飛 行 標 準 及 適 航

AIRWORTHINESS
洲 、 澳 洲 、 歐 洲 和 北 美 洲 各 地 城 市 檢 查 飛 機 。 上 述 工 作 之
目 的 是 為 求 適 航 事 務 組 能 履 行 航 空 營 運 許 可 證 內 的 持 續 認
可 、 維 修 機 構 的 認 可 , 以 及 為 在 香 港 登 記 的 飛 機 簽 發 或 續
發 適 航 證 的 有 關 職 責 。

適 航 主 任 繼 續 接 受 適 航 事 宜 的 相 關 技 術 培 訓 和 吸 取 最 新 的
監 管 策 略 資 訊 。 此 外 , 適 航 主 任 亦 獲 派 出 席 國 際 研 討 會 、
會 議 和 工 作 組 會 議 , 以 擴 闊 適 航 主 任 的 國 際 視 野 並 瞭 解 適
航 標 準 的 最 新 發 展 。 報 告 年 內 , 適 航 主 任 出 席 了 空 中 巴
士 , 波 音 飛 機 和 ARJ21 飛 機 的 維 修 審 查 委 員 會 工 作 組 會
議 , 國 際 民 航 組 織 基 於 性 能 的 導 航 和 意 外 調 查 的 工 作 坊 ,
以 及 飛 機 型 號 、 人 為 因 素 和 安 全 管 理 的 課 程 。
飛 機 維 修
適 航 事 務 組 透 過 機 庫 檢 查 、 公 司 運 作 審 查 及 產 品 審 查 , 定
期 監 察 所 有 香 港 認 可 的 飛 機 維 修 及 飛 機 部 件 維 修 公 司 。 截
至 二 零 零 九 年 三 月 三 十 一 日 , 共 有 25 家 公 司 獲 發 香 港 認
可 維 修 機 構 的 資 格 。 香 港 飛 機 工 程 有 限 公 司 、 香 港 航 空 發
動 機 維 修 服 務 有 限 公 司 及 廈 門 太 古 飛 機 工 程 有 限 公 司 等 主
要 維 修 公 司 , 均 受 適 航 事 務 組 監 察 、 當 中 包 括 持 續 審 查 和
定 期 視 察 。
AIRWORTHINESS OFFICE
The Airworthiness Office monitored the maintenance and
airworthiness standards of all Hong Kong registered aircraft.
With a team of experienced Airworthiness Officers, the Office
carried out routine AOC line station audits, approved maintenance
organisation audits, and aircraft surveys locally in Hong Kong as
well as other cities in the Mainland, Asia, Australia, Europe and
North America, for the purpose of continual validation of AOC,
approval of maintenance organisation, and the issue and renewal
of Certificates of Airworthiness for Hong Kong registered aircraft.
Airworthiness Officers received technical training and regulatory
update on airworthiness issues, and attended international
seminars, conferences and working group meetings to widen their
exposure and update their professional and technical knowledge
on the latest development of the international airworthiness
standards. In the report period, Airworthiness Officers had
attended the Airbus, Boeing and ARJ 21 working group meetings
on Certification, Flight Testing and Maintenance Review Board; the
ICAO Performance Based Navigation and Accident Investigation
Workshop as well as various aircraft type technical, human factors
and safety management courses.
Aircraft Maintenance
The Airworthiness Office continued to monitor all Hong Kong
approved aircraft and aircraft component maintenance companies
regularly through hangar surveys, company audits and product
audits. As at March 31, 2009, there were 25 approved maintenance
organisations holding Hong Kong approvals. Major maintenance
companies, including Hong Kong Aircraft Engineering Company
Limited (HAECO), Hong Kong Aero Engine Services Limited
(HAESL), and Taikoo (Xiamen) Aircraft Engineering Company
Limited (TAECO), are regulated through rolling audits and regular
visits.
The Airworthiness Office also conducted maintenance related
courses during the year. A two-week Hong Kong Airworthiness
Course hosted by the Division in May 2008 with guest speakers from
the Civil Aviation Administration of China (CAAC) and the United
Kingdom Civil Aviation Authority (UKCAA), received overwhelming
attendance from the industry, including maintenance engineers,
technical services experts, maintenance controllers, managers,
quality monitoring personnel, etc.
