From the perspective of program officials the Arena program<br />

is well coordinated with other Norwegian funding programs,<br />

particularly with R&D programs where coordination is rated<br />

as “excellent” (see figure below). The joint ownership of the<br />

program of Innovation Norway, the Research Council of Norway<br />

and the Industrial Development Cooperation of Norway<br />

(SIVA) is certainly an asset in this regard. As already indicated<br />

in the analysis of the Norwegian Centres of Expertise program<br />

the Arena program can act as a qualifying <strong>are</strong>na for<br />

the NCE program for regional clusters with a development<br />

potential which have not yet developed sophisticated cooperative<br />

and strategy fundamentals.<br />
