Support you local club and sailing<br />

is still free (for now at least).<br />
Encourage the neighbor or relative<br />
with young children to sign up for<br />
beginner sailing school lessons,<br />
and mentor them along the way. If<br />
you have the experience, volunteer<br />
to tune the boat of a less<br />
experienced sailor on the lake and<br />
or crew with them. Keep your<br />
local club strong by soliciting and<br />
encouraging new yacht club<br />
members. Volunteer at your local<br />
sailing school or yacht club – the<br />
opportunities are many and varied.<br />

ILYA seeks to activate ‘Delegates Forum’<br />
In an attempt to effect better communication between the<br />
ILYA and its member clubs, and to provide a means of<br />
information-gathering and problem-solving among those clubs,<br />
Commodore Prange is seeking to reinvigorate the role of its<br />
member club delegates.<br />
The ILYA is an association comprised of its member<br />
clubs, each of which has a voting Delegate. ILYA by-laws<br />
provide that the Commodore or Secretary of each member club<br />
is by office the authorized Delegate to the ILYA, unless the<br />
club appoints someone else.<br />
In the recent past, the delegates have been asked merely to<br />
vote for the slate of directors at the annual meeting of the<br />
<strong>Association</strong> in February. The ILYA sees the expanded delegate<br />
function as a conduit for information between the association<br />
and the club, and a source of information for other clubs.<br />
The ILYA has asked the existing Delegates of Record and<br />
clubs to review their delegate assignments, naming delegates<br />
who would be willing to take on the following responsibilities:<br />
1. Be an ILYA member and encourage others in the club to<br />
do the same.<br />
2. Participate in the ILYA Board member nomination and<br />
election process.<br />
3. Advocate on behalf of the ILYA at the local club. Read<br />
ILYA Board minutes, <strong>Scow</strong>Lines, <strong>Scow</strong> Slants, and other<br />
ILYA communications. Be knowledgeable about ILYA<br />
activities that affect the club. Proactively keep the club<br />
membership informed.<br />
4. Facilitate an annual discussion at the club regarding<br />
bidding for ILYA regattas.<br />
5. Keep contact information about the club up to date on the<br />
ILYA website.<br />
6. Actively participate in the “Delegates Forum” to receive<br />
communications as follows:<br />
a. Respond to periodic requests from fleet committees or<br />
the Regatta Coordinating committee to consider<br />
hosting specific regattas.<br />
b. Receive common interest questions (originated by the<br />
ILYA board or other member clubs). Assure the<br />
appropriate person in the club receives the question<br />
and responds.<br />
c. Pose common interest questions to other ILYA clubs<br />
through this mechanism.<br />
d. Forward news about upcoming regattas to sailors<br />
within the club (who may not be on ILYA mailing<br />
lists).<br />
e. Communicate ILYA sponsored race committee or<br />
other seminars to appropriate persons within the club.<br />
At this writing, 31 of the 50 ILYA member clubs have<br />
confirmed their delegates for 2009. Members of the Executive<br />
Committee are contacting the other 19 clubs so that all will<br />
have active delegates before long.

Regatta discounts continue<br />
ILYA Promotion Committee is committed to extending<br />
adult and junior discounts again in 2009, and the NCSSA has<br />
offered to help fund juniors in ILYA events.<br />
Thanks to the Promotion Committee, the ILYA Class C<br />
Raffle Fund, and NCSSA, lots of junior and adult sailors<br />
received discounted or free regatta entries in 2008. The ILYA<br />
Promotion Committee funded fifty-percent discounts for 32<br />
juniors in classes E, C, MC, M-17, and M; it funded 12 totally<br />
free entry fees to adults in classes C, MC, and M-17 who had<br />
never before skippered in an ILYA regatta.<br />
The ILYA C <strong>Scow</strong> Raffle fund contributed to fifty percent<br />
rebates for juniors at the ILYA C <strong>Scow</strong> Championship, making<br />
that regatta fully free for juniors, and contributed 100% for<br />
juniors to sail free in the ILYA Invitational.<br />
All of the junior discounts and first time regatta adult<br />
discounts are funded again in 2009 for skippers who register<br />
before the early registration deadline. The Notices of Race<br />
and online registration forms reflect the junior discounts. First<br />
time adult participants should contact the ILYA office when<br />
they prepare to register for instructions on entry.<br />

