to the EMCDDA st<strong>and</strong>ard for calculating direct drug deaths, both accidental <strong>and</strong> nonaccidental<br />

overdoses (suicide) are included, as well as cases where it has not been<br />

determined whether the poisoning was accidental or not (EMCDDA, 2008; Van Laar et<br />

al., 2002a, 2002b; Van Laar et al., 2006).<br />

Between the mid-1990s <strong>and</strong> 2001, there was a rise across the spectrum – not only for<br />

opiates - in the number of registered deaths from drug overdose (Figure 4.6). Per million<br />

inhabitants aged between 15 <strong>and</strong> 64 the numbers fluctuated slightly. In the case of the<br />

<strong>Netherl<strong>and</strong>s</strong>, between 1996 <strong>and</strong> 2006, the number fluctuated between ten <strong>and</strong> thirteen<br />

direct drug deaths in this population cohort (Figure 4.9).<br />

• The rising trend from the mid-1990s can be partly attributed to an increase in cocainerelated<br />

deaths (see § 3.7).<br />

• The transition from classification system ICD-9 to ICD-10 in 1996 also plays a part<br />

in the increase. A greater number of cases may possibly be counted as drugs deaths<br />

since 1996 according to the ICD-10 classification, than was formerly the case with<br />
