Dear <strong>RSI</strong> members and<br />
friends,<br />
Our membership struggled<br />
through an extremely difficult<br />
economy during <strong>2009</strong>,<br />
while at the same time<br />
investing in new technologies<br />
which show great<br />
promise in the future. Legislative<br />
rail issues including<br />
Responsible Regulation,<br />
High Speed Rail, Positive<br />
Train Control, and others<br />
have become hot topics in<br />
America at all levels of government.<br />
The <strong>Railway</strong> <strong>Supply</strong><br />
<strong>Institute</strong> plays an important<br />
role at the federal and<br />
state level supporting our<br />
members as these topics are<br />
debated and funded –<br />
whether it is moving goods<br />
or moving people.<br />
I am privileged to be<br />
Chairman of the <strong>RSI</strong> Governing<br />
Board this year and<br />
gratified to see the organization<br />
continue to mature,<br />
grow, and better serve its<br />
membership.<br />
An important aspect of<br />
<strong>RSI</strong>’s charter is to represent<br />
our industry in Washington,<br />
D.C. We have a staff with<br />
more than 30 years experience<br />
in Washington and<br />
contacts inside the Beltway<br />
to prove it. We are also<br />
fortunate to have former<br />
Congressman Bob Clement<br />
(D-Tenn.) on our team. Bob<br />
served for eight years on<br />
the House Transportation<br />
and Infrastructure Committee<br />
and has close ties to the<br />
House leadership. Those<br />
connections enabled us to<br />
meet with senior members<br />
of Congress and senior<br />
members of the Administration.<br />
I was fortunate to be<br />
included in a meeting with<br />
DOT Secretary Ray LaHood<br />
where we delivered our <strong>RSI</strong><br />
message on the needs of<br />
the railway supply industry.<br />
<strong>RSI</strong>’s Global <strong>Railway</strong> Tech<br />
<strong>2009</strong>, with more than 1,200<br />
railroaders and suppliers<br />
attending the Coordinated<br />
Mechanical Association<br />
technical sessions and the<br />
<strong>RSI</strong> trade show, was the<br />
most successful “off year”<br />
ever, and the busiest, most<br />
productive trade show floor<br />
I can remember. Now let’s<br />
look ahead to <strong>Railway</strong><br />
Interchange 2011, when the<br />
RSSI and REMSA trade associations<br />
will join with <strong>RSI</strong> in<br />
Minneapolis Sept. 18-21,<br />
2011. This show will be the<br />
largest U.S. freight railway<br />
supply trade show in our<br />
history, with indoor exhibits<br />
at the Minneapolis Convention<br />
Center and outdoor<br />
exhibits at CP’s Humboldt<br />
Yard. At the same time,<br />
AREMA and CMA will hold<br />
technical conferences in the<br />
convention center.<br />
An important part of the<br />
<strong>RSI</strong> charter is maintaining<br />
and servicing our project<br />
committees. Whether it’s<br />
the ARCI, the Tank Car<br />
Committee, or the new<br />
Washington Affairs Committee,<br />
all <strong>RSI</strong> members<br />
have access to technical<br />
committees that represent<br />
our mutual interests.<br />
Early in <strong>2009</strong>, the <strong>RSI</strong><br />
Board hired a marketing<br />
firm to survey the membership<br />
and develop a new<br />
website and logo. We confirmed<br />
that <strong>RSI</strong> members<br />
place high value on access<br />
to customers, project committees,<br />
and our Washington<br />
lobbying efforts. Armed<br />
with this information, we<br />
unveiled our new logo and<br />
new website at the September<br />
annual meeting.<br />
The new logo’s triangle<br />
represents the three major<br />
segments of our industry:<br />
C&S, MOW, and mechanical.<br />
The tag line Support;<br />
Connection; Advocacy<br />
reminds us of our mission:<br />
support our members and<br />
our customers; connection<br />
to our customers and to<br />
each other; advocacy on<br />
behalf of our industry. The<br />
new webpage will be the<br />
focal point of our communications;<br />

This <strong>2009</strong> annual report<br />
recounts some of the activities<br />
<strong>RSI</strong> undertook on your<br />
behalf last year, as well as a<br />
membership directory listing<br />
all <strong>RSI</strong> members. Without<br />
your support, <strong>RSI</strong> would<br />
not be as effective as it is. I<br />
thank you for that support<br />

<strong>RSI</strong> Leadership<br />
The <strong>RSI</strong> Board of Directors develops and implements association policy, and<br />
represents the diverse membership of the railway supply industry. Board members<br />
make up small and large companies involved in the manufacture of products<br />
and services in the freight car, locomotive, maintenance-of-way, communications<br />
and signaling, and transit industries. <strong>RSI</strong> Board Members are elected<br />
each fall by <strong>RSI</strong> membership at the <strong>RSI</strong> <strong>Annual</strong> Meeting. The Board, in turn,<br />
elects <strong>RSI</strong>’s officers, including the chairman, vice chairman, and secretary/treasurer.<br />
The office term for <strong>RSI</strong> Board members is three years. The term for officers<br />
of the Board is one year and special directors have a one year term.<br />

PROVIDING A VOICE FOR SUPPLIERS<br />
<strong>RSI</strong>’s goals are accomplished through<br />
the work of its committees, which serve<br />
the <strong>RSI</strong> membership in a variety of<br />
areas. Our committees encompass the<br />
many facets of the industry and provide<br />
members with an opportunity to get<br />
involved by supporting and advancing<br />
railway supply industry goals in both<br />
the public and private sector. On average,<br />
our committees meet quarterly<br />
either in person or via teleconference.<br />
Some <strong>RSI</strong> committees are restricted to<br />
companies that manufacture certain<br />

