“An adverse effect is found when an<br />

undertak<strong>in</strong>g may alter, directly or<br />

<strong>in</strong>directly, any <strong>of</strong> <strong>the</strong> characteristics <strong>of</strong> a<br />

historic property that qualify <strong>the</strong> property for<br />

<strong>in</strong>clusion <strong>in</strong> <strong>the</strong> National Register <strong>in</strong> a<br />
