Investor confidence in<br />

Luzon high for 2011<br />

In 2010, the economy of Central Luzon recovered from<br />

the previous year’s slump, according to the regional<br />

office of the National Economic and Development<br />

Authority (Neda).<br />

For instance, employment increased by 143,000—a<br />

development that reduced the unemployment rate from<br />

9.4 percent to 9 percent, with the bulk of 3.72 million<br />

employed belonging to the services sector.<br />

“Although the labor situation was much better in 2010<br />

compared to 2009, the recovery was not enough to<br />

land the region at the planned target of achieving an<br />

unemployment rate of 6.6 percent in 2010,” the Neda<br />

said in an assessment report.<br />

It said the positive development is expected to continue<br />

to 2011. The sources of growth are: the impact of the<br />

past election spending, especially on the services sector;<br />

the uncapping of government expenditures on hiring<br />

and capital projects; the release of government funds<br />

in the last quarter of 2010; and the general buildup of<br />

private sector confidence in government brought about<br />

by the high level of integrity and trust in President<br />

Benigno S. Aquino III.<br />

Rice production in Central Luzon during the first six<br />

months of 2010 grew to 1.46 million metric tons (MMT),<br />

which was 1.75 percent higher than the 1.43 MMT<br />

produced during the same period in 2009.<br />

Tarlac, Pampanga and Nueva Ecija increased their rice<br />

production by 7 percent, 3.4 percent and 2.14 percent,<br />

respectively. Nueva Ecija produced nearly half of the<br />

49.7 percent of total regional production. Central Luzon<br />

contributes 22 percent to the national rice supply.<br />

However, corn production in the region fell to 174,393<br />

metric tons (MT) in the first six months of 2010 from<br />

189,202 MT during the same period in 2009.<br />

The Department of Agriculture in the region traced the<br />

low growth in palay and the drop in corn production to<br />

the prolonged dry spell.<br />

At the same time, however, the region drew in more<br />

domestic tourists which outstripped the number of<br />

international visitors during the period.<br />

Neda also revealed that foreign direct investments (FDIs)<br />

at the Clark Freeport as of October reached P24.2 billion,<br />

which is four times bigger than those made in 2009. It<br />

said FDIs at the Subic Bay Freeport, meanwhile, totaled<br />

P4.76 billion during the period.<br />

Strengthening peso over dollars<br />

Drop in inflation<br />

Average inflation in the past 11 months dropped to 2.82<br />

percent from 3.8 percent in 2009, National Statistics<br />

Office data showed. The inflation rates for fuel, electricity<br />

and water, however, did not decline.<br />

“There’s more confidence now in so far as investing<br />

money for business enterprises is concerned,” said<br />

Kenny Bansale, president of the Nueva Ecija Chamber of<br />

Commerce and Industries (NECCI).<br />

“Before, [investors] were afraid that their hard-earned<br />

money would just go to waste because of the not-sogood<br />

business climate. It is a different story now,” he said.<br />

Bansale said it is apparent that Mr. Aquino brought<br />

confidence to the business community when he<br />

assumed office in July. He predicted that food<br />

processing, bamboo craft and milk production are<br />

enterprises that will start to flourish in Nueva Ecija.<br />

In the Cordillera, the region’s poor economic<br />

performance in 2009 led local economists to expect<br />

slight improvements in 2010 and 2011, so its political<br />

leaders have decided to rely on a third attempt to create<br />

an autonomous region instead.<br />

Baguio <strong>City</strong> Mayor Mauricio Domogan had been hosting<br />

fora for Cordillera stakeholders toward the end of 2010,<br />

to draw inputs for a draft autonomy measure he was<br />

tasked to put together before March 2011.<br />

He said the measure must pass through Congress for<br />

ratification before the next elections in 2013, to show to<br />

Cordillerans that the exercise has not been tainted by<br />

partisan interests.<br />

Department of Trade and Industry recorded P1.8 billion<br />

worth of investments. Close to P1-billion of these<br />

investments were poured into Baguio, which hosts the<br />

Baguio <strong>City</strong> Economic Zone and the Camp John Hay<br />

Special Economic Zone.<br />

