Detachment Commander’s<br />

Communiqué<br />

As your Detachment Commander, I am pleased to<br />

present you with the <strong>Police</strong> <strong>Service</strong>s <strong>Board</strong> <strong>Report</strong> for<br />

2012. Since our last report in December, the OPP has<br />

commenced the 2013 Community Satisfaction Survey<br />

for our community. The information from the survey<br />

will assist us in the development <strong>of</strong> our 2013/14<br />

business plan.<br />

In 2012 our focus was on road safety and reducing<br />

recidivism and victimization in our community. I<br />

believe our <strong>of</strong>ficers and civilian personnel provided an<br />

efficient and cost effective policing service for our<br />

community.<br />

Our focus in 2013 will not change. Our traffic and crime<br />

strategies and crime prevention programs will be<br />

customized and monitored to ensure that we meet the needs <strong>of</strong> <strong>Quinte</strong> <strong>West</strong>.<br />

Through effective leadership, I am committed to utilizing our resources wisely and in a cost<br />

effective manner in order reduce death and injuries on our roads and reducing victimization in<br />

our community.<br />

<strong>Quinte</strong> <strong>West</strong> OPP appoint two new<br />

community <strong>of</strong>ficers<br />

School Resource Officer<br />

Constable Maggie McCaughen joined the OPP in 2007. As a five year<br />

constable working out <strong>of</strong> the <strong>Quinte</strong> <strong>West</strong> detachment, Maggie has<br />

amassed a wealth <strong>of</strong> operational policing experience, particularly in<br />

front-line service delivery and various investigative disciplines. Maggie<br />

has completed a number <strong>of</strong> specialty training courses including: Scenes<br />

<strong>of</strong> Crime Officer training, Domestic Violence Investigations, and she is<br />

a trained Restorative Justice facilitator. Prior to her career in policing,<br />

Maggie completed her Master’s degree in Criminology at the University<br />

<strong>of</strong> Toronto. Maggie is excited about her new role as the School<br />

Resource Officer. She is dedicated to promoting a safe school<br />

environment throughout the <strong>City</strong> <strong>of</strong> <strong>Quinte</strong> <strong>West</strong>. Maggie will be<br />

utilizing innovative approaches to tackle today’s youth issues and to<br />

increase police accessibility to students.<br />

Community <strong>Service</strong>s Officer<br />

Constable Dave Ludington has been in the <strong>Quinte</strong> Region since 1985.<br />

He started his policing career in 1999 with the former <strong>Quinte</strong> <strong>West</strong><br />

<strong>Police</strong> <strong>Service</strong>. In 2004 he became a member <strong>of</strong> the amalgamated<br />

service, becoming a member <strong>of</strong> the OPP.<br />

After several years <strong>of</strong> working general patrol Dave took on the role <strong>of</strong><br />

School Resource Officer and media relation’s <strong>of</strong>ficer in 2008. In 2010<br />

he returned to platoon where he worked a temporary assignment as<br />

Acting Sergeant.<br />

In September 2012 Dave was the successful applicant for the position <strong>of</strong><br />

Community <strong>Service</strong>s Officer and quickly assigned to his new role with<br />

the <strong>Quinte</strong> <strong>West</strong> OPP. Dave, his wife and 2 children live in <strong>Quinte</strong> <strong>West</strong>.<br />

Dave is an avid cyclist and coordinates the OPP Bicycle Patrol Program.<br />

report on 2012<br />

Robbery at Becker’s<br />

On June 5, 2012, an armed robbery<br />

occurred at the Becker’s Store<br />

located on Sidney Street in <strong>Quinte</strong><br />

<strong>West</strong>. This incident was<br />

investigated and a short time later<br />

Charles Raymond was arrested<br />

and charged with <strong>of</strong>fences<br />

including Armed Robbery with<br />

Intent. On November 23, 2012 he<br />

plead guilty to this charge. He was<br />

sentenced accordingly.<br />

Murder on North Murray<br />

On September 24, 2012 the body <strong>of</strong> a female was<br />

discovered on North Murray Street in <strong>Quinte</strong> <strong>West</strong>.<br />

The OPP Criminal Investigation Unit and the <strong>Quinte</strong><br />

<strong>West</strong> OPP Crime Unit began an investigation into this<br />

death. The investigation has resulted in the arrest <strong>of</strong><br />

Stephen Beszterczey who has been charged with First<br />

Degree Murder. He is currently in custody and this<br />

matter is before the courts.<br />

Shooting at Bayside<br />

In March <strong>of</strong> 2012 members <strong>of</strong> the <strong>Quinte</strong><br />

