GUIDELINES FOR APPLYING FOR / ALLOTMENT OF STATE QUOTA
SEATS FOR VARIOUS DIPLOMA/DEGREE /LATERAL ENTRY AND
POST GRADUATE COURSES FOR 2013-14
The Human Resource Development Department, Government of Sikkim
selects and nominates students for Diploma /Degree / Lateral Entry and
Post Graduate Courses, against reserved State quota seats under North
Eastern Council, Central Pool and Sikkim Manipal University and in various
institutions inside and outside the State. Nominations against the State
Quota Seats will be made strictly in accordance with the merit list drawn up
on the basis of the qualifying examination and as per the existing
reservation policy of the State Government as notified vide Notification
No.GOS/19/2009/SCH/HRDD/108 DATED 29TH June 2009. Locals will be
given first preference / choice in the selection of seat / institution.
A. Eligibility Conditions:
1.
For Diploma Seats : Candidates must have passed Class X during 2011
/ 2012 or 2013 but the first preference will be given to the 2013 batch
followed by 2012 and finally to the 2011 batch .
2. For Degree Seats ; Candidates must have passed Class XII during
2011 / 2012 or 2013 but the first preference will be given to the 2013 batch
followed by 2012 and finally to the 2011 batch
3. For Post Graduate Seats: The candidates must have graduation
certificate and mark sheet of BA / B.Sc/ B.com etc ,preference will be given
to the 2013 batch followed by 2012 and finally to the 2011 batch
4. For B. Tech Lateral Entry Seats ; Candidates must have passed Diploma
in Engg during 2011 / 2012 or 2013 but the first preference will be given to
the 2013 batch followed by 2012 and finally to the 2011 batch
The allocation of the state quota seats will be on the basis of the merit
which will be decided after fulfillment of the eligibility conditions prescribed
by the concerned college/institutions.

Candidates who have passed their 10+2 examinations in 2011 and 2012
and those who have appeared for the 10+2 Exams in 2013 are eligible to
apply ,but while drawing up the merit list the students of 2013 will be given
preference over those of earlier years and the students of 2012 will get
preference over those of 2011. (Students who have passed 10+2
examination in 2010 or earlier are NOT eligible to appear for counselling in
2013-14 session for state quota seats).
Those candidates who have already availed any State quota seats are
debarred from availing any other state quota seats .
A candidate applying for seats under “Local” Category must have
Sikkim Subject Certificate or Certificate of Identification in his/her own
name or in the name of his/her Father. Certificates in the name of the
Mother will not be accepted. COI issued under category 5 of the
Notification No. 66/Home/95 dated 22 nd November 1995 read with
amendment Notification No.57/Home/96 dated 27 th September 1996 will
not be considered for inclusion under “local” category as it is only for
purpose of employment and not for any other purposes.
Candidate applying under the “Others” Category must have the
Trade License in the name of his/her Father (not Mother) or a Service
Certificate duly signed by the Head of the Department or Public
Sector Undertaking (PSU) stating that the candidate’s Father/Mother
is in the regular government service of the State Government of
Sikkim or any PSU of the Government of Sikkim. Candidates with
Sikkim Subject Certificate/COI of mother shall be categorized as
“Others”.
B. Instructions to Candidates:
The instruction as to how one can fill in the e-form has been reflected in
the instruction box in the service category ,which is on the top right hand
side of the web page.
C. If a candidate wishes to apply for more than one course/ discipline then
he/she will have to fill in different e forms of his/her choice with different
BR No from the State Bank of Sikkim.
D. Once the students have completed their e registration process, they will
further be required to enter the marks of the qualifying exams once they
receive the results from the board / institutes /Universities .

G. The State Seats offered by the Sikkim University for Post
Graduate and Integrated Course will be advertised on the
first week of May, 2013.
NOTE:
The candidates are required to attend counseling whenever
scheduled. The Counselling dates, venue and time for various
courses will be published in local papers, notice boards of HRDD and
also posted in the website: www.sikkim.nic.in/scholarship.
To avail the State quota seats the minimum eligibility criteria and
guidelines for various courses for the academic year 2013-14 will be
posted in the website: www.sikkim.nic.in/scholarship. However, it must be
noted that although the State expects the same number of seats for
the ensuing 2013-14 session this cannot be confirmed until the actual
quota seats allocations are intimated to the State Government by the
Govt. of India, NEC, other concerned authorities/Institutions.
Candidates who do not attend the counselling cannot be considered
for nomination against State quota seats and request for change of
course one a canidate avails the state quota seat will not be
entertained at any point of time
Candidates have to produce all the required ORIGINAL documents
along with the copy of the registered e-form during the counselling

date, which will be notified later . In case a candidate does not
produce the required ORIGINAL documents during the counselling
then he /she will not be eligible for the State quota Seats . The
attested photocopies of the required documents will not be
accepted .

Further it is mandatory for the Others Category to also produce one
of the following ORIGINAL documents during the counselling-
I. latest renewed Trade License 0f 2012-13 in the name of his/her
Father (not Mother)
II. A Service Certificate duly signed by the Head of the Department
or Public Sector Undertaking (PSU) stating that the candidate’s
Father/Mother is in the regular government service of the State
Government of Sikkim or any PSU of the Government of Sikkim
III. Sikkim Subject Certificate/COI of the candidates mother.
