In its steady strides towards achieving<br />
excellence, the <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> is<br />
proud to successfully complete another<br />
academic year. Since its inception, the<br />
<strong>University</strong> has been endeavoring to add to<br />
the already existing infrastructure <strong>of</strong><br />
education in a meaningful way.<br />
Having acknowledged the importance <strong>of</strong><br />
education at all levels as a nation, it is our duty to equip our future generations with it in the<br />
best possible conceivable manner. In this regard, the role <strong>of</strong> the degree awarding institutions<br />
becomes all the more relevant and important at the same time.<br />
The current law and order situation and the subsequent military operation in the vicinity <strong>of</strong><br />
the <strong>University</strong> had its impact on the learning environment <strong>of</strong> the <strong>University</strong>. However, every<br />
effort has been made to minimize the loss.<br />
We are pleased to share through this report the achievements <strong>of</strong> the <strong>University</strong> <strong>of</strong> <strong>Malakand</strong><br />
in <strong>2008</strong>-<strong>2009</strong>. While publishing the report, we aim not only to fulfil our pr<strong>of</strong>essional<br />
responsibility but also to lay open our strengths and weakness for constructive criticism. The<br />
<strong>Annual</strong> <strong>Report</strong> provides an insight into the performance and achievements made during the<br />
year. All-out efforts have been made to maximize accuracy in the details stated in the report.<br />

Executive Summary<br />
<strong>University</strong> <strong>of</strong> <strong>Malakand</strong> was established in the premises <strong>of</strong> the defunct DFIC at Chakdara<br />
(Dir Lower) in 2001. Since then, it has not only established its reputation in the area but has<br />
also attracted students and faculty from different parts <strong>of</strong> the country. To meet the growing<br />
demand for quality education in the area, the <strong>University</strong> established its campus II at<br />
Sheringal, Dir Upper. The establishment <strong>of</strong> the <strong>University</strong> has been an effort to revolutionize<br />
the area, benefiting the people <strong>of</strong> the province in general and those <strong>of</strong> Swat, Bunir, Shangla,<br />
Dir (Lower), Dir (Upper), Chitral, <strong>Malakand</strong> Agency and Bajawar Agency in particular.<br />
The <strong>University</strong> took a humble start with scant resources. In the first session, after its<br />
establishment, a total <strong>of</strong> six departments were launched enrolling 173 students. In addition,<br />
about 16 faculty members were made available to serve in the <strong>University</strong>.<br />
The UOM currently <strong>of</strong>fers admissions in thirteen disciplines on Open Merit basis. The<br />
courses <strong>of</strong>fered are 4-Year BA/BS (Hons) in Biotechnology, Botany, Chemistry, Computer<br />
Science, Economics, English, Forestry, Information Technology, Management Studies,<br />
Mathematics, Pharmacy, Physics and Sociology. The 2-Year Masters is <strong>of</strong>fered in<br />
Chemistry, Computer Science, Economics, English, Management Studies, Mathematics and<br />
Sociology. The M.Phil / PhD program is <strong>of</strong>fered in Biotechnology, Botany, Chemistry,<br />
Islamic Studies and Pharmacy.<br />
All the teaching departments in the <strong>University</strong> have eclectically designed their respective<br />
curricula. However, guidelines <strong>of</strong> the HEC in this regard have been followed to bring the<br />
curricula at par with national and international standards.<br />
Sensing the dearth <strong>of</strong> educational institutions at all levels, constituent schools and colleges<br />
have been disseminating knowledge at primary, secondary and higher secondary levels.<br />
They are successfully operating on both the campuses.<br />
In addition, the degree and postgraduate colleges in the territorial jurisdiction <strong>of</strong> the UOM<br />
are affiliated with it. They <strong>of</strong>fer admissions in BA / B.Sc / BBA / B.COM / MA / M.Sc / M.ED<br />
/ M.COM. They were initially affiliated with <strong>University</strong> <strong>of</strong> Peshawar.<br />
In order to improve the qualifications and skills <strong>of</strong> the faculty, <strong>University</strong> <strong>of</strong> <strong>Malakand</strong><br />
currently benefits from the various scholarship schemes initiated by the HEC. As many as 37<br />
faculty members are benefitting from HEC- Faculty Development Program and are pursuing<br />
their PhDs abroad. Similarly, the <strong>University</strong> took an initiative this year to enroll 49 faculty<br />
members in M.Phil program in various departments. This program is supported by the<br />
<strong>University</strong> itself and the services <strong>of</strong> PhD doctors have been availed from across the country<br />
for its successful operation.<br />
The <strong>University</strong>'s Central Library is passing through developmental phase. It was established<br />
in 2003-2004 with a stock <strong>of</strong> 575 books, which have now grown to 9655.<br />