In Pangasinan, business in Dagupan <strong>City</strong> and adjoining<br />

towns is expected to boom in 2011 with the entry of<br />

shopping mall giants SM in Dagupan and Robinsons in<br />

Calasiao town.<br />

The third bid for autonomy was pushed by the Cordillera<br />

Regional Development Council as far back as 2008.<br />

Members of the RDC argue that the Cordillera needs<br />

a steady government subsidy for a limited period to<br />

improve its infrastructure, instead of competing with<br />

other regions for funding allocations from the annual<br />

budget.<br />

The 1987 Constitution requires the creation of<br />

autonomous regions in the Cordillera and Muslim<br />

Mindanao. The first two laws creating the Cordillera<br />

Autonomous Region provide a 10-year subsidy of as<br />

much as P50 billion.<br />

The third proposed autonomy law pushed the subsidy to<br />

P75 billion.<br />

In July 2008, Neda recorded a slide in the area’s gross<br />

regional domestic product from the 7.1 percent of<br />

2007 to only 1.8 percent two years ago. The Cordillera<br />

economy improved slightly in 2009 during which Neda<br />

recorded a growth rate of 2 percent.<br />

But an RDC fact sheet took stock of the dwindling<br />

economic contribution of former industry leaders like<br />

mining.<br />

Government was also unable to fulfill a public-private<br />

sector pledge to restore mountain roads devastated by<br />

landslides that were triggered by typhoons in 2009.<br />

Lack of government spending<br />

As 2010 ends, most of these damaged roads remain in<br />

disrepair, owing to less government spending, according<br />

to the Department of Public Works and Highways.<br />

There are signs, however, that 2010 has been good<br />

for the region. For the last three quarters of 2010, the<br />

SM store expanding in Pangasinan province with SM Dagupan<br />

A Robinsons mall is already under construction in Calasiao<br />

while SM still has to overcome obstacles like the extension<br />

of a major road and the conversion of the site’s land use<br />

permit from that of a fishpond to commercial land. “If<br />

these problems are resolved, I don’t know of any reason<br />

for more delays. If Dagupan will not host it, [SM] will open<br />

it somewhere else, so we might as well grab it,” Mayor<br />

Benjamin Lim said. While Lim’s family owns retail stores in<br />

the city and different Pangasinan towns, his son, Bryan, said<br />

the entry of SM and Robinsons is “good for the competition.”<br />

“We will just have to come up with a good marketing plan<br />

to be able to compete. Besides, the establishment of SM<br />

would bring up the prices of land in the eastern barangays<br />

and that would be good for landowners,” the younger Lim<br />

said.<br />

Mayor Lim, however, is worried that the extension of the<br />

North Luzon <strong>Express</strong>way through the Tarlac-Pangasinan-La<br />

Union <strong>Express</strong>way (TPLEx) that will pass through eastern<br />

Pangasinan and the establishment of the Alaminos airport<br />

project in western Pangasinan may negate the growth of<br />

central Pangasinan.<br />

KALIBO, Aklan, Philippines – The Aklan provincial<br />

government is scheduled to start early next month<br />

the construction of a world-class jetty port in Caticlan,<br />

Malay, Aklan as part of its plan to accommodate<br />

the continuing influx of tourists, both domestic and<br />

overseas, to the famed resort island of Boracay.<br />

A ride on board a motorized ferry boat from Caticlan<br />

to the worldfamous white-beach island takes about 25<br />

minutes.<br />

“The question is, how do we access the expressway<br />

from Dagupan or from central part of the province The<br />

expressway will benefit only Urdaneta <strong>City</strong> and part of<br />

the fifth and sixth districts,” he said.<br />

“With an airport in the west and an expressway in<br />

the east, central Pangasinan could be left behind<br />

economically unless there is a road network to pass<br />

through central Pangasinan that will link the Alaminos<br />

airport to the expressway in Urdaneta,” he said.<br />

Lim said 2011 will be a positive year for many<br />

businessmen because of the new government and the<br />

confidence in the Aquino administration.<br />

“It is expected that investments from abroad will come<br />

in. President Aquino has made a pitch for the Philippines<br />

already, so the mining, manufacturing and agriculture<br />