AMERICAN RAILWAY CAR<br />
INSTITUTE COMMITTEE<br />
Chair: Martin Graham, Trinity Rail<br />
Group, LLC<br />
The American <strong>Railway</strong> Car <strong>Institute</strong><br />
(ARCI) has represented the North American<br />
freight car building industry for<br />
over 75 years. Membership is comprised<br />
of major North American freight car<br />
manufacturers.<br />
Each quarter, ARCI prepares and distributes<br />
statistics on freight car orders,<br />
deliveries, and backlogs by car type.<br />
ARCI was organized as an association<br />
separate from <strong>RSI</strong>; however, since mid-<br />
1994 it has functioned as a committee<br />
of <strong>RSI</strong> and has been administered by <strong>RSI</strong><br />
staff.<br />
ARCI has three major roles:<br />
To work in coordination with the<br />
Association of American Railroads on<br />
freight car design standards.<br />
To tabulate and report North American<br />
freight car orders, deliveries, and<br />
backlogs.<br />
To represent the specific interests of<br />
railcar builders in federal legislative and<br />
regulatory matters.<br />
ARCI’s Engineering and Design Subcommittee<br />
meets several times a year to<br />
address design and safety issues of<br />
freight car.<br />
Working with the AAR and TTCI, the

committee helps to fund freight car fatigue<br />
tests of coal cars and well cars that have been<br />
completed.<br />
Equipment leasing companies, component<br />
manufacturers, and others can become affiliate<br />
members of the committees.<br />
As members they receive the quarterly statistics<br />
and participate in the Engineering and<br />
Design Subcommittee activities.<br />
EQUIPMENT LEASING COMMITTEE<br />
Chair: Dave Edwards, President,<br />
Macquarie Rail Inc.<br />
Comprised of representatives from several<br />
prominent freight car leasing companies,<br />
responsibilities include evaluating key regulatory<br />
and public policy issues affecting the<br />
freight car leasing industry and to guide <strong>RSI</strong><br />
policy development in this area.

QUALITY ASSURANCE COMMITTEE<br />
Chair: Ray Morgan, GATX Rail Corporation<br />
The Quality Assurance Committee (QAC) is<br />
an advocate for quality and continuous<br />
improvement in the performance and safety<br />
of the rail supply industry’s products and services.<br />
The QAC works closely with railroad<br />
quality assurance professionals to ensure that<br />
member companies receive the information<br />
they need to implement superior quality programs<br />
and meet the challenges for today’s<br />
marketplace. In addition, this committee<br />
cosponsors, with the AAR, an Quality Assurance<br />
Conference where <strong>RSI</strong> members can<br />
learn the latest quality of techniques from<br />
professionals in and out of the railroad industry,<br />
as well as have an opportunity to review<br />
current railroad quality procedures.<br />
STANDARD COUPLER MANUFACTURERS<br />
COMMITTEE<br />
Chair: Patrick S. Wallace, Trinity Rail Group<br />
This committee promotes Association of the<br />
American Railroads (AAR) standard coupler<br />
technology worldwide and meets periodically<br />
to discuss the technical matters affecting its<br />
use.<br />
The committee also works with the rail<br />
industry to develop coupler standards that<br />
reflect the latest in technology and foundry<br />
practices. This committee is restricted to companies<br />
that produce standard AAR couplers.<br />
Both the Quality Assurance<br />
Committee and the Standard<br />
Coupler Manufacturers Committee<br />
offer guidance for<br />
improvements beneficial to<br />
both freight and passenger<br />
rail equipment.

STATE TAXATION COMMITTEE<br />
Chair: Don Keplinger, Union Tank<br />
Car Company<br />
The State Taxation Committee, which is comprised<br />
of companies that own and lease railroad<br />
freight cars, monitors and acts on state<br />
legislative and regulatory issues that affect<br />
the taxation of privately owned freight cars.

TANK CAR COMMITTEE<br />
Chair: William Constantino,<br />
Union Tank<br />
Car Company<br />
The <strong>RSI</strong> Committee on Tank<br />
Cars is comprised of companies<br />
that design and manufacture<br />
railroad tank cars operating in<br />
this country and/or own, manage,<br />
and lease approximately<br />
70% of the nation’s tank car<br />
fleet. The committee regularly<br />
reviews tank car requirements<br />
through its membership on the<br />
AAR Tank Car Committee and<br />
remains at the forefront of the<br />
latest research to improve tank<br />
car safety. This committee represents<br />
the tank car industry in<br />
federal, legislative, and regulatory<br />
matters. In addition, it<br />
jointly sponsors with AAR, the<br />
<strong>RSI</strong>/AAR Tank Car Safety<br />
Research Project. Membership<br />
on this committee is restricted<br />
to companies engaged in the<br />
manufacture, ownership, or<br />
leasing of railroad tank cars.<br />
WASHINGTON AFFAIRS<br />
COMMITTEE<br />
Co-Chair: John Paljug, Safetran<br />
Systems Corporation<br />
Co-Chair: Thomas J.<br />
Gillespie, Jr., ALSTOM<br />
Transportation, Inc.<br />
Open to all members, but<br />
with an emphasis on member<br />
companies in the Communication<br />
& Signaling, MOW and<br />
Passenger industries. This committee<br />
and its working groups<br />
represent these segments of<br />
the industry in Washington,<br />
DC. Legislative issues of interest<br />
include: supporting the Section<br />
130 highway-rail grade<br />
crossing program; supporting<br />
railroads in securing tax incentives<br />
to increase capacity,<br />
securing federal investment for<br />
Positive Train Control and High<br />
Speed Rail, supporting<br />
Amtrak’s legislative goals, supporting<br />
the Class I railroads<br />
efforts opposed to reregulation<br />
and lobbying against bigger<br />
trucks. In addition, the<br />
committee works very closely<br />
with Operation Lifesaver to<br />
reduce the deaths and injuries<br />
at highway-rail grade crossings<br />
and along railroad rights-ofway<br />
through education programs<br />
for the public.<br />
This committee was formed<br />
when the Maintenance of Way,<br />
Grade Crossing Safety, Train<br />
Control and Passenger committees<br />
were combined in <strong>2009</strong>.
Tank Car Activities<br />

