Since staging Australia’s first controlled powered aircraft flight in 1910, <strong>Victoria</strong> has<br />
continued to be the leader in aviation <strong>and</strong> aerospace activity in Australia.<br />
More than 40% of Australia’s civil aviation repair <strong>and</strong><br />
overhaul activities take place in Melbourne <strong>and</strong>, with<br />
two world-class airports on extensive parcels of l<strong>and</strong>,<br />
the city has the capacity to cater to an increasing market<br />
in both heavy <strong>and</strong> line maintenance activities to meet<br />
the needs of domestic <strong>and</strong> international operators.<br />

Melbourne has an established aerospace precinct at<br />
Fisherman’s Bend in Port Melbourne consisting of<br />
manufacturers, design organisations, educational<br />
providers <strong>and</strong> research facilities, as well a growing<br />

Established centre for MRO<br />
Situated in one of the world’s most vibrant growth<br />
corridors for aviation, Melbourne is well positioned to<br />
become a major global MRO centre in the Australasian<br />
region. A recent study by IBM Plant Location<br />
International highlights Melbourne’s quality offering<br />
for MRO as among the best in the region. Melbourne’s<br />
offering stood out in some areas in particular,<br />
receiving the highest score for stability <strong>and</strong> risk, living<br />
environment <strong>and</strong> real estate (availability of hangars).<br />
John Holl<strong>and</strong> <strong>Aviation</strong> Services (JHAS): Australia’s<br />
only independent third-party aircraft maintenance<br />
provider, JHAS caters for heavy aircraft types up<br />
to <strong>and</strong> including wide body aircraft. John Holl<strong>and</strong><br />
currently services both domestic <strong>and</strong> international<br />
airlines <strong>and</strong> provides total maintenance solutions. With<br />
significant in-house capabilities <strong>and</strong> renowned Original<br />
Equipment Manufacturers (Boeing) <strong>and</strong> major engine<br />
shop capabilities (Lufthansa Tecknik) located in close<br />
proximity, JHAS provides a cost effective <strong>and</strong> efficient<br />

Qantas: With extensive maintenance facilities at both<br />
Melbourne <strong>and</strong> Avalon airports, Qantas caters for<br />

Virgin Tech: The Virgin Tech MRO facility located at<br />

LTQ Engineering: A partnership between<br />
Lufthansa Technik <strong>and</strong> Qantas, LTQ Engineering is<br />