[sectors will experience a] surge in investment and<br />

money inflow from abroad,” he said.<br />

“The playing field is level now.<br />

The national government does not favor anyone, so<br />

everybody is [interested] in partnering with [them] in<br />

building roads, bridges, highways, airports, seaports<br />

and tollways,” he said. Reports from Tonette Orejas and<br />

Anselmo Roque, Inquirer Central Luzon, and Vincent<br />

Cabreza and Yolanda Sotelo, Inquirer Northern Luzon<br />

Aklan Governor Carlos S. Marquez said they are already<br />

set to begin the expansion project of the Caticlan jetty<br />

port as they already have the necessary documents<br />

issued by pertinent government agencies.<br />

Marquez said the project will cost around P260 million,<br />

with the amount to be raised through a bond flotation.<br />

“We are about to start the construction of a worldclass<br />

jetty port for Caticlan which will form part of our<br />

preparations for the arrival of the anticipated over a<br />

million tourists expected to come to Boracay in 2012 or<br />

2013,” he said.<br />

The Aklan governor said the project will be a big help to<br />

local businessmen, including resort owners, in Boracay<br />

businessmen and resort owners even as he informed<br />

that the Philippine Reclamation Authority (PRA) has<br />

already given the province approval to start reclaiming<br />

40 hectares of the sea beside the existing Caticlan jetty<br />

port.<br />

The expansion project will cover only some 2.56<br />

hectares, Marquez said. He said the decision to expand<br />

the existing jetty port in Caticlan after it became<br />

apparent that the port had become too busy as part of<br />

the Philippine Nautical Highway.<br />

Caticlan is a popular roll-on roll-off port (RORO)<br />

connecting Boracay and the rest of Aklan to the Panay<br />

mainland and other parts of the Western Visayas region.<br />

Aklan Provincial Planning and Development Officer,<br />

Engineer Roger M. Ecto said the project will be completed<br />

within a year by the project’s private contractor.<br />

He said the project will be self-sustaining as it is expected<br />

to be a very lucrative income-generating project of the<br />

province.<br />

Ecto also added that the Environmental Management<br />

Bureau (EMB) of the Department of Environment and<br />

Natural Resources (DENR) in Region VI has already issued<br />

the needed Environmental Compliance Certificate<br />

(ECC) for the project, a clear indication that the Aklan<br />

provincial government has complied with the country’s<br />

environmental laws.<br />

Peso seen rising to 41.50 to a<br />

MANILA, Philippines—The peso will likely gain ground<br />

against the dollar at a faster pace than most Asian<br />

currencies this year as the Bangko Sentral ng Pilipinas<br />

starts raising key interest rates to curb rising inflation<br />

pressures in the second quarter, European investment<br />

bank Credit Agricole CIB said.<br />

In its January economic research titled “Ball in Asia’s<br />

Court,” Credit Agricole projected that the BSP would<br />

start tightening the benchmark overnight borrowing<br />

rate by a quarter-percentage point in June from the<br />

current 4 percent, followed by another 25 basis points by<br />

September, for a total of 50 basis point this year. The BSP’s<br />

overnight rate was seen rising further to 4.75 percent by<br />

March next year.<br />

“The Philippine peso is one of our top picks in the region<br />

for 2011 as the current account surplus is likely to remain<br />

large [nearly 9 percent of gross domestic product] while<br />

valuations in the equity market are likely to continue<br />

attracting foreign portfolio flows,” it pointed out.<br />

41.20 and further to 41 by end-June 2012.<br />

Most Asian currencies are likely to gain ground against the<br />

dollar this year on the back of strong fundamentals. “We<br />

favor the Korean won and the Philippine peso as both stand<br />

out by having only partially recovered from depreciation<br />

during the credit crisis, and present attractive investment<br />

destinations on fundamental grounds,” it said.<br />

Credit Agricole said recovery in G3, or the world’s three<br />

biggest economies—United States, Japan and the euro<br />

zone—would gather pace this year but still fall far behind<br />

Asia. And although growth in Asia would likely moderate<br />

this year, the region was seen taking up the challenge well,<br />

with China and India leading the charge.<br />