Driven by its core value <strong>of</strong> Social Responsibility, the <strong>University</strong> assists and facilitates poor<br />
students in their studies. Financial assistance is given to students and various sources are<br />
exploited in this connection.<br />
For healthy mind and soul, Sports activities have always been indispensable part <strong>of</strong> life. The<br />
spirit <strong>of</strong> competition inculcated in the playground has its emblems in the academic activities. So<br />
far the UOM has developed playgrounds for Badminton, Basketball, Cricket, Football, Hockey<br />
and Volley Ball. The PC-1 for the establishment <strong>of</strong> Sports Complex for both indoor and outdoor<br />
games has already been accepted.<br />
The <strong>University</strong> has a full-fledged Directorate <strong>of</strong> Sports and Games, established in 2003. It takes<br />
steps to organize and monitor both indoor and outdoor games. It organizes Intra-<strong>University</strong><br />
Tournament, Degree-Level Sports and represents the UOM in Inter-<strong>University</strong> Games,<br />
Provincial Sports Gala and other such sports events. Besides, the students' societies aim at<br />
enabling the students to invest their energies in constructive activities.<br />

Developmental Projects<br />
<strong>University</strong> <strong>of</strong> <strong>Malakand</strong> is in its earlier stages <strong>of</strong> development where<br />
concerted efforts are required to erect and establish physical and technological<br />
infrastructure. The process has been started and developmental activities are prioritized to<br />
meet the immediate demands. Under the umbrella <strong>of</strong> the HEC, developmental projects<br />
have been initiated. Although, they are in progress but some <strong>of</strong> the projects have started<br />
bearing fruit to the satisfaction <strong>of</strong> students and the faculty. It is important to note that a<br />
project entitled, Construction <strong>of</strong> Hostel for 200 Students at <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> has<br />

Co-Curricular Activities<br />
The Directorate <strong>of</strong> Sports and Games, <strong>University</strong> <strong>of</strong><br />
<strong>Malakand</strong> is actively pursuing its goal to promote<br />
physical education activities. In this regard, it organizes<br />
and participates in different events. Some <strong>of</strong> the major<br />
such activities are as follows:<br />
The General and Executive body meetings <strong>of</strong> UMSTC<br />
were held on October 10, <strong>2008</strong>. At both the meetings, the<br />
past performance <strong>of</strong> the committees was discussed and<br />
decisions were taken to organize the Degree-Level Sports<br />
Tournament for the year <strong>2008</strong>-<strong>2009</strong>. In the meetings, it<br />
was decided to allow the <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> to<br />
participate in the Degree-Level Sports Tournament.<br />

4 Vice Chancellor Literary Awards<br />
“Terrorism has been causing irreparable damage to our society. It has no religion and no<br />
boundaries. It is a problem faced by the world at large. Neither our culture nor our religion allows<br />
such acts to be committed. We firmly believe that the killing <strong>of</strong> one human amounts to killing <strong>of</strong><br />
the whole humanity”. These words were spoken by Pr<strong>of</strong>. Dr. M. Rasul Jan, Vice Chancellor,<br />
th<br />
<strong>University</strong> <strong>of</strong> <strong>Malakand</strong> while chairing the gathering at the occasion <strong>of</strong> 4 Vice Chancellor<br />
Literary Awards organized by the Literary Society <strong>of</strong> the <strong>University</strong> on October 26, <strong>2008</strong>.<br />
The event is regularly organized with the view to inculcate the spirit <strong>of</strong> competition and<br />
cooperation in the students in co-curricular activities. The theme <strong>of</strong> the whole show was the War<br />
Against Terrorism and its impact on Pakistan in general and the people <strong>of</strong> this province in<br />
particular. Students from various departments and the <strong>University</strong> Public School competed in<br />
Speech contest (Urdu and English), Drama, One-Man Show and Multimedia Presentation.<br />
The department <strong>of</strong> Management Studies was declared the best to score the highest in the overall<br />
competition and was given the champion trophy for the year.<br />
Degree Level Sports<br />
The degree level sports were organized for the session <strong>2008</strong>-<strong>2009</strong>. In these games, all the<br />
affiliated colleges <strong>of</strong> the <strong>University</strong> participated. The opening ceremony was held onOctober 28,<br />
<strong>2008</strong> on the main campus.<br />
After the successful completion <strong>of</strong> the sports, a grand ceremony was held in which all the sports<br />
<strong>of</strong>ficials from the colleges had been invited. Medals, certificates and trophies were distributed<br />
among the distincitive position holders by the honorable Vice Chancellor <strong>of</strong> the <strong>University</strong> <strong>of</strong><br />
<strong>Malakand</strong> Pr<strong>of</strong>. Dr. M. Rasul Jan. The Camphion trophy was given to <strong>University</strong> <strong>of</strong> <strong>Malakand</strong><br />
for having scored the highest points for the year.<br />
Further, volley ball was won by GDC Timergara, Basketball by GDC Upper Dir, and Cricket by<br />
GDC Daggar while Badminton, Table Tennis, Hockey and Football were won by <strong>University</strong> <strong>of</strong><br />
<strong>Malakand</strong>.<br />