Melbourne Airport. LTQ specialises in the repair <strong>and</strong><br />
overhaul of jet engines <strong>and</strong> can conduct complete<br />
engine overhauls, modifications <strong>and</strong> repair activities<br />
with extensive support shop <strong>and</strong> test cell capability.<br />
Honeywell <strong>Aerospace</strong> <strong>and</strong> Rockwell Collins:<br />
Together with a large collection of smaller firms<br />
these companies provide specialist maintenance<br />
support services to general aviation, commercial<br />
<strong>and</strong> military clients.<br />
Melbourne is also home to a comprehensive range of<br />
part suppliers <strong>and</strong> ground support equipment suppliers<br />
which feed into the Australian airline industry.
<strong>Aviation</strong> services<br />
As the international gateway to southern Australia,<br />
Melbourne provides access to a catchment area of seven<br />
million people with a compelling mix of business,<br />
leisure <strong>and</strong> ‘visiting friends <strong>and</strong> relatives’ traffic.<br />
Already an important air traffic hub in Australia,<br />
capacity exists for further expansion at Melbourne’s<br />
two airports characterised by high levels of operational<br />
flexibility <strong>and</strong> efficiency. As an example of this, a recent<br />
benchmarking study found employee productivity at<br />
Melbourne Airport is about one-third higher than the<br />
average for other southern hemisphere airports.<br />
Melbourne’s role as Australia’s leading logistics hub is<br />
strengthened by international investment in aviation<br />
ground services at Melbourne Airport including Toll,<br />
DNATA <strong>and</strong> Menzies <strong>Aviation</strong>.<br />
In 2009 Melbourne Airport increased its international<br />
capacity by 12% <strong>and</strong> the <strong>Victoria</strong>n Government is<br />
committed to seeing this trend continue. The growth<br />
is evident in the number of new carriers Melbourne<br />
welcomed on new <strong>and</strong> existing routes <strong>and</strong> in the<br />
exp<strong>and</strong>ing capacity of existing carriers.<br />
• AirAsia X exp<strong>and</strong>ed to 11 weekly services between<br />
Kuala Lumpur <strong>and</strong> Melbourne, <strong>and</strong> launched<br />
services from Kuala Lumpur to Stansted London.<br />
• Etihad Airways launched direct Airbus A340 services<br />
between Melbourne <strong>and</strong> Abu Dhabi.<br />
• Singapore Airlines introduced new A380 services<br />
between Melbourne <strong>and</strong> Singapore.<br />
• V Australia launched three new services out of<br />
Melbourne; to Los Angeles, USA three times a week,<br />
to Johannesburg, South Africa twice a week <strong>and</strong> to<br />
Phuket, Thail<strong>and</strong> once a week.<br />
• Emirates Airlines increased its services to Melbourne<br />
to three daily flights using both Boeing 777 <strong>and</strong> A340<br />
aircraft.<br />
• Qatar Airways commenced three weekly direct air<br />
services between Melbourne <strong>and</strong> Doha, the airline’s<br />
first service to Australia.<br />
• Qantas Airways announced the launch of its<br />
fifth new A380 aircraft flying twice weekly on the<br />
Melbourne to London route.<br />
Looking forward, the State Government is working<br />
towards exp<strong>and</strong>ing air access to priority markets<br />
such as China <strong>and</strong> India. Domestic carriers Jetstar<br />
<strong>and</strong> QantasLink have made commitments to increase<br />
services between Melbourne <strong>and</strong> a number of other<br />
Australian destinations during 2010.<br />
The Melbourne-based low cost carrier, Tiger Airways<br />
Australia will also be increasing services during 2010 as<br />
four new aircraft will be assigned to their headquarters<br />
at Melbourne Airport’s Terminal 4.<br />

will run from 7th to 15th November<br />
<strong>and</strong> is expected to draw more<br />

<strong>Aerospace</strong> components<br />
Melbourne is Australia’s centre of excellence for<br />
aerospace design, manufacture <strong>and</strong> testing. Supported<br />
by the state’s advanced manufacturing base, <strong>Victoria</strong>n<br />
firms supply components, tools <strong>and</strong> services to the<br />
world’s prime aircraft manufacturers, including<br />
Airbus, EADS, Boeing, Eurocopter, Lockheed Martin<br />
<strong>and</strong> Northrop Grumman. A recent study by IBM Plant<br />
Location International illustrates that Melbourne<br />
provides a high quality operating environment at costs<br />
below most other top global locations.<br />

The Cooperative Research Centre for Advanced<br />
Composite Structures, located at Melbourne’s<br />
Fisherman’s Bend, works closely with industry to<br />
deliver advanced research in composite materials.<br />
Also located at Fisherman’s Bend, Boeing<br />
Aerostructures is a Tier 1 supplier to the Boeing 787<br />
program manufacturing the new aircraft’s moveable<br />
trailing edges. Boeing Australia Component Repair is<br />
also Melbourne-based, specialising in composite, sheet<br />
metal <strong>and</strong> metal to metal bonded components repair<br />
<strong>and</strong> overhaul for both commercial <strong>and</strong> military aircraft.<br />
<strong>Victoria</strong> is the primary manufacturing centre in<br />
Australia, generating over one third of the national<br />
manufacturing output <strong>and</strong> turnover.<br />
<strong>Victoria</strong> accounts for 40% of Australian machinery <strong>and</strong><br />
equipment manufacture with particular strengths in<br />
automotive, aerospace, scientific equipment, industrial<br />
machinery <strong>and</strong> electronics.<br />

Boeing’s recent decision to relocate its aerospace<br />
component manufacturing business from Sydney to<br />
Melbourne means Melbourne is now home to Boeing’s<br />
largest footprint outside the USA, with over 3,000 staff.

