The mission of the <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong> is to provide an excellent education to all of our students by setting high standards in<br />

achievement, providing excellent faculty and staff, promoting community support, and providing appropriate technology.<br />

The goal of <strong>Union</strong> <strong>High</strong> <strong>School</strong> is to provide a fundamental understanding of the political, socio-economic, physical, cultural, moral,<br />

practical, vocational and technological aspects necessary to continue to prepare students for the twenty-first century. To reach this<br />

goal there must be a cooperative effort on the part of the students, parents, teachers, and administration. Achieving this goal will help<br />

you to begin your post-high school career.<br />

To accomplish the above goal, many courses, programs, and activities are provided for you. We urge you to do your best in each of<br />

your courses of study. We also strongly encourage you to be involved in extra-curricular programs to help you develop your skills,<br />

abilities, and interests outside of the classroom.<br />

This handbook is provided to help each student and their parents to become knowledgeable about the programs and requirements of<br />

our school. Please read each page carefully, then sign, and return the Student Handbook Acknowledgement Form found on page 35.<br />

During the course of the year, your son/daughter will need to use the computer. So please read, sign, and return the Technology<br />

Usage Form for both parent and student found on pages 36 & 37. To access your son/daughter’s grades, attendance, discipline, and<br />

course schedule you will need to fill out, sign, and return the Parent Portal Authorization Form found on page 38. If you have any<br />

questions, consult with your teacher or counselor, or see one of the administrators.<br />

Federal and State laws protect the permanent record information of your child. A policy is in effect for the <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong>s that<br />

maintains confidentiality of student data. Occasionally, the school may need to distribute limited information about all students such as<br />

at the time of graduation, for athletic programs, in the yearbook, in school newspapers, etc. Such material is classified “Directory<br />

Information.” If you do not object in writing (see “Refusal of Directory Information and/or Photograph Form on page 35) the schools will<br />

distribute such information as needed.<br />

Alcohol/Drug Abuse - The board recognizes its share of responsibility for the students who attend the <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong>.<br />

Therefore, the use, sale, transfer, possession, or being under the influence of alcoholic beverages or controlled substances on any<br />

school property, in any school-owned vehicle used to transport students to and from school or school activities, or off school property at<br />

any school sponsored or school-approved activity, event, or function, such as a field trip or any athletic event, where students are under<br />

the jurisdiction of the school district, is prohibited.<br />

Attendance Regulations - All students are expected to attend school regularly in order to benefit from the instructional program.<br />

There is a direct relationship between poor attendance and class failure. Students who have good attendance records generally<br />

achieve higher grades, enjoy school more, and are more employable after leaving school.<br />

The Board of Education has adopted new attendance regulations that were implemented in 2005-06 school year. The following<br />

regulations shall be adhered to by the high school staff in handling student absences:<br />

Excused Absences – An absence will be recorded as “excused” if the reason for absence complies with any of the following:<br />

1. Personal illness of student.<br />

2. Death in family or of friends.<br />

3. Doctors or dentist appointments. The student must bring in a statement from a doctor or dentist office stating the date and<br />

time of the appointment.<br />

4. Driver’s examination – ½ day.<br />

5. Senior pictures – ½ day.<br />

6. When a family is leaving town on vacation and desires to take the student with them, the student may be excused if:<br />

a. The administration is notified in advance of the absence.<br />

b. The student procures assignments in advance of the absence.<br />

c. All assigned work is turned in upon returning to school.<br />

d. All tests, etc. are made up at the direction of the individual teacher.<br />

e. Student’s attendance and discipline are in good standing when the request is made.<br />

7. Religious observances – In all cases the judgment of the school administration shall determine the school’s position in relation<br />

to the student’s absence.<br />

8. Car Trouble – with parent call<br />

Unexcused Absence:– An absence for which the reason is unexcused shall result in the student receiving a zero for that day with no<br />

opportunity for submitting make-up work for credit.<br />

In all cases the judgment of the school administration shall determine the school’s position in relation to the student’s absence.<br />

Suspension– A student’s absence due to suspension will be recorded as unexcused with the exception of long term suspension.<br />

Reporting Absences – The day the student is absent, a parent or guardian should call the office (636-583-2513) by 10:30 a.m. to report<br />

the absence. Students without phones must present a written excuse to the office the morning following the absence. Parents are to<br />

make prior arrangements to do this with the principal’s office.<br />

After the student’s eighth absence in a semester, the assistant principal and/or his/her counselor may meet with the student’s and/or<br />

parents. A letter is mailed stating the number of absences and the attendance policy.<br />

Effect of Student Absence on Credit – Students Credit will be in question when they reach an eighth absence in any class per<br />

semester. On their eighth absence the assistant principal and/or his/her counselor will meet with the student. The students will then<br />

have the opportunity to explain the reason(s) for their absences to the counselor and/or grade level Principal. The counselor and/or<br />

grade level Principal will then decide if the student will receive credit for that class.<br />

Right to Appeal – Upon review, the counselor and/or grade level Principal may decide to approve additional absences, deny credit due<br />

to excessive absences, or place a student on probation, which may include the request for medical documentation of an illness.<br />

Actions of the assistant principal and/or his/her counselor may be appealed.<br />

Due Process – Parents and students have the right to appeal to the Board any recommendations denying credit to the student because<br />

of excessive absences. The student will be afforded an appropriate due process hearing in accordance with Board policy and state<br />

law.<br />

Make-Up Work – If a student expects to be out of school for three or more days, the parents may call the school office and request<br />

homework. The books and assignments may be picked up in the office at the end of the school day.<br />

Students participating in pre-arranged field trips or other school activities must get assignments prior to the date of that activity and<br />

must turn in assignments on the date due or the first day they return from the activity. Supporting medical documentation may be<br />

required in cases of excessive absences.<br />

The student whose absence is unexcused is not permitted to do any make-up homework, regardless of whether it is a test or daily<br />

assignment.<br />

Previously announced assignments, homework, and tests are due or should be taken the first day a student returns to school unless<br />

other arrangements have been made. If the student has excused absences, they will be given one day for each day missed to make up<br />

their work.<br />

Admit Slips – Any student who arrives late at the beginning of school before 8:15 am go straight to class. If after 8:15 am must report<br />

to the principal’s office for an admit slip.<br />

Permission to Leave <strong>School</strong> Early –Students are not to leave the school grounds during school hours without a written pass from the<br />

office. Students who leave without following proper procedure will be considered truant, including those who become ill or injured on<br />

campus.<br />

Tardiness- Students are allowed three (3) tardies per semester to school. The fourth and subsequent tardies will result in disciplinary<br />

action. All tardies are kept by the teacher.<br />

Activities Calendar-The official school calendar for activities is kept in the Activities Director’s office. All activities must be submitted to<br />

the school Activities Committee for pre-approval before being officially scheduled by Mr. Chris Arand, Activities/Facilities Director.<br />

Beverage Containers-Beverage and/or beverage containers from sources outside of school are not to be brought on school premises.<br />

Bulletin Boards-Students are advised to check the bulletin boards in their classrooms or outside the principal’s office, library and<br />

cafeteria for the daily bulletins pertaining to school activities and other information.<br />