Hazardous commodities are a<br />
necessity in providing the valuable<br />
goods and services<br />
demanded by our society.<br />
And there is no safer way to<br />
transport these materials than<br />
by rail tank cars. More than<br />
99.99% of hazardous commodities<br />
shipped in tank cars<br />
arrive at their destination<br />
without an incident. The<br />
record is clear that this mode<br />
of transportation out performs<br />
all others, and it is because of<br />
the strong commitment to<br />
safety by the <strong>RSI</strong> Committee<br />
on Tank Cars and rail tank car<br />
industry.<br />
The <strong>RSI</strong>CTC has long been<br />
proactive in working with the<br />
AAR and government regulatory<br />
agencies to continually<br />
develop safer and more secure<br />
tank cars. Since 1970, the<br />
<strong>RSI</strong>CTC has partnered with the<br />
AAR to fund the Railroad Tank<br />
Car Safety and Research Project,<br />
this project collects data<br />
on tank cars that have been<br />
damaged in derailments and<br />
uses the information to incorporate<br />
designs that enhance<br />
tank car safety.<br />
The Committee also funds<br />
research projects that are<br />
directed toward tank car performance<br />
improvements. This<br />
research is often done in conjunction<br />
with the Department<br />
of Transportation, Transport<br />
Canada and, more recently,<br />
with the Department of<br />
Homeland Security. In addition,<br />
the <strong>RSI</strong> Committee on<br />
Tank Cars has spent more than<br />
$21 million on data collection<br />
and research, donated equipment<br />
for research testing, and<br />
provided countless hours of<br />
time in participating on industry<br />
committees. This has been<br />
a major commitment, but one<br />
that has resulted in a safer and<br />
more secure tank car to carry<br />
hazardous commodities.<br />
The <strong>RSI</strong>CTC recently joined<br />
with the rail tank car community<br />
to launch the Advanced<br />
Tank Car Collaborative<br />
Research Program. This initiative<br />
will define the next generation<br />
tank car to carry ultrahazardous<br />
materials, addressing<br />
both safety and security<br />
enhancements. Other members<br />
of this collaborative<br />
effort include the AAR, Chlorine<br />
<strong>Institute</strong>, Fertilizer <strong>Institute</strong>,<br />
American Chemistry<br />
Council, Department of Transportation,<br />
Department of<br />
Homeland Security and Transport<br />
Canada. The Committee<br />
also participates in visits to<br />
Capitol Hill to educate legislators<br />
on issues that involve the<br />
tank car industry.<br />
The <strong>RSI</strong>CTC continues to<br />
work closely with the AAR and<br />
government agencies on<br />
pending regulations and provided<br />
input to the interim PIH<br />
tank car rulemaking that was<br />
released in <strong>2009</strong>. The work of<br />
the member companies of the<br />
<strong>RSI</strong> Committee on Tank Cars,<br />
in conjunction with the AAR,<br />
government regulatory agencies<br />
and chemical shippers has<br />
been instrumental in achieving<br />
the outstanding safety record<br />
of the tank car industry.<br />

The <strong>Railway</strong> <strong>Supply</strong> <strong>Institute</strong><br />
acts on behalf of more than 200<br />
of the largest manufacturers<br />
and suppliers to North American<br />
freight and passenger railroads,<br />
and their 150,000<br />
employees. The <strong>RSI</strong> connects<br />
members to their customers and<br />
partners, supports the improvement<br />
of the industry, assists<br />
members in the global marketplace,<br />
and represents the industry<br />
during the regulatory and<br />
legislative process.<br />
Connection<br />
<strong>Railway</strong> suppliers are connected<br />
and strengthened by<br />
<strong>RSI</strong>.<br />
<strong>RSI</strong> members meet and do business<br />
with freight and passenger<br />
railroads and other suppliers at<br />
annual conferences, tradeshows<br />
and industry events. We are the<br />
center of the industry network,<br />
helping to make contacts for<br />
our members with key players<br />
in the companies that work in<br />
the rail and rail supply industry.<br />
Advocacy<br />
<strong>RSI</strong> is your voice in Washington.<br />
The <strong>RSI</strong> is a presence on Capitol<br />
Hill and among the regulatory<br />
agencies that write the rules for<br />
the rail industry, continually<br />
advocating safe, sensible, and<br />
efficient solutions that work for<br />
rail, suppliers, and the people<br />
who depend on us to move<br />
their goods.<br />
Support<br />
Support of railway suppliers<br />
is important to the railroad<br />
industry.<br />
<strong>RSI</strong> organizes 7 project committees<br />
on critical issues such as<br />
safe transportation of hazardous<br />
materials, passenger<br />
transportation, and grade crossing<br />
safety that meet to craft<br />
solutions that support our membership’s<br />
continuing efforts to<br />
revolutionize the rail industry.