Consequently, the investment bank said Asia would remain<br />

an attractive destination for investor flows, leading to firmer<br />

currencies but also fresh challenges for Asian central banks<br />

in the form of asset bubbles and inflation risks.<br />

The Philippines, for its part, was projected to grow its GDP<br />

by 5 percent this year and 6.6 percent in 2012 while inflation<br />

was seen at 4 percent in 2011 and 4.8 percent next year.<br />

The firm noted that 2010 was a very good year for the<br />

Philippine economy and markets, with GDP growth likely<br />

reaching 7.5 percent for the full year alongside gains in<br />

prices across asset classes.<br />

Strong Peso as inflation seen steady<br />

“Moreover, as inflation is likely to begin edging up in the<br />

second quarter, we expect the rate-tightening cycle to<br />

begin concurrently, which would provide further support<br />

for the currency,” it said.<br />

The peso was forecast to end the first quarter at 43.30<br />

against the dollar before rising to 42.70 by the second<br />

quarter, 42.10 by the third quarter and 41.50 by year’s end.<br />

The local currency closed last Friday at 44.095 against the<br />

greenback.<br />

CLARK FREEPORT - The Clark Development Corporation<br />

(CDC) posted at least S1.34 billion worth of exports for<br />

the year 2010.<br />

Based on the CDC’s year-end report, this is the first time<br />

in 17 years that the government-owned and -controlled<br />

corporation has netted such an amount.<br />

Benigno Ricafort, CDC president, said Clark’s total<br />

exports for the previous year comprises more than 30<br />

percent of the projected regional exports for 2010,<br />

making it a major contributor to the Central Luzon<br />

economic figures.<br />

“Exports in Clark are projected to triple in the next 24<br />

months, as major semi-conductor companies reach their<br />

full operating capacity,” Ricafort said.<br />

According to Ricafort, the centerpiece of the CDC’s major<br />

achievements this year revolved around the stateowned<br />

firm’s economic strategythe 8-Point Agenda:<br />

1. International standard business center<br />

2. Participative management concept<br />

3. Parallel development program<br />

4. Pro-active coordination with the Clark International<br />

Airport Corporation/Diosdado Macapagal International Airport<br />

5. Clark-Subic synergy<br />

The CDC’s 8-point agenda, Ricafort added, is a roadmap<br />

for Clark’s greater progress in achieving its 3-2-1 goal,<br />

which translates into $3 billion investments, $2 billion<br />

annual exports and 100,000-strong employment by<br />

2014.<br />

In his report entitled “Expanding Development,<br />

Changing Lives,” Ricafort also said that Clark’s P6.364<br />

billion in actual investments is an impressive 19 percent<br />

of the region’s investment figure of P33.84 billion for<br />

2009.<br />

Investment Corporation (MPIC) Chairman Manuel<br />

V. Pangilinan wants accelerated talks with the Clark<br />

International Airport Corporation for the development<br />

of Diosdado Macapagal International Airport’s Terminal<br />

2 and the modern railway system.<br />

Pangilinan, who met with CIAC President-CEO Victor<br />

Jose I. Luciano on January 3 in Clark Freeport had been<br />

anchoring their development plans on the viability<br />

of the Clark airport to become the next international<br />

gateway of the country.<br />

“During our discussion, he (Pangillinan) expressed<br />

support for the development of DMIA, particularly the<br />

establishment ofa world-class railway system that would<br />

link DMIA to Metro Manila,” said Luciano.<br />

Luciano said that Pangilinan “is fully supportive of<br />

the development of the DMIA. This is a welcome<br />

development for the airport that will benefit not only<br />

Clark Freeport but the rest of the country.”<br />

Pangilinan was accompanied by Smart Sports Marketing<br />

Division Head Patrick Gregorio, Meralco Coach Ryan<br />

Gregorio, Bong Sta. Maria of Smart, and Lito Mercado,<br />

head of the PLDT’s Clark Telecom company and currently<br />

president of the Clark Investors and Locators Association<br />

(CILA).<br />

Pangilinan was also introduced to Peregrine<br />

Development International Dennis Wright during the<br />

meeting. Luciano told Pangilinan about the <strong>Global</strong><br />

<strong>Gateway</strong> <strong>Logistics</strong> <strong>City</strong> (<strong>GGLC</strong>) being developed by<br />

