In the course of the years the nature of centres of expertise<br />
has changed. While at the beginning the centres focused<br />
on the development of regional resources they have transformed<br />
from development organizations into expert organizations<br />
in their corresponding <strong>are</strong>as of competence. They<br />
have achieved a strong position not only regionally, but in<br />
many cases also nationally. However, collaboration among<br />
centres from different regions has remained weak and from<br />
an international perspective they were still relatively minor<br />
players.<br />
The OSKE program 2007-2013<br />
Started as regional development program the OSKE program<br />
therefore needed to be adapted in order to overcome<br />
the challenges faced by the centres of expertise. Key challenges<br />
included the effective utilization of regional synergies,<br />
the development of common operating models, the<br />
identification and development of internationally significant<br />
clusters as well as international cooperation in research and<br />
development projects. In its current term the OSKE program<br />
is expected to focus activities and create synergies between<br />
centres of expertise.<br />
The key feature of the new OSKE program is not to create<br />
new clusters, but to coordinate already existing regional<br />
clusters, the Centres of Expertise that were created until<br />
2006, through a new “umbrella organization” called Competence<br />
Cluster.<br />