Conferences & Events<br />
The success of <strong>RSI</strong> depends largely on the<br />
involvement of its membership. <strong>RSI</strong> offers<br />
opportunities throughout the year to provide<br />
for its membership. Grassroots efforts, such<br />
as Railroad Day on Capitol Hill, marketing<br />
events such as Global <strong>Railway</strong> Tech, and giving<br />
opportunities for our members to meet<br />
with their customers as in the Amtrak CEO<br />
meeting, help us to provide value to our<br />
members. Below are just a few of the events<br />
that <strong>RSI</strong> sponsored in <strong>2009</strong>.<br />
February 26, <strong>2009</strong>:<br />
Railroad Day on Capitol Hill<br />
More than 25 <strong>RSI</strong> members attended Railroad<br />
Day on Capitol Hill in <strong>2009</strong>. They joined hundreds<br />
of other railroad industry employees<br />
on Capitol Hill to promote the rail industry<br />
and legislative issues being considered in<br />
Congress which will impact the rail and rail<br />
supply industry. More than 250 meetings<br />
were scheduled on Capitol Hill with representatives<br />
from the House and Senate.<br />
“It is a simple answer. The healthier and<br />
more robust the railroad industry is, the<br />
more business will be available to its suppliers,”<br />
replied John Kieras, Director of Railroad<br />
and Industry Relations at Union Tank Car<br />
Company, when asked why suppliers should<br />
attend Railroad Day. Certainly, there is great<br />
momentum for rail on Capitol Hill this year<br />
and Railroad Day was the perfect environment<br />
for a discussion on our current transportation<br />
policy and rail issues. Though “The<br />
Hill” can seem like a formidable place full of<br />
conflicting ideas, Congressional Representatives<br />
are often happy to speak to constituents<br />
in the rail industry.<br />
Across the board, those who attended<br />
Railroad Day were pleased with their meetings<br />
and were fully prepared to discuss rail<br />
issues in detail. Leo Ditewig, Chief Engineer<br />
at Holland Company, shared his thoughts on<br />
the meetings he attended. “In some cases the<br />
Congress people wanted to know how many<br />
jobs we provided to their constituents. We<br />
discussed how important we are to the environment<br />
(436 miles per gallon and 280 trucks<br />
off the highway), re-regulation, and the<br />
economy.”<br />
March 12, <strong>2009</strong>:<br />
<strong>RSI</strong> Members Meet with Amtrak CEO<br />
Twenty-five <strong>RSI</strong> members took advantage of<br />
a Meet & Greet coordinated by <strong>RSI</strong> with<br />
Amtrak President & CEO Joseph Boardman.<br />
<strong>RSI</strong> members spent time with the Amtrak<br />
President as Mr. Boardman as he discussed<br />
Amtrak’s short- and long- term capital plan,<br />
as well as the national passenger railroad’s<br />
general plan for the economic $1.3 billion<br />
stimulus money provided through the American<br />

April 22, <strong>2009</strong>: <strong>RSI</strong> Meets with DOT<br />
Secretary Ray LaHood<br />
Members of the <strong>RSI</strong> Board met with Department<br />
of Transportation (DOT) Secretary Ray<br />
LaHood, urging him to keep railroads and<br />
their suppliers free of new regulations that<br />
prevent development of critical new transportation<br />
infrastructure and technologies.<br />
<strong>RSI</strong> Board Chairman Marshall Beck of New<br />
York Air Brake led the contingent, joined by<br />
Bob Hulick of Trinity Rail and Robert<br />
Matthews of Tangent Rail. Dave Matsuda<br />
from the DOT Transportation Policy office<br />
and Karen Rae from the Federal Railroad<br />
Administration also attended.<br />
Mr. Beck emphasized that rail capacity<br />
expansion depends on new technologies such<br />
as Positive Train Control (PTC), safety programs<br />
like the Section 130 highway rail grade<br />
crossing program, and a robust railway supply<br />
industry. Beck noted that railroads<br />
already invest more of their revenues than<br />
any other industry in new assets, turning<br />
would-be profits into new jobs and better,<br />
safer transportation, and that railway suppliers<br />
are funding R&D programs to bring new<br />
equipment and technology needed by railroads<br />
to increase velocity and throughput.<br />
Mr. LaHood asked the <strong>RSI</strong> members to<br />
continue supporting development and<br />
deployment of high speed rail. The Secretary<br />
also expressed interest in a domestic passenger-car<br />
manufacturing capacity and alternative<br />
fuels for locomotives.<br />
May 7, <strong>2009</strong>:<br />
Selling to America’s Railroads<br />
In early <strong>2009</strong>, Congress passed the American<br />
Recovery and Reinvestment Act (ARRA). It<br />
provided $9.3 billion for high speed and<br />
intercity passenger rail, which included $1.3<br />
billion for Amtrak and $8 billion for the<br />
development of high speed rail. On May 7,<br />
<strong>2009</strong>, <strong>RSI</strong>, in association with the OneRail<br />
Coalition and Women in Government Relations,<br />
held a symposium with government<br />
and industry authorities regarding the availability<br />
of stimulus money for rail. More than<br />
100 people attended the discussion.<br />
Attendees heard from several panels,<br />
including decision makers within U.S. DOT.<br />
Karen Rae, Deputy Administrator at<br />
FRA, highlighted the Administration’s<br />
dedication to implementing high<br />
speed rail in America as well as the<br />
importance of freight rail. Representatives<br />
from the Class I Freight Panel<br />
(NS, CSX, UP, and BNSF) discussed<br />
their individual railroad’s passenger<br />
principles, stimulus projects, nonstimulus<br />
public-private partnership<br />
projects, and corridors where they<br />
might be engaged with high speed<br />
rail. Stephen Gardner, Vice President,<br />
Policy and Development for<br />
Amtrak, gave an overview of<br />
Amtrak’s goals. A panel weighed corridor<br />
HSR programs in California, Virginia,<br />
and the Northeast.<br />
In October <strong>2009</strong>, FRA Administrator<br />
Joe Szabo announced that FRA<br />
has received numerous applications<br />
from states and groups of states for<br />
the development of high-speed and<br />
intercity passenger rail programs for<br />
grant funding from ARRA. These include 45<br />
applications from 24 states totaling approximately<br />
$50 billion to advance high speed rail<br />
corridor programs. FRA also received 214<br />
applications from 34 states totaling $7 billion<br />
for corridor planning and smaller projects.<br />
FRA, citing the huge response, will announce<br />
all awards this winter with a deadline of February<br />
17, 2010.<br />
September 16, <strong>2009</strong>:<br />
Global <strong>Railway</strong> Tech Opening Session<br />
The Opening Session of Global <strong>Railway</strong> Tech
oasted two great speakers, Mr. Timothy<br />
Heilig, Vice President of Mechanical at Norfolk<br />
Southern, and Magdy el-Sabaie, Director<br />
of Research at the Federal Railroad Administration<br />
(FRA).<br />
Mr. Heilig emphasized “safety at the forefront<br />
of any strategy we choose to adopt.”<br />
Mr. Heilig spoke to a standing room-only<br />
crowd to discuss NS’s business strategy during<br />
the current economic downturn. Anticipating<br />
a slow recovery, Mr. Heilig told the <strong>RSI</strong>-CMA<br />
meeting “our focus needs to remain in the<br />
strategic importance the rail industry has on<br />
our country’s future transportation needs.”<br />
He stressed the importance of working with<br />
the public sector on public-private partnerships,<br />
citing NS’s Heartland and Crescent Corridors.<br />
Mr. Heilig outlined areas that the railroad<br />
is moving to cut emission and fuel consumption<br />
including the use of green locomotives,<br />
ECP brakes, elimination of needless<br />
engine idling, and replacement of older, less<br />
fuel-efficient locomotives.<br />

