Message
to the Membership
RSI Message to the Membership
RSI Chairman
Marshall G. Beck
– New York Air
Brake
Dear RSI members and
friends,
Our membership struggled
through an extremely difficult
economy during 2009,
while at the same time
investing in new technologies
which show great
promise in the future. Legislative
rail issues including
Responsible Regulation,
High Speed Rail, Positive
Train Control, and others
have become hot topics in
America at all levels of government.
The Railway Supply
Institute plays an important
role at the federal and
state level supporting our
members as these topics are
debated and funded –
whether it is moving goods
or moving people.
I am privileged to be
Chairman of the RSI Governing
Board this year and
gratified to see the organization
continue to mature,
grow, and better serve its
membership.
An important aspect of
RSI’s charter is to represent
our industry in Washington,
D.C. We have a staff with
more than 30 years experience
in Washington and
contacts inside the Beltway
to prove it. We are also
fortunate to have former
Congressman Bob Clement
(D-Tenn.) on our team. Bob
served for eight years on
the House Transportation
and Infrastructure Committee
and has close ties to the
House leadership. Those
connections enabled us to
meet with senior members
of Congress and senior
members of the Administration.
I was fortunate to be
included in a meeting with
DOT Secretary Ray LaHood
where we delivered our RSI
message on the needs of
the railway supply industry.
RSI’s Global Railway Tech
2009, with more than 1,200
railroaders and suppliers
attending the Coordinated
Mechanical Association
technical sessions and the
RSI trade show, was the
most successful “off year”
ever, and the busiest, most
productive trade show floor
I can remember. Now let’s
look ahead to Railway
Interchange 2011, when the
RSSI and REMSA trade associations
will join with RSI in
Minneapolis Sept. 18-21,
2011. This show will be the
largest U.S. freight railway
supply trade show in our
history, with indoor exhibits
at the Minneapolis Convention
Center and outdoor
exhibits at CP’s Humboldt
Yard. At the same time,
AREMA and CMA will hold
technical conferences in the
convention center.
An important part of the
RSI charter is maintaining
and servicing our project
committees. Whether it’s
the ARCI, the Tank Car
Committee, or the new
Washington Affairs Committee,
all RSI members
have access to technical
committees that represent
our mutual interests.
Early in 2009, the RSI
Board hired a marketing
firm to survey the membership
and develop a new
website and logo. We confirmed
that RSI members
place high value on access
to customers, project committees,
and our Washington
lobbying efforts. Armed
with this information, we
unveiled our new logo and
new website at the September
annual meeting.
The new logo’s triangle
represents the three major
segments of our industry:
C&S, MOW, and mechanical.
The tag line Support;
Connection; Advocacy
reminds us of our mission:
support our members and
our customers; connection
to our customers and to
each other; advocacy on
behalf of our industry. The
new webpage will be the
focal point of our communications;
I urge you to visit
www.railway supply.org.
This 2009 annual report
recounts some of the activities
RSI undertook on your
behalf last year, as well as a
membership directory listing
all RSI members. Without
your support, RSI would
not be as effective as it is. I
thank you for that support
and trust.
My thanks to Tom Simpson,
Nicole Brewin, Robyn
Leach, and Amanda Patrick
for their energetic work
and commitment at RSI. A
special thanks to my fellow
members of the RSI Governing
Board. Their input and
support this past year is
very much appreciated.
Sincerely,
Marshall G. Beck

2009 RSI Committees
RSI Committees
PROVIDING A VOICE FOR SUPPLIERS
RSI’s goals are accomplished through
the work of its committees, which serve
the RSI membership in a variety of
areas. Our committees encompass the
many facets of the industry and provide
members with an opportunity to get
involved by supporting and advancing
railway supply industry goals in both
the public and private sector. On average,
our committees meet quarterly
either in person or via teleconference.
Some RSI committees are restricted to
companies that manufacture certain
products. To join a committee, call or
email us at (202) 347-4664 or rsi@railwaysupply.org.
