Within <strong>the</strong> Court, <strong>the</strong>re is <strong>on</strong>e Under Secretary<br />

General (USG – Prosecutor) 217 who is a male<br />

from Argentina and two Assistant Secretary<br />

Generals (ASG – <strong>the</strong> Registrar and <strong>the</strong> Deputy<br />

Prosecutor) 218 both of whom are females from<br />

Italy and The Gambia, respectively.<br />

In <strong>the</strong> Judiciary, Asia, Africa and WEOG are<br />

represented in <strong>the</strong> Presidency, respectively by<br />

<strong>the</strong> President (Judge Sang-Hyun S<strong>on</strong>g from <strong>the</strong><br />

Republic of Korea) and two Vice-Presidents of <strong>the</strong><br />

Court (Judge Fatoumata Dembele Diarra from<br />

Mali and Judge Hans-Peter Kaul from Germany).<br />

There are three P5 positi<strong>on</strong>s in <strong>the</strong> Judiciary:<br />

<strong>the</strong> Chef de Cabinet, <strong>the</strong> Head of <strong>the</strong> New York<br />

Liais<strong>on</strong> Office and <strong>the</strong> Senior Legal Adviser to<br />

<strong>the</strong> Chambers. Of <strong>the</strong>se, <strong>on</strong>e (Chef de Cabinet),<br />

is reported by <strong>the</strong> ICC as being vacant although<br />

<strong>the</strong>re is a male appointee from WEOG (United<br />

Kingdom) in <strong>the</strong> post at a P5 level. The two<br />

o<strong>the</strong>r officially filled positi<strong>on</strong>s are occupied<br />

by an African woman (Kenya, Head, New York<br />

Liais<strong>on</strong> Office) and a male appointee from WEOG<br />

(France, Senior Legal Adviser).<br />

N<strong>on</strong>e of <strong>the</strong> Heads of <strong>the</strong> OTP, Registry, ASP<br />

Secretariat, and Secretariat of <strong>the</strong> TFV are from<br />

Africa, Asia or Eastern Europe. The incoming ASP<br />

President is a woman from Eastern Europe. 219<br />

Following <strong>the</strong> recommendati<strong>on</strong> expressed<br />

by <strong>the</strong> Committee <strong>on</strong> Budget and Finance at<br />

its twelfth sessi<strong>on</strong> in April 2009, <strong>the</strong> Human<br />

Resources Secti<strong>on</strong> of <strong>the</strong> Court prepared a twoyear<br />

plan to c<strong>on</strong>duct recruitment missi<strong>on</strong>s<br />

in under-represented and n<strong>on</strong>-represented<br />

regi<strong>on</strong>s. The first such missi<strong>on</strong> was c<strong>on</strong>ducted<br />

in December 2009 in Est<strong>on</strong>ia. 220 While more<br />

missi<strong>on</strong>s in Eastern European countries were<br />

planned for <strong>the</strong> first half of 2010, no activities<br />

were carried out in 2010 nor 2011 due to<br />

budgetary and human resource c<strong>on</strong>straints. In<br />

<strong>the</strong> Court’s <str<strong>on</strong>g>Report</str<strong>on</strong>g> to <strong>the</strong> ASP <strong>on</strong> human resource<br />

management, <strong>the</strong> Registrar has indicated that<br />

<strong>the</strong> Secti<strong>on</strong> will work <strong>on</strong> an alternative strategy,<br />

in light of <strong>the</strong> zero growth in <strong>the</strong> budget, to<br />

stimulate an increase in awareness about <strong>the</strong><br />

Court's employment possibilities in underrepresented<br />

and not represented countries. 221<br />

All <strong>the</strong> members elected to <strong>the</strong> Disciplinary<br />

Board for Counsel (two permanent and <strong>on</strong>e<br />

alternate) and to <strong>the</strong> Disciplinary Appeals Board<br />

for Counsel (two permanent and <strong>on</strong>e alternate)<br />

are from WEOG countries, respectively from<br />

France, <strong>Canada</strong> and Germany, and from France,<br />

<strong>the</strong> United Kingdom and Spain.<br />
