.D.C Thana, Nusrat Begum Principal, G.G.D.C Dargai, 

Mr. Jehangir Khan Assistant Professor, University of Malakand, Mr. Shaukat Ali, Lecturer, 

Department of English, University of Malakand, Prof. Dr. Nisar Muhammad, Ex-Principal, Islamia 

College, Peshawar, Prof. Dr. Meher Bano, Chairman, Department of Psychology, University of

In the meeting, decisions were taken with regard to appointment of more than ten PhD doctors in 

various disciplines and approval of the statutes for the UPS on both the campuses at Chakdara and 

Sheringal. 

The syndicate also decided in principle to rename University of Malakand Sheringal campus as 

Mohtarma Benazir Bhutto Shaheed campus. It was pointed out that the federal government has 

approved 35 million rupees for the up gradation of the campus. According to sources, the campus 

needs an influx of about 350 million rupees for up gradation and the University authorities are 

working on the developmental plan for the purpose, which shall be submitted soon to the federal 

government. 

According to media sources, the Vice Chancellor of the University has expressed his determination to 

make the University par excellence. He has said that in the current academic year the number of PhD 

scholars shall be increased up to 80. With regard to the Sheringal campus, he expressed his hope that 

the government shall extend its support for the up gradation process, which shall benefit the country 

in general and the people of the area in particular.

Khali 

Seminar on Awareness about Polio 

A seminar was organised by the department of Sociology in collaboration with Expanded Program 

for Immunization (EPI) with the aim to create awareness regarding the disease on the occasion of 

countrywide Polio vaccination campaign on Nov 21, 2008. It was attended by students and faculty 

members. The participants also included Chairman, Sociology department Mr. Arab Naz and 

delegates from the Health Department, N-W.F.P. The chief guest at the occasion was Prof. Dr. M. 

Rasul Jan, Vice Chancellor, University of Malakand while the health sector was represented by Dr. 

Mahboob Khan, National Professional Officer. 

The participants were briefed by Dr. Mahboob Khan, who delivered an enlightening lecture on the 

signs, symptoms, treatment and the preventive measures that could be taken to combat the disease. 

He impressed upon the students to come to the fore and play their role to educate the masses about the 

vaccination process. “It is we who are to counter the propaganda launched against the vaccination”, 

he said. 

At the end, the VC appreciated the efforts of the organisers and stressed such events to be the regular 

features of the university life. He extended his support for holding such seminars and termed them to 

be of great significance in educating the youth to address social issues and counter social problems. 

“Our nation has suffered due to the deadly Polio and it is high time for us to take arms against this fatal 

disease in the best interest of our future”, he further added. 

Seminar on World's AIDS Day 

“The world is faced with the menace of AIDS and it is our duty to create awareness among the masses 

especially the students to avert the disease. We need to be vigilant and must reconsider our life habits 

for better future. Unlike the developed countries, we are faced with the threat of Hepatitis and we 

must focus our attention on that threat too”. This was stated by chief guest VC Prof. Dr. M. Rasul Jan 

during a One-Day Seminar on Awareness About AIDS held at the University on the occasion of 

World's AIDS Day 2008. The seminar had been organised by the department of Pharmacy in 

collaboration with the department of Biotechnology. Earlier, Prof. Niaz Ali, Department of 

Pharmacy gave a Multimedia presentation to the participants about the causes, symptoms, treatment 

and mode of transmission of the disease.

Attack on Malakand University 

The University of Malakand was attacked by armed 

militants on Wednesday, March 18, 2009 at 3 AM. But the 

attempt failed to keep away the students from studies. The 

faculty and administration showed equal determination to 

continue with their duties. During the attack, four cops and 

one University security official were killed while three 

others sustained injuries in a gunfight with the militants 

on the campus. 

According to the details, some 40 armed militants arrived at the university main entrance and opened 

fire on Khaliq Dad (security guard) for offering resistence, who later on died in hospital. After 

receiving information, a police party of Ouch Police Station headed by ASI Azizullah rushed to the 

site but the militants fired a rocket at their van, killing three cops on the spot including the ASI. 

Meanwhile, the militants escaped from the scene in two university Hiace Vans. The university vans 

were later on recovered from the militants through the commissioner Malakand Syed Muhammad 

Javed. 

Subsequently, in an interview, the Vice Chancellor of the University Prof. Dr. M. Rasul Jan revealed, 

“Let me make it crystal clear that the attack has not broken our resolve to continue the process of 

eduation here”. He further added, “The morale of our students is high despite the attack and they 

have been attending their classes as before”. 

Organization of Students' Societies 

In pursuance of providing the students opportunities to explore their hidden potential in co-curricular 

activities, the University of Malakand formally organised the students' societies. All these societies shall 

operate under the office of the Deputy Director Societies Mr. Hidayat Ullah. In this regard, the faculty has 

been actively engaged to streamline different events. The societies include Islamic Cultural Society, 

Literary Society, Blood Donors Society, Sports society and Adventure / Hiking Club. 