AMERICAN RAILWAY CAR
INSTITUTE COMMITTEE
Chair: Martin Graham, Trinity Rail
Group, LLC
The American Railway Car Institute
(ARCI) has represented the North American
freight car building industry for
over 75 years. Membership is comprised
of major North American freight car
manufacturers.
Each quarter, ARCI prepares and distributes
statistics on freight car orders,
deliveries, and backlogs by car type.
ARCI was organized as an association
separate from RSI; however, since mid-
1994 it has functioned as a committee
of RSI and has been administered by RSI
staff.
ARCI has three major roles:
To work in coordination with the
Association of American Railroads on
freight car design standards.
To tabulate and report North American
freight car orders, deliveries, and
backlogs.
To represent the specific interests of
railcar builders in federal legislative and
regulatory matters.
ARCI’s Engineering and Design Subcommittee
meets several times a year to
address design and safety issues of
freight car.
Working with the AAR and TTCI, the

7
2009 RSI Annual Report
committee helps to fund freight car fatigue
tests of coal cars and well cars that have been
completed.
Equipment leasing companies, component
manufacturers, and others can become affiliate
members of the committees.
As members they receive the quarterly statistics
and participate in the Engineering and
Design Subcommittee activities.
EQUIPMENT LEASING COMMITTEE
Chair: Dave Edwards, President,
Macquarie Rail Inc.
Comprised of representatives from several
prominent freight car leasing companies,
responsibilities include evaluating key regulatory
and public policy issues affecting the
freight car leasing industry and to guide RSI
policy development in this area.

8
2009 RSI Committees
QUALITY ASSURANCE COMMITTEE
Chair: Ray Morgan, GATX Rail Corporation
The Quality Assurance Committee (QAC) is
an advocate for quality and continuous
improvement in the performance and safety
of the rail supply industry’s products and services.
The QAC works closely with railroad
quality assurance professionals to ensure that
member companies receive the information
they need to implement superior quality programs
and meet the challenges for today’s
marketplace. In addition, this committee
cosponsors, with the AAR, an Quality Assurance
Conference where RSI members can
learn the latest quality of techniques from
professionals in and out of the railroad industry,
as well as have an opportunity to review
current railroad quality procedures.
STANDARD COUPLER MANUFACTURERS
COMMITTEE
Chair: Patrick S. Wallace, Trinity Rail Group
This committee promotes Association of the
American Railroads (AAR) standard coupler
technology worldwide and meets periodically
to discuss the technical matters affecting its
use.
The committee also works with the rail
industry to develop coupler standards that
reflect the latest in technology and foundry
practices. This committee is restricted to companies
that produce standard AAR couplers.
Both the Quality Assurance
Committee and the Standard
Coupler Manufacturers Committee
offer guidance for
improvements beneficial to
both freight and passenger
rail equipment.

2009 RSI Annual Report
STATE TAXATION COMMITTEE
Chair: Don Keplinger, Union Tank
Car Company
The State Taxation Committee, which is comprised
of companies that own and lease railroad
freight cars, monitors and acts on state
legislative and regulatory issues that affect
the taxation of privately owned freight cars.

10
2009 RSI Committees
TANK CAR COMMITTEE
Chair: William Constantino,
Union Tank
Car Company
The RSI Committee on Tank
Cars is comprised of companies
that design and manufacture
railroad tank cars operating in
this country and/or own, manage,
and lease approximately
70% of the nation’s tank car
fleet. The committee regularly
reviews tank car requirements
through its membership on the
AAR Tank Car Committee and
remains at the forefront of the
latest research to improve tank
car safety. This committee represents
the tank car industry in
federal, legislative, and regulatory
matters. In addition, it
jointly sponsors with AAR, the
RSI/AAR Tank Car Safety
Research Project. Membership
on this committee is restricted
to companies engaged in the
manufacture, ownership, or
leasing of railroad tank cars.
