Summary <strong>of</strong> <strong>Government</strong> <strong>2.0</strong> Taskforce projects<br />
Using the funds made available to it via the project fund, the taskforce commissi<strong>on</strong>ed a series <strong>of</strong><br />
projects designed to provide insight into key <strong>Government</strong> <strong>2.0</strong> issues through research, evaluati<strong>on</strong><br />
<strong>and</strong> case studies. In determining its priorities for using the project fund, the taskforce engaged<br />
<strong>with</strong> the <strong>on</strong>line community to obtain feedback <strong>and</strong> ideas for projects that would help address its<br />
terms <strong>of</strong> reference.<br />
The majority <strong>of</strong> these projects resulted in reports, which are summarised below. The outputs <strong>of</strong><br />
these projects can be found <strong>on</strong> the taskforce blog. 328<br />
In additi<strong>on</strong> to these projects, the taskforce engaged the services <strong>of</strong> a public relati<strong>on</strong>s c<strong>on</strong>sultant<br />
to assist <strong>with</strong> promoting the taskforce’s draft report (Project 12) <strong>and</strong> funded the development<br />
<strong>of</strong> the planningalerts.org.au website by the OpenAustralia Foundati<strong>on</strong> (Project 17), 329 which will<br />
provide improved citizen access to local government planning applicati<strong>on</strong>s (the source code for<br />
this website will also be made available for reuse <strong>and</strong> adapti<strong>on</strong> to other government scenarios<br />
under an open source license). The taskforce also requested quotes for a series <strong>of</strong> hypotheticals<br />
(Project 11), but decided not to proceed <strong>with</strong> this project due to logistical c<strong>on</strong>straints.<br />

Project 1: Enhancing the discoverability <strong>and</strong> accessibility <strong>of</strong> government<br />
informati<strong>on</strong><br />

Hyro Australia provided l<strong>on</strong>g <strong>and</strong> short term recommendati<strong>on</strong>s about how to make government<br />
informati<strong>on</strong> easier for citizens to find <strong>and</strong> use, including a whole <strong>of</strong> government search strategy,<br />
enforcing st<strong>and</strong>ardised metadata, adopti<strong>on</strong> <strong>of</strong> the WCAG <strong>2.0</strong> accessibility guidelines, a more<br />
customer focused <strong>and</strong> coordinated approach to <strong>on</strong>line service delivery <strong>and</strong> greater use <strong>of</strong><br />
Creative Comm<strong>on</strong>s licenses.<br />
Projects 2 <strong>and</strong> 3: Identify key barriers <strong>with</strong>in agencies to <strong>Government</strong> <strong>2.0</strong> <strong>and</strong><br />
survey <strong>of</strong> Australian <strong>Government</strong> Web <strong>2.0</strong> practices<br />

E8 C<strong>on</strong>sulting c<strong>on</strong>ducted a survey <strong>and</strong> interviews <strong>with</strong> a range <strong>of</strong> public servants about their<br />
experiences <strong>and</strong> percepti<strong>on</strong>s <strong>of</strong> implementing Web <strong>2.0</strong> in government. The report c<strong>on</strong>cluded<br />
that there are significant inc<strong>on</strong>sistencies in the levels <strong>of</strong> access that public servants have to<br />
Web <strong>2.0</strong> tools <strong>and</strong> a growing gap between their use at home <strong>and</strong> work. A variety <strong>of</strong> legal,<br />
technical <strong>and</strong> cultural reas<strong>on</strong>s were cited for the restricti<strong>on</strong>s <strong>on</strong> work-based access to Web <strong>2.0</strong><br />
tools, but the report c<strong>on</strong>cluded that most <strong>of</strong> these could be addressed <strong>with</strong>in existing policy<br />
frameworks through better educati<strong>on</strong> <strong>of</strong> public servants (particularly senior management) about<br />
the benefits, risks <strong>and</strong> practical uses <strong>of</strong> Web <strong>2.0</strong> in government.<br />
Project 4: Copyright law <strong>and</strong> intellectual property<br />

Pr<strong>of</strong>essor Anne Fitzgerald examined the broad policy rati<strong>on</strong>ale for copyright in relati<strong>on</strong> to public<br />
sector informati<strong>on</strong> <strong>and</strong> found that there is a str<strong>on</strong>g case to realign Comm<strong>on</strong>wealth copyright<br />
policy based <strong>on</strong> the principles <strong>of</strong> open access <strong>and</strong> reuse which would facilitate complex flows <strong>of</strong><br />
informati<strong>on</strong> between <strong>and</strong> <strong>with</strong>in the public <strong>and</strong> private sectors. The report stated that this could<br />
be achieved <strong>with</strong>out the need for significant changes to copyright legislati<strong>on</strong> by repositi<strong>on</strong>ing<br />
Crown copyright to enable rather than restrict reuse, adopting copyright management practices<br />