Military operation and campus at Peshawar 

The University of Malakand was lying at the heart of the area of insurgency and the subsequent military 

operation in the region. But despite threats and an attack by armed militants in March, the University was 

not closed for a single day. However, when the military operation started and a 500 hours long curfew was 

imposed in the area, the Government asked the residents of the area to vacate. It was only then that the 

academic activities on Campus were suspended in the best interest of the students’ security. However, 

every effort was made to provide services to students in various capacities. After careful deliberations, it 

was decided to open a sub campus at Islamia College Peshawar University. The University owes much to 

the administration of ICPU for extending possible support in this regard. Later on, as soon as the military 

operation became less intense, the University was reopened to students on August 03, 2009. However, it is 

important to note that the faculty and administration resumed their duties on July 15, 2009. While in 

Peshawar, the Vice Chancellor Prof. Dr. M. Rasul Jan and his team facilitated the students in getting their

University of Malakand Wins National 

Football Championship 

The football team of the University grabbed first position 

in National Football Championship organized by LUMS, 

Lahore in April, 2009. In the event, 14 universities from 

across the country participated. The team of University of 

Malakand won the semifinal from University of Peshawar 

1-0 to reach to the final. In the final, University of 

Malakand won convincingly by 3-0 from the Professional 

Academy of Commerce (PAC), Lahore. Mr. Badshah 

Hussain was awarded Man of the Match trophy while Mr. 

Ismail was declared as Man of the Tournament. 

Aman Rally 

An Aman Rally on the occasion of Independence Day 2009 was held in University of Malakand in which 

a huge number of students, staff and faculty members participated. 

At the occasion, various banners and posters were displayed at different points to mark importance of 

peace and education. The participants carried placards with slogans exhorting the nation to join hands in 

hands and be one to face the challenges both at national and international fronts. 

University of Malakand Holds Meeting of Academic Council 

“The University of Malakand is striving to achieve excellence in the field of education. It has not only formally 

constituted the statuary bodies but has also held their meetings to further the cause of education. In this regard, 

MS/M.Phil/PhD classes have commenced and the BS 4-Year Program in semester system has been implemented

in letter and spirit”. This was stated by the Vice Chancellor of the University Prof. Dr. M. Rasul Jan 

while chairing meeting of the Academic Council held at HEC Regional Centre, Peshawar on August 

03, 2009. The members of the council included Prof. Dr. Muhammad Irfan of Institute of Chemical 

Sciences, University of Peshawar, Prof. Dr. Muhammad Asif, Director NCE, Geology, University of 

Peshawar, Mr. Ghulam Rahmani, Secretary, Higher Education Department, N-W.F.P. Besides, all the 

heads of the departments were also present at the occasion. 

The council gave its recommendations with regard to the approval of different Undergraduate and 

Postgraduate courses taught at the University and for affiliated colleges as well. The council also 

approved the Bye-Laws for MS/MPhil/PhD programs and appointment of members of Advanced 

Study Research Board.

13 Meeting of the Syndicate

The 13 syndicate meeting of University of Malakand was held at HEC Regional Center Peshawar 

on August 18, 2009 in which 154.592 million deficit budget for the current year, M.Phil/PhD rules 

and courses, Semester system for BS 4-Year Program and UAA & Adhoc Relief Allowance were 

approved. 

The meeting was chaired by the Vice Chancellor Prof. Dr. M. Rasul Jan. The meeting was attended by 

Prof. Dr. Ihsan Ali, Vice Chancellor, Hazara University, Prof. Dr. Azmat Hayat,VC, University of 

Peshawar, Prof. Dr. Hafiz Abdul Ghafoor, Department of Seerat Studies, University of Peshawar, Mr. 

Badshah Muhammad, Principal, G.D.C Thana, Mr. Muhammad Bashir Khan, Additional Secretary 

(Finance/Budget), Nusrat Begum Principal, G.G.D.C Dargai, Mr. Jehangir Khan Assistant Professor, 

University of Malakand, Mr. Shaukat Ali, Lecturer, Department of English, University of Malakand, 

Prof. Dr. Nisar Muhammad, Ex-Principal, Islamia College, Peshawar, Prof. Dr. Meher Bano,

In the meeting, decision was taken with regard to Unattractive Area Allowance as per the notification 

issued by Finance Department, Govt. of N-W.F.P. In this regard, an increase of Rs. 1000 (for BPS 1- 

15), Rs. 1500 (for BPS 16) and Rs. 2000 (for BPS 17 and above) was approved. Further, the forum 

also approved 20% increase (for BPS 1-16) and 15% (for BPS 17 and above) as Adhoc Relief 

Allowance. The members congratulated the Vice Chancellor for re-opening of the University despite 

hardships and crisis in the area. 

At the occasion, Prof. Dr. M. Rasul Jan briefed the participants about the ongoing projects in the 

university and reiterated his resolve to bring the university at par with other quality institutions 

despite the fact that the University has suffered tremendously due to the prevailing law and order 

situation in the area. He also expressed optimism to get support from both federal and provincial 

governments to meet the financial crisis and budget deficit arising out of government policy to 

exempt the students of different areas of Malakand division from fee.