WASHINGTON AFFAIRS
COMMITTEE
Co-Chair: John Paljug, Safetran
Systems Corporation
Co-Chair: Thomas J.
Gillespie, Jr., ALSTOM
Transportation, Inc.
Open to all members, but
with an emphasis on member
companies in the Communication
& Signaling, MOW and
Passenger industries. This committee
and its working groups
represent these segments of
the industry in Washington,
DC. Legislative issues of interest
include: supporting the Section
130 highway-rail grade
crossing program; supporting
railroads in securing tax incentives
to increase capacity,
securing federal investment for
Positive Train Control and High
Speed Rail, supporting
Amtrak’s legislative goals, supporting
the Class I railroads
efforts opposed to reregulation
and lobbying against bigger
trucks. In addition, the
committee works very closely
with Operation Lifesaver to
reduce the deaths and injuries
at highway-rail grade crossings
and along railroad rights-ofway
through education programs
for the public.
This committee was formed
when the Maintenance of Way,
Grade Crossing Safety, Train
Control and Passenger committees
were combined in 2009.

Tank Car Activities
11
Hazardous commodities are a
necessity in providing the valuable
goods and services
demanded by our society.
And there is no safer way to
transport these materials than
by rail tank cars. More than
99.99% of hazardous commodities
shipped in tank cars
arrive at their destination
without an incident. The
record is clear that this mode
of transportation out performs
all others, and it is because of
the strong commitment to
safety by the RSI Committee
on Tank Cars and rail tank car
industry.
The RSICTC has long been
proactive in working with the
AAR and government regulatory
agencies to continually
develop safer and more secure
tank cars. Since 1970, the
RSICTC has partnered with the
AAR to fund the Railroad Tank
Car Safety and Research Project,
this project collects data
on tank cars that have been
damaged in derailments and
uses the information to incorporate
designs that enhance
tank car safety.
The Committee also funds
research projects that are
directed toward tank car performance
improvements. This
research is often done in conjunction
with the Department
of Transportation, Transport
Canada and, more recently,
with the Department of
Homeland Security. In addition,
the RSI Committee on
Tank Cars has spent more than
$21 million on data collection
and research, donated equipment
for research testing, and
provided countless hours of
time in participating on industry
committees. This has been
a major commitment, but one
that has resulted in a safer and
more secure tank car to carry
hazardous commodities.
The RSICTC recently joined
with the rail tank car community
to launch the Advanced
Tank Car Collaborative
Research Program. This initiative
will define the next generation
tank car to carry ultrahazardous
materials, addressing
both safety and security
enhancements. Other members
of this collaborative
effort include the AAR, Chlorine
Institute, Fertilizer Institute,
American Chemistry
Council, Department of Transportation,
Department of
Homeland Security and Transport
Canada. The Committee
also participates in visits to
Capitol Hill to educate legislators
on issues that involve the
tank car industry.
The RSICTC continues to
work closely with the AAR and
government agencies on
pending regulations and provided
input to the interim PIH
tank car rulemaking that was
released in 2009. The work of
the member companies of the
RSI Committee on Tank Cars,
in conjunction with the AAR,
government regulatory agencies
and chemical shippers has
been instrumental in achieving
the outstanding safety record
of the tank car industry.
RSI About Us
RSI About Us
The Railway Supply Institute
acts on behalf of more than 200
of the largest manufacturers
and suppliers to North American
freight and passenger railroads,
and their 150,000
employees. The RSI connects
members to their customers and
partners, supports the improvement
of the industry, assists
members in the global marketplace,
and represents the industry
during the regulatory and
legislative process.
Connection
Railway suppliers are connected
and strengthened by
RSI.
RSI members meet and do business
with freight and passenger
railroads and other suppliers at
annual conferences, tradeshows
and industry events. We are the
center of the industry network,
helping to make contacts for
our members with key players
in the companies that work in
the rail and rail supply industry.
Advocacy
RSI is your voice in Washington.