Thanks to all those who attended Global <strong>Railway</strong><br />
Tech <strong>2009</strong> at the Chicago Hilton & Towers<br />
Hotel. More than 1,100 railroaders and<br />
suppliers came to see the exhibits and attend<br />
the CMA technical programs.<br />
Seventy three <strong>RSI</strong> member companies displayed<br />
their latest products in the <strong>RSI</strong>-sponsored<br />
trade show, held as part of Global <strong>Railway</strong><br />
Tech. In a change from past years, all<br />
social events were held in the exhibition hall<br />
to increase traffic on the exhibit floor and to<br />
<strong>RSI</strong> Chairman Marshall Beck of<br />

give all attendees an opportunity to view the<br />
products and technologies on display.<br />
The technical meetings of the Coordinated<br />
Mechanical Associations were also well<br />
attended. The Air Brake Association, the<br />
International Association of <strong>Railway</strong> Operating<br />
Officers, the Locomotive Maintenance<br />
Officers Association and the Mechanical Association<br />
Railcar Technical Services covered topics<br />
as diverse as tank car safety, remote monitoring<br />
of equipment, ECP brakes, locomotive<br />
technology developments, and Positive Train<br />
Control.<br />

The railway supply and railroad industry<br />
continue to face tough economic times<br />
that have forced personnel cutbacks<br />
and tough financial decisions. A Democratic<br />
Administration and Congress have<br />
set a busy pace for rail and transportation<br />
issues such as high speed rail and<br />
the reauthorization of the country’s surface<br />
transportation bill. <strong>RSI</strong> and others<br />
in the industry are poised to provide<br />
the leadership necessary on rail issues<br />
facing the Obama Administration and<br />
the 111th Congress. In <strong>2009</strong>, <strong>RSI</strong> leadership<br />
met separately with the Secretary<br />
of the Department of Transportation<br />
Ray LaHood, as well as new FRA Administrator<br />
Joseph Szabo, to give a brief on<br />
the state of the industry and to discuss<br />
current issues.<br />
Due to the heightened interest in<br />
High Speed Rail, <strong>RSI</strong> was invited to participate<br />
in numerous FRA sponsored<br />
events surrounding the deployment and<br />
development of HSR in the U.S. and in<br />
the crafting of a national rail plan as<br />
mandated by the Passenger Rail Investment<br />
and Improvement Act of 2008. In<br />
July, <strong>RSI</strong> Chairman Marshall Beck participated<br />
in a round table discussion sponsored<br />
by House T&I Chairman Jim Oberstar<br />
(D-Minn.) and House Railroad Subcommittee<br />
Chairwoman Corrine Brown<br />
(D-Fla.). The purpose of the discussion<br />
was to focus upon the ability of the<br />
domestic manufacturing base to<br />
respond to HSR development projects.<br />
<strong>RSI</strong> also continues to host its yearly CEO<br />
meeting with Amtrak where <strong>RSI</strong> members<br />
spent time with the Amtrak President<br />
discussing the railroads short and<br />
long term capital plan.<br />
Continuing its work on Capitol Hill,<br />
<strong>RSI</strong> Senior Staff, along with <strong>RSI</strong> lobbyist<br />
Former Member of Congress Bob<br />
Clement (D-Tenn.), met with over 50<br />
Members of Congress and their staff<br />
educating them on the rail supply<br />
industry as well as advocating our legislative<br />
positions on key issues. In addition,<br />
<strong>RSI</strong> continues its good work in D.C.