Cafeteria Procedures-Students may pay cash in the service line. However, our computerized lunch tickets are preferred and may be<br />

purchased at any time during the school year, before or after school from the office staff. Meals may be purchased by the week or the<br />

month. Please note the Wellness Policy found on the <strong>District</strong> website. Also, please note the food service policy in the district handbook.<br />

Candy and Soda-Candy and soda may be purchased before 8:00 am and 1 ½ hours after lunch during the school day. Please note<br />

the Wellness Policy found on the <strong>District</strong> website. Each teacher has the authority to allow or disallow eating and drinking in the<br />

classrooms. To help keep our school clean, all cans, wrappers, etc. are to be deposited in the proper receptacles.<br />

Class Organizations-Each class in school is under the sponsorship of teachers appointed by the administration. Each class shall elect<br />

the following class officers for the school year: president, vice-president, treasurer, secretary, and a student council representative.<br />

Meetings are arranged by the sponsor and assistant principal. Various fund-raising activities will be planned so that classes can have a<br />

treasury large enough to finance the Junior-Senior Prom and other class activities.<br />

Closed Campus-Students must remain on campus during lunch. To leave the campus at lunch, proper check out procedures must be<br />

followed; approval of administrators and parents is required. Any student leaving school during lunch without observing the appropriate<br />

procedures will be considered truant and will be disciplined accordingly.<br />

Computer/Internet Use-Students will have access to the Internet in several classrooms. The Internet is to be used for educational<br />

purposes. Internet guidelines will be given to define what educational purposes and other requirements mean for using the Internet. All<br />

students and their parents must sign the agreement form in order for the student to use the Internet. Please find the forms on pages 36<br />

& 37.<br />

Internet access is now available to students and teachers in the <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong>. Our goal in providing this service is to<br />

promote educational excellence in our school system by facilitating resource sharing, innovation, and communication.<br />

With access to computers also comes the availability of materials that may not be considered to be of educational value. Since the use<br />

of the Internet is a privilege, not a right, an inappropriate use will result in a cancellation of those privileges. The principal has full<br />

discretion to suspend or revoke use of the Internet for any reason deemed necessary.<br />

Students and parents must sign an Internet Acceptable Use Policy Form. Those signatures must be on file before a student will be<br />

allowed to use the internet.<br />

The student will NOT:<br />

Transmit copyrighted or threatening or obscene materials<br />

Swear, use vulgarities or any other inappropriate language.<br />

Reveal personal addresses, phone numbers or passwords to anyone.<br />

Use the network in such a way as to disrupt the use of the network for other users.<br />

Send any messages that are harassing, discriminatory, or antisocial.<br />

Attempt to go beyond unauthorized access.<br />

Attempt to harm, modify, or destroy computer hardware or data of another user, or of any other agencies or networks.<br />

Access the Internet without explicit permission from an instructor.<br />

Access the Internet without an active Internet Use Agreement.<br />

Log in using anyone else’s password.<br />

Plagiarize works found on the Internet.<br />

Use the system to access material that is profane or obscene, that advocates illegal acts, or that advocates violence or<br />

discrimination towards other people. (Should a student accidentally come across such material, he/she will immediately leave the<br />

site and notify the instructor.)<br />

Access materials that incur cost.<br />

The <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong> administration reserves the right to review any materials on user-accounts, including, but not limited to,<br />

e-mail and saved files.<br />

Dance and <strong>School</strong> Functions- Students may bring a guest other than a UHS student to school dances. However, any non-<strong>Union</strong><br />

guest attending a school dance must have a completed "Outside Date Form” on file in the office prior to the activity. The Date Form<br />

can be obtained from the principal’s office. Middle <strong>School</strong> students will not be allowed to attend <strong>Union</strong> <strong>High</strong> <strong>School</strong> dances.<br />

<strong>District</strong> Wellness Program-The Board recognizes the relationship between student well-being and student achievements as well as<br />

the importance of a comprehensive district wellness program. Therefore, the district will provide developmentally appropriate and<br />

sequential nutrition and physical education as well as opportunities for physical activity. The wellness program will be implemented in<br />

a multidisciplinary fashion and will be evidence based.<br />

Emergency Plans / Safety Drills - The superintendent has the responsibility for developing and maintaining the district’s emergency<br />

preparedness plans. Emergency preparedness drills (fire, severe weather, tornado, earthquake, bomb threat or civil emergency) will be<br />

developed by the superintendent in cooperation with the building principals. A sufficient number of drills will be conducted in each<br />

building to give instruction and practice in proper actions by staff and students. The decision for calling and executing drills will be the<br />

responsibility of the superintendent and/or the building principal.<br />

EVACUATION OF THE BUILDING<br />

Fire Drill: As a safety precaution, bomb and fire drills will be held several times during the year. The signal for a fire drill will be<br />

continuous sounding of the claxon horn or an announcement via the public address system. When alerted, teachers will instruct<br />

students to leave by the designated route. Crisis situations require the most mature behavior possible from the student body. This is<br />

not “play time.” It is time to focus on exiting the building as quickly and quietly as possible.<br />

Tornado Drill: Sirens will signal a tornado drill. The following procedures will be implemented.<br />

1. Students and teachers are to proceed quickly and quietly to the designated area.<br />

2. Upon arrival at the designated area, all persons will assume the protective position, i.e., face the wall and get on your<br />

knees, bend over putting your face on your knees and clasping your hands behind your head.<br />

3. Students are to remain absolutely quiet so further instructions can be heard.<br />

4. Avoid any position that is opposite a window or doorway because of danger of broken glass.<br />

5. Administrators will announce the end of the drill or emergency situation.<br />

Extra-Curricular Programs - The handbook, “Citizenship Guidelines for the Extra-Curricular Program,” has been approved by the<br />

Board of Education. The purpose of this handbook is to inform students and parents of the requirements, expectations and<br />

consequences of the programs. Also, they have been established so that students, sponsors/coaches, parents, and administrators can<br />

work together to set the correct examples for their peers, for representing the school and community. Students who are participating in<br />

inter-scholastic activities and their parents must sign a statement acknowledging that they have read and understand the guidelines.<br />

This must be done before the student will be allowed to participate.<br />

Students who wish to participate in activities are encouraged to contact the coach/sponsor of that particular activity.<br />

Clubs and Organizations<br />

Clubs and organizations are available for students to become involved in school outside of their class work. Once a month clubs meet<br />

to allow students and sponsors time to discuss club business, have guest speakers and other programs. Students are encouraged to<br />

become involved in these programs. Those that participate in these activities will not have to sign a statement regarding their<br />

understanding of the Citizenship Guidelines for the Extra-Curricular Program; however, students will be expected to follow these<br />

expectations to maintain their membership in the club or organization.<br />

All clubs and/or organizations must have an official constitution on file, which has been approved by the administration. Although many<br />

clubs and organizations are affiliated with local, state or national groups, UHS activities may have some additional guidelines for<br />

students to follow in order to maintain their membership.<br />

The following is a list of clubs available to the students at <strong>Union</strong> <strong>High</strong> <strong>School</strong>: Art, DECA, Drama, FBLA, FCA, FFA, FCCLA, FTA,<br />