The RSI is a presence on Capitol
Hill and among the regulatory
agencies that write the rules for
the rail industry, continually
advocating safe, sensible, and
efficient solutions that work for
rail, suppliers, and the people
who depend on us to move
their goods.
Support
Support of railway suppliers
is important to the railroad
industry.
RSI organizes 7 project committees
on critical issues such as
safe transportation of hazardous
materials, passenger
transportation, and grade crossing
safety that meet to craft
solutions that support our membership’s
continuing efforts to
revolutionize the rail industry.

13
2009 RSI Annual Report
Conferences & Events
The success of RSI depends largely on the
involvement of its membership. RSI offers
opportunities throughout the year to provide
for its membership. Grassroots efforts, such
as Railroad Day on Capitol Hill, marketing
events such as Global Railway Tech, and giving
opportunities for our members to meet
with their customers as in the Amtrak CEO
meeting, help us to provide value to our
members. Below are just a few of the events
that RSI sponsored in 2009.
February 26, 2009:
Railroad Day on Capitol Hill
More than 25 RSI members attended Railroad
Day on Capitol Hill in 2009. They joined hundreds
of other railroad industry employees
on Capitol Hill to promote the rail industry
and legislative issues being considered in
Congress which will impact the rail and rail
supply industry. More than 250 meetings
were scheduled on Capitol Hill with representatives
from the House and Senate.
“It is a simple answer. The healthier and
more robust the railroad industry is, the
more business will be available to its suppliers,”
replied John Kieras, Director of Railroad
and Industry Relations at Union Tank Car
Company, when asked why suppliers should
attend Railroad Day. Certainly, there is great
momentum for rail on Capitol Hill this year
and Railroad Day was the perfect environment
for a discussion on our current transportation
policy and rail issues. Though “The
Hill” can seem like a formidable place full of
conflicting ideas, Congressional Representatives
are often happy to speak to constituents
in the rail industry.
Across the board, those who attended
Railroad Day were pleased with their meetings
and were fully prepared to discuss rail
issues in detail. Leo Ditewig, Chief Engineer
at Holland Company, shared his thoughts on
the meetings he attended. “In some cases the
Congress people wanted to know how many
jobs we provided to their constituents. We
discussed how important we are to the environment
(436 miles per gallon and 280 trucks
off the highway), re-regulation, and the
economy.”
March 12, 2009:
RSI Members Meet with Amtrak CEO
Twenty-five RSI members took advantage of
a Meet & Greet coordinated by RSI with
Amtrak President & CEO Joseph Boardman.
RSI members spent time with the Amtrak
President as Mr. Boardman as he discussed
Amtrak’s short- and long- term capital plan,
as well as the national passenger railroad’s
general plan for the economic $1.3 billion
stimulus money provided through the American
Recovery and Reinvestment Act of 2009.

14
2009 RSI Conferences
Sigler, Progress Rail
& MARTS.
April 22, 2009: RSI Meets with DOT
Secretary Ray LaHood
Members of the RSI Board met with Department
of Transportation (DOT) Secretary Ray
LaHood, urging him to keep railroads and
their suppliers free of new regulations that
prevent development of critical new transportation
infrastructure and technologies.
RSI Board Chairman Marshall Beck of New
York Air Brake led the contingent, joined by
Bob Hulick of Trinity Rail and Robert
Matthews of Tangent Rail. Dave Matsuda
from the DOT Transportation Policy office
and Karen Rae from the Federal Railroad
Administration also attended.
Mr. Beck emphasized that rail capacity
expansion depends on new technologies such
as Positive Train Control (PTC), safety programs
like the Section 130 highway rail grade
crossing program, and a robust railway supply
industry. Beck noted that railroads
already invest more of their revenues than
any other industry in new assets, turning
would-be profits into new jobs and better,
safer transportation, and that railway suppliers
are funding R&D programs to bring new
equipment and technology needed by railroads
to increase velocity and throughput.
Mr. LaHood asked the RSI members to
continue supporting development and
deployment of high speed rail. The Secretary
also expressed interest in a domestic passenger-car
manufacturing capacity and alternative
fuels for locomotives.