The NORs for ILYA 2009 sanctioned events can be found in<br />
this issue and on-line under the Racing menu at www.ilya.org.<br />

Regatta Registration On-Line<br />
On-line Regatta registration continues to attract nearly 80% of<br />
our participants. By registering on-line, skippers' yachts are immediately<br />
and automatically entered on the event on-line roster.<br />
Membership Renewal On-Line<br />
The on-line membership renewal process was revamped in<br />
early 2008, and while there were some glitches at first, it is now<br />
running smoothly. By joining or renewing on-line, you will save<br />
the <strong>Association</strong> substantial dollars in printing and postage and<br />
processing, and set the stage for future improvements in membership<br />
and regatta registration.<br />
You will benefit immediately as well. By using the on-line<br />
renewal, you will set yourself up for:<br />
You may have occasion to use the ILYA<br />
<strong>Scow</strong> Slants or the ILYA Web Site<br />
(www.ilya.org) to advertise a boat or related<br />
equipment. Evidently some scam artists have<br />
found the ILYA Web site and its classified ad<br />
page. One of our current advertisers told me he<br />
was contacted twice recently with the scam. I<br />
heard a similar story from two other ILYA<br />
members recently as well.<br />
The scam works something like this (with<br />
possible variations): The interested person<br />
(scammer) supposedly has a friend or business<br />
acquaintance who owes him money. That<br />
• Easy renewal in 2010 with most membership data pre-filled<br />
for you.<br />
• Easy access to your membership data so that you can change<br />
your address or your email address at will.<br />
• Membership only access to the ILYA membership database<br />
to search email addresses for your sailing friends, or to see<br />
others who share interest in your <strong>Scow</strong> or Junior or Race<br />
Committee categories.<br />
The regatta registration and membership sites are secure<br />
sites. After signing up, you will see a confirmation with your<br />
system-generated membership ID number. Your membership ID<br />
number or your email address, along with your self-generated<br />
password, will give you full access to the membership data.<br />
We hope that you will find that these new features make it<br />
easier for you to get the information that you need.<br />

Warning: Classifieds Scam<br />
money (more than you are asking for the boat) is<br />
sent to you in the form of a cashier’s check<br />
(WHICH IS FAKE!). When you receive the<br />
cashier’s check, you are supposed to deposit it<br />
and send a personal check for the overage amount<br />
to the scammer.<br />
Here’s how you get taken: The bank has no<br />
idea that the cashier’s check is fake, so they<br />
accept it, and you send a good check to the<br />
scammer. After a few days, the bank finds out<br />
that the cashier’s check was fake, and you are<br />
responsible for it. By then you are out your good<br />
check, and possibly the boat, if the scammer<br />

Launching: All Club 420s will launch from the club at the Union.<br />
Again this year, all Lasers will launch from the grounds<br />
surrounding the crew boathouse down the lakefront. Laser<br />
sailors will also have ability to store their boats there safely<br />

Launching and Mooring: There is a<br />
crane available at MYC’s Carson’s Bay facility<br />
for launching sailboats only. The crane<br />
may only be operated by MYC members.<br />
Each yacht should have a lifting bridle for<br />
crane use. There is also a public ramp on the<br />
east side of Carson’s Bay. All boats must be<br />
power washed prior to launching to diminish<br />
the spread of invasive species. You will be<br />
instructed at registration how to launch your<br />
boat. All trailer parking will be at the<br />
Deephaven City Hall.<br />
Bring your own anchor, buoy and line<br />
(100 feet) in case it is needed. Boats will be<br />
on lifts or tied at homes, on dollies at Bug<br />
Island, or mooring at homes or in Carson's<br />
Bay. Although dry sailing is allowed for all<br />
yachts at this regatta, there will be no dry<br />
sailing allowed at the Carson's Bay facility.<br />
All moorings must be removed on Sunday,<br />
July 26.<br />
Spectator Fleet: Power boats can be<br />
launched at the public ramp on the east side of<br />

