3.2.1 OVERALL OBJECTIVES OF THE CLUSTER PROGRAMS<br />
The cluster programs that have participated in the benchmarking<br />
feature a diverse set of overall objectives (see<br />
Table 8). Common to all programs is their rationale of increasing<br />
the competitiveness of the national economy through<br />
the facilitation of collaboration between companies and research<br />
stakeholders. Most of the programs have a national<br />
perspective, while a few focus on the promotion of regional<br />
systems of innovation. The diverse set of overall objectives<br />
also reflects different types of cluster programs, each of<br />
them serving a specific purpose (for further details on this<br />
see chapter “3.3.1 Different Types of Cluster Programs Serve<br />
Different Purposes”).<br />