Peregrine. The <strong>GGLC</strong> occupies at least 167 hectares of<br />

land inside Clark were they would set up a world class<br />

logistics park catering to warehousing, distribution, and<br />

light manufacturing operations.<br />

Pangilinan’s MPIC had earlier made its intention that it<br />

wanted to join in the development of DMIA’s Terminal<br />

2. It was reported that MPIC was considering entering<br />

into a joint venture with Ramon Ang, Chairman of San<br />

Miguel Beer Corporation for the Clark airport project.<br />

Business groups in Pampanga and Central Luzon have<br />

welcomed the move by MPIC and SMC because they<br />

believed that the development in the region in now<br />

airport-related.<br />

Pangilinan had been also eyeing to establish the railway<br />

system that will run in the middle of the North Luzon<br />

<strong>Express</strong>way (NLEX). This will be most beneficial to<br />

travelers who are based in Metro Manila and Southern<br />

a Freeport in the United Arab Emirates (UAE) and the<br />

Subic-Clark Alliance for Development Council (SCADC),<br />

which is expected to result in a wide range of mutual<br />

benefits for both the Philippines and the Middle Eastern<br />

territory.<br />

Mr. Manny Pangilinan expressed support for the development of DMIA,<br />

particularly the establishment of a world-class railway system that<br />

would link DMIA to Metro Manila<br />

The Hamriyah Free Zone, a vibrant Freeport zone in the<br />

Emirate of Sharjah, UAE, expressed interest in signing a<br />

Memorandum of Understanding (MOU) for exchanges<br />

of information and experiences in connection with the<br />

operation of the Clark Freeport Zone (CFZ), Subic Bay<br />

Freeport (SBF).<br />

In a letter to SCADC chief of staff Erlinda B. Pamintuan,<br />

Rashid Al Leem, director general of Hamriya Free Zone,<br />

stated that the Freeport zones “have a lot to draw from<br />

our experiences, share and learn from each other.”<br />

“We would like to suggest for an MOU to be signed<br />

between our Free Zones occupying leadership<br />

positions and sterling track record to capture and<br />

enhance efficiency opportunities in the realm of Free<br />

Zone operations,” Al Leem said in a recently dated letter.<br />

Zone, was designated to provide SCADC with a draft<br />

MOU.<br />

Pamintuan welcomed the interest of Hamriyah Free<br />

Zone, even as she pointed out that the proposed MOU<br />

is one big positive gain in the efforts of the council to<br />

promote both the CFZ and SBF in international business.<br />

“This is a welcome development. This is a proof that<br />

our effort to promote Clark and Subic as strategic<br />

international trading and investment destinations is<br />

continuously getting off the ground. Now more and<br />

more people around the world are getting interested in<br />

Clark and Subic,” she said in a statement.<br />

According to its website, the Hamriyah Free Zone<br />

Authority was established by an Emiri decree issued in<br />

November 12, 1995. Sharjah is known for its strength as<br />

the industrial backbone of UAE, with 40 percent of the<br />

total number of industries in the Union based in this<br />

Emirate. Majority of these industries are petrochemicals,<br />

textiles, leather, food and basic non-metal industries.<br />

SCADC, chaired by Nestor S. Mangio, who is also the<br />

current chairman of the board of Clark International<br />

Airport Corporation (CIAC), is a government agency<br />

mandated to rationalize resources and harmonize<br />

policies and strategies that would ensure an integrated<br />

and coordinated approach to the development of the<br />

Subic-Clark-Tarlac Corridor as a world-class mega-logistic<br />

hub and global gateway to the Asia-Pacific Region.<br />

CLARK FREEPORT, Pampanga- Clark Development<br />

Corp. (CDC) president and chief executive officer<br />

Benigno Ricafort has reported the biggest investment,<br />

employment, and export figures in the history of this<br />

