The program will be evaluated twice during its term (approximately<br />

2.9.1.7 Context of the program<br />
The program is important in the overall policy context due to<br />
its relevance for regional economic development (Table 36).<br />
In the Greek context the program has established a reference<br />
case for two reasons: It was the first bottom-up driven program<br />
in Greece as relevant stakeholders were involved from<br />
the very beginning and extensive consultations took place.<br />
It also represents a shift in terms of policy thinking as it focuses<br />
on economic <strong>are</strong>as where Greece has a competitive<br />
advantage, while prior to this program tended to finance “a<br />
little bit of everything” which resulted in less effectiveness<br />
and efficiency.<br />