Foreign Language, Inklings-Library, Key Club, Math, National Honor Society, Photography, Red & Black Brigade, Social Studies,<br />

Family Educational Rights and Privacy Act (FERPA) –<br />

The <strong>Union</strong> <strong>School</strong> <strong>District</strong> maintains general education records required by law. The <strong>District</strong> makes available to parents information<br />

concerning their child enrolled in school unless the <strong>District</strong> is notified that the parent does not have that authority under state law.<br />

When the student reaches eighteen years of age and is no longer dependent, all rights of the parent are transferred to the student.<br />

Parents, the student, and officials of the <strong>District</strong> with legitimate educational interests, are the only persons with general access to the<br />

records. <strong>School</strong> official refers to employees, agents, or trustees of the district. <strong>School</strong> officials have a "legitimate educational interest" in<br />

a student's records when they are working with the student considering disciplinary or academic actions, the student's case, or a<br />

handicapped student's individual education plan; compiling statistical data; or investigating or evaluating programs.<br />

Principals are custodians of all academic records of students currently enrolled at their assigned school. Records may be reviewed<br />

during regular school hours. The records custodian or designee will respond to reasonable requests for explanation and interpretation<br />

of the records.<br />

Free and Reduced-Price Food Services - Eligible students, as determined by appropriate school officials based on guidelines<br />

established under the national school lunch program, will be provided nutritionally acceptable meals at no cost or at a reduced cost, if<br />

they are unable to pay the regular price.<br />

The criteria for determining a student's need and the procedures for securing "no-cost" and "reduced-cost" lunches for the student will<br />

be outlined and made known each year by the Board of Education through the principal’s office.<br />

Fund Raising Programs-During the year many organizations will want to make money to support their activities. All requests for<br />

fundraising are to be submitted to the Activities Committee in writing and approved by the principal.<br />

Gambling and Card Games- Any form of gambling or card playing on school premises is strictly forbidden.<br />

Identification Cards – To contribute to campus safety and quick identification of students on campus, all UHS students are required to<br />

have their school ID card daily. UHS teachers will distribute student ID’s on the first day of school. During lunch – any UHS student<br />

that does not have the required ID will be sent to the end of the lunch line. Students should never use an ID belonging to someone else<br />

to identify themselves, to gain permission or access, or to make a purchase. Defacing of ID will result in student having to purchase a<br />

new ID. A new ID can be purchased for $2.00.<br />

Interrogations, Interviews and Searches by <strong>School</strong> Personnel- <strong>School</strong> lockers and desks are the property of the Board of Education<br />

and are provided for the convenience of students and, as such, are subject to periodic inspection without notice.<br />

Students or student property may be searched based on reasonable suspicion of a violation of district rules, policy or state law.<br />

Although students may be asked to empty pockets, or remove jackets, coats, shoes or other articles of exterior clothing for examination<br />

if reasonable under the circumstances, students will not be required to disrobe.<br />

The interior of a student’s automobile may be searched if the school authority has reasonable suspicion to believe that illegal,<br />

unauthorized, or contraband items are contained inside.<br />

Law enforcement officials shall be contacted if the administration reasonably suspects that a student is concealing controlled<br />

substances, drug paraphernalia, weapons, stolen goods or evidence of a crime beneath his or her clothing and the student refuses to<br />

surrender such articles.<br />

Library Media Center Regulations:<br />

1. All Fiction and Non-fiction books may be checked out for 4 weeks and may be renewed for an additional 4 weeks providing<br />

there are no hold requests placed on the books. Reference books may be checked out Overnight only. Back issues of<br />

magazines may be checked out for two weeks.<br />

2. Students need their student ID’s in order to check out materials and may check out materials only for themselves; they may<br />

not check out items for other students.<br />

3. All materials are to be returned or renewed by the due date. After a 5-day grace period fines of $.05 per day, per overdue item<br />

will be charged and students will not be allowed to check out additional materials until all materials are returned and fines paid.<br />

Students are responsible for library materials they have checked out and will be charged for lost or damaged materials.<br />

4. Students are encouraged and expected to use the library media center to pursue academic and personal interests. They must<br />

have a teacher signed pass and sign in upon arrival in order to use the library; students without passes will be sent back to<br />

class.<br />

5. Students are expected to follow the library rules. Loud or inappropriate behavior will not be tolerated. Food and drinks are NOT<br />

allowed in the library media center. Students who do not follow the rules will be asked to leave, and disciplinary actions may<br />

result.<br />

6. Students using the computers are expected to follow the district’s policies regarding Technology Usage (See Board policy<br />

EHB and regulation EHB-R). Students are expected to use safe and ethical behavior when using the library’s computers.<br />

Fraudulent or unethical use of computers and documents available online is strictly prohibited.<br />

Lockers and Locks- Lockers and locks are the property of school. Students will be assigned lockers and will be expected to keep<br />

those lockers unless officially moved. Students will be assigned a combination lock. The student(s) using the lock must pay for the<br />

lock should it be lost or broken. If the locker is not being shared, the cost will be $5.00. The cost will be $2.50 per student, if the locker<br />

is being shared.<br />

Lost & Found- Library books are turned in to the library. Textbooks are returned to the specific teacher. Clothes are turned in to the<br />

office. Clothes that are not claimed are given to charity organizations.<br />

Parent Volunteers-In our efforts to keep all students safe, and due to revised Board policy, the school district has made some changes<br />

to the procedures required to be a parent volunteer in our schools. Starting for the 2007-2008 school year, parents are required to have<br />

two annual background checks. One is a name search that will scan the names of our volunteers through several databases including<br />

the child abuse registry, offender registry, and a criminal record registry. The other check is a fingerprint check. Volunteers can arrange<br />

an appointment with Officer Anderson to have their fingerprints done. His e-mail address is updsro@charter.net. Volunteers will then be<br />

required to mail their fingerprints along with a $14 check to Jefferson City to be processed. Once the results from both background<br />

checks are received, we will add your name to the list of available volunteers, and provide this list to each school’s office. (If you have<br />

completed the $51 fingerprint check in the past, the Board of Education decided to grandfather you in for 5 years with the exception of<br />

having a $5 name check done annually.)<br />

Please remember the reason for these background checks is to protect our children and ensure maximum student safety.<br />

Parking Lot – Students are not to go to the parking lot without permission from the office.<br />

Parking Lot & Driving Regulations-Students may drive to school, but due to a limited number of available parking spots, students<br />

must purchase and display a permit for their vehicle to park in the student-designated areas on the UHS parking lot. Permit cost is<br />

$30.00 annually for underclassmen and $20.00 annually for seniors. Students may park in any parking lot other than those assigned to<br />

staff, visitors, and handicapped. Students will not be able to park on the street. Safe driving practices are to be executed at all times.<br />