Freeport, with 351.6 percent increase in investments<br />

committed last year.<br />

In a report to the Metro Clark Advisory Council<br />

(MCAC), Ricafort noted that the CDC signed in 2010 a<br />

total of 77 new projects, 10 project expansions, and<br />

81 project renewals, covering a total of 168 projects.<br />

Ricafort also reported 51 percent increase of exports<br />

by Clark-based investors, or from US$890.9 million in<br />

2009 to $US 1.3 billion in 2010.<br />

“The total investment commitments last year<br />

Ricafort also reported a 99.4 increase in the<br />

employment creation commitment of investors, or<br />

from 2,798 new jobs committed in 2009 to 5,581 jobs<br />

committed in 2010.<br />

He said that Clark now hosts 60,120 employees which,<br />

he noted, is now more than double the average<br />

24,000 Filipinos employed by the Americans here<br />

before they abandoned this former US Air Force base<br />

in 1991.<br />

“It’s also a 3.6 percent increase in employment from<br />

58,023 workers in 2009 to 60,120 last year,” he said.<br />

SUBIC BAY FREEPORT – Top executives of the Subic Bay<br />

Metropolitan Authority (SBMA) and the Subic Bay Freeport<br />

Chamber of Commerce (SBFCC) have expressed relief over<br />

the appointment by President Benigno Simeon Aquino III<br />

of new directors to the SBMA board, saying this would put<br />

the Subic agency back on track.<br />

“This is good news. Now we can get back to work<br />

and resolve some unfinished business,” said SBMA<br />

administrator Armand Arreza after the appointments were<br />

announced by Malacañang recently.<br />

Arreza said that a lot of pending matters have already<br />

accumulated before the SBMA board ever since Executive<br />

Order No. 2 (EO 2), which revoked the appointment of<br />

some directors, took effect on July 30 last year.<br />

“But now, we have a quorum, so we can do business<br />

again,” Arreza added. He said that the six new appointees<br />

and the three remaining officials not affected by EO 2<br />

would already comprise a majority in the policy-making<br />

body.<br />

The new directors named by President Aquino are former<br />

Ayala Land president Francisco Licuanan III; Benjamin<br />

Antonio III, president of the Subic Bay Consultancy and<br />

Allied Services Corp.; Philip Camara, president of the<br />

Zambales-based political party Pinag-isang Lakas Tungo<br />

sa Pagbabago; Ramon Sesdoyro, Norberto Sasa, and<br />

Gerald Sam del Rosario.<br />

The 12 affected SBMA board members were: Eddie<br />

Tamondong, Mario Garcia, Stefani Saño, Ricardo<br />

Coscolluela, Jesus Vicente Magsaysay III, Marivic<br />

Pineda, Angelita Cruz, Alvin Capino, Ariel Castro, Jorge<br />

Estanislao, Francis Garcia, and Jennifer Ting.<br />

Following the new appointments, Arreza said that<br />

investors in the Subic Bay Freeport have likewise<br />

welcomed the arrival of the six new SBMA board<br />

members.<br />

According to SBFCC president Danny Piano, business<br />

locators in Subic are thankful that President Aquino<br />

heeded their request to fill the void left by the<br />

unseated board members.<br />

Piano added that some of the new board members are<br />

very familiar people to the Subic business community.<br />

These include Licuanan, who served as SBMA chairman<br />

prior to the appointment of Salonga; and Antonio, son<br />

of former SBMA administrator Alfredo Antonio.<br />

Piano said that the SBFCC wrote to President Aquino<br />

two months ago, requesting that the SBMA Board be<br />

reconstituted immediately.<br />

“We hope that (new directors) can hit the ground<br />

running, and that they would help boost Subic’s status<br />

as a premier investment center,” Piano added.<br />

Prior to this, only Arreza, SBMA chairman Feliciano<br />

Salonga, and director Teodoro del Rosario remained in the<br />

board after 12 other members were unseated by EO 2.<br />

The said order revoked the services of midnight<br />