Schedule<br />
Registration, Check-in, and Launching will<br />
be at the PYC grounds (Regatta Headquarters)<br />
Thursday, July 9 from 2:00 - 8:00 p.m. and on<br />
Friday, July 10, from 8:00 - 9:00 a.m. Trailer<br />
parking will be off-site but within walking distance<br />
of the PYC. Registration is not completed<br />
until measurement and weight requirements have<br />
been checked, and Sailing Instructions have<br />
been received and acknowledged.<br />
Practice sailing is available during registration<br />
hours, and a practice race will be held at<br />
6:30 p.m. Thursday, July 9.<br />
A competitor’s briefing will take place at<br />
9:00 a.m. Friday morning, July 10, at Regatta<br />
Headquarters.<br />
Race Schedule: Five races are scheduled.<br />
The warning signal for the first race will be at<br />
10:30 a.m. on Friday, July 10. Warning signals<br />
for subsequent races will be posted by the Race<br />
Committee. No warning signal will be made<br />
after Noon on Sunday, July 12, if at least two<br />
races have been completed by that time. In any<br />
case, no warning signal will be made after 1:00<br />
p.m. on Sunday, July 12.<br />
Eligibility<br />
The Regatta is open to skippers who comply<br />
with the requirements prescribed by the<br />
ILYA bylaws and are Family, Regular, Youth or<br />
Life members of the ILYA. Crew become<br />
members of the <strong>Association</strong> by virtue of their<br />
yacht’s completed registration. For membership<br />

Social<br />
Friday after the racing there will be a cocktail<br />
party with heavy appetizers. Saturday evening<br />
the PYC will be hosting dinner and dancing<br />
“Pewaukee” style.<br />
Lunch tickets, as well as regatta wear, will<br />
be available at the registration table for competitors<br />
and spectators.<br />
Fees<br />
Entries should be submitted on the official<br />
ILYA Regatta Entry Application Form. This<br />
Form may be submitted electronically or by<br />
mail. The entry fee is $128 per yacht. Registration<br />
payments must be postmarked or otherwise<br />
received by June 26 to avoid a $30 late entry fee<br />
prescribed by the ILYA bylaw 12.18.30d. The<br />
Regatta Entry Application Form, which includes<br />
the Waiver of Liability and other pertinent information,<br />
may be found in <strong>Scow</strong> Slants and is also<br />
available from the ILYA Executive Secretary.<br />
Participants are encouraged to register on-line at<br />

The entry is free for skippers sailing their<br />
first ILYA Adult Class Regatta, and who contact<br />
the ILYA office and register prior to or on<br />

Trophies<br />
Trophies will be awarded to the race winners<br />
and top ten boats. The champion skipper is<br />
awarded the Jule Hannaford Trophy, an ILYA<br />
perpetual trophy given each year in memory of<br />
its namesake.<br />
Trophies will be presented ('Trophies by Dex')<br />
following haul-out and lunch after the last race<br />
on Sunday.<br />
Risks<br />
Sailing is an activity that has an inherent<br />
risk of damage and injury. Competitors in this<br />
event are participating entirely at their own risk.<br />
See RRS 4, Decision to Race. The race organizers<br />
(organizing authority, race committee, protest<br />
committee, host club, sponsors, or any other<br />
organization or official) will not be responsible<br />
for damage to any boat or other property or the<br />
injury to any competitor, including death, sustained<br />
as a result of participation in this event.<br />
By participating in this event, each competitor,<br />
or in the case of minors, each competitor’s<br />
parent or guardian, agrees to release the race<br />
organizers from any and all liability associated<br />
with such competitor’s participation in this event<br />
to the fullest extent permitted by law.<br />
Rules<br />
The regatta will be governed by the Racing<br />
Rules of Sailing; the prescriptions of the United<br />
States Sailing <strong>Association</strong>; the Rules and Bylaws<br />
of the ILYA; and the Scantling Rules and<br />
Bylaw Articles VI and VIII, parts 4, 5 and 7 of<br />
the National Class E <strong>Scow</strong> <strong>Association</strong>; except<br />
as any of these are modified by the Sailing<br />
Instructions. The Sailing Instructions will be<br />
included as part of the registration materials.<br />
Pursuant to ILYA Bylaw 12.22, measurement<br />
and weighing will not be conducted, but each<br />
entry is bound by the National Class E <strong>Scow</strong><br />
<strong>Association</strong>’s scantlings.<br />
All communication will be by VHF radio,<br />
hailer when required, and flag signals.<br />
In accordance with ISAF Regulation 20,<br />
this regatta is classified as an “invitational”<br />
Category A event.<br />
The Low Point System, RRS A4, will apply,<br />
except that Rule A2 is changed so that each<br />
yacht’s total score will be the sum of her scores<br />
for all races. Two completed races shall constitute<br />
a regatta. The Turns Penalty shall apply,<br />
except that RRS 44.1 and 44.2 are changed so<br />
that only one turn, including one tack and one<br />
gybe, is required.<br />
Courses<br />
The sailing area will be the navigable waters<br />
of Pewaukee <strong>Lake</strong>. Courses will be described<br />