by interfacing with additional appropriate<br />
Administration officials within FRA, FHWA,<br />
FTA, STB, PHMSA, NTSB and DHS (TSA), participating<br />
in RSAC, as well as participating in<br />
professional organizations such as Women<br />
Transportation Seminar, Women in Government<br />
Relations, Transportation Table and the<br />
Transportation Research Forum. <strong>RSI</strong> also sits<br />
on the board of Operation Lifesaver, Inc.<br />
Finally, alliances are vital in Washington,<br />
and currently <strong>RSI</strong> belongs to the OneRail<br />
Coalition which consists of <strong>RSI</strong>, Amtrak, Surface<br />
Transportation Policy Partnership, the<br />
American Public Transportation Association,<br />
AAR, ASLRRA, National Association of Railroad<br />
Passengers, National Railroad Construction<br />
& Maintenance Association, the Natural<br />
Resources Defense Council, the States for Passenger<br />
Rail Coalition, and the United Transportation<br />
Union. The OneRail Coalition<br />
brings passenger and freight stakeholders<br />
together to educate decision makers at the<br />
federal, state, and local levels on the benefits<br />
of rail transport, and to promote investment<br />
in freight and passenger rail infrastructure.<br />
Looking ahead to 2010, <strong>RSI</strong> envisions<br />
another busy year where we plan to “pound<br />
the pavement” on Capitol Hill as well as continue<br />
our annual Amtrak CEO meeting, quality<br />
face time with high ranking DOT officials<br />
and the hosting of marketing events for our<br />
members.<br />
MAJOR LEGISLATIVE INTERESTS,<br />
FIRST SESSION, 111th CONGRESS<br />
<strong>RSI</strong> is the railway supplier voice in Washington,<br />
D.C. and within the rail industry. Below<br />
are current legislative issues that affect our<br />
industry. With access to decision makers in<br />
the United States Congress and the Obama<br />
Administration, <strong>RSI</strong> works with regulatory<br />
agencies, Congressional lawmakers, and staff<br />
to promote rail supply industry interests. The<br />
association works tirelessly to represent its<br />
membership. We keep the Advocacy Section<br />
of our website current on these issues, so<br />
please check out our website for more details<br />
and updates on this legislation.<br />
Rail Capacity and Infrastructure<br />
Funding<br />
H.R. 1806, the Freight Rail Infrastructure<br />
Capacity Expansion Act of 2008, would provide<br />
a 25% tax credit for investments in new

<strong>2009</strong> <strong>RSI</strong> Capitol Hill<br />
rail track, intermodal facilities, rail yards,<br />
locomotives or other rail infrastructure<br />
expansion projects. All businesses, including<br />
railroads, ports, shippers, and trucking companies,<br />
would be eligible for the credit.<br />
Examples of qualifying capacity: Expanding<br />
investments include adding new track to<br />
existing right of ways; adding or extending<br />
new sidings or spurs to existing right of ways;<br />
constructing new intermodal or transload<br />
facilities; and new technology-based expansion,<br />
including signaling in dark territory.<br />
New locomotives would qualify only if they<br />
increased the total horsepower of a carrier’s<br />
locomotive fleet. Finally, all freight rail infrastructure<br />
capital expenditures would be eligible<br />
for expensing treatment.<br />
Short Line Tax Credit Extension<br />
H.R. 1132 and S. 461 would extend the short<br />
line tax credit through December 31, 2012.<br />
Currently this credit creates an incentive for<br />
short line railroads to invest in track rehabilitation<br />
by providing a tax credit of 50 cents<br />
for every dollar the railroad spends on track<br />
improvements; however it was to expire on<br />
December 31, <strong>2009</strong>.<br />

High Speed Rail<br />
Earlier this year, Congress passed the American<br />
Recovery and Reinvestment Act (ARRA) in<br />
an effort to move our nation toward economic<br />
recovery. ARRA provided $9.3 billion<br />
for high speed and intercity passenger rail,<br />
which included $1.3 billion for Amtrak and<br />
$8 billion for the development of high speed<br />
rail. Additional funds have been approved<br />
by the House in their version of FY 2010 DOT<br />
Appropriations with $4 billion designated for<br />
high speed rail and $1.5 billion for Amtrak.<br />
Finally, the House T & I Committee released<br />
its version of a Surface Transportation Bill,<br />
which would provide $50 billion over six<br />
years for high speed rail corridors. This massive<br />
infusion of capital money for high speed<br />
rail provides the potential for revitalizing the<br />
U.S. manufacturing sector if it is done in the<br />
correct way.<br />
FY2010 DOT Appropriations<br />
<strong>RSI</strong> supports the following for Fiscal Year<br />