May 7, 2009:
Selling to America’s Railroads
In early 2009, Congress passed the American
Recovery and Reinvestment Act (ARRA). It
provided $9.3 billion for high speed and
intercity passenger rail, which included $1.3
billion for Amtrak and $8 billion for the
development of high speed rail. On May 7,
2009, RSI, in association with the OneRail
Coalition and Women in Government Relations,
held a symposium with government
and industry authorities regarding the availability
of stimulus money for rail. More than
100 people attended the discussion.
Attendees heard from several panels,
including decision makers within U.S. DOT.
Karen Rae, Deputy Administrator at
FRA, highlighted the Administration’s
dedication to implementing high
speed rail in America as well as the
importance of freight rail. Representatives
from the Class I Freight Panel
(NS, CSX, UP, and BNSF) discussed
their individual railroad’s passenger
principles, stimulus projects, nonstimulus
public-private partnership
projects, and corridors where they
might be engaged with high speed
rail. Stephen Gardner, Vice President,
Policy and Development for
Amtrak, gave an overview of
Amtrak’s goals. A panel weighed corridor
HSR programs in California, Virginia,
and the Northeast.
In October 2009, FRA Administrator
Joe Szabo announced that FRA
has received numerous applications
from states and groups of states for
the development of high-speed and
intercity passenger rail programs for
grant funding from ARRA. These include 45
applications from 24 states totaling approximately
$50 billion to advance high speed rail
corridor programs. FRA also received 214
applications from 34 states totaling $7 billion
for corridor planning and smaller projects.
FRA, citing the huge response, will announce
all awards this winter with a deadline of February
17, 2010.
oasted two great speakers, Mr. Timothy
Heilig, Vice President of Mechanical at Norfolk
Southern, and Magdy el-Sabaie, Director
of Research at the Federal Railroad Administration
(FRA).
Mr. Heilig emphasized “safety at the forefront
of any strategy we choose to adopt.”
Mr. Heilig spoke to a standing room-only
crowd to discuss NS’s business strategy during
the current economic downturn. Anticipating
a slow recovery, Mr. Heilig told the RSI-CMA
meeting “our focus needs to remain in the
strategic importance the rail industry has on
our country’s future transportation needs.”
He stressed the importance of working with
the public sector on public-private partnerships,
citing NS’s Heartland and Crescent Corridors.
Mr. Heilig outlined areas that the railroad
is moving to cut emission and fuel consumption
including the use of green locomotives,
ECP brakes, elimination of needless
engine idling, and replacement of older, less
fuel-efficient locomotives.
The railway supply and railroad industry
continue to face tough economic times
that have forced personnel cutbacks
and tough financial decisions. A Democratic
Administration and Congress have
set a busy pace for rail and transportation
issues such as high speed rail and
the reauthorization of the country’s surface
transportation bill. RSI and others
in the industry are poised to provide
the leadership necessary on rail issues
facing the Obama Administration and
the 111th Congress. In 2009, RSI leadership
met separately with the Secretary
of the Department of Transportation
Ray LaHood, as well as new FRA Administrator
Joseph Szabo, to give a brief on
the state of the industry and to discuss
current issues.
Due to the heightened interest in
High Speed Rail, RSI was invited to participate
in numerous FRA sponsored
events surrounding the deployment and
development of HSR in the U.S. and in
the crafting of a national rail plan as
mandated by the Passenger Rail Investment
and Improvement Act of 2008. In
July, RSI Chairman Marshall Beck participated
in a round table discussion sponsored
by House T&I Chairman Jim Oberstar
(D-Minn.) and House Railroad Subcommittee
Chairwoman Corrine Brown
(D-Fla.). The purpose of the discussion
was to focus upon the ability of the
domestic manufacturing base to
respond to HSR development projects.