appointees in the government who were appointed by<br />

then President Gloria Macapagal-Arroyo on March 1, 2010.<br />

It reportedly affected around 1,000 officials who were<br />

either appointed after March 11, 2010, the start of the<br />

constitutional ban on appointments before the May 10<br />

elections last year or before March 11, but who took their<br />

oath of office or assumed office after March 11.<br />

DoT to focus on<br />

rural tourism<br />

(DoT) Secretary Alberto Lim vowed to give more attention<br />

to rural tourist destinations, as local executives and tourism<br />

stakeholders around the country conveyed their support to<br />

the government’s program on community-based tourism to<br />

counter poverty in rural areas.<br />

Addressing more than 600 governors, mayors, and<br />

local tourism officers during the opening of the threeday<br />

National Conference on Planning and Developing<br />

Community-Based Rural Tourism held at the Subic Bay<br />

Exhibition and Convention Center (SBECC) recently, Lim said<br />

that with the support of the local community, communitybased<br />

rural tourism (CBRT) could be a big boost to local<br />

economies.<br />

Lim said that over the years, the DoT has granted<br />

some P55 million to about 123 rural communities<br />

to help develop and improve indigenous tourism<br />

products and facilities, as well as for training on<br />

tour and trek guiding, native craft making, and local<br />

food catering.<br />

The fund was granted through the Grassroots<br />

Entrepreneurs Employment and Tourism (GREET)<br />

program, which aims to generate employment<br />

and livelihood with balanced ecology and<br />

environmental protection to promote eco-tourism<br />

sites and develop tourism at the community level.<br />

Based on the report of the National Statistics Office<br />

(NSO), Lim said that although the tourism industry<br />

ranks number four as a foreign exchange earner, it is<br />

now number one in creating jobs.<br />

“These jobs are jobs in the rural areas, where most<br />

of our beautiful attractions can be found,” Lim<br />

added.<br />

The CBRT conference was organized by the Subicbased<br />

International School of Sustainable Tourism<br />

(ISST), in collaboration with the Asian Productivity<br />

Organization (APO), the Development Academy of<br />

the Philippines (DAP), and the DoT.<br />

ISST chairperson and former Tourism Secretary<br />

Mina Gabor said the conference aimed to enhance<br />

the knowledge of local tourism stakeholders on<br />

the concept of rural tourism as a strategy to create<br />

economic opportunities in the rural areas.<br />

“We are going to build a lot of emphasis on product<br />

development in the rural areas where poverty is in the<br />

MANILA, Philippines – The Clark Development Corp.<br />

(CDC) has reported investments worth $29.5 million<br />

from Taiwanese firm Haitima Clark Corp and real estate<br />

company Ritzville Corp.<br />

CDC president Benigno N. Ricafort signed an agreement<br />

with Haitima Clark Corp. president Shen, Ming-Show<br />

and the company’s general manager, Chen Chun-Fu<br />

for the establishment of a manufacturing plant for<br />

various valves, flanges, pipes, fittings, and other metal<br />

accessories for export.<br />

According to CDC, Haitima is initially investing $25<br />

million for its first year of operations and is expected to<br />

generate jobs for 150 employees also on its first year.<br />

The CDC added that the manufacturing plant will be<br />

built in a 15,000-square meter lot along M.A. Roxas<br />

Highway, which is near the Bureau of Customs Clark<br />

office.<br />

On the other hand, officials of Ritzville Corp. recently<br />

held a groundbreaking ceremony to signal the start<br />

of construction work for the Clark Freeport’s premier<br />

condominium complex.<br />

Ritzville president Cho Young Ho said the company<br />

is investing an initial $4.5 million for the project. Ho<br />