Miscellaneous<br />
Mooring: The Yacht Club has two ramps<br />
for launching. Dry sailing will be permitted with<br />
limited availability, and will be granted on a<br />
first-come, first-served basis based on time of<br />
registration. Otherwise, mooring will be in the<br />
Yacht Club bay. Each boat will need to have a<br />
buoy, at least 20’ of anchor line, and an anchor.<br />
Taxi service will be provided prior to and immediately<br />
following the races. Mooring may also<br />
be available for those with private housing. NO<br />
overnight pier parking will be permitted.<br />
Spectator Fleet: Spectator/tender boats are<br />
welcome. Gas is for sale at the Club. Every<br />
effort will be made to provide ample spectator<br />
boats for those wishing to get out on the water to<br />
watch the action.<br />

of Main Street in downtown Clear <strong>Lake</strong>. If you<br />
are traveling on I-35, take the Hwy 18 exit (Exit<br />
#194) and go west on Hwy 18 to the 8th Street<br />
stoplight. Turn south (left) on 8th Street, and go<br />
to Main Avenue. Turn west (right) on Main<br />
Avenue through downtown to City Park. You<br />
will be directed around the park to the weigh and<br />
launch area. If you are arriving from the west on<br />
Hwy 18, turn south (right) at the 8th Street light,<br />

Miscellaneous<br />
Launching: There are two ramps at the end<br />
of Main Street adjacent to the CLYC. Assistance<br />
will be provided for launching and for<br />
mooring in front of the club. You will be<br />
directed to the trailer parking area approximately<br />
one mile away. There will be no dry<br />
sailing permitted at the CLYC ( this is a city<br />
ordinance).<br />
Mooring: The CLYC mooring site is unprotected<br />
from west or south breezes. Bring a<br />
buoy with adequate line and proper anchoring<br />
for a mud/sand bottom in approx 10 feet of<br />
water. Do not anchor out past the 300 ft. marker<br />
or behind the sternwheeler “The Lady of the<br />
<strong>Lake</strong>.” All moorings must be removed by Sunday<br />
afternoon. While dry sailing is permitted, no<br />
dry sailing will be permitted on CLYC or city<br />
grounds.<br />
Taxi and Spectator Boats: Taxi service will<br />
be available during registration, and one hour<br />
before and after racing. Spectator boats will<br />
leave from the CLYC docks at least 15 minutes<br />
before the fleet's warning signal. If you have<br />
your own power boat, launching each day at the<br />
CLYC is quick and easy.<br />

Miscellaneous<br />
Launching: All boats will be launched<br />
from the crane located at the Carson's Bay<br />
facility. There is also a public ramp nearby.<br />
However, you will not be able to raise your<br />
mast before launching. Directions for<br />
launching and off site trailer parking will be<br />
given upon arrival. Please help prevent the<br />
spread of Eurasian milfoil and Zebra mussels.<br />
Be sure your rig is free from weeds<br />
before launch. You will be requested to<br />
power wash your hull and trailer prior to<br />
launching.<br />
Mooring: Each yacht should bring a<br />
substantial anchor and 20 feet of line. Shuttle<br />
boats will take boats to their mooring location.<br />
Although dry sailing is allowed for<br />
the regatta, local regulations do not allow<br />
dry sailing on the MYC grounds.<br />
Support/Spectator Boats: MYC will<br />
provide two crew boats for thirds along<br />
with spectator boats for those wishing to<br />
watch races from the water. Powerboat<br />
launching is also available at the ramp near<br />
the club. Powerboats may need to be left at<br />
anchor or at a neighboring pier.<br />