RSI also continues to host its yearly CEO
meeting with Amtrak where RSI members
spent time with the Amtrak President
discussing the railroads short and
brings passenger and freight stakeholders
together to educate decision makers at the
federal, state, and local levels on the benefits
of rail transport, and to promote investment
in freight and passenger rail infrastructure.
Looking ahead to 2010, RSI envisions
another busy year where we plan to “pound
FIRST SESSION, 111th CONGRESS
RSI is the railway supplier voice in Washington,
D.C. and within the rail industry. Below
are current legislative issues that affect our
industry. With access to decision makers in
the United States Congress and the Obama
Administration, RSI works with regulatory
agencies, Congressional lawmakers, and staff
to promote rail supply industry interests. The
association works tirelessly to represent its
membership. We keep the Advocacy Section
Capacity Expansion Act of 2008, would provide
a 25% tax credit for investments in new

rail track, intermodal facilities, rail yards,
locomotives or other rail infrastructure
expansion projects. All businesses, including
railroads, ports, shippers, and trucking companies,
would be eligible for the credit.
Examples of qualifying capacity: Expanding
investments include adding new track to
existing right of ways; adding or extending
new sidings or spurs to existing right of ways;
constructing new intermodal or transload
facilities; and new technology-based expansion,
including signaling in dark territory.
New locomotives would qualify only if they
increased the total horsepower of a carrier’s
locomotive fleet. Finally, all freight rail infrastructure
capital expenditures would be eligible
for expensing treatment.
Short Line Tax Credit Extension
H.R. 1132 and S. 461 would extend the short
line tax credit through December 31, 2012.
Currently this credit creates an incentive for
short line railroads to invest in track rehabilitation
by providing a tax credit of 50 cents
for every dollar the railroad spends on track
improvements; however it was to expire on
December 31, 2009.
and Infrastructure Committee,listens
High Speed Rail
Earlier this year, Congress passed the American
Recovery and Reinvestment Act (ARRA) in
an effort to move our nation toward economic
recovery. ARRA provided $9.3 billion
for high speed and intercity passenger rail,
which included $1.3 billion for Amtrak and
$8 billion for the development of high speed
rail. Additional funds have been approved
by the House in their version of FY 2010 DOT
Appropriations with $4 billion designated for
high speed rail and $1.5 billion for Amtrak.
Finally, the House T & I Committee released
its version of a Surface Transportation Bill,
which would provide $50 billion over six
years for high speed rail corridors. This massive
infusion of capital money for high speed
rail provides the potential for revitalizing the
U.S. manufacturing sector if it is done in the
correct way.
FY2010 DOT Appropriations
RSI supports the following for Fiscal Year
2010 Department of Transportation Appropriation
Levels:
High Speed and Intercity Passenger Rail
(including $50 million for HSR R&D): $4.0 billion
Amtrak: $1.84 billion
Rail Safety Technology Grants (Would provide
Funding for PTC): $100 million
Rail Line Relocation: $40 million
National Infrastructure Investment Grants
(extension of TIGER Grants): $1.1 billion
MAJOR LEGISLATIVE INTERESTS,
SECOND SESSION,
111th CONGRESS
Surface Transportation Bill
(SAFETEA-LU Reauthorization)
The 2005 “Safe, Accountable, Flexible, Efficient
Transportation Equity Act-A Legacy for
Users” (SAFETEA-LU), approved by Congress
and signed by then President Bush in August
2005, authorized $286.5 billion in federal
investment for the highway, public transportation
and highway safety programs from
fiscal years (FY) 2004-09. The law expired on
September 30, 2009. The House and Senate
have so far passed two extensions of
SAFETEA-LU. The second was set to expire on
December 18, 2009.

Issues that fall under this larger bill:
■ Section 130 Highway-Rail Grade Crossing
Safety Program
■ Truck Sizes and Weight
Section 130 Highway-Rail Grade
Crossing Safety Program
Since 1973 Congress has provided dedicated
funding for states to implement safety
improvement projects at highway-rail grade
crossings. This funding has been a part of
every surface transportation act since 1973
and, at the urging of RSI, was continued in
SAFETEA-LU at $220 million per fiscal year.