said Ritzville is the second Clark-based investment of<br />

managing director Ki Young Hong, founder of New Well<br />

Being Spa and Lohas Hotel, also in Clark.<br />

He described Ritzville as a fusion of modern<br />

Mediterranean-inspired condo-type buildings that<br />

will rise in a bed of landscaped parks.<br />

“The site development plan has been carefully studied<br />

to give pleasure to its residents,” Ho said. “Also, the<br />

commercial complex and clubhouse are incorporated<br />

with a fusion of high technology and modern art to<br />

cater to all residents.”<br />

New global gateway<br />

planned mixed use aviation oriented logistics and<br />

business center of excellence.<br />

<strong>Global</strong> <strong>Gateway</strong>, also known as <strong>GGLC</strong> is located in the<br />

Clark Freeport Zone, just 60 minutes north of Manila.<br />

The developer of the area, American firm Peregrine<br />

Development International is optimistic that there<br />

would be a lot of expansion of the different businesses<br />

in Clark once <strong>GGLC</strong> is fully developed.<br />

He added that Ritzville “is one of the most exclusive<br />

addressed in Central Luzon which redefines luxury,<br />

giving comfort a new name, and security a priority.”<br />

“Ritzville is located along Malago Street but is more<br />

accessible through E. Aguinaldo Avenue. Or for those<br />

familiar with New Well Being Spa and Lohas Hotel, the<br />

condo complex is simply beside these equally-world<br />

class establishments,” Ho said.<br />

“Ritzville offers all the elegance and comfort of a private<br />

home within a 7.19-hectare wide upscale lifestyle estate,”<br />

master plan in 2007. It was presented to KGL Investment<br />

Co., the investment arm of one of Kuwait’s largest<br />

and most respected logistic groups for financing and<br />

ownership.<br />

intimately familiar with the site and project, and more<br />

importantly, has an executive team that has experience<br />

and knowledge of operations in the Philippines since<br />

1972,” it said.<br />

Peregrine tapped Palafox Associates, the leading<br />

Philippine Architecture and Engineering Company to<br />

do the detailed design and assist in the planning of the<br />

project.<br />

Furthermore, all major road networks, storm culverts<br />

and utility corridors have been laid-out, with many to<br />

the sub-base level.<br />

According to Peregrine, two formal grand entry markers<br />

with signage, fountains and landscaping marking the<br />

entry of the project have been erected.<br />

Road and utility corridor construction continues and<br />

ready to receive the final layer of Cement Treated Base.<br />

Planning and design has begun on several of the<br />

vertical structures and facilities, including a 200 bed<br />

hospital, BPO campus, several office buildings and<br />

commercial center, with the start of construction<br />

scheduled for the fourth quarter of 2010.<br />

<strong>GGLC</strong>, as planned by Peregrine, will offer the perfect<br />

blend of prime real estate and facilities for one’s<br />

business needs.<br />

There is a logistics park that would cater to<br />

warehousing, distribution and light manufacturing<br />

operations and a business park for office requirements.<br />

There is also an aero park home for research and<br />

development, modeling and simulation and centers of<br />

malls, SM and Ayala Marquee, a new TGIF restaurant,<br />

in Clark, the <strong>GGLC</strong> project, Texas Instruments, Samsung’s<br />

Airlines’ new hangars and much, much more. There’s all<br />

this flight and commercial development,” Wright said.<br />

groundbreaking ceremony. Sheikh Ahmad Dawood<br />

dignitaries from both government and industry and over<br />

“The ongoing restoration campaign is something that<br />

Surgeant Major Smith would be proud to know and<br />

support. His passing has helped to address the needs of<br />

the cemetery,” Wright said.<br />