Sailing School instructors and others as designated by the<br />

August 2. On site registration, if space permits, is $91. For Green fleet sailors, the<br />
fees are $60.00, $72.00 and $78.00.<br />

The registration includes a regatta shirt and lunches for each day for each<br />

3. The Turns Penalty shall apply.<br />
4. Life jackets must be worn at all times while on the water and on regatta<br />
piers.<br />
5. No swimming in the lake off the boats while racing is in progress or<br />
between races.<br />
6. No boat is permitted to race in the class unless it has a valid measurement<br />
certificate.<br />
7. The sail number and National Letter(s) shall be clearly marked on the rudder<br />
and daggerboard.<br />
8. US SAILING Appendix N-Immediate Penalties for Breaking Rule 42 will be<br />
in effect.<br />
Courses<br />
There shall be one course for the Red, White & Blue fleets. A separate course<br />
will be used for the Green Fleet. Six races are scheduled for all fleets. All fleets will<br />
sail both days. The Sailing instructions, available upon check-in, will illustrate the<br />
specific course configurations.<br />

protecting the ILYA and <strong>Lake</strong> Beulah Yacht club. The waiver should accompany<br />

available, but LBYC accepts no responsibility for equipment.<br />

WAIVER OF LIABILITY: I recognize and understand that participation in<br />
the regatta is voluntary, and that my child incurs risks by participating,<br />
including the possibility of death or injury. In consideration of the<br />
acceptance of my child’s entry, I waive any and all claims, charges, losses<br />
and liabilities including those caused by negligence, against the <strong>Inland</strong> <strong>Lake</strong><br />
<strong>Yachting</strong> <strong>Association</strong> and its host clubs, their respective officers, trustees,<br />
contractors, employees, and members, and against any and all volunteers,<br />
which may arise from, or in any way be in connection with, the practices or<br />
activities of the regatta and its organizers. I am aware that the activities of<br />
my child may involve maneuvering a boat on deep waters in potentially<br />
hazardous conditions which may include among other things, cold water<br />
temperature, strong winds and high waves, sudden and unexpected<br />
immersion in deep waters and collision with other watercraft or stationary<br />
objects such as docks, pilings, and buoys. I understand that I am responsible<br />
for the actions of my child while he or she may be participating in the regatta<br />
and on the grounds of the event host, and that I am solely responsible for<br />
deciding whether or not my child participates or continues participating in<br />
the event. We also agree that the sailor will be bound by the Racing Rules of<br />
Sailing, the rules of ILYA and by all other rules that govern this event.

2009 ILYA Class X Championship Regatta at<br />

ILYA REQUIREMENTS<br />
Skippers residing outside of the traditional <strong>Inland</strong> states<br />
of Wisconsin, Minnesota, Iowa, Illinois, Michigan, Indiana,<br />
and Missouri need not be members of ILYA member<br />
clubs in order to participate in ILYA sanctioned events.<br />
Skippers residing within the <strong>Inland</strong> states listed above<br />
must be members of an ILYA member club, or must make<br />
special arrangements with the ILYA Executive Secretary<br />
prior to the first entry deadline.<br />
Individual memberships in the ILYA are not required<br />
for persons serving as crew at <strong>Inland</strong> events. Persons who<br />
do register as crew members at ILYA sanctioned regattas<br />
will receive free subscriptions to SCOW SLANTS if crew<br />
addresses are supplied.<br />
Random measuring of boats and sails is required at all<br />
championship events and at some invitational and regional<br />
events, but all measuring costs are included in the registration<br />
fee.<br />
Sailors new to the ILYA can anticipate paying the entry<br />
fee and the skipper’s regular membership in the ILYA. The<br />
only other registration and regatta costs should be for food<br />
and social activities unless otherwise indicated.