The Chairman of the House T & I Committee,
Jim Oberstar (D-Minn.), has introduced
his version of SAFETEA-LU Reauthorization
titled, the Surface Transportation Authorization
Act of 2009. This bill would provide
$500 billion in total transportation funding,
with nearly $100 billion for public transportation
and $50 billion for high-speed rail.
Unfortunately, this bill terminates the Section
130 highway-rail grade crossing program
$220 million set aside over two years and
consolidates the funding and its authority
into the Highway Safety Improvement Program
thereby forcing it to compete with 21
other major highway safety programs for limited
federal safety dollars.
RSI has joined a coalition with groups such
as AAR, ASLRRA, Norfolk Southern, Union
Pacific, the Brotherhood of Railroad Signalmen,
and others to combat this change in the
Section 130 program by supporting H.R.
2125, the Surface Transportation Authorization
Act. H.R. 2125 would extend the longstanding
and successful Section 130 highway
rail grade crossing program and enhance project
prioritization requirements. Without a
budgetary set-aside like the Section 130 program,
grade crossing needs would fare poorly
in competition with more traditional highway
needs (such as highway construction and
maintenance. If incorporated in the next surface
transportation act (SAFETEA-LU reauthorization),
the provisions of H.R. 2125 would
crossing crashes and trespassing.
OLI enjoys broad support from
Congress, the Department of
Truck Size & Weights
Truck size and weight limits on
federal highways have been
frozen by Congress since 1991.
Under current law, trucks operating
on most of the U.S. Interstate
Highway System can have
a gross vehicle weight of no
more than 80,000 pounds.
Attempts to thaw the federal
freeze have been rejected by
Congress. The freight railroads
and the trucking industry
agreed to oppose changes
in federal law regarding truck
size and weight through September
2009, the period when
SAFETEA-LU was in effect.
Some within the trucking
industry have indicated that
they will seek lifting existing
Truck Size & Weight limits
when SAFETEA-LU is
reauthorized.
Highway System to the
entire National Highway System.
H.R. 1618 was referred to
H.R. 233 and S. 146, Railroad
Antitrust Enforcement Act,
would repeal limited antitrust
exemptions provided for
freight railroads. The bills
would allow the federal government,
States and private
parties to file suit to enjoin
anti-competitive mergers and
acquisitions. The bills would
also move the review of mergers
to the Justice Department’s
Antitrust Division and to the
Federal Trade Commission.

Bob Clement
RSI Work in Washington:
Bob Clement Reports
Lobbying Congress is a big
part of what we do here at
RSI. Our goal is simple: to
support legislation that is
good for railway suppliers
and their customers and to
oppose legislation that
harms railway suppliers and
their customers. That simple
philosophy governs the
Capitol Hill work that Tom
Simpson, Nicole Brewin and
I perform on a weekly basis.
With the inauguration of
Barack Obama as President
and the swearing in of
the 111th Congress in January
of 2009, we began a
new time in Washington
and were faced with new
challenges and new opportunities.
We visited more
than 40 offices ranging
from House leadership to
the newest freshman. We
tracked legislation, including
in the vitally important
House Transportation and
Infrastructure (T&I) Committee,
where most rail legislation
originates.
Some of the major legislation
we are following for
you, our members,includes:
• rail safety
• reauthorization of the
SAFETEA -LU transportation
bill
• the Section 130 highway
rail grade crossing safety
program
• truck sizes and weights
• Amtrak funding
• Surface Transportation
Board reauthorization
In January 2009, Tom
Simpson was asked to testify
at a T&I hearing on
"Freight and Passenger Rail:
Present and Future Roles,
Performance, Benefits, and
Needs."Tom noted the poor
state of economic growth
in the car building industry
and the poor projections of
the industry as a whole.
Tom's testimony was used
by T&I Chairman Jim Oberstar
as he argued on the
House
floor for passage of transportation
stimulus legislation.
