The north hangar currently has overhead electrical service from <strong>Airport</strong> Road.<br />

The recently constructed general aviation hangars <strong>of</strong>f <strong>of</strong> Taxiway “D” are served by underground<br />

electrical power that is fed along Mitchell Road from the south. Observations by airport staff note that<br />

upgrades to this electrical infrastructure will be required as additional privately owned hangars on either<br />

side <strong>of</strong> Taxiway “D” are contemplated during the planning period.<br />

As the airport develops, it will be necessary to extend the utilities to service the new facilities. In order to<br />

plan an orderly development <strong>of</strong> the airport, a Utility <strong>Master</strong> <strong>Plan</strong> should be prepared that shows the<br />

location and size <strong>of</strong> all required utilities.<br />

3.3 Access Road and Automobile Parking Analysis<br />

As stated in the Baseline Conditions, convenient automobile access to the <strong>Waterville</strong> LaFleur <strong>Airport</strong> is<br />

available from both Interstate 95 and the <strong>City</strong> <strong>of</strong> <strong>Waterville</strong>’s business district. Current access provides<br />

sufficient ingress and egress to and from the airport’s existing facilities as well as the <strong>Airport</strong> Business<br />

Park. Issues have been revealed through this master plan process concerning the lack <strong>of</strong> adequate traffic<br />

signals at the intersection <strong>of</strong> Kennedy Memorial Drive and <strong>Airport</strong> Road. Additionally, considering the<br />

current location <strong>of</strong> the airport terminal building, improved signage is needed along the ingress route to the<br />

airport terminal building if the terminal is to remain in its current location.<br />

Automobile Parking<br />

Currently, the airport provides 16 vehicle parking spaces and one handicapped parking space located west<br />

<strong>of</strong> the terminal building. Through airport visits and airport user interviews, current auto parking capacity<br />

is sufficient to accommodate the existing demand at the airport. Increased aeronautical activity and future<br />

airport development is <strong>of</strong>ten directly related to the number <strong>of</strong> vehicle spaces required at various locations<br />

surrounding the facility. General Aviation user accommodations should provide sufficient on-site<br />

customer and tenant vehicle parking spaces based on the type <strong>of</strong> activity proposed. For instance,<br />

consideration should be given to corporate aircraft needs such as loading and <strong>of</strong>f-loading passengers and<br />

cargo, and for potential future rental car space. These issues should be explored further in the<br />

Alternatives Analysis.<br />

3.4 Business Park Analysis<br />

In 2002, the <strong>City</strong> received a Permit for the development <strong>of</strong> an <strong>Airport</strong> Business Park adjacent to the<br />

<strong>Airport</strong>. The business park consists <strong>of</strong> 9 lots totaling approximately 41.5 acres. The <strong>City</strong> retained<br />

ownership <strong>of</strong> two <strong>of</strong> the 9 lots. In terms <strong>of</strong> economic development, the <strong>Airport</strong> Business Park continues to<br />

be a high priority to the <strong>City</strong>. Key points relating to the Business Park development and cited on the<br />

<strong>City</strong>’s website include:<br />

A location with close proximity to Interstate 95<br />

Developed Infrastructure (power, water, sewer)<br />

Discounted Site Sales<br />

Public Private Partnerships<br />

Proactive Municipal Government<br />

Adjacent to a Free Trade Zone<br />

<strong>Airport</strong> Business Parks are typically designed for Corporate Headquarters, Technology, Light Industrial,<br />

and Research and Development (R&D) type businesses, however, this <strong>Master</strong> <strong>Plan</strong> scope is limited to<br />