The schedule for the 2009 ILYA<br />
Annual Championship Regatta at Green<br />
<strong>Lake</strong> will encompass Wednesday, August<br />
12 through Tuesday, August 18. The<br />
Notice of Race can be found in this issue<br />
and on the ILYA web site at<br />
www.ilya.org. Look under the Racing<br />

Five fleets will compete for their<br />
ILYA Championship at this event –<br />
Classes E, C, and I-20 will register on<br />
Wednesday, August 12 (with some early<br />
a.m. registration on Thursday), and race<br />
on Thursday, Friday and Saturday,<br />
August 13-15. Classes A One Design and<br />
MC will register Saturday afternoon<br />
(with some early a.m. registration on<br />
Sunday), and race Sunday, Monday, and<br />
Tuesday, August 16-18. (Class A Open<br />
has been discontinued; Class M-16 will<br />
sail at a separate venue/date.)<br />

Let it be known to the sailing<br />
world that the A <strong>Scow</strong>s are coming to<br />
Green <strong>Lake</strong>, Wis. this August for their<br />
ILYA Championship Regatta which<br />
begins on Sunday, August 16 with<br />
registration the day before in the<br />
afternoon prior to the Bilge Pullers<br />
meeting and banquet at the Heidel<br />
House. Aside from this most spectacular<br />
body of water for A <strong>Scow</strong><br />
racing, the surrounding area is<br />
renowned for its excellent off water<br />
activities.<br />
Green <strong>Lake</strong> will host a regatta<br />
dinner on Sunday, and on Monday the<br />
A fleet is planning a reception at the<br />
Water Front Grill, next door to regatta<br />
headquarters in downtown Green<br />
<strong>Lake</strong> immediately following racing.<br />
The Water Front promises a wonderful<br />
Mt. Gay Tiki bar and NCASA<br />
sponsored snacks for all and will be<br />
very much the place to tell the tall tale<br />
of how you put the hurt on John Porter<br />
or Rob Evans! We will award our<br />

hall above the Goose Blind w/ a band<br />

needs a home<br />
Do you remember the wooden A<br />
<strong>Scow</strong> named “Dixie” The Oshkosh<br />
Public Museum has owned her since<br />
1996 and had hoped to restore and<br />
place her on exhibit. Unfortunately,<br />
they have not been able to do either.<br />
They are interested in donating the<br />
boats to a Wisconsin museum/<br />

Green <strong>Lake</strong> regatta sponsorship challenge<br />
This year the ILYA returns to Green<br />
<strong>Lake</strong> for its Annual Championship. What a<br />
great venue! In a recent ILYA survey,<br />
Green <strong>Lake</strong> topped the list of favorite<br />
championship sites. Up to three fleets can<br />
enjoy championship caliber courses on the<br />
clear waters of this deep lake which has<br />
very little additional powerboat traffic. The<br />
ILYA is excited about making the 2009<br />
Championship one of the best ever.<br />

volunteers, Green <strong>Lake</strong> relies on the good<br />
will of local restaurants and bars to host<br />
the social events. Because of their limited<br />
membership, they often have to pay for<br />
some of the services that other clubs can<br />
cover with an army of volunteers. In<br />
addition, the economy has not helped to<br />
support local fund-raising efforts.<br />
Therefore, in cooperation with Green<br />
<strong>Lake</strong> Yacht Club, the ILYA has identified<br />
potential sponsorship opportunities<br />
to enhance the 2009 regatta experience<br />
for its participants while relieving the<br />
burden on the host club. ILYA fleets<br />
have already stepped forward as part of<br />
their promotional activities: The A scows<br />
are sponsoring a band for their half of the<br />
week. The C and E fleets are following<br />
suit and sponsoring a band for the first<br />
half of the week. The MC fleet is<br />
working on getting sponsorship for beer<br />
after racing.<br />

hours on the last day of scheduled racing. In<br />

The regatta is open to boats of the<br />
<strong>Scow</strong> Classes A, MC, C, E, and I-20. The<br />
skipper must be a family, regular, youth or<br />
life member of the ILYA at the time of<br />
registration. Crew members become members<br />
of the ILYA by virtue of the yacht’s<br />
completed registration. ILYA Member Club<br />