<strong>West</strong> O.P.P. responded to a shooting at<br />

1310A Old Highway 2. A domestic<br />

incident involving drugs lead to a 43-year<br />

old local man being shot by a 29-year old<br />

Toronto male twice in the back at close<br />

range. In August the accused plead guilty<br />

to aggravated assault and possession <strong>of</strong> a<br />

prohibited firearm. He was sentenced to 5<br />

years in custody. This plea would not<br />

have been possible without the great work<br />

<strong>of</strong> all involved. It started with the front line uniform <strong>of</strong>ficers, ERT, and K9. The accused was tracked<br />

down to a cab on the 401 and an arrest for attempted murder was made. The great work <strong>of</strong> all<br />

involved in the investigation resulted in a strong case against the accused leading to a successful<br />

Man Charged with Murder.<br />

In mid-August 2012 a homicide took place in the area <strong>of</strong> Adrian<br />

Court in <strong>Quinte</strong> <strong>West</strong>. The boyfriend <strong>of</strong> the deceased, Ronald<br />

Shorey, was charged with second-degree murder.<br />

Subway Robbed<br />

On March 27, 2012, the Subway Restaurant was the<br />

victim <strong>of</strong> an armed robbery. As a result <strong>of</strong> the<br />

investigation, James Patrick was arrested and<br />

charged with Disguise with Intent, Possession <strong>of</strong> a<br />

Weapon, and Robbery with Intent. This case is<br />

before the courts on March 4, 2013 for trial.<br />

Arson on Gotha Street<br />

On October 29, 2012, a fire occurred at Electro Cables on<br />

Gotha Street in <strong>Quinte</strong> <strong>West</strong>. It was investigated by the<br />

Crime Unit and determined to be an arson. After an<br />

investigation, two suspects were identified. These 2 young<br />

<strong>of</strong>fenders were arrested and charged.<br />

Traffic Management Unit<br />

Traffic management strategies result in substantial<br />

reduction <strong>of</strong> collisions in 2012<br />

The primary objective throughout 2012 for the <strong>Quinte</strong> <strong>West</strong> OPP Traffic Management Unit (TMU) was<br />

promoting safe roads through education<br />

and visible enforcement. Officers engaged<br />

in a number <strong>of</strong> strategic initiatives aimed at<br />

reducing the number <strong>of</strong> collisions. The<br />

OPP also invested in further <strong>of</strong>ficer training<br />

in the areas <strong>of</strong> highway enforcement<br />

training, accident investigation and<br />

commercial vehicle inspection training.<br />

The OPP saw an alarming increase in the<br />

number <strong>of</strong> fatalities resulting from occupant<br />

ejections as a result <strong>of</strong> seatbelts not being<br />

worn. During the provincial fall “Operation<br />

Impact” campaign, <strong>Quinte</strong> <strong>West</strong> OPP were TMU Constable Tony Gabrielli stops a motorist<br />

fully engaging in both education and<br />

during the provincial Operation Impact campaign<br />

enforcement initiatives aimed at promoting<br />

100% compliance. Nearly 100 tickets were issued in a two-week period for non-compliance.<br />

Commercial Vehicle Inspections<br />

<strong>Quinte</strong> <strong>West</strong> traffic management strategies included working<br />

with other community stakeholders throughout 2012. Officers<br />

from the Traffic Management Unit (TMU) were trained by the<br />

Ministry <strong>of</strong> Transportation Ontario (MTO) in conducting<br />

commercial vehicle inspections. In the fall the TMU, MTO and<br />

members <strong>of</strong> the OPP provincial Highway Safety Division<br />

conducted a commercial motor vehicle inspection in <strong>Quinte</strong><br />

<strong>West</strong>. This initiative was aimed at educating commercial vehicle operators in current standards while<br />

also removing unsafe vehicles from the highways.<br />

Traffic Safety Committee<br />

2013 will see the conception <strong>of</strong> a <strong>Quinte</strong> <strong>West</strong> Traffic Safety Committee. The <strong>City</strong> <strong>of</strong> <strong>Quinte</strong><br />

<strong>West</strong> OPP and Roads Department will share the responsibility for promoting safe roadways<br />

throughout the community. This builds on the existing partnership that already exists. In 2012<br />

the <strong>City</strong> <strong>of</strong> <strong>Quinte</strong> <strong>West</strong> assisted the OPP with the purchase <strong>of</strong> an additional pole mounted<br />

speed radar sign to complement the existing OPP mobile speed trailer. This sign will be<br />

mounted strategically throughout the community to capture traffic data so that traffic safety<br />

initiatives can be implemented in high risk traffic zones. The <strong>City</strong> <strong>of</strong> <strong>Quinte</strong> <strong>West</strong> Works<br />