111th CONGRESS<br />
Surface Transportation Bill<br />
(SAFETEA-LU Reauthorization)<br />
The 2005 “Safe, Accountable, Flexible, Efficient<br />
Transportation Equity Act-A Legacy for<br />
Users” (SAFETEA-LU), approved by Congress<br />
and signed by then President Bush in August<br />
2005, authorized $286.5 billion in federal<br />
investment for the highway, public transportation<br />
and highway safety programs from<br />
fiscal years (FY) 2004-09. The law expired on<br />
September 30, <strong>2009</strong>. The House and Senate<br />
have so far passed two extensions of<br />
SAFETEA-LU. The second was set to expire on<br />
December 18, <strong>2009</strong>.
Issues that fall under this larger bill:<br />
■ Section 130 Highway-Rail Grade Crossing<br />
Safety Program<br />
■ Truck Sizes and Weight<br />
Section 130 Highway-Rail Grade<br />
Crossing Safety Program<br />
Since 1973 Congress has provided dedicated<br />
funding for states to implement safety<br />
improvement projects at highway-rail grade<br />
crossings. This funding has been a part of<br />
every surface transportation act since 1973<br />
and, at the urging of <strong>RSI</strong>, was continued in<br />
SAFETEA-LU at $220 million per fiscal year.<br />
The Chairman of the House T & I Committee,<br />
Jim Oberstar (D-Minn.), has introduced<br />
his version of SAFETEA-LU Reauthorization<br />
titled, the Surface Transportation Authorization<br />
Act of <strong>2009</strong>. This bill would provide<br />
$500 billion in total transportation funding,<br />
with nearly $100 billion for public transportation<br />
and $50 billion for high-speed rail.<br />
Unfortunately, this bill terminates the Section<br />
130 highway-rail grade crossing program<br />
$220 million set aside over two years and<br />
consolidates the funding and its authority<br />
into the Highway Safety Improvement Program<br />
thereby forcing it to compete with 21<br />
other major highway safety programs for limited<br />
federal safety dollars.<br />
<strong>RSI</strong> has joined a coalition with groups such<br />
as AAR, ASLRRA, Norfolk Southern, Union<br />
Pacific, the Brotherhood of Railroad Signalmen,<br />
and others to combat this change in the<br />
Section 130 program by supporting H.R.<br />
2125, the Surface Transportation Authorization<br />
Act. H.R. 2125 would extend the longstanding<br />
and successful Section 130 highway<br />
rail grade crossing program and enhance project<br />
prioritization requirements. Without a<br />
budgetary set-aside like the Section 130 program,<br />
grade crossing needs would fare poorly<br />
in competition with more traditional highway<br />
needs (such as highway construction and<br />
maintenance. If incorporated in the next surface<br />
transportation act (SAFETEA-LU reauthorization),<br />
the provisions of H.R. 2125 would<br />
<strong>RSI</strong> Supports Operation Lifesaver<br />

<strong>RSI</strong> is a cofounder and longtime<br />
supporter of Operation Lifesaver<br />
(OLI), the nationwide volunteer<br />
organization dedicated to reducing<br />
crashes at highway rail grade<br />
crossings. With chapters in 49<br />
states, OLI’s look, listen, and live<br />
message has been a major factor<br />
in reducing the number fatalities<br />
associated with highway-rail grade<br />
crossing crashes and trespassing.<br />
OLI enjoys broad support from<br />
Congress, the Department of<br />
Transportation, individual states,<br />
the railroad and railway supply<br />
industries, law enforcement agencies,<br />
the trucking industry and<br />
other highway safety organizations.<br />
Operation Lifesaver and the<br />
federal Section 130 grade crossings<br />
improvement program have combined<br />
to create educational programs<br />
that have saved lives.<br />
Since its creation is 1985, <strong>RSI</strong> members<br />
have donated their time and<br />
more than $500,000 to Operation<br />
Lifesaver.<br />

Truck Size & Weights<br />
Truck size and weight limits on<br />
federal highways have been<br />
frozen by Congress since 1991.<br />
Under current law, trucks operating<br />
on most of the U.S. Interstate<br />
Highway System can have<br />
a gross vehicle weight of no<br />
more than 80,000 pounds.<br />
Attempts to thaw the federal<br />
freeze have been rejected by<br />
Congress. The freight railroads<br />
and the trucking industry<br />
agreed to oppose changes<br />
in federal law regarding truck<br />
size and weight through September<br />
<strong>2009</strong>, the period when<br />
SAFETEA-LU was in effect.<br />
Some within the trucking<br />
industry have indicated that<br />
they will seek lifting existing<br />
Truck Size & Weight limits<br />
when SAFETEA-LU is<br />
reauthorized.<br />
Safe Highways and<br />
Infrastructure<br />
Preservation Act<br />
H.R. 1618 and S. 779 would<br />
extend the present freeze on<br />
longer and heavier combination<br />
vehicles from the Interstate<br />
Highway System to the<br />
entire National Highway System.<br />
H.R. 1618 was referred to<br />
the House Committee on<br />
Transportation & Infrastructure<br />
where it is pending consideration.<br />
Its companion bill, S. 779,<br />
was referred to the Senate<br />
Committee on Environment &<br />
Public Works where it is also<br />
pending consideration.<br />
Railroad Antitrust<br />
Enforcement Act<br />
H.R. 233 and S. 146, Railroad<br />
Antitrust Enforcement Act,<br />
would repeal limited antitrust<br />
exemptions provided for<br />
freight railroads. The bills<br />
would allow the federal government,<br />
States and private<br />
parties to file suit to enjoin<br />
anti-competitive mergers and<br />
acquisitions. The bills would<br />
also move the review of mergers<br />
to the Justice Department’s<br />
Antitrust Division and to the<br />
Federal Trade Commission.

