Incoming <strong>Club</strong> Leadership Team fine tunes<br />
2013-2014 program in planning session<br />
PE Carlo Rufino and his team <strong>of</strong><br />
directors, <strong>of</strong>ficers, and advisors put their<br />
heads together to finalize their plans for<br />
their year <strong>of</strong> service in a meeting at the<br />
MRCFI boardroom on 11 th May.<br />
Present were: PE Carlo Rufino, PN<br />
Reggie Nolido, Sec. David Ackerman,<br />
Chito Cantada, Ferdie Ordoveza and<br />
Oliver Segovia, directors; Asst. Treasurer<br />
Chris Ferareza and PDG Sid Garcia,<br />
PDG Tony Quila, and IPP Rene Limjoco,<br />
advisers.<br />
Among the topics discussed were<br />
strategies on membership recruitment and<br />
retention, the revival <strong>of</strong> a community service<br />
award, and support for <strong>Rotary</strong> Homes and<br />
<strong>of</strong> public-private partnership programs<br />
with the Department <strong>of</strong> Education.<br />
There are also plans to support the<br />
government’s anti-corruption drive, put<br />
in place a new round <strong>of</strong> TB Eradication<br />
modules, and step up the <strong>Club</strong>’s public<br />
image program. They also exchanged ideas<br />
on possible ways to raise much-needed<br />
funds for club administration.<br />
With July just around the bend, plans<br />
for the 48 th induction ball were on the<br />
agenda. Aside from the formal ball in<br />
the evening <strong>of</strong> 12 July, there will be a<br />
welcome lunch for Brother and Sister<br />
<strong>Club</strong> delegations on the same day, when<br />
matched-club agreements will be inked.<br />
The other members <strong>of</strong> the incoming<br />
board are Jun Jun Dayrit, treasurer;<br />
and Mike Escaler, Philip Soliven, Mike<br />
Varela, and Eddie Yap, directors.<br />
The <strong>Club</strong> team for 2013-2014 will<br />
be sworn in twice—the first time during<br />
the mass induction <strong>of</strong><br />
D-3830 club <strong>of</strong>ficers<br />
on 8th June at Brent<br />
International School<br />

On the day after the election, PP Ric<br />
Librea gave thanks to God for a “generally<br />
peaceful and honest Halalan 2013,” asking<br />
the Lord to “bless the winners, that they<br />
may live up to their commitment to<br />
serve the people; the losers, that they will<br />
accept the mandate <strong>of</strong> the voting public<br />
gracefully; and our country, that we can<br />
now move forward to ensure the welfare<br />
<strong>of</strong> our people.”<br />
<strong>Club</strong> Functions and Committee<br />
Announcements. PE Carlo Rufino thanked<br />
Treas. JunJun Dayrit for attending the<br />
Distas and announced the arrival <strong>of</strong> a fresh<br />
batch <strong>of</strong> BATS books, samples <strong>of</strong> which<br />
are displayed at the RCM <strong>of</strong>fice. The new<br />
arrivals, however, are high school books,<br />
not our preferred elementary school books.<br />
The <strong>Club</strong> does not charge anything but<br />
requests a donation <strong>of</strong> P10 per big book (P5<br />
for small ones). Those who wish to donate<br />
books to a school may go to the club <strong>of</strong>fice,<br />
look at the samples, choose the books you<br />
fancy, and fill out a request form.<br />

Just a week after the senatorial<br />
elections and a good three years before the<br />
presidential elections, the <strong>Club</strong>, exhibiting a<br />
forward-looking mind, had a guest speaker<br />
talking on preparations for 2016. Mr. Nelson<br />
Celis, chair <strong>of</strong> the Philippine Computer<br />
Society Foundation and the man credited<br />
for the Philippines’ smooth transition to<br />
Y2K at the turn <strong>of</strong> the millennium, gave<br />
the <strong>Club</strong> a rundown <strong>of</strong> the action plans<br />
recommended by his group, Automated<br />
Election Watch (AES Watch), for 2016, based<br />
on their experience in and observations <strong>of</strong><br />
the two automated elections.<br />
Points: The Automated Election Law<br />
(R.A. 9369) requires that the source code<br />
be certified and reviewed three months<br />
before the election, to check for bugs or<br />
“backdoors” that can be used by hackers to<br />
sabotage the election results. The source<br />
code for the 2013 election was delivered<br />
a few days before the election, leaving no<br />
time for a proper review by the stakeholders.<br />
In the 2016 election, the source code should<br />
be certified by January 2016. . . The compact<br />
flash cards (CF cards) used should not be<br />
rewritable and all data should be stored<br />
in a medium that cannot be<br />
erased. . . The PCOS machine’s<br />
fake ballot detection feature<br />
or ultraviolet detector should<br />
be enabled, but this was not<br />
done in 2010 nor in 2013. .<br />
. There should be a facility<br />
for verifying one’s vote, a<br />
small piece <strong>of</strong> paper, like an<br />
ATM machine receipt, that<br />
confirms that a person has<br />
voted for given candidates.<br />
. . The accuracy level <strong>of</strong> the<br />
system should be 99.95%. .<br />
. There is a need to cleanse<br />
Comelec’s database to rid it <strong>of</strong><br />
double registrants and ensure<br />
its consistency and integrity. . .<br />
There is a pending case in the USA between<br />
Smartmatic and Dominion regarding<br />
s<strong>of</strong>tware licenses that is not likely to be<br />
settled in the next few months. This means<br />
that the system we’re using is not licensed<br />
but pirated. Before 2016 all legal contracts<br />
between vendors should be reviewed.<br />
The election law stipulates that the<br />
source code should be the same in all<br />
PCOS machines. The machines should be<br />
validated together with the source code. . .<br />
Another stipulation <strong>of</strong> R.A. 9369 is that every<br />
certificate <strong>of</strong> canvass (COC) transmitted<br />
should be digitally signed to be considered<br />
an <strong>of</strong>ficial election result that can be used<br />
for canvassing and as basis for proclaiming<br />
winning candidates.<br />
According to Mr. Celis, there have been<br />
no digital signatures, though Comelec says<br />
the PCOS does have digital signatures but<br />
are different from the digital signatures <strong>of</strong><br />
the board <strong>of</strong> election inspectors and the<br />
board <strong>of</strong> canvassers. He clarified that the<br />
digital signature represents the identity <strong>of</strong><br />
the person, not <strong>of</strong> the machine.<br />
AES says that Comelec needs to<br />
undertake “real project management,”<br />
documentation <strong>of</strong> all systems, and<br />
thorough testing <strong>of</strong> both hardware and<br />
s<strong>of</strong>tware and ensure that there is full<br />
compliance with the law. The organization<br />
also advocates for the participation <strong>of</strong> the<br />
private sector, particularly on the audit<br />
side because though the law tasks the<br />
DOST to authenticate systems, hardware<br />
and s<strong>of</strong>tware, it also says that it may tap<br />
pr<strong>of</strong>essionals to do this. Finally, AES is asking<br />
Comelec to consider using indigenous<br />
systems, that is, developed by Filipinos, like<br />
those developed by UP, Gus Lagman, and La<br />
Salle students.<br />
He concluded his talk with a rhetorical<br />
question: “Why give the power over<br />
(Philippine) elections to Venezuelans when<br />
Filipinos can do it”
