The qualification process should include:<br />
(1) a review <strong>of</strong> the procedures by experienced personnel;<br />
(2) a review <strong>of</strong> the technical justification for the procedures and equipment;<br />
(3) a review <strong>of</strong> the experience and qualifications required <strong>of</strong> inspection personnel;<br />
(4) an inspection <strong>of</strong> test pieces, which should contain realistic flaws, whose size,<br />
position, character and orientation have been chosen according to the requirements<br />
<strong>of</strong> Section 4.3. This inspection should be conducted under conditions<br />
(radiation protection, environment, access, etc.) which will apply on the site.<br />
The test pieces must adequately simulate the component (shape, surface condition,<br />
materials, manufacturing condition, etc.) to be inspected.<br />
The equipment should be clearly defined and characterized (see Annex V) to<br />
the extent that the stability <strong>of</strong> its characteristics can be assured, and that it can be<br />
duplicated or replaced at a later stage without affecting the expected results <strong>of</strong> the<br />
planned examinations.<br />
The qualification results have to be documented. Once a procedure has been<br />
qualified it may be used without further qualification on other similar components<br />
and flaws.<br />
2.5. QUALIFICATION AND TRAINING OF PERSONNEL<br />
All in-service inspection personnel should be given qualification and training<br />
appropriate to their level <strong>of</strong> responsibility. <strong>In</strong> spite <strong>of</strong> the different qualifications and<br />
training practices <strong>of</strong> different operating organizations, the competence <strong>of</strong> in-service<br />
inspection personnel should be established, preserved and verified as discussed in<br />
Section 3.3 <strong>of</strong> the Manual on the Maintenance <strong>of</strong> Systems and Components Important<br />
to Safety (IAEA Technical Reports Series No. 268) as applicable for in-service<br />
inspection personnel.<br />
2.5.1. Examination personnel should be qualified to an appropriate and recognized<br />
standard. <strong>In</strong> particular, they should be qualified to carry out their responsibilities on<br />
the basis that they have had experience with the same or similar examination techniques<br />
for the same or similar materials and plant configurations as those that are<br />
used in the in-service inspection programme. This may include examination on the<br />
test pieces described in Section 2.4.<br />
2.5.2. Evidence should be provided that the examinations have been carried out by<br />
personnel qualified as stated in Section 2.5.1. Satisfactory methods by which this<br />
could be done are by:<br />
(1) verifying the qualification <strong>of</strong> the examination personnel and including the relevant<br />
information in the reports <strong>of</strong> the examinations, or<br />