Organisations that play a significant role in research<br />
<strong>and</strong> development in the industry include:<br />
• The Australian Advanced Manufacturing<br />
Research Centre (AusAMRC), a newly announced<br />
collaborative venture between Boeing <strong>and</strong> Swinburne<br />
University, has been established to develop<br />
technology-driven solutions to ensure Australian<br />
suppliers are amongst the most innovative,<br />
competitive <strong>and</strong> capable in the world.<br />
• The Cooperative Research Centre for Advanced<br />
Composite Structures (CRC-ACS) at Monash<br />
University brings together research providers <strong>and</strong><br />
composites businesses to provide competitive<br />
technology for Australian industry. With a core staff<br />
of over 30 researchers, the CRC-ACS has built up a<br />
global reputation for composites research since its<br />
inception nearly 20 years ago.<br />
• The Advanced Manufacturing Cooperative<br />
Research Centre (AMCRC) develops next<br />
generation technology platforms across numerous<br />
manufacturing sectors. Based at Swinburne<br />
University the AMCRC was established in 2008 with<br />
a $35 million government grant.<br />
• Located at Fishermen’s Bend the Platform Sciences<br />
Laboratory of the Defence Science & Technology<br />
Organisation is Australia’s leading aeronautical<br />
research institute.<br />
• The Defence Materials Technology Centre (DMTC),<br />
an $85 million facility was established in May 2008<br />
to provide technology solutions to enable industry to<br />
enhance Australian defence capability<br />
• The Sir Lawrence Wackett <strong>Aerospace</strong> Centre at<br />
RMIT University works towards the development of<br />
next generation aerospace technologies.<br />
Melbourne boasts Australia’s largest concentration of<br />
aviation <strong>and</strong> aerospace education <strong>and</strong> training facilities<br />
guaranteeing a steady pipeline of high calibre skilled<br />
labour ready to enter the workforce <strong>and</strong> adding to its<br />
reputation as an aviation hub.<br />
Melbourne’s world-class universities <strong>and</strong> training<br />
institutions are accustomed to working with industry<br />
<strong>and</strong> private training providers to develop <strong>and</strong> deliver<br />
accredited training courses designed to respond to<br />
specific industry dem<strong>and</strong>s.<br />
The <strong>Aviation</strong> Industry Training Centre at the Kangan<br />
Institute is the primary provider of apprenticeship<br />
training for the aviation industry for the Aircraft<br />
Maintenance Engineer (AME) - Mechanical, Avionics<br />
<strong>and</strong> Structures trades. The Kangan Institute is also<br />
the only Civil <strong>Aviation</strong> Safety Authority (CASA)<br />
recognised training organisation (RTO) in <strong>Victoria</strong> that<br />
can provide Licensed Aircraft Maintenance Engineer<br />
(LAME) training <strong>and</strong> the conversion training for B1 <strong>and</strong><br />
B2 licensing<br />
RMIT University is a key provider in the Graduate<br />
Engineer - <strong>Aerospace</strong> discipline <strong>and</strong> has a number<br />
of recognised programs that are focused on <strong>Aviation</strong><br />
Management. RMIT is also a provider of Pilot Training<br />
for both domestic <strong>and</strong> international students.<br />
Swinburne University, in association with Oxford<br />
<strong>Aviation</strong> Academy is a major provider of Pilot Training<br />
for the Australian market <strong>and</strong> is involved in the<br />
delivery of academic studies for the Qantas Pilot Cadet<br />
program. Swinburne also delivers a number of targeted<br />
<strong>Aviation</strong> Management programs.<br />
Monash University offers undergraduate <strong>and</strong><br />
postgraduate engineering courses in electrical,<br />
materials, mechanical, mechatronics <strong>and</strong> computer<br />
systems engineering, including a specific combined<br />
degree in aerospace engineering.<br />
East Gippsl<strong>and</strong> Institute of TAFE works closely with<br />
industry <strong>and</strong> statutory authorities to ensure the aircraft<br />
maintenance training it provides meets industry<br />
st<strong>and</strong>ards <strong>and</strong> client needs.
Melbourne has the skills <strong>and</strong> resources that<br />
business needs to succeed in a changing <strong>and</strong><br />
increasingly competitive marketplace.<br />
Ansett <strong>Aviation</strong> Training is the largest aviation<br />
training facility in the southern hemisphere, currently<br />
housing twelve Full Flight Simulators. AAT recently<br />
installed an A320 Cabin Emergency Evacuation Trainer,<br />
the only one of its kind in Australia.<br />
Qantas Flight Operations Centre operates pilot <strong>and</strong><br />
cabin crew training for both the Qantas Group <strong>and</strong><br />
third parties.<br />
As part of its commitment to the industry the <strong>Victoria</strong>n<br />
Government is supporting a number of initiatives to<br />
develop <strong>and</strong> grow the base of aerospace <strong>and</strong> aviation<br />
industry skills even further.<br />
One such initiative involves creating additional<br />
programs for high schools to provide Certificate II prevocational<br />
training in Aeroskills. This will substantially<br />
increase the number of students ready to train for<br />
employment in aviation maintenance related careers.<br />
Also in the pipeline is the creation of <strong>Aviation</strong> Training<br />
<strong>Victoria</strong> (ATV) a dedicated facility for the development<br />
of technical training <strong>and</strong> broader educational activities<br />
for the civil aviation sector. ATV will provide worldclass<br />
training covering the full range of disciplines in<br />
the aviation sector in a purpose-built on-airport facility.<br />
The training solution is envisaged to incorporate<br />
workshop <strong>and</strong> hangar space, specialist training<br />
equipment, pilot training capacity, a research <strong>and</strong><br />
development commercialisation facility <strong>and</strong> classroom<br />
accommodation for up to 500 students.<br />
The <strong>Victoria</strong>n Government has committed $3 million<br />
to the finalisation of the ATV business plan by<br />
September 2010.<br />