The campus speed limit is 15 mph.<br />

Handicapped, Visitor, Faculty, and Student Parking Areas are clearly identified. Students who park in spaces designated for others or<br />

without a parking permit will be fined $10.00 or towed at owner’s expense. Parking and driving violations may result in revocation of<br />

parking lot privileges or other disciplinary action.<br />

Protection of Student Rights - All instructional materials, including teachers’ manuals, films, tapes or other supplementary material<br />

that will be used in connection with any survey, analysis or evaluation as part of any federally funded program shall be available for<br />

inspection by the parents or guardians of the students.<br />

No student, as part of any federally funded program, shall be required without prior parental consent in writing to submit to a survey,<br />

analysis or evaluation that reveals information concerning:<br />

1. Political affiliations;<br />

2. Mental and psychological problems potentially embarrassing to the student or his/her family;<br />

3. Sexual behavior and attitudes;<br />

4. Illegal, anti-social, self-incriminating and demeaning behavior;<br />

5. Critical appraisals of other individuals with whom respondents have close family relationships;<br />

6. Legally recognized privileged or analogous relationships, such as those of lawyers, physicians and ministers; or<br />

7. Income (other than that required by law to determine eligibility for participation in a program or for receiving financial assistance<br />

under such program);<br />

The school district shall give parents and students effective notice of their rights under this policy.<br />

Parents wishing to read the Board of Education Policy concerning protection of student rights in the <strong>Union</strong> <strong>School</strong> <strong>District</strong> should<br />

consult Board Policy JHDA.<br />

Parents wishing to read the Board of Education Policy concerning student searches in the <strong>Union</strong> <strong>School</strong> <strong>District</strong> should consult Board<br />

Policy JFG.<br />

Radios- Radio/stereo devices including CD players, MP3 players, iPods, or other electronic devices not necessary to school business<br />

will not be displayed during school hours and must be kept in a locker or backpack.<br />

Safe <strong>School</strong>s Act-Faculty and administrators are mandatory reporters for any offense that might be considered a third degree assault<br />

or greater. Third degree assault is defined in section 565.070 of the Missouri statutes as: A person commits the crime of assault in the<br />

third degree if:<br />

1. he attempts to cause or recklessly causes physical injury to another person; or<br />

2. with criminal negligence he causes physical injury to another person by means of a deadly weapon or;<br />

3. he purposely places another person in apprehension of immediate physical injury; or<br />

4. he recklessly engages in conduct which creates a grave risk or death or serious physical injury to another person; or<br />

5. he knowingly causes physical contact with another person knowing the other person will regard the contact as offensive or<br />

provocative;<br />

6. anyone committing an assault will be reported to the proper legal authorities.<br />

Discipline records will be a part of the student’s permanent record.<br />

Administrators are to report, as soon as reasonably practical, to the appropriate law enforcement agency any felonies, which are under<br />

section 565.021 RSMO.<br />

Violent Students - No school board shall readmit or enroll a student who has been suspended for more than ten consecutive school<br />

days for an act of school violence without first holding a conference if:<br />

1. the student has been convicted of; or<br />

2. an indictment of information has been filed alleging that the pupil has committed one of the acts that is listed below to which<br />

there has been no final judgment; or<br />

3. a petition has been filed pursuant of section 211.091, RSMo, alleging that the pupil has committed one of the acts that is listed<br />

below to which there has been no final judgment; or<br />

4. the pupil has been adjudicated to commit an act, which if committed by an adult would be one of the following under section<br />

565.020 RSMO:<br />

-1 st degree murder -2 nd degree murder<br />

-1 st degree assault -2 nd degree assault<br />

-Forcible rape<br />

-1 st degree robbery<br />

-Distribution of drugs to a minor<br />

-1 st degree arson<br />

-Kidnapping, when classified as a class A felony.<br />

Proof of Residency - When a parent or student registers, “proof of residency in the district” must be provided. Residency means that a<br />

person both physically resides within a school district and is domiciled within that district. Anyone that submits false information to<br />

satisfy this requirement is guilty of a class A misdemeanor.<br />

Student Transfers - When a student transfers, the receiving school must request the student’s records within 48 hours from all schools<br />

previously attended by the student within the last twelve months. Any school receiving the request must provide a copy of the records<br />

within (5) five business days of receiving the request.<br />

<strong>School</strong> Property - If you lose or damage a textbook, uniform, or equipment, you will be charged for it. If you do not pay the charge<br />

before school is out, it will be collected at the time of pre-enrollment for the next school year.<br />

Sexual Harassment Policy - The Board of Education is committed to maintaining a work environment for its employees, students, and<br />

patrons that is free from sexual harassment. Furthermore, the Board of Education strongly believes that no person in the <strong>Union</strong> R-<strong>XI</strong><br />

<strong>School</strong> <strong>District</strong> shall, based on sex, be denied the benefits of, or be subjected to discrimination under any educational program or<br />

activity.<br />

A. Under Title IX - Title IX forbids discrimination on basis of sex in any educational program or activity that receives federal funds.<br />

This includes a prohibition on sexual harassment. The Office of Civil Rights of the U.S. Department of Education defines sexual<br />

harassment under Title IX as follows: “Verbal or physical conduct of a sexual nature, imposed on the basis of sex, by an employee<br />

or agent of a recipient that denies, limits, provisions of aid, benefits, services or treatment protected under Title IX.<br />

B. Examples of Sexual Harassment<br />

Students may experience harassment that is unique to their situation, which could support a potential complaint against the district if<br />

not remedied. Such harassment may include, but is not limited to, the following:<br />

1. unwanted sexual behavior, such as touching, verbal comments, sexual name calling, spreading sexual rumors, jokes,<br />

pictures, leers, overly personal conversation, cornering or blocking a student’s movement, pulling at clothes, sexual<br />

advances on school premises or school activities;<br />

2. a student in a predominantly male or female class who is subjected to sexual remarks by a teacher or students who regard<br />

the comments as joking and part of the usual class environment;<br />

3. interfering with a student’s achievement in a class such as hiding his or her tools, questioning his or her ability to handle the<br />

work, or suggesting that he or she is abnormal for enrolling in the class;<br />

4. purposefully limiting or denying students access to educational resources, such as computers or weight rooms.<br />

C. Investigation of Sexual Harassment Complaints Involving Students<br />

1. if a student believes he or she is being sexually harassed, the student should bring the concern to the attention of the<br />

building principal;<br />

2. if the student feels that such contact with the building principal would be inappropriate, if the situation is not satisfactorily<br />

resolved by the building principal, or if the student simply feels more comfortable speaking to someone other than the<br />

building principal, the student should contact the Superintendent’s office;<br />

3. the Title IX or Section 504 compliance coordinators as identified in the statement of non-discrimination below<br />

UNION R-<strong>XI</strong> SCHOOL DISTRICT<br />

STATEMENT OF NON-DISCRIMINATION<br />

Applicants for admission and employment, students, patrons and employees of <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong>s are hereby notified that this<br />

institution does not discriminate based on race, color, creed, religion, national origin, sex age or handicap in admission, or access to,<br />

or treatment of employment in its programs and activities. Any person having inquiries concerning <strong>Union</strong> R-<strong>XI</strong> compliance with the<br />

regulations implementing Title IX and Section 504 is directed to contact either Dr. Jennifer Hope, Assistant Superintendent of <strong>School</strong>s,<br />

or Mr. Steve Bryant, Superintendent of <strong>School</strong>s at (636) 583-8626. Dr. Hope and Mr. Bryant has been designated by the <strong>Union</strong> R-<strong>XI</strong><br />