Trophies<br />
ILYA perpetual or keeper race trophies<br />
will be awarded to the winners of<br />
each completed race. Trophies for the top<br />
ten skipper and crew in Classes E, MC, and<br />
C will be awarded, and trophies for the top<br />
five skipper and crew will be awarded in<br />
Classes A and I-20.<br />
Special Corinthian awards will be given<br />
in Classes E and C, and a trophy for the<br />
highest placing wooden E <strong>Scow</strong>, as well as<br />
a trophy for the highest standing female<br />
skipper, will also be awarded. Class C will<br />
also award a top junior (under 21) trophy<br />
and a Master trophy.<br />
Masters trophies will also be awarded<br />
in Class MC, as well as a Grand Master<br />
trophy and a Top Junior (under 21) award.<br />
Risks<br />
Sailing is an activity that has an inherent<br />
risk of damage and injury. Competitors<br />
in this event are participating entirely at<br />
their own risk. See RRS 4, Decision to<br />
Race. The race organizers (organizing authority,<br />
race committee, protest committee,<br />
host club, sponsors, or any other organization<br />
or official) will not be responsible for<br />
damage to any boat or other property or the<br />
injury to any competitor, including death,<br />

3. BOATING REGULATIONS of the<br />
State of Wisconsin will apply. Wisconsin<br />
statutes require all boats to carry a Coast<br />
Guard approved PFD for each person on<br />
board plus a throwable at all times. All<br />
Wisconsin boats must have registration<br />
numbers and tags forward of the mast.<br />
Courses<br />
The courses to be sailed will be described<br />
in the Sailing Instructions. The racing<br />
area will be on the navigable waters of<br />
Green <strong>Lake</strong> and will be described at the<br />
Competitor Briefings or by notice on the<br />
Official Notice Board at Regatta Headquarters.<br />
Housing<br />
Green <strong>Lake</strong> is a resort community and<br />
accommodations can become quite hard to<br />
find. Please reserve early.<br />
A block of rooms is available at the<br />
Heidel House for the week-long event. You<br />
can access the block under “ILYA” or “National<br />
Class A <strong>Scow</strong> <strong>Association</strong>.” The<br />
phone number for the Heidel House is 800-<br />
444-2812. They have a tiered rate system.<br />
They have offered $149 per night for ‘run<br />
of the house’ rooms (they guarantee a specific<br />
rate, with a possible variety of room<br />
types being utilized), $179 per night for<br />
deluxe lake view rooms, and $219 per night<br />
for one bedroom suites.<br />

Miscellaneous<br />
Boat Removal: On Saturday, August<br />
15, and Tuesday, August 18, boats will be<br />
removed from the lake.<br />
ALL BOATS MUST HAVE THEIR MAST<br />
DOWN BEFORE PROCEEDING TO THE<br />
LAUNCHING AREA. Traffic volunteers<br />
and the Green <strong>Lake</strong> police will direct traffic.<br />
COVERS, BUNKS AND GENERAL<br />
CLEAN UP OF BOATS WILL NOT BE<br />
ALLOWED IN THE LAUNCH AREA.<br />
This MUST be done in the registration<br />
location at the Green <strong>Lake</strong> county grounds.<br />
Mooring<br />
No dry sailing will be allowed in the<br />
headquarters area. Participants are expected,<br />
though not required, to moor in the<br />
designated areas in Dartford Bay and the<br />
bay and lagoon adjacent to Hattie Sherwood<br />
Park. All competitors mooring there must<br />
provide adequate ground tackle for a soft<br />
bottom approximately 10 to 15 feet in depth.<br />
Green <strong>Lake</strong> Yacht Club will provide<br />
taxi boats from the main headquarters and<br />
a short pier located near the former registration<br />
area near Hattie Sherwood Park for<br />
those participants moored, and parked in<br />
that area.<br />
Parking at the headquarters will be at a<br />
premium. A walk of several blocks may be<br />
required. Competitors are encouraged to<br />
drop off their crew and sails, etc. at headquarters<br />
and then find a place to park. For<br />
those moored at Hattie Sherwood area,<br />
parking is available in the field used for<br />
registration in past regattas. All trailers<br />
shall be stored at the County Highway<br />
grounds adjacent to registration.<br />
Local Regulations: Green <strong>Lake</strong> has a<br />
200-foot no wake zone and no boat may be<br />
moored more than 200 feet from shore in<br />
the lake proper. Please slow to no wake<br />
whenever your powerboat is within 200<br />
feet from shore.<br />

