Detachment Commander’s
Communiqué
As your Detachment Commander, I am pleased to
present you with the Police Services Board Report for
2012. Since our last report in December, the OPP has
commenced the 2013 Community Satisfaction Survey
for our community. The information from the survey
will assist us in the development of our 2013/14
business plan.
In 2012 our focus was on road safety and reducing
recidivism and victimization in our community. I
believe our officers and civilian personnel provided an
efficient and cost effective policing service for our
community.
Our focus in 2013 will not change. Our traffic and crime
strategies and crime prevention programs will be
customized and monitored to ensure that we meet the needs of Quinte West.
Through effective leadership, I am committed to utilizing our resources wisely and in a cost
effective manner in order reduce death and injuries on our roads and reducing victimization in
our community.
Best Wishes in 2013
-Inspector Michael Reynolds
Traffic Management Unit
Traffic management strategies result in substantial
reduction of collisions in 2012
The primary objective throughout 2012 for the Quinte West OPP Traffic Management Unit (TMU) was
promoting safe roads through education
and visible enforcement. Officers engaged
in a number of strategic initiatives aimed at
reducing the number of collisions. The
OPP also invested in further officer training
in the areas of highway enforcement
training, accident investigation and
commercial vehicle inspection training.
The OPP saw an alarming increase in the
number of fatalities resulting from occupant
ejections as a result of seatbelts not being
worn. During the provincial fall “Operation
Impact” campaign, Quinte West OPP were TMU Constable Tony Gabrielli stops a motorist
fully engaging in both education and
during the provincial Operation Impact campaign
enforcement initiatives aimed at promoting
100% compliance. Nearly 100 tickets were issued in a two-week period for non-compliance.
Quick Facts
• There were 318 fatal accidents on Ontario roadways in 2012
• 68,470 motor vehicle collisions in Ontario in 2012
• Inattentive driving accounted for 7,644 accidents in 2012 in Ontario
• 6,271 Impaired driving charges in Ontario in 2012
Commercial Vehicle Inspections
Quinte West traffic management strategies included working
with other community stakeholders throughout 2012. Officers
from the Traffic Management Unit (TMU) were trained by the
Ministry of Transportation Ontario (MTO) in conducting
commercial vehicle inspections. In the fall the TMU, MTO and
members of the OPP provincial Highway Safety Division
conducted a commercial motor vehicle inspection in Quinte
West. This initiative was aimed at educating commercial vehicle operators in current standards while
also removing unsafe vehicles from the highways.
Traffic Safety Committee
2013 will see the conception of a Quinte West Traffic Safety Committee. The City of Quinte
West OPP and Roads Department will share the responsibility for promoting safe roadways
throughout the community. This builds on the existing partnership that already exists. In 2012
the City of Quinte West assisted the OPP with the purchase of an additional pole mounted
speed radar sign to complement the existing OPP mobile speed trailer. This sign will be
mounted strategically throughout the community to capture traffic data so that traffic safety
initiatives can be implemented in high risk traffic zones. The City of Quinte West Works
Department assists in the mounting and moving of this sign. In 2012 police captured data
from a number of roadways which gives them traffic volumes by hour, all speeds, average
speed and the times of the day when speeds are the highest.
Community Volunteer Policing
President’s Annual Report
As President, I present you with the Quinte West Community Policing 2012 Annual Report. This
past year has brought both challenges and rich rewards as our volunteers have embraced many new
programs, opportunities and partnerships.
Our organization could not exist without dedicated volunteers who give of their time and efforts to
carry out our mandate which is to enhance safety and
prevent crime. Some examples of this from 2012 are
the success of our Child Identification Program which
had a record number of ID Cards produced as well as
increased child participation in both our Bike Rodeo
Program and Frankford Sports Night Drop-In
Program.
Some highlights from 2012 include the integration of
the O.P.P’s Lock It or Lose It Program into our Crime
Watch Program as well as utilizing a new
comprehensive public service announcement initiative
which engages the public in regards to safety and
CVP President Gary Haveman crime
prevention
strategies through various social media. It is also worth
noting that 2012 has brought many new partnerships with
area organizations such as M.A.D.D, Three Oaks
Foundation and Victims Services.
We look forward to 2013 as we continue to partner with the
City of Quinte West, the Police Services Board and the
Quinte West O.P.P to assist in carrying out their business
plan which will undoubtedly provide exemplary service to
the citizens of Quinte West.
Victim Services was the successful recipient
of an Ontario Trillium Foundation Grant for 36
months to develop a unique program called
System (DVERS). This program offers
tangible and emotional support to victims of
domestic violence and criminal harassment.
Eligible individuals are offered free mobile
National Victims of Crime
Awareness Grant, which ran from March
2011 to April 2012. This campaign was
designed to target a diverse population of
people living in Eastern Ontario by utilizing 4
modes of mass advertising for maximum
impact and coverage. The advertising informed
the public of services available to victims of
crime recognizing that victims need support to
"Move Forward". The primary message was to
inform victims and their families of available
long term support services available in their
communities. The secondary message was to
promote the Victim Services Organization as a
primary resource for Police Services; in meeting
2011-2013 Strategic Plan
The Ontario Provincial Police (OPP) develops a Strategic Plan every three years to help set
organizational priorities and communicate how the OPP intends to work towards keeping “Safe
Communities... A Secure Ontario.” The year 2011 marked the first year of the 2011-2013 strategic
planning cycle.
The Plan is constructed around four main categories: Public Safety, Relationships, Workforce, and
Effectiveness. The Annual Report tells the story of the OPP in relation to its Strategic Plan
achievements. For more information on the 2011-2013 Strategic Plan visit www.opp.ca.
Organizational Values
Organizational values are a part of all we say
and do. In 2002, the OPP formally adopted the
following values which have guided the OPP’s
organizational direction, strategic plan and dayto-day
behaviours since that time:
• Professionalism
• Accountability
• Diversity
• Respect
• Excellence
In 2010, the OPP added a sixth value:
Leadership. Leaders take the initiative to do the
right things for the communities they serve and
to inspire the people they lead. OPP members
lead by example.
These six organizational values are a clear,
public articulation of our commitment as an
organization and as individuals. They describe
what it takes to achieve the kind of relationships
and workplaces essential to effective policing.
For the OPP, organizational values serve to
anchor the organization, its leadership and its
employees through changing times. The OPP,
like many organizations, has to meet the
challenges of leadership turnover, baby boomer
retirements, rapid and global technological
change, increasingly complex public safety and
security issues, and very high public expectations
for responsiveness and accountability.
For organizations like the OPP that rely on
public trust and confidence, core values, lived
and shared consistently across the entire
organization, are essential for continued success.
These values represent the OPP’s public
affirmation of a continuing commitment to
professionalism and the highest standards -
standards on which our employees, and the
communities we serve, continue to rely.