<strong>School</strong> Board to coordinate the institution’s efforts to comply with the regulations implementing Title IX and Section 504. All 504<br />

requests should be directed to the building principal. Specific district policies identifying compliance and/or grievance procedures are<br />

available for review in each building administration office and library, public library, and central office file. Any person may also contact<br />

the Assistant Secretary for Civil Rights, U.S. Department of Education, regarding the institution’s compliance with regulations<br />

pertaining to Title IX and Section 504.<br />

Student Council - Student Council is a very important student-government organization. Members of Student Council work closely<br />

with the administration and faculty concerning the promoting of student activities and programs, and resolving issues that concern<br />

students.<br />

Student Insurance - The <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong> does not carry health accident insurance on students. Should a student be<br />

injured and medical attention is required by a doctor and/or an ambulance is needed to transport the student to the hospital, every effort<br />

will be made to contact the parents before the student is transported. However, should the student’s life or well-being depend on<br />

immediate emergency care, school officials will contact emergency medical personnel without parental approval. Parents are<br />

responsible for all expenses incurred with an accident.<br />

If you participate in a sport, you must show evidence of being insured before you will be permitted to participate in any camp, practice,<br />

or contest. Student insurance will be available. When the students pick up their schedules in August they will be given an application<br />

form.<br />

Transportation- Students must ride school transportation to and from all school sponsored activities. Exceptions will be made only in<br />

cases where the parent/ guardian contacts the assistant principal and/or coaches/sponsor that they will be transporting their child from<br />

the activity. If a student does not follow these procedures, disciplinary action will be taken.<br />

Visitors-No visitors, other than parents, will be allowed at school, except for educational purposes and then, with prior approval from the<br />

administration only. Visitors and parents must sign in or out and receive a visitor’s pass from the main office. Pre-school and elementary<br />

children cannot be allowed as visitors at any time.<br />

<strong>School</strong> Nurse-The nurses provide services to assist students with their personal health needs. The nurse's office is located near<br />

entrance #7 in the yellow hallway. If you must see the nurse, be sure to notify the teacher of the class that you are supposed to be in<br />

and receive a pass before you go to the nurse’s office. If this is not taken care of, you will be considered tardy to class. Permission to<br />

go home must be granted by the nurse or an administrator. Students leaving without permission will be considered truant.<br />

*Student’s immunizations must be current in order to attend school.<br />

Student Medications-The taking of medicine by students during school hours shall be discouraged and restricted to necessary<br />

medication that cannot be taken by the student on an alternative schedule. All medicine must be accompanied by written instructions,<br />

signed by the parent/guardian and include the items set out below, and prescription medicines must also be accompanied by a label<br />

affixed by a pharmacy/physician.<br />

Such written instructions shall include the following:<br />

a) child’s name;<br />

b) date prescribed, if prescription drug;<br />

c) name of medication;<br />

d) purpose of medication;<br />

e) time to be administered;<br />

f) dosage;<br />

g) any indicated side effects;<br />

h) termination date for taking medication<br />

All medicines shall be placed in the Nurse’s Office. The release of the medicine to the student, when all of the above conditions have<br />

been met, shall be limited to the <strong>School</strong> Nurse, the Principal, or other properly designated person(s). The parent/guardian of the<br />

student must assume responsibility for informing the school personnel of all of the student’s requirements with regard to taking any<br />

medication and any change in the student’s health or change in medication.<br />

If emergency medication must be in the student’s possession at all times (i.e. allergy, asthma, etc.) a note from the parent and/or<br />

physician must be on file in his/her health record, updated annually by September 1.<br />

Communicable Diseases-A student shall not be permitted to attend classes or other school sponsored activities if the student is<br />

known to be afflicted with or liable to transmit any contagious or infectious disease, unless the Board or its designee has determined,<br />

based upon medical evidence, that:<br />

1. the student is no longer infected or liable to transmit the disease;<br />

2. The student is afflicted with a chronic infectious disease, which poses little risk of transmission in the school environment<br />

with reasonable precautions. See <strong>School</strong> Board policy (JHCC) for complete policy and regulations.<br />

Guidance Services - Guidance Services are available to every student in the <strong>High</strong> school. These services include assistance with<br />

educational information and planning; interpretation of test scores; occupational information and study skills; home, school and/or social<br />

concerns. Each student should make an appointment at least twice a year to re-assess educational plans and, if necessary, make<br />

changes with their four-year plan of study. Students wishing to visit a counselor should contact the secretary in the guidance office to<br />

arrange for an appointment. Also, conferences are arranged with parents to discuss personal and educational concerns of our<br />

students. Any student who has an address change is to inform the counselor’s secretary of the change.<br />

CHANGING SCHEDULES<br />

Students make out their schedules during the second semester. Their requests for classes must be approved by their parents,<br />

counselors and teachers. Students do not select their teachers.<br />

a) Students will not be allowed to drop a course during the first two days of any semester.<br />

b) Students may drop a class on day three through day eight of the course for SUFFICIENT REASON with no record being<br />

made of the course. To begin the process the student must consult the counselor to obtain the drop/add form. Request for<br />

c) The student will remain in his/her original class, pending approval/disapproval of his/her request for change of class.<br />

d) A teacher and/or parent may initiate a request to the <strong>High</strong> <strong>School</strong> Administration to drop or add a course after the eighth day<br />

in order to propose a change at semester.<br />

e) If a student drops a course after the eighth day of the course, a notation of “F” will be recorded on the student’s record<br />

unless an exception is approved by the Appeals Committee. This grade will be calculated into the student’s G.P.A. as an<br />

“F”.<br />

eighteenth birthday. Students under the age of eighteen may be withdrawn only with approval of the principal. Only parents of minor<br />

children may withdraw a student from school for just cause, (to continue compulsory education in another setting), with approval of the<br />

College Information-Colleges change their entrance requirements frequently. Students should consult the official catalog of the college<br />

they expect to enter, and check the requirements yearly while in high school. College catalogs are on file in the guidance office.<br />

TECHNOLOGY PREPARATORY COURSE OF STUDY:<br />

Tech Prep is a challenging course of study that will prepare students for a job in a technical career. After completing high school,<br />

students may continue their education at a community college or technical school, leading to an associate’s degree or certificate.<br />

Students may also choose to enter the workplace immediately after <strong>High</strong> <strong>School</strong> graduation. A third option for tech prep students is to<br />

continue their education at a four-year college or university, leading to a four-year degree.<br />

Students taking the tech prep course sequence with grades of “C” or above can receive credit and advanced placement when they<br />

enter East Central College or Ranken Technical College.<br />

EARLY GRADUATION<br />

Students who qualify for early graduation must:<br />

a) Have 26 units of credit, including 13.5 required units of credit and 12.5 elective units.<br />

