Eastern part of the country, namely on the voivodeships of<br />

Warmińsko-Mazurskie, Podlaskie, Lubelskie, Świętokrzyskie<br />

and Podkarpackie. Main beneficiary is a cluster manager who<br />

coordinates a cluster consisting of entrepreneurs, universities<br />

and innovation and regional development agencies. The program<br />

has a budget of EUR 11 million and supports projects<br />

with a minimal value of EUR 500,000 (PLN 2 million) with a<br />

maximum sh<strong>are</strong> of program co-funding of 75 per cent.<br />

• In addition to the programs described above, there is<br />

also a range of different technical assistance projects.<br />

These projects <strong>are</strong> like the grant programs part of a<br />

nationwide development program which in this particu<br />

lar case is the Operational Program Human Capital,<br />

Measure 2.1.3 “Development of adaptation potential of<br />

human resources and enterprises”. Completed and still<br />

on-going technical assistance measures <strong>are</strong>:<br />

• To provide clusters and their managers with information<br />

on the possibilities for improved performance and to<br />

deepen the knowledge on the development status and potential<br />

of Polish clusters PARP commissioned a benchmarking<br />

project in 2008. The results were published in 2010. 73<br />

• PARP has organized numerous regional conferences,<br />

cluster exhibitions and working groups<br />

dealing with cluster issues to facilitate the exchange<br />

of information and the creation of projects. Further<br />

more, PARP has published reports and translated<br />

foreign cluster publications into Polish language.<br />

• In the context of the PARP project “Cooperation<br />

linkages of Polish enterprises” trainings and advisory<br />

services were offered for cluster coordinators<br />

and employees of companies that <strong>are</strong> cluster members<br />

or potential cluster members.<br />