Department assists in the mounting and moving <strong>of</strong> this sign. In 2012 police captured data<br />

from a number <strong>of</strong> roadways which gives them traffic volumes by hour, all speeds, average<br />

speed and the times <strong>of</strong> the day when speeds are the highest.<br />

Afghanistan Memorial gets thumbs up<br />

<strong>Quinte</strong> <strong>West</strong> OPP assisted with logistics for the<br />

unveiling <strong>of</strong> the Afghanistan Repatriation<br />

Memorial in November. Amongst the<br />

Community Volunteer Policing<br />

President’s Annual <strong>Report</strong><br />

As President, I present you with the <strong>Quinte</strong> <strong>West</strong> Community Policing 2012 Annual <strong>Report</strong>. This<br />

past year has brought both challenges and rich rewards as our volunteers have embraced many new<br />

programs, opportunities and partnerships.<br />

Our organization could not exist without dedicated volunteers who give <strong>of</strong> their time and efforts to<br />

carry out our mandate which is to enhance safety and<br />

prevent crime. Some examples <strong>of</strong> this from 2012 are<br />

the success <strong>of</strong> our Child Identification Program which<br />

had a record number <strong>of</strong> ID Cards produced as well as<br />

increased child participation in both our Bike Rodeo<br />

Program and Frankford Sports Night Drop-In<br />

Program.<br />

Some highlights from 2012 include the integration <strong>of</strong><br />

the O.P.P’s Lock It or Lose It Program into our Crime<br />

Watch Program as well as utilizing a new<br />

comprehensive public service announcement initiative<br />

which engages the public in regards to safety and<br />

strategies through various social media. It is also worth<br />

noting that 2012 has brought many new partnerships with<br />

area organizations such as M.A.D.D, Three Oaks<br />

Foundation and Victims <strong>Service</strong>s.<br />

We look forward to 2013 as we continue to partner with the<br />

<strong>City</strong> <strong>of</strong> <strong>Quinte</strong> <strong>West</strong>, the <strong>Police</strong> <strong>Service</strong>s <strong>Board</strong> and the<br />

<strong>Quinte</strong> <strong>West</strong> O.P.P to assist in carrying out their business<br />

plan which will undoubtedly provide exemplary service to<br />

the citizens <strong>of</strong> <strong>Quinte</strong> <strong>West</strong>.<br />

Serving Our Community<br />

Volunteer members delivered over 3,200 hours <strong>of</strong><br />

community service to <strong>Quinte</strong> <strong>West</strong> in 2012. Successful<br />

programs such as Child Identification, the bike rodeo and<br />

the Frankford sports night are a few <strong>of</strong> the programs they<br />

will remain committed to in 2013.<br />

Victim <strong>Service</strong>s reach out to nearly<br />

1000 victims <strong>of</strong> crime in 2012<br />

Support Link Program continues to<br />

be successful in providing services to victims<br />

<strong>of</strong> domestic violence, sexual assault and<br />

criminal harassment. The total number <strong>of</strong><br />

referrals has increased by 23 % from the<br />

previous fiscal year. A total <strong>of</strong> 158 referrals<br />

were received in the 2011/2012 fiscal year from<br />

a variety <strong>of</strong> community and justice agencies.<br />

Trillium Foundation Recipients<br />

Victim <strong>Service</strong>s was the successful recipient<br />

<strong>of</strong> an Ontario Trillium Foundation Grant for 36<br />

months to develop a unique program called<br />

Domestic Violence Emergency Response<br />

System (DVERS). This program <strong>of</strong>fers<br />

tangible and emotional support to victims <strong>of</strong><br />

domestic violence and criminal harassment.<br />

Eligible individuals are <strong>of</strong>fered free mobile<br />

GPS alarm devices.<br />

National Victims <strong>of</strong> Crime<br />

Awareness Grant, which ran from March<br />

2011 to April 2012. This campaign was<br />

designed to target a diverse population <strong>of</strong><br />

people living in Eastern Ontario by utilizing 4<br />

modes <strong>of</strong> mass advertising for maximum<br />

impact and coverage. The advertising informed<br />

the public <strong>of</strong> services available to victims <strong>of</strong><br />