Lobbying Congress is a big<br />
part of what we do here at<br />
<strong>RSI</strong>. Our goal is simple: to<br />
support legislation that is<br />
good for railway suppliers<br />
and their customers and to<br />
oppose legislation that<br />
harms railway suppliers and<br />
their customers. That simple<br />
philosophy governs the<br />
Capitol Hill work that Tom<br />
Simpson, Nicole Brewin and<br />
I perform on a weekly basis.<br />
With the inauguration of<br />
Barack Obama as President<br />
and the swearing in of<br />
the 111th Congress in January<br />
of <strong>2009</strong>, we began a<br />
new time in Washington<br />
and were faced with new<br />
challenges and new opportunities.<br />
We visited more<br />
than 40 offices ranging<br />
from House leadership to<br />
the newest freshman. We<br />
tracked legislation, including<br />
in the vitally important<br />
House Transportation and<br />
Infrastructure (T&I) Committee,<br />
where most rail legislation<br />
originates.<br />

ourselves to just the T&I<br />
Committee. There are<br />

in the success of the rail<br />
supply industry. We spend<br />
time visiting members of<br />
the House Appropriations<br />
and Ways and Means Committees<br />
and the Senate<br />
Appropriation, Commerce<br />
and Environment Committees.<br />
In addition, we have<br />
paid visits to Obama<br />
Administration officials,<br />
including Secretary of<br />
Transportation Ray LaHood<br />
and Federal Railroad<br />
Administrator Joseph<br />
Szabo.<br />
As an eight-term member<br />
of the House of Representatives,<br />
I recognize the value<br />
of coalition building to the<br />
legislative process. When<br />
organizations and industry<br />
stakeholders come together<br />
on principles they can agree<br />
on, members of Congress<br />
listen more closely. I am<br />
pleased at the efforts of <strong>RSI</strong><br />
to build long lasting coalitions<br />
whether it's with the<br />
Association of American<br />
Railroads and its Class I Railroad<br />
members, the American<br />
Short Line and Regional<br />
Railroad Association and its<br />
members, OneRail, Women<br />
in Government Relations<br />
(WGR), or Women in Transportation<br />
(WTS).<br />
In my time with Congress,<br />
I always kept in mind the<br />
importance of hearing<br />
from constituents. <strong>RSI</strong> is<br />
undertaking a new effort<br />
to better quantify the<br />
size and scope of the railway<br />
supply industry, and<br />
when we contact you for<br />
more detailed information,<br />
I urge you to share it with<br />
us so that we can better<br />
represent you and our<br />
industry at large. We will<br />
also begin a more effective<br />
grassroots effort. Expect<br />
updates from <strong>RSI</strong> about<br />
upcoming legislation affecting<br />
our industry and details<br />
about contacting your<br />
Congressional representatives.<br />

or email can make a<br />
difference, especially when<br />
all of our members participate<br />

We, of course, won't rest<br />
on our laurels in 2010, an<br />
important year for <strong>RSI</strong><br />

of your board of directors<br />
will govern our activities<br />

Membership<br />
Our strength in the industry<br />
<strong>RSI</strong> is committed to retaining and building membership<br />
by bringing value to our members. Our<br />
programs, committee work, and advocacy in<br />
Washington, DC are key to retaining and growing<br />
our membership.<br />
In <strong>2009</strong>, our membership participated in a survey<br />
to better gauge the needs of <strong>RSI</strong> members.<br />
This survey indicated that the <strong>RSI</strong> membership<br />
places value on efforts to improve access to customers<br />
and on our Washington lobby activity. It<br />
also reinforced the premise that we need to<br />
increase the focus on communication within our<br />
membership on issues of importance. This information<br />
helped us to develop a plan which focuses<br />
on member satisfaction. In order to take <strong>RSI</strong> in a<br />
new direction, <strong>RSI</strong> hired SMS Marketing Services<br />
to design a more modern logo to better represent<br />
our corporate identity and the changing<br />
direction <strong>RSI</strong> is taking.<br />
Our new website is cleaner, easier to navigate,<br />
and designed to be the main avenue of communication<br />
between <strong>RSI</strong> and its membership. It also<br />
includes more details on upcoming tradeshows<br />
and marketing events, legislation that affects<br />
your business, and other important information.<br />
Look for frequent changes; we look forward to<br />
adding a Members Only Section in 2010.<br />
The value that <strong>RSI</strong> brings to its membership is<br />
important to our existence. We continue to provide<br />
value to our over 200 members in the rail<br />
supply industry in various ways, including: releasing<br />
timely information in our newsletters and<br />
legislative alerts, educational programming,<br />
trade shows and marketing events, and by creating<br />
opportunities for our members to meet with<br />
elected officials and other government decision<br />
makers.<br />
<strong>RSI</strong> also seeks diversity in its membership and<br />
in its officers. Like our membership, our board of<br />
directors and committee chairs represent many<br />
facets of the rail supply industry from tank car<br />
builders to maintenance of way manufacturers,<br />
from large companies to small ones. With better<br />
communication and outreach to customers, folks<br />
on Capitol Hill, and you, <strong>RSI</strong> continues to effectively<br />
address your needs and bring value to your<br />
membership.<br />
Balancing the needs and interests of the various<br />
sized companies that belong to <strong>RSI</strong> is always<br />
a challenge. The vast majority of our members<br />
are smaller companies, but most dues income<br />
comes from the larger members.<br />
All activities undertaken by <strong>RSI</strong> staff and committees<br />
benefit the entire membership. Smaller<br />
companies especially value trade shows and other<br />
marketing events; larger companies value the <strong>RSI</strong><br />
Committee activities as well.<br />
All <strong>RSI</strong> members benefit from our Washington,
D.C. activities in support of the railway supply<br />
industry and our customers. <strong>RSI</strong> is cognizant of<br />
the differing interests of its membership and<br />