Inauguration <strong>of</strong> New Car Park<br />
The Vice Chancellor <strong>of</strong> <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> inaugurated the new car park for all <strong>of</strong>ficial and<br />
private vehicles on the main campus on Dec 01, <strong>2008</strong>. The space is allocated and designed on<br />
modern lines and due care has been taken to facilitate the guests. This step has been taken in<br />
continuation <strong>of</strong> the VC's efforts to renovate the campus. At the occasion, Engineer Ishaq Khan<br />
briefed him with regard to the distribution <strong>of</strong> the space and the amount incurred therein. The<br />
VC expressed his satisfaction and instructed Administrative Officer Mr. Dost Muhammad<br />
to further enhance the capacity <strong>of</strong> the car park in collaboration with Works Department.<br />

The 12 Meeting <strong>of</strong> Syndicate, <strong>University</strong> <strong>of</strong> <strong>Malakand</strong><br />

The 12 syndicate meeting <strong>of</strong> <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> was held on Chakdara campus on Nov 03,<br />
<strong>2008</strong>. The meeting was chaired by the Vice Chancellor Pr<strong>of</strong>. Dr. M. Rasul Jan. The meeting was<br />
attended by Pr<strong>of</strong>. Dr. Ihsan Ali, Vice Chancellor, Hazara <strong>University</strong>, Mr. Ajmal Khan,VC, Islamia<br />
College <strong>University</strong>, Pr<strong>of</strong>. Dr. Hafiz Abdul Ghafoor, Department <strong>of</strong> Seerat Studies, <strong>University</strong> <strong>of</strong><br />
Peshawar, Mr. Bacha Muhammad Principal, G.D.C Thana, Nusrat Begum Principal, G.G.D.C Dargai,<br />

In the meeting, decisions were taken with regard to appointment <strong>of</strong> more than ten PhD doctors in<br />
various disciplines and approval <strong>of</strong> the statutes for the UPS on both the campuses at Chakdara and<br />
Sheringal.<br />
The syndicate also decided in principle to rename <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> Sheringal campus as<br />
Mohtarma Benazir Bhutto Shaheed campus. It was pointed out that the federal government has<br />
approved 35 million rupees for the up gradation <strong>of</strong> the campus. According to sources, the campus<br />
needs an influx <strong>of</strong> about 350 million rupees for up gradation and the <strong>University</strong> authorities are<br />
working on the developmental plan for the purpose, which shall be submitted soon to the federal<br />
government.<br />
According to media sources, the Vice Chancellor <strong>of</strong> the <strong>University</strong> has expressed his determination to<br />
make the <strong>University</strong> par excellence. He has said that in the current academic year the number <strong>of</strong> PhD<br />
scholars shall be increased up to 80. With regard to the Sheringal campus, he expressed his hope that<br />
the government shall extend its support for the up gradation process, which shall benefit the country<br />
in general and the people <strong>of</strong> the area in particular.<br />

