OTP Situati<strong>on</strong>s and Cases<br />
Security Council delegati<strong>on</strong> faced threats by<br />
<strong>the</strong> Sudanese Government and had to go into<br />
hiding as a c<strong>on</strong>sequence of speaking out about<br />
c<strong>on</strong>diti<strong>on</strong>s in <strong>the</strong> IDP camps.<br />
In March 2011, in a message to internati<strong>on</strong>al<br />
humanitarian bodies, women in IDP camps<br />
in North Darfur called <strong>on</strong> <strong>the</strong> UN and <strong>the</strong><br />
internati<strong>on</strong>al community as a whole, including<br />
humanitarian organisati<strong>on</strong>s, for recogniti<strong>on</strong><br />
of <strong>the</strong> <strong>on</strong>going c<strong>on</strong>flict and for humanitarian<br />
assistance. 696 The message named 34 villages<br />
that had been besieged and destroyed as part of<br />
<strong>the</strong> new government strategy in Sudan. It also<br />
called attenti<strong>on</strong> to <strong>the</strong> arrest and detenti<strong>on</strong> of<br />
activists by security forces, rape, killing, torture,<br />
looting and destructi<strong>on</strong> of property committed<br />
by <strong>the</strong> Government, all of which ‘took place<br />
before <strong>the</strong> eyes of <strong>the</strong> United Nati<strong>on</strong>s Missi<strong>on</strong> in<br />
Darfur (UNAMID)’. The message called, am<strong>on</strong>g<br />
o<strong>the</strong>r things, <strong>on</strong> <strong>the</strong> UN to protect IDPs, for a<br />
Security Council resoluti<strong>on</strong> to place Darfur under<br />
internati<strong>on</strong>al protecti<strong>on</strong> and put an end to <strong>the</strong><br />
violence, and for <strong>the</strong> Sudanese Government to<br />
be denied access to IDP camps.<br />
Signing of Doha Peace Document<br />
On 14 July 2011, <strong>the</strong> Sudanese Government<br />
and <strong>the</strong> Liberati<strong>on</strong> and Justice Movement (LJM)<br />
signed a peace document in Doha. 697 During <strong>the</strong><br />
preceding negotiati<strong>on</strong>s, <strong>the</strong> Women’s Initiatives<br />
c<strong>on</strong>ducted a fact-finding missi<strong>on</strong> in Doha, <strong>the</strong><br />
capital of Qatar, from 28 May to 2 June 2011.<br />
The missi<strong>on</strong>’s aim was to ga<strong>the</strong>r informati<strong>on</strong><br />
regarding <strong>the</strong> negotiati<strong>on</strong>s taking place and<br />
to meet with key stakeholders to discuss <strong>the</strong><br />
participati<strong>on</strong> of women in <strong>the</strong> talks. During<br />
<strong>the</strong> fact-finding missi<strong>on</strong>, informati<strong>on</strong> was<br />
collected about <strong>the</strong> positi<strong>on</strong> of women at <strong>the</strong><br />

negotiating table and about <strong>the</strong> challenges for<br />
<strong>the</strong> implementati<strong>on</strong> of UNSC Resoluti<strong>on</strong>s 1325<br />
and 1820. Qatar was chosen as <strong>the</strong> locati<strong>on</strong> for<br />
<strong>the</strong> Darfur peace negotiati<strong>on</strong>s in a resoluti<strong>on</strong><br />
adopted by <strong>the</strong> Arab League <strong>on</strong> 9 September<br />
2008. This resoluti<strong>on</strong> was welcomed by <strong>the</strong> AU,<br />
<strong>the</strong> UN and <strong>the</strong> EU.<br />
From 27 to 31 May 2011, <strong>the</strong> Darfur<br />
Stakeholders’ C<strong>on</strong>ference took place in Doha.<br />
It was attended by over 500 representatives<br />
from different states of Darfur and <strong>the</strong><br />
diasporas (including civil society organisati<strong>on</strong>s,<br />
tribal leaders, native administrati<strong>on</strong> leaders,<br />
IDPs, refugees, parliament members, state<br />
parliament members, governors [walis] of <strong>the</strong><br />
three states, and main political party leaders),<br />
who endorsed <strong>the</strong> Doha draft document as<br />
<strong>the</strong> basis for reaching a permanent ceasefire, a<br />
comprehensive and inclusive peace settlement,<br />
and sustainable peace and stability in Darfur. 698<br />
However, key Darfur movement organisati<strong>on</strong>s<br />
have told <strong>the</strong> Women’s Initiatives that <strong>the</strong>y<br />
did not c<strong>on</strong>sider <strong>the</strong> communiqué that came<br />
out of <strong>the</strong> C<strong>on</strong>ference to be binding for <strong>the</strong>m.<br />
They argued that 75% of <strong>the</strong> participants of<br />
<strong>the</strong> C<strong>on</strong>ference were affiliates of <strong>the</strong> Nati<strong>on</strong>al<br />
C<strong>on</strong>gress Party, which forms <strong>the</strong> Government of<br />
Sudan. On <strong>the</strong> o<strong>the</strong>r hand, key Darfur movement<br />
organisati<strong>on</strong>s did not deny that <strong>the</strong> C<strong>on</strong>ference<br />
has achieved several of its objectives, and<br />
that some of its outcomes may be taken into<br />
c<strong>on</strong>siderati<strong>on</strong> in <strong>the</strong>ir negotiati<strong>on</strong>s. In additi<strong>on</strong>,<br />
many IDPs told <strong>the</strong> Women’s Initiatives that<br />
those who participated in <strong>the</strong> C<strong>on</strong>ference were<br />
not representing <strong>the</strong>m, and had been selected<br />
by <strong>the</strong> government to support <strong>the</strong>ir own agenda<br />
during <strong>the</strong> C<strong>on</strong>ference. They also questi<strong>on</strong>ed<br />
how <strong>the</strong> stakeholders could understand and<br />
endorse documents that had been <strong>the</strong> result<br />