Should the request for early graduation be approved, the student will be allowed to participate in the commencement ceremony of his<br />

/her class. When a student has met the initial criteria for early graduation, the principal will make the decision for approval or<br />

Students named to the Honor Roll must have a GPA not less than 3.0 with no grade LESS THAN A “C-“<br />

GRADING SYSTEM<br />

Grades are issued on a regular basis as part of a continuous process for evaluating student achievement and classroom performance.<br />

GRADING GUIDELINES<br />

1. When deemed appropriate and/or at the request of parents, parent conferences will be provided.<br />

2. Students owing library fines, book bills, club monies, etc., will have their diplomas withheld (for seniors) or will not be able to<br />

exempt finals (for all students) until the bill is paid or the item is returned.<br />

3. Quarterly and semester grades will be based on an accumulation of several evaluative methods. (Some examples may<br />

include test scores, homework, participation, group work, etc…)<br />

4. There will be an attempt to notify parents of unsatisfactory work by mail or phone during each quarter as circumstances<br />

indicate. Conferences with parents and teachers can be arranged at a mutual convenience.<br />

5. The quarterly grade is not a grade of record. It is a preliminary indication of progress being made by the students. The<br />

semester grades (which become part of the official transcript) shall represent an evaluation of the total semester’s work.<br />

6. Handicapped students will be graded according to the grading guidelines for all students. Any exceptions will be outlined in<br />

the Individual Education Plan for the individual student and in compliance with the policy of the Missouri State Department of<br />

Elementary and Secondary Education Graduation Guidelines for Handicapped Students.<br />

FINAL EXAM EXEMPTION<br />

I. ALL teachers in every class will give a comprehensive final exam at the end of each semester that represents 10-20% of<br />

the student’s semester grade. In an effort to increase attendance and academics, students can apply for an exemption<br />

from a final exam in selected classes under the following conditions:<br />

A. The student has maintained at least an 85% average grade for the semester in that class.<br />

B. The student has no more than 4 excused absences and no unexcused absences in that class. Doctor notes will<br />

count towards your four (4) absences.<br />

C. Student has no discipline that constitutes ISS or OSS.<br />

(Each Class will be treated separately for each period)<br />

II.<br />

Final Exam exemptions will be allowed at each grade level in the following manner:<br />

A. Freshmen can be exempt from three final exams per semester.<br />

B. Sophomores can apply to exempt three final exams per semester.<br />

C. Juniors can apply to exempt three final exams per semester.<br />

D. Seniors can apply to exempt three final exams per semester.<br />

(Attempting to apply for exemption in more that the allotted classes will result in forfeiture of all exemptions for that<br />

semester.)<br />

III.<br />

Students can apply for final exam exemptions by obtaining a form from the office under the following guidelines:<br />

A. Students will obtain a final exam exemption form from the office for each class chosen. They should complete the<br />

portion that includes their name, grade in school, and the class chosen for exemption. After obtaining a parental<br />

signature, they will return this completed form to the office.<br />

B. The appropriate office personnel will complete the portion including attendance (both excused and unexcused) and<br />

discipline referrals.<br />

C. The teacher will receive the form from the office and finish their portion by completing the grades for each quarter.<br />

The teacher will retain this original form if the student has qualified for an exemption, send an acceptance copy to the<br />

office, or return it to the office with VOID across it if the students does not qualify.<br />

D. This process must be completed and returned to the teacher on the dates specified. Those dates are posted in each<br />

classroom. Turnover time is essential!<br />

E. Forms can be voided and the list in the office adjusted if any of the qualifying features are violated any time previous<br />

to the date that all finals are scheduled to begin.<br />

IV.<br />

Semester grade should be evaluated on 2/5, 2/5, 1/5 basis whether or not a student has final exam exemption for that<br />

particular class.<br />

A. Final exam exemption will be marked with an “X”. Students who are exempt need not be in attendance during the<br />

exam.<br />

B. Students who choose to exempt themselves from a final exam will still be allowed to take the exam to improve their<br />

grades. However, upon completion of the exam, the student may choose to have the exam graded. If the exam is<br />

graded, the teacher may count it as a semester test grade.<br />

C. To calculate the semester grade, the teacher will add the third quarter percentage twice, to the fourth quarter<br />

percentage grade twice, and the final exam percentage once. These five percentages will be divided by five to get<br />

the semester percentage grade. This procedure will work no matter how many total points are available each<br />

quarter. For example, if a students had 400/600 points third quarter, 700/800 points fourth quarter and 150/200<br />

points on the final exam then semester grade would be: 67% +67%+88%+88%+75%=385/5=77%(OR) if the students<br />

is exempt from the final then calculation would be: 67%+88%=155/2=78%<br />

V. Teachers who teach the same classes have been strongly encouraged to collaborate on the type and content of questions<br />

on the final to provide consistency and fairness.<br />

PROGRESS REPORTS<br />

Progress reports will be given out to the student every (3) weeks. The student’s grade will be given for each credit course. Additional<br />

comments may be added to the progress report.<br />

AWARDS AND SCHOLARSHIPS<br />

During the course of the school year, there are many awards and/or scholarships to be earned by the students. Each organization that<br />

sponsors an award and/or scholarship has its own specific standards on which the eligible students are to be evaluated. In most cases,<br />

to earn an award, the student must demonstrate high qualities of leadership ability, character, citizenship, and cooperation. Plans for<br />

the future, financial need, and scholastic abilities are other criteria that are used to evaluate the applicants. To apply for the awards<br />

and/or scholarships, the student must see his/her counselor. Awards to be earned will also be posted in the counselors’ office, and on<br />

the <strong>Union</strong> R-<strong>XI</strong> website.<br />

STUDENT PARTICIPATION IN STATEWIDE ASSESSMENTS<br />

Any student, other than a student receiving special education services, scoring at the lowest level of proficiency, in any subject, at any<br />

grade level under the statewide assessment established by state law is required by state law to retake that assessment in the following<br />

year. The district must evaluate student progress after the initial assessment and report the progress in the aggregate at the building<br />

level as part of the annual report issued to patrons of the district. The district is required to report only the scores of students meeting<br />

the district’s attendance policy, and no report shall disclose student achievement data in such a manner that would personally identify<br />

any student. The district may establish a system of rewards and punishments designed to encourage the students of this district to give<br />

their best efforts on each portion of any statewide assessment established by law.<br />

STUDENT DISCIPLINE<br />

The Board of Education has the legal authority to make all needed policies, rules and regulations for organizing and governing the<br />

school district. This includes the power to suspend or expel a student for conduct that is prejudicial to good order and discipline in the<br />

schools or impairs the morale or good conduct of the students. These policies, rules and regulations will apply to all students in<br />

attendance in district instructional and support programs, as well as at school-sponsored activities. Off-campus misconduct, which is<br />

not school-related and which adversely affects the educational climate, will also be subject to these policies, rules and regulations.<br />