The Warning Signal for the first race, July<br />
23, will be at 10:00 a.m. Except when races are<br />

signal will be made after 12:00 p.m. on Saturday,<br />

races during the course of the regatta. If six<br />

The Regatta is open to skippers who comply<br />
with the requirements prescribed by the<br />
ILYA bylaws and are Family, Regular, Youth,<br />
or Life members of the ILYA. Crew become<br />
members of the <strong>Association</strong> by virtue of their<br />

All skippers in Class X and crew who turn<br />
16 during or after the calendar year 2009 may<br />
participate. Only skippers who turn 14 or younger<br />
in the calendar year 2009 are eligible to sail in<br />
the Junior Fleet. Skippers who turn 15 or 16<br />
during the calendar year 2009 must sail in the<br />
Senior Fleet. Crew members may sail in either<br />
fleet as long as they are not older than 16 in the<br />
calendar year 2009.<br />
Social<br />
Wednesday Evening: Opening Ceremony<br />
Picnic at GLYC. Volleyball tournament starts.<br />
Thursday Afternoon: Annual X Fleet meeting<br />
1 hour after the last race concludes at GLYC.<br />
Thursday Evening: A night on your own to<br />
enjoy the many surrounding area activities.<br />
GLYC will have some family activity suggestions<br />
(go-cart, mini-golf, etc).<br />
Friday Evening: Regatta Party at historic<br />
Grandview Lodge on the north shore of Gull<br />
<strong>Lake</strong>, including social hour, buffet dinner, volleyball,<br />
dancing to DJ music, and ongoing professional<br />
video and slide show of the previous 2<br />
days of sailing.<br />
Volleyball: Tournament will be held<br />
throughout the regatta, starting Wednesday<br />
evening at the picnic.<br />
More Activities: Go to GLYC web site for<br />
a list of local area activities (golfing, fishing,<br />
dining, boat rental, shopping, bike rentals, etc).<br />
Fees<br />
The entry fee is $100 per yacht. Registration<br />
payments must be postmarked or otherwise<br />
received by July 10 to avoid a $20 late entry fee<br />
prescribed by the ILYA bylaw 12.18.30d. Registrations<br />
on site are subject to a $30 late penalty.<br />
Lunch and Social tickets and Regatta Wear<br />
may be purchased at check-in.<br />
Trophies<br />
Perpetual trophies are awarded to the winning<br />
skippers of each race. The top 15 skipper<br />
and crew in both the Junior and Senior fleets will<br />

Adequate mooring anchor and line must be<br />
provided by each skipper for a depth of 6-15 feet<br />
and a hard, sandy bottom . NOTE: GLYC is<br />
located on the open water of GLYC. If overnight<br />
severe storm weather is threatening, moorings<br />
can be moved into adjacent and well protected<br />
“Love <strong>Lake</strong>,” located via a small inlet<br />
approximately 1/16th mile to the north of GLYC.<br />

The GLYC launch ramp is shallow.<br />
Powerboats will need to launch at one of the four<br />
DNR deep water launch ramps on Gull <strong>Lake</strong>, or<br />
at one of the local resorts if you are guest. Maps<br />
and details will be available at Check-In. No<br />
overnight powerboat mooring at GLYC. Smaller<br />
coach's inflatables will be allowed to launch at<br />
GLYC.<br />
The ILYA measurer will be present at Gull<br />
<strong>Lake</strong> to assist with compliance issues. The scale<br />
will be there again for those of you desiring to be<br />
weighed, and to assist with double deck trailers.<br />
This year, as in the past, we will be requiring<br />
boats to be weighed only if the weight sticker is<br />
missing or the weight’s seals are not intact.<br />
Competitors with their stickers and seals intact<br />
will not have to be weighed but may do so<br />
optionally if they wish. Boats will also be required<br />
to have names and proper deck letters as<br />
outlined in the rules, and will be checked for this<br />
as well.<br />

Eligible boats may enter by three means:<br />
1) Registering on the ILYA website<br />
(www.ilya.org).<br />
2) Completing an official ILYA Regatta Entry<br />
Application and sending it, together with the<br />
required fee, to the ILYA at PO Box 311, Fontana,<br />
WI 53125.<br />
3) Faxing to ILYA at 262-203-7722.<br />
All entries must be postmarked or otherwise<br />
received by July 10 to avoid late penalties<br />
per ILYA By-law 12.18.3.d. Fax and Internet<br />
registrations require credit card information.