crime recognizing that victims need support to<br />

"Move Forward". The primary message was to<br />

inform victims and their families <strong>of</strong> available<br />

long term support services available in their<br />

communities. The secondary message was to<br />

promote the Victim <strong>Service</strong>s Organization as a<br />

primary resource for <strong>Police</strong> <strong>Service</strong>s; in meeting<br />

the needs <strong>of</strong> victims thus adding to the victim's<br />

journey <strong>of</strong> moving forward after the crime.<br />

Victim Quick Response Program<br />

(VQRP) had 368 requests for service. This<br />

program provides financial assistance for victims<br />

<strong>of</strong> homicide, domestic assault, serious assault,<br />

hate crime and sexual assault. There was an 11%<br />

increase in referrals to this program this fiscal.<br />

Quick Facts (Hastings, Prince Edward, Lennox & Addington Counties)<br />

• 2,777 victims <strong>of</strong> crime/tragedy were assisted<br />

• 2,118 on-scene/telephone incidents were handled<br />

• 2,765 referrals were made by Victim <strong>Service</strong>s Programs to community agencies<br />

• 12,739 volunteer hours were donated in the 3 counties served by Victim <strong>Service</strong>s<br />

• 121 bail notifications completed<br />

• $44,839.31 disbursed to small business for services rendered to victims in <strong>Quinte</strong><br />

7 th Annual Volunteer <strong>of</strong> the<br />

Year Award for 2012 recognizes<br />

volunteers for their outstanding<br />

contribution in assisting victims <strong>of</strong><br />

crime and tragedy such as domestic<br />

violence and homicide, fires and<br />

property damage. On February 9th,<br />

2011, Victim <strong>Service</strong>s named Mr.<br />

Patrick Mulvihill as the Volunteer <strong>of</strong> the<br />

Year for “Most Hours Donated” at the<br />

7th annual volunteer <strong>of</strong> the year<br />

award. Pat donated more than 600<br />

Victim <strong>Service</strong>s recognized the outstanding<br />

hours during 2010. Ms. Joanne Jenkins<br />

contributions <strong>of</strong> volunteers L-R, Wendy Danford,<br />

was given recognition for “Most Calls<br />

Joanne Jenkins and Patrick Mulvihill<br />

Completed.” Wendy Danford was also<br />

acknowledged for her outstanding service from 1997 – 2010, having completed 60 calls.<br />

2011-2013 Strategic Plan<br />

The Ontario Provincial <strong>Police</strong> (OPP) develops a Strategic Plan every three years to help set<br />

organizational priorities and communicate how the OPP intends to work towards keeping “Safe<br />

Communities... A Secure Ontario.” The year 2011 marked the first year <strong>of</strong> the 2011-2013 strategic<br />

planning cycle.<br />

The Plan is constructed around four main categories: Public Safety, Relationships, Workforce, and<br />

Effectiveness. The Annual <strong>Report</strong> tells the story <strong>of</strong> the OPP in relation to its Strategic Plan<br />

Organizational Values<br />

Organizational values are a part <strong>of</strong> all we say<br />

and do. In 2002, the OPP formally adopted the<br />

following values which have guided the OPP’s<br />

organizational direction, strategic plan and dayto-day<br />

behaviours since that time:<br />

• Pr<strong>of</strong>essionalism<br />

• Accountability<br />

• Diversity<br />

• Respect<br />

• Excellence<br />

In 2010, the OPP added a sixth value:<br />

Leadership. Leaders take the initiative to do the<br />

right things for the communities they serve and<br />

to inspire the people they lead. OPP members<br />

lead by example.<br />

These six organizational values are a clear,<br />

public articulation <strong>of</strong> our commitment as an<br />

organization and as individuals. They describe<br />

what it takes to achieve the kind <strong>of</strong> relationships<br />

and workplaces essential to effective policing.<br />

For the OPP, organizational values serve to<br />

anchor the organization, its leadership and its<br />

employees through changing times. The OPP,<br />

like many organizations, has to meet the<br />

challenges <strong>of</strong> leadership turnover, baby boomer<br />

retirements, rapid and global technological<br />

change, increasingly complex public safety and<br />

security issues, and very high public expectations<br />

for responsiveness and accountability.<br />

For organizations like the OPP that rely on<br />

public trust and confidence, core values, lived<br />

and shared consistently across the entire<br />

organization, are essential for continued success.<br />

These values represent the OPP’s public<br />

affirmation <strong>of</strong> a continuing commitment to<br />

pr<strong>of</strong>essionalism and the highest standards -<br />

standards on which our employees, and the<br />

communities we serve, continue to rely.<br />