Of course, we don't limit
ourselves to just the T&I
Committee. There are
many committees and
agencies that have a hand
in the success of the rail
supply industry. We spend
time visiting members of
the House Appropriations
and Ways and Means Committees
and the Senate
Appropriation, Commerce
and Environment Committees.
In addition, we have
paid visits to Obama
Administration officials,
including Secretary of
Transportation Ray LaHood
and Federal Railroad
Administrator Joseph
Szabo.
As an eight-term member
of the House of Representatives,
I recognize the value
of coalition building to the
legislative process. When
organizations and industry
stakeholders come together
on principles they can agree
on, members of Congress
listen more closely. I am
pleased at the efforts of RSI
to build long lasting coalitions
whether it's with the
Association of American
Railroads and its Class I Railroad
members, the American
Short Line and Regional
Railroad Association and its
members, OneRail, Women
in Government Relations
(WGR), or Women in Transportation
(WTS).
In my time with Congress,
I always kept in mind the
importance of hearing
from constituents. RSI is
undertaking a new effort
to better quantify the
size and scope of the railway
supply industry, and
when we contact you for
more detailed information,
I urge you to share it with
us so that we can better
represent you and our
industry at large. We will
also begin a more effective
grassroots effort. Expect
updates from RSI about
upcoming legislation affecting
our industry and details
about contacting your
Congressional representatives.
Your phone call, letter,
or email can make a
difference, especially when
all of our members participate
in this active role.
We, of course, won't rest
on our laurels in 2010, an
important year for RSI
members as Congress will
consider transportation legislation
that will affect how
you and your customers do
business. Our legislative
strategy outlined above
combined with the leadership
of your board of directors
will govern our activities
in 2010, and RSI will be
a tireless advocate on your
behalf.
Membership
Our strength in the industry
RSI is committed to retaining and building membership
by bringing value to our members. Our
programs, committee work, and advocacy in
Washington, DC are key to retaining and growing
our membership.
In 2009, our membership participated in a survey
to better gauge the needs of RSI members.
This survey indicated that the RSI membership
places value on efforts to improve access to customers
and on our Washington lobby activity. It
also reinforced the premise that we need to
increase the focus on communication within our
membership on issues of importance. This information
helped us to develop a plan which focuses
on member satisfaction. In order to take RSI in a
new direction, RSI hired SMS Marketing Services
to design a more modern logo to better represent
our corporate identity and the changing
direction RSI is taking.
Our new website is cleaner, easier to navigate,
and designed to be the main avenue of communication
between RSI and its membership. It also
includes more details on upcoming tradeshows
and marketing events, legislation that affects
your business, and other important information.
Look for frequent changes; we look forward to
adding a Members Only Section in 2010.
The value that RSI brings to its membership is
important to our existence. We continue to provide
value to our over 200 members in the rail
supply industry in various ways, including: releasing
timely information in our newsletters and
legislative alerts, educational programming,
trade shows and marketing events, and by creating
opportunities for our members to meet with
elected officials and other government decision
makers.
RSI also seeks diversity in its membership and
in its officers. Like our membership, our board of
directors and committee chairs represent many
facets of the rail supply industry from tank car
builders to maintenance of way manufacturers,
from large companies to small ones. With better
communication and outreach to customers, folks
on Capitol Hill, and you, RSI continues to effectively
address your needs and bring value to your
membership.
Balancing the needs and interests of the various
sized companies that belong to RSI is always
a challenge. The vast majority of our members
are smaller companies, but most dues income
comes from the larger members.
All activities undertaken by RSI staff and committees
benefit the entire membership. Smaller
companies especially value trade shows and other
marketing events; larger companies value the RSI
Committee activities as well.
All RSI members benefit from our Washington,

D.C. activities in support of the railway supply
industry and our customers. RSI is cognizant of
the differing interests of its membership and
strives to serve each segment appropriately.
Look for additional information about our
members by looking at the Membership Directory
on the following pages, or on our website at
www.railwaysupply.org.