A seminar was organised by the department <strong>of</strong> Sociology in collaboration with Expanded Program<br />
for Immunization (EPI) with the aim to create awareness regarding the disease on the occasion <strong>of</strong><br />
countrywide Polio vaccination campaign on Nov 21, <strong>2008</strong>. It was attended by students and faculty<br />
members. The participants also included Chairman, Sociology department Mr. Arab Naz and<br />
delegates from the Health Department, N-W.F.P. The chief guest at the occasion was Pr<strong>of</strong>. Dr. M.<br />
Rasul Jan, Vice Chancellor, <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> while the health sector was represented by Dr.<br />
Mahboob Khan, National Pr<strong>of</strong>essional Officer.<br />
The participants were briefed by Dr. Mahboob Khan, who delivered an enlightening lecture on the<br />
signs, symptoms, treatment and the preventive measures that could be taken to combat the disease.<br />
He impressed upon the students to come to the fore and play their role to educate the masses about the<br />
vaccination process. “It is we who are to counter the propaganda launched against the vaccination”,<br />
he said.<br />
At the end, the VC appreciated the efforts <strong>of</strong> the organisers and stressed such events to be the regular<br />
features <strong>of</strong> the university life. He extended his support for holding such seminars and termed them to<br />
be <strong>of</strong> great significance in educating the youth to address social issues and counter social problems.<br />
“Our nation has suffered due to the deadly Polio and it is high time for us to take arms against this fatal<br />
disease in the best interest <strong>of</strong> our future”, he further added.<br />
Seminar on World's AIDS Day<br />
“The world is faced with the menace <strong>of</strong> AIDS and it is our duty to create awareness among the masses<br />
especially the students to avert the disease. We need to be vigilant and must reconsider our life habits<br />
for better future. Unlike the developed countries, we are faced with the threat <strong>of</strong> Hepatitis and we<br />
must focus our attention on that threat too”. This was stated by chief guest VC Pr<strong>of</strong>. Dr. M. Rasul Jan<br />
during a One-Day Seminar on Awareness About AIDS held at the <strong>University</strong> on the occasion <strong>of</strong><br />
World's AIDS Day <strong>2008</strong>. The seminar had been organised by the department <strong>of</strong> Pharmacy in<br />
collaboration with the department <strong>of</strong> Biotechnology. Earlier, Pr<strong>of</strong>. Niaz Ali, Department <strong>of</strong><br />
Pharmacy gave a Multimedia presentation to the participants about the causes, symptoms, treatment<br />
and mode <strong>of</strong> transmission <strong>of</strong> the disease.<br />

Attack on <strong>Malakand</strong> <strong>University</strong><br />
The <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> was attacked by armed<br />
militants on Wednesday, March 18, <strong>2009</strong> at 3 AM. But the<br />
attempt failed to keep away the students from studies. The<br />
faculty and administration showed equal determination to<br />
continue with their duties. During the attack, four cops and<br />
one <strong>University</strong> security <strong>of</strong>ficial were killed while three<br />
others sustained injuries in a gunfight with the militants<br />
on the campus.<br />
According to the details, some 40 armed militants arrived at the university main entrance and opened<br />
fire on Khaliq Dad (security guard) for <strong>of</strong>fering resistence, who later on died in hospital. After<br />
receiving information, a police party <strong>of</strong> Ouch Police Station headed by ASI Azizullah rushed to the<br />
site but the militants fired a rocket at their van, killing three cops on the spot including the ASI.<br />
Meanwhile, the militants escaped from the scene in two university Hiace Vans. The university vans<br />
were later on recovered from the militants through the commissioner <strong>Malakand</strong> Syed Muhammad<br />
Javed.<br />
Subsequently, in an interview, the Vice Chancellor <strong>of</strong> the <strong>University</strong> Pr<strong>of</strong>. Dr. M. Rasul Jan revealed,<br />
“Let me make it crystal clear that the attack has not broken our resolve to continue the process <strong>of</strong><br />
eduation here”. He further added, “The morale <strong>of</strong> our students is high despite the attack and they<br />
have been attending their classes as before”.<br />
Organization <strong>of</strong> Students' Societies<br />
In pursuance <strong>of</strong> providing the students opportunities to explore their hidden potential in co-curricular<br />
activities, the <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> formally organised the students' societies. All these societies shall<br />
operate under the <strong>of</strong>fice <strong>of</strong> the Deputy Director Societies Mr. Hidayat Ullah. In this regard, the faculty has<br />
been actively engaged to streamline different events. The societies include Islamic Cultural Society,<br />
Literary Society, Blood Donors Society, Sports society and Adventure / Hiking Club.<br />
Military operation and campus at Peshawar<br />
The <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> was lying at the heart <strong>of</strong> the area <strong>of</strong> insurgency and the subsequent military<br />
operation in the region. But despite threats and an attack by armed militants in March, the <strong>University</strong> was<br />
not closed for a single day. However, when the military operation started and a 500 hours long curfew was<br />
imposed in the area, the Government asked the residents <strong>of</strong> the area to vacate. It was only then that the<br />
academic activities on Campus were suspended in the best interest <strong>of</strong> the students’ security. However,<br />
every effort was made to provide services to students in various capacities. After careful deliberations, it<br />
was decided to open a sub campus at Islamia College Peshawar <strong>University</strong>. The <strong>University</strong> owes much to<br />
the administration <strong>of</strong> ICPU for extending possible support in this regard. Later on, as soon as the military<br />
operation became less intense, the <strong>University</strong> was reopened to students on August 03, <strong>2009</strong>. However, it is<br />
important to note that the faculty and administration resumed their duties on July 15, <strong>2009</strong>. While in<br />
Peshawar, the Vice Chancellor Pr<strong>of</strong>. Dr. M. Rasul Jan and his team facilitated the students in getting their<br />