Students who have been charged, convicted or pled guilty in a court of general jurisdiction for commission of a felony may be<br />

suspended in accordance with law.<br />

Building principals are responsible for the development of rules and regulations regarding student conduct needed to maintain proper<br />

behavior in schools under their supervision. Principals, subject to appropriate due process procedures, may summarily suspend any<br />

student for up to ten school days for violation of these policies, rules and regulations. Notice of suspension shall be given immediately<br />

to the parent or guardian, and to the superintendent.<br />

Special circumstances surrounding rule violations will be considered in each discipline case. The building principal will consider prior<br />

offenses in making his/her decision.<br />

Flagrant disregard for policies, rules and regulations, or continued truancy may result in suspension by the superintendent or expulsion<br />

by the Board, both subject to appropriate due process procedures. The superintendent may suspend a student for up to 90 school<br />

days; however, expulsion of students is a function only of the Board of Education.<br />

The Board authorizes the immediate removal of a student upon a finding by a principal, superintendent or Board that the student poses<br />

a threat of harm to self or others, as evidenced by the prior conduct of such student. Any such removal will be subject to the<br />

appropriate due process procedures set forth for suspensions.<br />

Teachers shall have the authority to make and enforce necessary rules for the internal governance in the classroom, subject to review<br />

by the building principal. The Board expects each teacher to maintain a satisfactory standard of conduct in the classroom.<br />

Any time a referral that warrants formal disciplinary action is submitted, a reasonable effort will be made by the principal to either<br />

contact the parent or guardian by written notice delivered by the student, through the mail, or by direct telephone contact.<br />

Critical<br />

Every incident that requires disciplinary action will be recorded in the student=s discipline record. Depending on the severity of the<br />

incident and the particular circumstances involved, the Administration and/or Board of Education reserves the right to move to a more<br />

severe level of the discipline code. The disciplinary infractions set forth below are intended to illustrate, but not serve as the exclusive<br />

listing of acts of misconduct and consequences of such misconduct. Misconduct that is not specifically listed in this code may warrant<br />

discipline up to and including expulsion from school. This code includes, but is not necessarily limited to, acts of students on district<br />

property, including playgrounds, parking lots, district transportation or at a district activity, whether on or off district property. The district<br />

may also discipline students for off-campus conduct that negatively impacts the educational environment, to the extent allowed by law.<br />

Reporting to Law Enforcement<br />

It is the policy of the <strong>Union</strong> R-<strong>XI</strong> <strong>School</strong> <strong>District</strong> to report all crimes occurring on district property to law enforcement, including, but not<br />

limited to, the crimes the district is required to report in accordance with law. A list of crimes the district is required to report is included<br />

in policy JGF.<br />

The principal shall also notify the appropriate law enforcement agency and superintendent if a student is discovered to possess a<br />

controlled substance or weapon in violation of the district's policy.<br />

In addition, the superintendent shall notify the appropriate division of the juvenile or family court upon suspension for more than ten (10)<br />

days or expulsion of any student who the district is aware is under the jurisdiction of the court.<br />

Documentation in Student's Discipline Record<br />

The principal, designee or other administrators or school staff will maintain all discipline records as deemed necessary for the orderly<br />

operation of the schools and in accordance with law and policy JGF.<br />

Conditions of Suspension, Expulsion and Other Disciplinary Consequences<br />

All students who are suspended or expelled, regardless of the reason, are prohibited from participating in or attending any districtsponsored<br />

activity, or being on or near district property or the location of any district activity for any reason, unless permission is<br />

granted by the superintendent or designee. In addition, the district may prohibit students from participating in activities or restrict a<br />

student's access to district property as a disciplinary consequence even if a student is not suspended or expelled from school, if<br />

appropriate.<br />

In accordance with law, any student who is suspended for any offenses listed in ' 160.261, RSMo., or any act of violence or drugrelated<br />

activity defined by policy JGF as a serious violation of school discipline shall not be allowed to be within 1,000 feet of any district<br />

property or any activity of the district, regardless of whether the activity takes place on district property, unless one (1) of the following<br />

conditions exist:<br />

1. The student is under the direct supervision of the student's parent, legal guardian, custodian or another adult designated in<br />

advance, in writing, to the student's principal by the student's parent, legal guardian or custodian, and the superintendent or<br />

designee has authorized the student to be on district property.<br />

2. The student is enrolled in or attending an alternative school that is located within 1,000 feet of a public school in the district.<br />

3. The student resides within 1,000 feet of a public school in the district and is on the property of his or her residence.<br />

If a student violates the prohibitions in this section, he or she may receive an additional suspension or expulsion.<br />

Prohibited Conduct<br />

The following are descriptions of prohibited conduct as well as potential consequences for violations. Building-level administrators are<br />

authorized to more narrowly tailor potential consequences as appropriate for the age level of students in the building. All consequences<br />

must be within the ranges established in this regulation. In addition to the consequences specified here, school officials will notify law<br />

enforcement and document violations in the student's discipline file pursuant to law and Board policy.<br />

Each student should select suitable clothing for school and for the day=s weather condition. Styles and types of<br />

clothing worn change from time to time. The school recognizes this fact and will make allowances for such changes<br />

to a certain point. Appropriate clothing will be worn to present an example of decency and good character. Blouses,<br />

T-shirts, shirts, etc., must extend to at least the top of the student=s pants, skirts or shorts. No spaghetti strap tops,<br />

tube tops, or asymmetrical shirts are allowed. Sunglasses, caps or other types of headwear are not to be worn in the<br />

building during school hours unless approved by the principal.<br />

The advertisement of alcoholic beverages, controlled substances and tobacco are prohibited. Shoes are required at<br />

all times, and the students are discouraged from wearing heavy-soled backpacking boots.<br />

No bare midriffs. No visible undergarments. Shorts and skirts may be worn to school. The length must be such that<br />

it is not distracting or offensive to the person or others. If necessary, the student may be sent home.<br />

Q. Trespassing<br />

purpose for being on school property; and/or (5) being present in an unauthorized area of a school building in which<br />

student access is prohibited or that is otherwise intended for staff use only. All incidents will be reported to law<br />

enforcement officials.<br />

(8) absences in a class per semester may be cause for loss of credit. A student’s eighth absence in a class will<br />

immediately place his/her attendance in review before a review committee consisting of the attendance<br />

monitor/secretary, the assistant principal, that student=s teachers, and his/her counselor. This committee will make<br />

the decision regarding the appropriate course of action relative to loss of credit.<br />

Appeal Procedure<br />

Parents have the right to appeal to the principal. If the interested parties are still not satisfied with the decision, they<br />

may follow the regular channels of appeal to the superintendent and finally to the Board of Education.<br />

In-school suspension begins at 8:00 a.m. on the assigned day and is over at 2:55 p.m. on Monday through Thursday<br />

and/or 1:55 p.m. on Fridays unless revised schedule is in place. Skipping in-school suspension or misconduct during<br />

in-school suspension may result in suspension from school.<br />

If a student refuses to attend in-school suspension, as assigned for disciplinary reasons, that student may be<br />

suspended from school one (1) day per each in-school suspension not served.<br />

Students must bring books, paper, pencils, and study materials with them to in-school suspension.<br />