Melbourne’s aviation infrastructure<br />
Two world-class airports <strong>and</strong> room to grow.<br />
Melbourne’s two airports have plenty of space to<br />
further increase capacity. One of Australia’s only<br />
curfew-free international airports, Melbourne Airport<br />
allows 24/7 maintenance operations including highpowered<br />
engine runs. Located 25 kilometres northwest<br />
of Melbourne’s central business district (CBD),<br />
Melbourne Airport has the largest area for expansion of<br />
any of Australia’s leading airports.<br />
Melbourne Airport caters to almost 25 million<br />
passengers each year, including five million<br />
international passengers. According to Access<br />
Economics, routes from Melbourne Airport comprise<br />
five of the top ten most travelled routes in Australia.<br />
The $330 million expansion currently underway<br />
at Melbourne Airport will double the size of the<br />
international terminal providing five extra gates, a new<br />
baggage system <strong>and</strong> a new passenger security <strong>and</strong><br />
outbound customs area.<br />
Melbourne’s second major airport, Avalon, is located<br />
40 minutes from Melbourne’s CBD <strong>and</strong> 15 minutes<br />
from Geelong, <strong>Victoria</strong>’s second largest city. Avalon<br />
Airport is Australia’s only dedicated Low Cost Airport.<br />
Since beginning commercial operations in 2004, Avalon<br />
Airport has seen extraordinary growth with over one<br />
million passengers using the facility each year. Avalon<br />
Airport has significant maintenance capability <strong>and</strong> is the<br />
Qantas group’s B747 aircraft heavy maintenance facility.<br />
Melbourne-Avalon combined cater to a similar number<br />
of passengers as Sydney yet Melbourne has denser<br />
routes than Sydney <strong>and</strong> other airports making it an<br />
attractive regional hub for carriers.<br />
Avalon Airport is home to the<br />
biennial Australian International<br />
Airshow <strong>and</strong> <strong>Aerospace</strong> <strong>and</strong><br />
Defence Expo, one of Asia-Pacific’s<br />
most significant aviation, aerospace<br />
<strong>and</strong> defence trade shows. Regularly<br />
attracting more than 200,000<br />
visitors, the next Airshow will take<br />
place from 1 to 6 March 2011.<br />