Football Championship<br />
The football team <strong>of</strong> the <strong>University</strong> grabbed first position<br />
in National Football Championship organized by LUMS,<br />
Lahore in April, <strong>2009</strong>. In the event, 14 universities from<br />
across the country participated. The team <strong>of</strong> <strong>University</strong> <strong>of</strong><br />
<strong>Malakand</strong> won the semifinal from <strong>University</strong> <strong>of</strong> Peshawar<br />
1-0 to reach to the final. In the final, <strong>University</strong> <strong>of</strong><br />
<strong>Malakand</strong> won convincingly by 3-0 from the Pr<strong>of</strong>essional<br />
Academy <strong>of</strong> Commerce (PAC), Lahore. Mr. Badshah<br />
Hussain was awarded Man <strong>of</strong> the Match trophy while Mr.<br />
Ismail was declared as Man <strong>of</strong> the Tournament.<br />
Aman Rally<br />
An Aman Rally on the occasion <strong>of</strong> Independence Day <strong>2009</strong> was held in <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> in which<br />
a huge number <strong>of</strong> students, staff and faculty members participated.<br />
At the occasion, various banners and posters were displayed at different points to mark importance <strong>of</strong><br />
peace and education. The participants carried placards with slogans exhorting the nation to join hands in<br />
hands and be one to face the challenges both at national and international fronts.<br />
<strong>University</strong> <strong>of</strong> <strong>Malakand</strong> Holds Meeting <strong>of</strong> Academic Council<br />
“The <strong>University</strong> <strong>of</strong> <strong>Malakand</strong> is striving to achieve excellence in the field <strong>of</strong> education. It has not only formally<br />
constituted the statuary bodies but has also held their meetings to further the cause <strong>of</strong> education. In this regard,<br />
MS/M.Phil/PhD classes have commenced and the BS 4-Year Program in semester system has been implemented<br />

while chairing meeting <strong>of</strong> the Academic Council held at HEC Regional Centre, Peshawar on August<br />
03, <strong>2009</strong>. The members <strong>of</strong> the council included Pr<strong>of</strong>. Dr. Muhammad Irfan <strong>of</strong> Institute <strong>of</strong> Chemical<br />

The council gave its recommendations with regard to the approval <strong>of</strong> different Undergraduate and<br />
Postgraduate courses taught at the <strong>University</strong> and for affiliated colleges as well. The council also<br />
approved the Bye-Laws for MS/MPhil/PhD programs and appointment <strong>of</strong> members <strong>of</strong> Advanced<br />

on August 18, <strong>2009</strong> in which 154.592 million deficit budget for the current year, M.Phil/PhD rules<br />
and courses, Semester system for BS 4-Year Program and UAA & Adhoc Relief Allowance were<br />
approved.<br />

In the meeting, decision was taken with regard to Unattractive Area Allowance as per the notification<br />
issued by Finance Department, Govt. <strong>of</strong> N-W.F.P. In this regard, an increase <strong>of</strong> Rs. 1000 (for BPS 1-<br />
15), Rs. 1500 (for BPS 16) and Rs. 2000 (for BPS 17 and above) was approved. Further, the forum<br />
also approved 20% increase (for BPS 1-16) and 15% (for BPS 17 and above) as Adhoc Relief<br />
Allowance. The members congratulated the Vice Chancellor for re-opening <strong>of</strong> the <strong>University</strong> despite<br />
hardships and crisis in the area.<br />
At the occasion, Pr<strong>of</strong>. Dr. M. Rasul Jan briefed the participants about the ongoing projects in the<br />
university and reiterated his resolve to bring the university at par with other quality institutions<br />
despite the fact that the <strong>University</strong> has suffered tremendously due to the prevailing law and order<br />
situation in the area. He also expressed optimism to get support from both federal and provincial<br />
governments to meet the financial crisis and budget deficit arising out <strong>of</strong> government policy to<br />
exempt the students <strong>of</strong> different areas <strong>of</strong> <strong>Malakand</strong> division from fee.<br />