D. Out-of-<strong>School</strong> Suspension<br />

Students will serve days of suspension only during the regular school year. Summer school will not count toward<br />

reducing the number of days of a student=s suspension. A student who is serving a suspension that has not been<br />

fully completed by the end of the school year will be required to complete the remaining days of suspension when<br />

school resumes in the fall. In the interim, the student will not be allowed to participate in summer school or in any<br />

activities sponsored by the district (band, sports, etc.).<br />

A student may be suspended for engaging in misconduct during graduation-related activities/ceremonies, or during a<br />

district-sponsored summer activity. The student may be informed of the suspension during the summer but will begin<br />

to serve the suspension on the first day of the upcoming school year. If the student who is informed of the<br />

suspension has already enrolled in summer school or district-sponsored summer activities, the student must<br />

immediately withdraw from summer school and the summer activities.<br />

Students suspended out of school are suspended from all district activities during these periods of time. They are not<br />

to be on district property, attend district functions or events either on or off campus, or use district transportation<br />

except as specifically authorized by the superintendent, principal or the principal=s designee. Absences due to<br />

suspension are unexcused, and students cannot receive credits for any assignments or tests given during the time<br />

their suspension is in effect, except as provided for below.<br />

Special Make-Up Allowance for Certain Suspensions of 11 Days or More<br />

There will be no make-up work provision for high school students receiving ten (10) or less days OSS.<br />

Any student who receives an out-of-school suspension of 11 or more consecutive days must attend the district=s<br />

OSS program to be allowed the opportunity to receive full credit (which may include a grade and/or points that count<br />

toward a grade) for completion of assignments, chapter exams, unit exams, and/or final exams during the time of<br />

suspension. The district's OSS program is available to the student after the first ten (10) consecutive days of the<br />

suspension have been served. A student who has already served an accumulated ten (10) or more days of out-ofschool<br />

suspension during the school year may begin attending the district's OSS program on the first day of an 11-<br />

(consecutive) day or more suspension, if the superintendent so recommends. Students who choose not to attend the<br />

program forfeit the opportunity to receive credit for missed work. Parents must provide transportation to and from the<br />

school during the suspension. Students will not be permitted to participate in extracurricular activities and they must<br />

abide by all OSS guidelines. Any major disciplinary infraction will automatically forfeit the student=s opportunity to<br />

attend the OSS program and the remaining days of suspension will be enforced. The term Aassignments@ shall only<br />

include homework or other written work that is assigned a certain point value or a letter grade and that also is<br />

counted by the teacher toward a student=s final grade in the particular class.<br />

To avail himself/herself of this program, the student or parent must make a request to the superintendent or designee<br />

at the time of the conference.<br />

Upon receiving such a request from the parent/student, the principal/principal=s designee will outline the procedure<br />

that will be followed. It is the student’s responsibility to keep up with work missed during the time he/she is<br />

suspended. Make-up work that is turned in beyond the due date established will not be given credit.<br />

Unexcused absence will terminate the option for special make-up allowance.<br />

E. Excessive Misconduct Reports<br />

A student who receives misconduct reports deemed to be excessive may be subject to extended suspension and/or<br />

expulsion.<br />

Safety Violation - A safety violation is any action or behavior that distracts the driver or puts the student or any<br />

student in a position of potential harm. Safety violations may be a minor or a major offense depending on the severity<br />

A. Drug Abuse Policy<br />

The possession, sale, transfer or abuse of the following while on district property or at a district-related function is<br />

prohibited: alcohol; unauthorized inhalants, or other drugs and paraphernalia; the compounds JWH-018, JWH-073,<br />

CP4-497 and homologues and HU-211 (Dexanabinol), commonly known as K2; legal (including, but not limited to,<br />

over-the-counter) and illegal drugs and paraphernalia or substances represented to be such.<br />

Students are expected to report to school in a drug-free condition except as specified below.* All forms of beverage<br />

alcohol are included in this policy, as are narcotics, depressants, stimulants, hallucinogens, and any other drugs,<br />

prescription or otherwise, which impair the student's ability to perform in the academic setting.<br />

The school will give the same consideration to persons with chemical dependency problems as it does to students<br />

having other health problems. Seeking assistance for such problems will not jeopardize a student's continued<br />

education.<br />

A student who comes to school or a district function with the smell or under the influence of alcohol or drugs on<br />

his/her person will have his/her parents/guardians and legal authorities notified.<br />

The guest of a student or visitor to the school who is dealing in, possesses, or is under the influence of prohibited<br />

controlled substances and/or alcohol will be reported to the proper legal authorities and may be barred for one (1)<br />

year from any events held on <strong>Union</strong> Public <strong>School</strong>s' property.<br />

* Students under a physician's care and requiring medication are required to follow the procedures set forth in<br />

policy JHCD.<br />

B. Disciplinary Guidelines<br />

1. Possession of, Use of, or Attendance While Under the Influence of or Soon After Consuming<br />

The possession or abuse of alcohol, unauthorized inhalants, imitation controlled substances or other drugs<br />

and paraphernalia, including legal (including, but not limited to, over-the-counter) and illegal drugs and<br />

paraphernalia (including controlled substances and illegal drugs defined as substances identified under<br />

schedules I, II, III, IV or V in Section 202(c) of the Controlled Substances Act) or substances represented to<br />

be such, while on district property, or at a district-related function, is prohibited.<br />

a. Principal will recommend to the superintendent, based upon the severity of the offense, that the<br />

student be suspended or expelled.<br />

The principal or designated individual will notify the student that he or she is suspended<br />

(OSS) for 10 days and subject to superintendent review is liable for additional days of<br />

suspension shall begin immediately with one-half (1/2) the suspension removed pending<br />

the results of Steps b-d. All students must present urine or blood tests that are negative<br />

before re-admittance to regular school programs.<br />

b. The principal or designated individual will notify the parent to explain the incident and arrange a<br />

conference with the principal.<br />

c. The principal or designated individual will notify the school nurse and/or the appropriate counselor.<br />

d. It is strongly recommended that a student have a professional evaluation from a trained chemical<br />

The Parent Portal enables parents, via a web browser, to view Parent/Student Bulletins, their student(s)’ records, and additional<br />

classroom functions. The portal will be linked through your school’s web site. Parents will see the same login screen as any<br />

faculty/staff user.<br />

Through this web-based system, you will be able to view your child’s attendance history, schedule, and grades.<br />

Through the Parent Portal Home Page, users will be able to view Bulletins that have been identified as Parent/Student bulletins by<br />

clicking on the link. These bulletins will display for a set period of time, which is determined when they are written.<br />

The Classes section displays the selected student’s course schedule.<br />

The Select Student menu item enables you to change students. The Select Area lets you select the data area to be displayed.<br />

Other data areas that will be available are Grade Book, Attendance, Term Grades, and Fines and Fees.<br />

Information for your child is available only with a password. All passwords are distributed through e-mail. It will be your responsibility to<br />

keep this password private. We cannot issue any passwords via phone conversation. Passwords will not be issued to school children.<br />

You must have an e-mail address to view your child’s records in PARENT PORTAL.<br />
