Romania, <strong>the</strong> first Eastern European country<br />
to appear in <strong>the</strong> list. The Gambia, Kenya, Sierra<br />
Le<strong>on</strong>e, South Africa, and Uganda are <strong>the</strong> highest<br />
ranking countries from <strong>the</strong> Africa regi<strong>on</strong> with<br />
two female appointees each.<br />
While <strong>the</strong> states included in <strong>the</strong> ‘Top 10’<br />
list of countries with <strong>the</strong> highest numbers of<br />
appointees to <strong>the</strong> Court have not changed<br />
significantly in <strong>the</strong> last four years, <strong>the</strong> number<br />
of regi<strong>on</strong>s represented in this list has underg<strong>on</strong>e<br />
a gradual, but steady decrease. This year, <strong>on</strong>ly<br />
WEOG countries occupy <strong>the</strong> first nine places<br />
<strong>on</strong> <strong>the</strong> list with a single n<strong>on</strong>-WEOG country,<br />
South Africa, appearing in <strong>the</strong> list at number<br />
10. In 2010, <strong>the</strong>re were more countries from <strong>the</strong><br />
Africa regi<strong>on</strong> <strong>on</strong> <strong>the</strong> ‘Top 10’ list and at least <strong>on</strong>e<br />
country from Eastern Europe. The GRULAC regi<strong>on</strong><br />
was last included in <strong>the</strong> ‘Top 10’ list in 2009 and<br />
Asia in 2008. No new countries joined <strong>the</strong> ‘Top<br />
10’ list.<br />
There are currently 10 professi<strong>on</strong>als from <strong>the</strong><br />
current Situati<strong>on</strong>s before <strong>the</strong> Court, an increase<br />
from 2010 when a total of six professi<strong>on</strong>als were<br />
nati<strong>on</strong>als of <strong>the</strong>se countries. While <strong>the</strong> number<br />
of appointees from <strong>the</strong> DRC did not change from<br />
last year (two male appointees), <strong>the</strong> number of<br />
nati<strong>on</strong>als from Kenya and Uganda increased,<br />
respectively by <strong>on</strong>e and two. The Côte d’Ivoire<br />
has <strong>on</strong>e employee at <strong>the</strong> Court. CAR, Libya and<br />
Sudan are not represented by any professi<strong>on</strong>als<br />
at <strong>the</strong> Court. Out of <strong>the</strong> 10 appointees from<br />
Situati<strong>on</strong>s currently under investigati<strong>on</strong> at <strong>the</strong><br />
ICC, five are women (two from Kenya, two from<br />
Uganda and <strong>on</strong>e from Côte d’Ivoire). Last year,<br />
<strong>on</strong>ly two women from Situati<strong>on</strong>-countries were<br />
appointed to <strong>the</strong> Court (<strong>on</strong>e from Kenya and <strong>on</strong>e<br />
from Uganda).<br />
In <strong>the</strong> OTP, six senior posts (P5 level) are held<br />
by nati<strong>on</strong>als from <strong>the</strong> WEOG regi<strong>on</strong> with <strong>on</strong>ly<br />
<strong>on</strong>e being a female appointee (Germany). Three<br />
senior posts (P5 level), are held by nati<strong>on</strong>als<br />
from <strong>the</strong> Africa regi<strong>on</strong> (two from South Africa,<br />
<strong>on</strong>e from Senegal). Of <strong>the</strong>se, two are male and<br />
<strong>on</strong>e is a female appointee. This represents a<br />
decrease from 2010, when four senior posts<br />
were held by professi<strong>on</strong>als coming from Africa.<br />
GRULAC has <strong>on</strong>e senior post within <strong>the</strong> OTP<br />
(male, Argentina), as in 2010. According to<br />
<strong>the</strong> OTP, <strong>the</strong> Coordinator of Prosecuti<strong>on</strong>s is a<br />
female from <strong>the</strong> Philippines although <strong>the</strong> post<br />
is actually filled by a female from <strong>the</strong> United<br />
States of America. This makes <strong>the</strong> total number<br />
of senior level WEOG appointees seven within<br />
<strong>the</strong> OTP. The positi<strong>on</strong> of Head of <strong>the</strong> Jurisdicti<strong>on</strong>,<br />
Complementarity and Cooperati<strong>on</strong> Divisi<strong>on</strong> (D1)<br />
is held by a professi<strong>on</strong>al coming from <strong>the</strong> Africa<br />
regi<strong>on</strong> (male, Lesotho). The o<strong>the</strong>r D1 grade post<br />
(Chief of Planning and Operati<strong>on</strong>s Secti<strong>on</strong>) is<br />
held by a nati<strong>on</strong>al from <strong>the</strong> WEOG regi<strong>on</strong> (male,<br />
Belgium). 214<br />
In <strong>the</strong> Registry, nine senior (P5 level) posts are<br />
held by nati<strong>on</strong>als from <strong>the</strong> WEOG regi<strong>on</strong>, <strong>on</strong>e<br />
more than in 2010. Two senior posts (P5 level) are<br />
held by nati<strong>on</strong>als from Africa (both males from<br />
Mali and South Africa), <strong>on</strong>e less than in 2010. 215<br />
As in 2010, <strong>on</strong>e senior post is held by a nati<strong>on</strong>al<br />
from Eastern Europe (female, Serbia) and <strong>on</strong>e<br />
by a nati<strong>on</strong>al from Asia (male, Singapore).<br />
Unlike 2010, GRULAC is represented at <strong>the</strong> P5<br />
level in <strong>the</strong> Registry (<strong>on</strong>e female, Ecuador). The<br />
positi<strong>on</strong> of Deputy Registrar (D1-LA) is held by<br />
a professi<strong>on</strong>al coming from <strong>the</strong> Africa regi<strong>on</strong><br />
(male, Senegal). The remaining three D1 grade<br />
